우리협회는 '92년부터 매년 정보통신산업에 대한 세제 및 금융제도의 개선방안을 마련하여 관계기관에 건의하는등 정보통신업체의 지원을 위해 노력해왔다. 특히, 금년에는 실질적인 개선방안을 도출해 내기위해 개선방안 마련에 앞서 지난 9월 정보통신업체를 대상으로 금융.세제 지원제도 관련 설문조사를 실시하였다. 지난 9월 협회내에 구성된 "정보통신산업에 대한 금융.세제 개선방안 연구반"은 설문조사의 결과 토대로 관련업체의 지원제도에 대한 효과 분석과 업계 개선의견을 종합한 개선방안을 마련하여 관계부처등에 12월경 건의할 예정이다.

For the purpose of carbon mitigation, Korea needs to introduce stronger market-based economic incentives to promote environmentally-friendly behaviors of consumers. In particular, the government could consider introducing tax benefits on income taxation for green consumption, as well as public education and campaign, to stimulate environmentally-friendly consumption behaviors. In this respect, using an analysis of Input-Output and Household Income and Expenditure Survey in Korea, this paper designs four major scenarios related to income tax benefits for green consumption, and then explores the economy-wide effects of those proposed policies.

이 연구는 실천적 차원에서 방송콘텐츠 제작산업을 활성화시키기 위한 세제혜택의 개선방안을 다루었다. 콘텐츠 제작규모가 커짐에 따라, 투자를 얼마나 유치할 수 있는지가 콘텐츠의 질을 결정하는 데 중요한 요인으로 작용하고 있다. 중소기업 대상 지원정책이나 벤처기업 지원정책 등이 방송콘텐츠 제작산업에도 적용될 수 있지만, 방송콘텐츠 산업의 특성상 실질적인 혜택이 거의 없는 것이 현실이다. 영상콘텐츠제작관련 세제혜택이 있지만 드라마, 애니메이션 등 일부 장르에 국한되어 있다. 이 연구는 관련정책의 개선이 필요함을 주장하고, 제도의 개선안을 제시한다.

최근 경제발전(經濟發展) 및 민주화(民主化)의 꾸준한 진전에 따라 중산층(中産層)의 사회(社會) 경제적(經濟的) 위치(位置)나 역할(役割)이 점차 증대되고 있어 본(本) 연구(硏究)에서는 중산화(中産化) 가능계층(可能階層)의 주거안정(住居安定)을 위한 세제(稅制) 및 금융면(金融面)에서의 지원방안(支援方案)에 대해 살펴보았다. 본고(本稿)에서는 현재 주택(住宅)을 보유하고 있지 않으나 일정한 소득(所得)이 있고 어느 정도의 지원(支援)만 있으면 주택(住宅)을 구입할 수 있는 중산화(中産化) 가능계층(可能階層)의 자가소유(自家所有)를 촉진하기 위한 양도소득세제(讓渡所得稅制)와 재산세제(財産稅制)의 개편방향(改編方向)을 제시하고 주택금융확대(住宅金融擴大)를 위한 새로운 금융제도(金融制度)를 도입함으로써 주택금융(住宅金融)의 효율성(效率性) 제고(提高)와 금융(金融)서비스의 향상을 도모하고자 하였다.

In recent decades, unpredictable earthquakes around the world have caused massive damage. The incidence of earthquakes in Korea that are larger than M5.0 has increased the social demand for earthquake policies. As the seismic performance of buildings has been proven to be the most effective damage mitigation responsibility from past earthquake damage cases, the US and Japan are implementing a seismic retrofitting support system. In Korea, this is being implemented through tax benefits, but it is being neglected by the owners of private buildings. As a solution to this problem, this paper reviews, compares, and analyzes the domestic and overseas seismic retrofitting support systems, and suggests ways to improve the policy and support system for revitalizing the seismic retrofitting of private buildings based on the results.

중소기업 가업 승계를 원활히 하기 위해 일정 요건을 갖춘 경우 상속.증여세를 감면하는 제도가 시급히 도입돼야 한다는 주장이 제기되고 있다. 이오 관련 정부에서도 중소기업의 가업승계를 원활히 할 수 있도록 세제를 개편할 움직임을 보이고 있다. 정부는 최근 이르면 내년부터 가업을 상속할 때 내는 상속세 공제한도를 '5억원 또는 상속 재산 대비 10% 이내' 로 확대하는 방안을 추진한다고 밝혔다. 김태년 의원 주최로 최근 국회에서 열린 중소기업 가업승계 지원을 위한 토론회에서 중소기업연구원 신상철 연구위원은 "상속세는 중소기업 활동에 지장을 초래하는 것을 최소화하는 방향으로 개선돼야 한다"고 말하고 "이 세제가 가업승계 저해요인이 돼선 곤란하다" 고 덧붙였다. 다음은 이날 토론회에서 신상철 박사가 발표한 내용을 요약한 것이다.

최근 지속적인 국제곡물가격 상승과 해상운임의 급등으로 국내 사료원료의 도입가격 상승 또한 계속되고 있다. 미국 Gulf 지역에서 한국으로 오는 해상운임비는 2002년 톤당 20~25불에서 최근에는 75~80불대로 급등하였으며, 국제 곡물재고와 생산량 감소로 미국산 사료용 옥수수의 국내 도착가격은 톤당 173불대로 전년 132불에 비하여 59%, 대두박은 톤당 313불대로 전년 208불과 비교하여 78%, 사료용 소맥은 185불로 전년 104불과 대비하여 50%가 각각 상승하였다.<중략>
