This study aims to analyze on the changes of opinion in terms of Sejong City construction using big data. The research data are newspaper articles related to the argument of construction in Sejong City. The newspaper article data was reported by Hankyoreh, Dong-A Ilbo and Hankook Ilbo. The arguments related to the construction of Sejong City was included the new administrative capita, multifunctional administrative city and amendments of Sejong City. The analysis method used in this study is frequency analysis, sentiment analysis and social network analysis using python and gephi 0.9.2 programs. The results of the analysis are as follows. First, as a result of frequency analysis, the keywords of Hankyoreh showed the characteristics of consent - consent - dissent according to the construction period of Sejong City. The Dong-A Ilbo showed positions of dissent - dissent - consent. In addition, the Hankook Ilbo was analyzed to have the characteristics of dissent - consent - dissent tendency. Secondly, results of sentiment analysis, The Hankyoreh showed positive - positive - negative tone. The characteristic of Dong-A Ilbo is that the focus has changed from negative to negative to positive. The Hankook Ilbo showed that changed from negative to positive to negative. Finally, the results of social network analysis are as follows. At the time of the construction of Sejong City, each opinion of media was showed a changes in issues according to political and ideological characteristics such as conservative, progressive and moderation. In detail, Hankyoreh focused on balanced regional development. The Dong-A Ilbo represented the opinion of the Conservative Party. The Hankook Ilbo was highlighting the issues confronting the conservative party and progressive party during the construction of Sejong City.

수도권의 과밀화 해소와 국가균형발전을 위해 출범한 세종시 행정중심복합도시. 이곳은 지난해 말에 청사 2단계 입주가 이루어지면서 본격적으로 행정기능 중심 도시로 재탄생했다. 이에 따라 세종시에는 현재 도시기반 확충을 위한 인프라가 한창 구축되고 있다. 이 가운데 행정중심복합도시 내부를 순환하는 도로를 연결하는 금강 4교 건설공사 현장은 많은 이들의 이목을 끌고 있다. 국내에서 최초로 개방형의 사장교가 시공되고 있는 것은 물론 주탑이 세종시의 상징인 매를 형성화하는 등 그야말로 명품도시의 랜드마크로 여겨지고 있기 때문이다. 때문에 이곳을 시공하고 있는 SK건설에서는 철두철미한 안전관리를 전기하고 있다. 그 결과는 안전분야 최고의 권위를 자랑하는 '안전경영대상'에서 토목부문 대상을 수상하는 것으로 나타났다. 이곳의 안전관리가 어떻게 펼쳐지고 있는지 찾아가 봤다.

본고에서는 스마트그리드 사업을 적용하여 현재 세종시 첫마을에 추진하고 있는 스마트그린시티 건설프로젝트 사업에 대하여 다루어 보고자 한다. 행정중심복합도시건설청(행복청) 에서는 2030년까지 세종시의 이산화탄소 70%절감 그리고 세종시의 전체에너지 공급에 약 17% 정도를 그린에너지로 대체를 목표로 하고 있다. 이를 위하여, 우선적으로 행복청은 ICT 기술을 활용한 스마트그리드 기술을 적용하여 에너지 절감 목표를 추진 중에 있다. 행복청은 현재 첫마을 공공 4개 건물을 시범사업으로서 원격통합관리 서비스를 2012년 09월에 구축하기 시작하였으며, 현재에는 이러한 설비들이 모두 구축된 상태이며 에너지 절감방안을 도출 중에 있다. 본고에서는 지금까지 진행되어 온 세종시 첫마을 원격통합관리 서비스에 대하여 알아보고자 한다.

댐은 물을 담아두어 강수량에 따른 유량을 조절하거나, 하천의 물을 끌어와 사용할 수 있게 하는 역할 또는 모래, 자갈 등을 막아 걸러주는 역할 등을 수행한다. 우리나라의 경우 지역별, 계절별 강수량의 차이가 크며, 그로 인해 유량이 지역과 계절에 영향을 크게 받는다. 이런 변동성을 조절하기 위해 치수와 이수, 두 분야 모두에서 댐의 중요성이 크다. 이뿐만 아니라 기후변화로 인한 변동성의 극대화로 인해 그 중요성이 나날이 커지고 있다. 댐을 운영하기 위해서는 강수량에 따른 댐 유입량의 예측을 하여, 적절한 방류 시기 및 방류량을 결정하는 것이 가장 중요한 요소이다. 기후변화로 인한 변동성의 증대로 홍수와 가뭄과 같은 재해의 빈도와 심도가 커지면서 댐 유입량의 예측이 어려워지고 있다. 댐의 설계나 유지관리를 위해 홍수에 대해서는 많은 연구가 이루어졌던 것에 비해, 갈수기의 경우 물 부족으로 인해 유량이 적어져 댐 유입량에 대한 정확한 산정이 어려워 가뭄 시 댐 유입량에 관한 연구가 홍수 시에 비해 적게 연구된 것이 실정이다. 따라서 가뭄 시 댐 연구를 위해 갈수기의 댐 유입량에 대한 정확한 산정 및 예측의 필요성이 대두되고 있다. 이번 연구에서는 댐 주변의 지하수위와 하천수위의 관계성을 보이고 각각 다른 변량 간의 시간적 종속성을 고려하는 동시에 상호연관된 변량의 시간적 종속성을 동시에 고려한VARX(vector autoregressive-exogenous) 모델을 이용하여 정확한 댐의 유입량을 산정 및 예측하고 그에 대한 검증을 시행하여, 댐 분야에서 가뭄에 대비할 수 있는 근간을 마련하였다.

This paper includes consideration for construction of Sejong City and seeking its alternative. Korean government has gone ahead with the relocation of 35 ministries of central government from Seoul metropolitan area to Sejong city for balanced regional development. But many specialists are worried about the spatial division of government function because such a spatial division would bring down the functional efficiency of central government. This paper proposes to make Sejong city the administrative capital city instead of the relocation of some ministries to Sejong city, and discusses the necessity and appropriateness to develop Sejong city as an administrative capital city.

For balanced development of the Sejong City, early settlement in transport infrastructure should precede the most. Of various means of transport, this study focus on BRT(Bus Rapid Transit) and the railway. Than the subway construction costs only a tenth. Equipped with a system of underground transport capacity to significantly increase the new concept of public transport in the BRT, utilizing the existing line railway to be constructed broad Chungcheong. The extension revolves 1 line of Daejeon subway to Jeongbuse kind government complex and the communication facilities is cooked for the rapid increase in the transportation demand according to the before central administration organization and Sejong city inflow of population.
