The frequency of disasters is increasing due to global climate change, and unusual heavy rains and rainy seasons are occurring in Korea. Periodic monitoring and rapid detection are important because these weather conditions can lead to drought and flooding, causing secondary damage. Although research using optical images is continuously being conducted to determine the waterbody, there is a limitation in that it is difficult to detect due to the influence of clouds in order to detect floods that accompany heavy rain. Therefore, there is a need for research using synthetic aperture radar (SAR) that can be observed regardless of day or night in all weather. In this study, using Sentinel-1 SAR images that can be collected in near-real time as open data, the UNet model among deep learning algorithms that have recently been used in various fields was applied. In previous studies, waterbody detection studies using SAR images and deep learning algorithms are being conducted, but only a small number of studies have been conducted in Korea. In this study, to determine the applicability of deep learning of SAR images, UNet and the existing algorithm thresholding method were compared, and five indices and Sentinel-2 normalized difference water index (NDWI) were evaluated. As a result of evaluating the accuracy with intersect of union (IoU), it was confirmed that UNet has high accuracy with 0.894 for UNet and 0.699 for threshold method. Through this study, the applicability of deep learning-based SAR images was confirmed, and if high-resolution SAR images and deep learning algorithms are applied, it is expected that periodic and accurate waterbody change detection will be possible in Korea.

The record is both an palmistry and a fingerprint for human life and world of knowledge. Books, which are synonymous with records, are a channel through which history is traced and a window to savor. And the most primitive form of the book is the classics of ancient Greece and Rome, and the best part is the manuscript. It refers to the original recorded on papyrus, parchment, paper, etc. and the translated and translated copies of them. If we reflect on the long history of knowledge and culture, the classic manuscripts have continued to scatter and collect like a river flowing through time and space due to not only natural disasters, but also artificial cultural vandalism and the bibliocaust. Therefore, this study traced and linked the wandering and library return of classic manuscripts from ancient Greece to the medieval Renaissance period. As a result, dynasties and empires, monarchs and prime ministers, generals and conquerors, nobles and wealthy, clergy and scholars concentrated on collecting and translating classical manuscripts. If the ancient Greek and Roman scholars did not record knowledge and wisdom in papyrus and parchment, the medieval Byzantine and Islamic Empires did not collect, translate and reproduce classics, the book hunters didn't keep track of the classics, the Renaissance humanists did not restore and reinterpret the classics through intellectual exodus, and the historical library did not collect and preserve the classics and their translations, modern people would not have access to classical knowledge. Nevertheless, the tracing of classical manuscripts is an aporia in which many difficulties and contradictions overlap in the tracing of classic manuscripts due to historical flow, geographical wandering, and linguistic transformation. When a new manuscript is discovered and interpreted, correction and supplementation are inevitable, so the pursuit of the wandering and return of the classic manuscripts through follow-up research must be continued.

본질적으로 복잡하고 다양한 특성을 가지는 우리나라(도시, 농어촌, 도서산간, 섬 등)의 물 공급 시스템은 생활수준의 향상, 기후변화 및 가뭄위기, 소비환경 중심의 요구와 한정된 수자원을 잘 활용하기 위한 운영 및 관리가 매우 복잡하다. 이로 인한 수자원 고갈과 가뭄위기 등에 관련한 대책 및 방안으로 대체수자원인 지하수 활용방안들이 제시되고 있다. 따라서, 물 관리 시스템과 관련한 디지털 기술은 오늘날 플랫폼과 디지털 트윈의 도입을 통해 네트워크와 가상현실 세계의 연결이 통합되어진 4차 산업혁명 사업이 현실화되고 있다. 물 관리 시스템에 사용된 새로운 디지털 기술 "BDA(Big Data Analytics), CPS(Cyber Physical System), IoT(Internet of Things), CC(Cloud Computing), AI(Artificial Intelligence)" 등의 성장이 증가함에 따라 가뭄대응 위기와 도시 지하수 물 순환 시스템 운영이 증가하는 소비자 중심의 수요를 충족시키기 위해서는 지속가능한 지하수 공급을 효과적으로 관리되어야 한다. 4차 산업혁명과 관련한 기술성장이 증가함으로 인한 물 부문은 시스템의 지속가능성을 향상시키기 위해 전체 디지털화 단계로 이동하고 있다. 이러한 디지털 전환의 핵심은 데이터에 관한 것이며, 이를 활용하여 가치 창출을 위해서 "Digital Groundwater Technology/Twin(DGT)"를 극대화하는 방식으로 제고해야 한다. 현재 당면하고 있는 기후위기에 따른 가뭄, 홍수, 녹조, 탁수, 대체수자원 등의 수자원 재해에 대한 다양한 대응 방안과 수자원 확보 기술이 논의되고 있다. 이에 따른 "물 순환 시스템"의 이해와 함께 문제해결 방안도출을 위하여 이번 "기획 세션"에서는 지하수 수량 및 수질, 정수, 모니터링, 모델링, 운영/관리 등의 수자원 데이터의 플랫폼 동시성 구축으로부터 역동적인 "DGT"을 통한 디지털 트윈화하여, 지표수-토양-지하수 분야의 특화된 연직 프로파일링 관측기술을 다각도로 모색하고자 한다. 최근 전 세계적으로 기후변화로 인한 자연재해가 빈번하게 발생하고 있으며, 우리나라 역시 해마다 가뭄과 홍수 등의 피해가 큰 실정이다. 특히 가뭄으로 인한 피해는 농업분야와 직결되어 있으며, 미래식량과 물안보에 영향을 미친다. 최근에는 국내 물관리일원화 정책에 따른 통합물관리 시행으로 수요관리에 의한 물이용 효율성이 물관리 기본원칙으로 포함되어 있어, 농업용수 분야의 물절약 필요성과 중요성은 더욱 증대되고 있는 실정이다. 농업농촌부문 가뭄대응 종합대책의 일환으로 2016년부터 농업용수 이용자 측면에서 물절약 실천을 유도하기 위한 물절약 교육 모델의 개발과 농업인 대상 시범교육이 실시되고 있으나 일부 지역에만 단발성 사업으로 제한적으로 추진되고 있는 실정이다. 따라서 물절약 교육 및 홍보사업을 보다 체계적이고 광법위하게 적용하여 농업 현장에서의 가시적인 물절약 성과를 도출하기 위한 노력이 요구된다. 이에 대한 일환으로 본 연구에서는 물절약 교육 콘텐트 개발 및 현장 교육에 반영하기 위하여 농업인 대상 물절약 의식과 행동실천 여부에 대해 조사를 실시해 보았다. 포항 및 영덕지역의 한국농어촌공사 관할지구 내 농업용수 이용자 중 수리시설감시원(이하 '수감원') 100여명을 대상으로 설문조사로 파악해 보았다. 설문에 참여한 수감원들은 대부분 65세 이상의 고령으로 농업에 오랜 기간 종사한 경험의 소유자로서 소규모 농업경영이 주를 이루었다. 대부분 농사기간동안 물부족 경험이 있었으며, 모내기 및 벼생육기 강우조건에 따라 물부족을 경험한 것으로 파악되었다. 이로 인해 설문 참여자들의 물절약 필요성에 대해서는 높은 공감대를 나타내었으며, 특히 농업인 대상 물절약 교육의 필요성에 대해서 매우 높은 공감대를 나타내었다. 농업인의 물과다 사용 및 물꼬관리 부실 등 필지단위 물관리 부실에 대해서도 상당히 인정하는 편이었으며, 이러한 농업인의 관행적인 물관리 행태에 대해서 변화를 유도할 수 있는 수리계조직 부활을 통한 농업인 물관리 직접 참여 등의 대안이 필요하다는 의견에 대해서도 긍정적이었다. 또한 농업인 용수이용에 대한 비용 부담에 대해서도 다소 긍정적인 의견도 제시되었다. 본 연구 결과로 농업인의 적극적인 물관리 및 물절약 참여를 이끌어 낼 수 있는 실현가능한 관련 제도 마련의 필요성과 체계적이고 지속적인 물절약 교육 및 홍보 정책 추진의 필요성이 제기된다.

These days, almost every industry's production line has become automatic and this phenomenon brought a lot of benefits such as increase in productivity and economical effect, assurance in industrial safety, better quality and compatibility. However, unlike industrial production line, in construction industry, automation has number of barriers like uncertainty incidents and intellectual judgment to make ability to make solution out of it. Therefore construction industry is still demanding use of construction machine through labor. Due to this matter operational labor in construction industry is aging and fading. To solve these problem, in developed nations like Europe, US or Japan are keep researching for the automation in construction and road pavement, strengthening and some other simple operations have been worked through automation but in civil engineering site, automation research is still low despite of its importance in constructional site. For automating civil engineering operation, effective operational plan have to be set by analyzing ground information acquainted. If skillful worker apply heuristics, trial & error can be reduced with increased safety and the effective work plan can be established. Hence, this research will introduce Intellectual Task Planning System for Intelligent Excavating System's effective work plan and heuristics applied in each steps.

As interest in urban safety has increased since COVID-19, various institutions have developed and used indicators that evaluate the safety city model. Yongsan-gu was ranked No. 1 in 2021 by Social Safety Index evaluation and was selected as the safest city in Korea. However, the Itaewon disaster in Yongsan-gu in 2022 caused many casualties. The study of indicators for evaluating cities' safety was necessary. This study aims to examine domestic and foreign safe city models and review the differences between each model and the indicators used to evaluate safe cities. As a result of collecting 11 safe city models and analyzing each evaluation index, safe city models can be classified into program-based safe city models, such as the World Health Organization's International safe community and the UN Office for Disaster Risk Reduction's International Safe city. Considering the diversification of threats to safety, it is reasonable to comprehensively consider digital security, health safety, infrastructure safety, personal safety, environmental safety, traffic safety, fire safety, crime safety, life safety, suicide, and infectious diseases when evaluating safe cities as evaluation parameters.

Watershed runoff that is an important component of the hydrological processes has been significantly altered by climate variability and human activities in many watersheds around the world. It is important to investigate the impacts of climate variability and human activities on watershed runoff change for water resource management. In this study, using watershed runoff data for 109 middle-sized watersheds in Korea, the impacts of climate variability and human activities on watershed runoff change were quantitatively evaluated. Using the Pittitt test, the analysis period was divided into two sub-periods, and the impacts of climate variability and human activities on the watershed runoff change were quantified using the Budyko hypothesis-based climate elasticity method. The overall results indicated that the relative contribution of climate variability and human activities to the watershed runoff change varied by middle-sized watersheds, and the dominant factors on the watershed runoff change were identified for each watershed among climate variability and human activities. The results of this study enable us to predict the watershed runoff change considering climate variability and watershed development plans, which provides useful information for establishing a water resource management plan to reduce the risk of hydrological disasters such as drought or flood.
As global supply chain risks proliferate unpredictably, the high interdependence of port and logistics industry intensifies the risk burden. This study conducted fundamental research to explore diverse safety issues in domestic ports. Utilizing news article data about Busan Port, we employed LDA topic modeling and time-series linear regression to understand key safety trends. Over the past 30 years, Busan Port faced nine major safety issues-maritime safety, import cargo inspection, labor strikes, and natural disasters emerged cyclically. Major port safety issues in Busan Port are primarily characterized by an unpredictable nature, falling under socio-environmental and natural phenomena types, indicating a significant impact of global uncertainty. Therefore, systematic policies need to be formulated based on identified port safety issues to enhance port safety in Busan Port. Additionally, there is a need to strengthen the resilience of port safety for unpredictable risk situations. In conclusion, advanced research activities are necessary to promote port safety enhancement in response to dynamically changing social conditions.

This study is a case study that applied 'UNDRR's Urban Disaster Resilience Scorecard', an evaluation tool necessary for Incheon Metropolitan City to be certified as an international safe city. I would like to present an example that the results derived from this scorecard contributed to the Incheon Metropolitan City Disaster Reduction Plan. Of course, the Disaster Resilience Scorecard can't provide a way to improve the resilience of every disaster facing the city. However, it is to find the weakness of the resilience that the city faces, and to propose a solution to reduce the city's disaster risk. This is to help practitioners to recognize the disaster risks that Incheon Metropolitan City faces. In addition, the solution recommended by UNDRR was suggested to provide resilience in areas vulnerable to disasters. It was confirmed that this process can contribute to improving the disaster resilience of Incheon Metropolitan City. UNDRR has been spreading 'Climate Change, Disaster-resistant City Creation Campaign', aka MCR (Making Cities Resilient) Campaign, to cities all over the world since 2010 to reduce global cities' disasters. By applying the disaster relief guidelines adopted by UNDRR, governments, local governments, and neighboring cities are encouraged to collaborate. As a result of this study, Incheon Metropolitan city's UN Urban Resilience Scorecard was evaluated as a strong resilience field by obtaining scores of 4 or more (4.3~5.0) in 5 of 10 essentials; 1. Prepare organization for disaster resilience and prepare for implementation, 4. Strong resilience Urban development and design pursuit, 5. Preservation of natural cushions to enhance the protection provided by natural ecosystems, 9. Ensure effective disaster preparedness and response, 10. Rapid restoration and better reconstruction. On the other hand, in the other five fields, scores of less than 4 (3.20~3.85) were obtained and evaluated as weak resilience field; 2. Analyze, understand and utilize current and future risk scenarios, 3. Strengthen financial capacity for resilience, 6. Strengthen institutional capacity for resilience, 7. Understanding and strengthening social competence for resilience, 8. Strengthen resilience of infrastructure. In addition, through this study, the risk factors faced by Incheon Metropolitan City could be identified by priority, resilience improvement measures to minimize disaster risks, urban safety-based urban development plans, available disaster reduction resources, and integrated disasters. Unlike in the past, the world is facing water shortages due to climate change and difficulties in simultaneously managing the risks of flooding. The Four Major Rivers project was carried out with the aim of realizing a powerful nation of water by managing water resources and fostering the water industry, and the construction period was relatively short compared to the unprecedented scale. Therefore, the prediction and analysis of how the river environment changes after the Four Major Rivers Project is insufficient. Currently, part of the construction section of the Four Major Rivers Project is caused by repeated erosion and sedimentation due to the effects of sandification caused by large dredging and flood-time reservoirs, and the head erosion of the tributaries occurs. In order to solve these problems, the riverbed maintenance work was installed, but it resulted in erosion of both sides of the river and the development of new approaches and techniques to keep the river bed stable, such as erosion and excessive sedimentation, is required. The water agent plays a role of securing a certain depth of water for the main stream by concentrating the flow so much in the center and preventing levee erosion by controlling the flow direction and flow velocity. In addition, Groyne products provide various ecological environments by forming a natural form of riverbeds by inducing local erosion and deposition in addition to the protection functions of the river bank and embankment. Therefore, after reviewing the method of determining the shape of the Groyne structure currently in use by utilizing the mobile limit flow rate and marginal reflux force, a new Critical Movement Velocity(${\bar{U}}_d$) and a new resistance coefficient formula considering the mathematical factors applicable to the actual domestic stream were developed and the measures applicable to Groyne installation were proposed.

제 5 장 계약 해지 및 이용 제한
제 15 조 (계약 해지)
회원이 이용계약을 해지하고자 하는 때에는 [가입해지] 메뉴를 이용해 직접 해지해야 합니다.
제 16 조 (서비스 이용제한)
① 당 사이트는 회원이 서비스 이용내용에 있어서 본 약관 제 11조 내용을 위반하거나, 다음 각 호에 해당하는
경우 서비스 이용을 제한할 수 있습니다.
- 2년 이상 서비스를 이용한 적이 없는 경우
- 기타 정상적인 서비스 운영에 방해가 될 경우
② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
