A Study of World Geodetic System Transformation Method for Environment Geospatial Information System in Incheon (인천지역의 환경지리정보의 세계측지계 변환방안 연구)

  • 본 연구의 목적은 국가기준점체계의 세계측지계 전환에 따른 인천 연안지역의 환경지리정보 변환 방안을 연구하는데 있다. 이를 위해 세계측지계 변환 방안과 관련된 각종 자료를 수집 분석하여 환경지리정보의 세계측지계 변환을 위한 방안을 연구하였다. 환경지리정보들을 다양한 구축방법에 따라 다양한 형태로 제공되고 있어 일괄적은 변환에는 어려움이 있을 것으로 판단된다. 환경지리정보들을 변환하기 위해서는 우선 국토지리정보원의 수치지도의 세계측지계 변환 지침을 기준으로 원시자료부터 변환을 수행하여 환경지리정보를 다시 구축하는 방안과 기존에 구축된 환경지리정보를 변환하는 방안이 있음을 알 수 있었다. 새로운 측지좌표계 도입에 따른 환경지리정보의 세계측지계 변환 방안을 제시하고, 환경지리정보에 대하여 국가기준계의 세계측지계 전환에 능동적으로 대응하고 세계측지계 도입에 따라 예상되는 초기 혼란을 최소화 하고 향후 구축될 환경지리정보들의 정확도 향상의 기반을 조성 할 수 있을 것으로 기대된다.

  • 세계적으로 세계측지좌표계의 도입이 확대됨에 따라 우리나라도 2001년 측량법의 개정을 통해 현재의 지리정보 좌표계변환을 위한 노력을 시행하고 있다. 이러한 측면에서 본 연구에서는 세계측지좌표계 변환방법론, 변환사례 등을 검토 후 한국토지정보시스템 데이터를 대상으로 시범지역을 선정하여 변환실험을 실시하였다. 그 결과 변환 후의 데이터는 국가GIS활용 및 업무지원을 위한 참조적 데이터로서 충분히 이용이 가능한 수준으로 도출되었다. 하지만 한국토지정보시스템 데이터의 세계측지좌표계로의 변환을 위해서는 각 지역별 변환계수를 산정할 필요가 있으며, 지적데이터가 가지고 있는 다양한 원점을 통일원점으로 변환되어야 할 것으로 판단된다. 또한 마지막으로, 기존의 지적데이터가 가지는 다양한 문제점을 그대로 내포하는 수준으로 변환되었다. 따라서 한국토지정보시스템의 세계측지좌표계 변환을 위해서는 본 연구의 결과를 기초로 하여, 더 많은 대상지역에 대한 변환을 통해 오차와 오류의 유형별 원인 분석 후 한국토지정보시스템의 세계측지좌표계 변환의 체계적이고 계획적인 전략을 수립할 필요가 있다.

Transformation UIS DB and Determination of Coordinates Transformation Coefficients for Wonju City with Translation of Nation Geodetic Datum (국가측지좌표계 전환에 따른 변환계수 결정 및 도시기반정보 데이터베이스 변환 -원주시를 대상으로-)

  • With the use of world geodetic system, the UIS DB of WonJu City, which was established on Korea coordinate system becomes to face the need of coordinates transformation. However, the UIS DB of Wonju City is based on dualistic control points of Korea geodetic system, which means the coordinates system is not standardized. Therefore it is required to establish a plan for transformation into world geodetic system. For this purpose, we calculated coordinate transformation coefficients per control point data of Korea geodetic system and verified the accuracy of transformation coefficients. Through the process, we propose a plan for transforming the coordinate system of UIS DB in WonJu City, which has been based on dualistic control point data of Korea geodetic system, efficiently into the world geodetic system.

  • In Korea, the use of world geodetic system(WGS) has been mandated in year 2010. Accordingly, the national geographic information institute(NGIS) provides the digital maps according to the WGS. Nevertheless, most of the digital geological maps are still based on the Tokyo Datum(TD). Therefore, users should conduct 2D/3D geological spatial analysis after converting the coordinates of digital geological maps to WGS. The conversion process is often tedious and troublesome for certain users. Therefore, in this study, the method to transform coordinate from TD to WGS using ArcToolbox is introduced for users not familiar with the process. For a better appreciation, the Chungju and Hwanggang-ri digital sheets of 1:50,000 scale was chosen as an example. Here, Chungju and Hwanggang-ri sheets were defined based on the TD-central origin and TD-east origin, respectively. The two sheets were merged after the transformation of TD-east origin of Hwanggang-ri to the TD-central origin, and eventually transformed to WGS-central origin. The merged map was found to match exactly with the digital map(Daeso 367041). The problem of coordinate determination in previous digital geological maps was solved effectively. The proposed method is believed to be helpful to 2D/3D geological spatial analysis of various geological thematic maps.

A Plan for Applying Cadastral Record to the Transformation of Cadastral Coordinates into the World Geodetic System (지적좌표 세계측지계 변환성과의 지적공부 적용 및 활용 방안)

  • In this study, from a long-term perspective, we tried to find and present a plan to apply the results of transformation of cadastral coordinates to the world geodetic system in stages for cadastral records of graphical and digital cadastral area. There was a case where the difference in area before and after the transformation occurred irregularly in the transformation result of the cadastral coordinate system currently being promoted. In addition, it was found that transformation errors in cadastral non-coincidence areas occurred accumulatively, and the period for acquiring world geodetic results for cadastral reference points was insufficient. In order to solve this problem, the study proposed a plan to provide spatial information and related fields through advancement of continuous cadastral maps, etc. for maps that have been primarily transformed by the end of 2020. In addition, the maps used for cadastral surveying purposes were presented in the direction of applying them to cadastral records in numerical form in the long term to conform to the characteristics of graphical and digital cadastral area. It is expected that more stable cadastral record will be reflected by applying the world coordinate transformation performance by dividing the graphical and digital cadastral area.

A study on the coordinates conversion procedures to activate the transformation of local into world geodetic reference system (세계측지계 전환활성화를 위한 변환방법 연구)

  • According to the revised law of survey, all the geographic information data including 1/1,000 digital topographic maps have to be converted to world geodetic reference system by the end of 2009. National Geographic Information Institute (NGII) formulated the policy to promote the conversion from local geodetic reference system to world geodetic reference system. However, the current conversion rate is lower than planned due to some impeding factors. Therefore, in this paper, those impeding factors are investigated and then efficient conversion strategies are established and provided. The research involves the validation of affine transformation, the determination of critical value for outlier detection and optimal number of common control points for coordinate conversion, and the treatment of old and new control points.

Development of the Process of Coordinate Transformation of Local Datum Cadastral Map to the World Geodetic System - Using Adjusted Coordinate - (지적도면의 세계측지계 좌표변환 프로세스에 대한 연구 - 조정좌표의 활용을 통해서 -)

  • This study is purposed on showing an effective process for coordinate transformation of cadastral maps, based on the local datum, in the World Geodetic System (WGS) for Cadastral Reform Project (CRP). The process follows three steps: coordinate adjustment, datum transformation and distortion modeling. The first procedure is that point coordinates on local datum has to be adjusted by those GPS observed point-to-point distances, using trilateration. Secondly, the adjusted coordinates need to be transformed to WGS by applying the Affine model, while the verification of the methodology is implemented under numerical experiments. To conduct this procedure, 195 points in the same coordinate origins in Seoul and 61 points in several different origins in Incheon are used in the estimation. As a result, there are less than 2cm coordinate differences between transformed coordinates and measured ones at everywhere. Also, it is remarkable that the transformation does not depend on either of the particular common points or the sizes of computed region. Therefore, this suggested methodology is expected to easily provide identifications and corrections for points-deviations for improved quality of the cadastral map by distortion modeling through CRP.

An Integrated Approach to the GIS Data Reengineering for the New Korea Geodetic Datum (세계측지계 도입에 따른 공간데이터 재정비를 위한 통합모델 연구)

  • The newly adopted Korea Geodetic Datum (a.k.a. KGD2002) calls for massive reengineering work on geospatial dataset. The main focus of our study is placed on the strategy and system implementations of the required data reengineering with a keen attention to integrated approaches to interoperability, standardization, and database utilization. Our reengineering strategy includes file-to-file, file-to-DB, DB-to-file, and DB-to-DB conversion for the coordinate transformation of KGD2002. In addition to the map formats of existing standards such as DXF and Shapefile, the newly recommended standards such as GML and SVG are also accommodated in our reengineering environment. These four types of standard format may be imported into and exported from spatial database via KGD2002 transformation component. The DB-to-DB conversion, in particular, includes not only intra-database conversion but also inter-database conversion between SDE/Oracle and Oracle Spatial. All these implementations were carried out in multiple computing environments: desktop and the Web. The feasibility test of our system shows that the coordinate differences between Bessel and GRS80 ellipsoid agree with the criteria presented in the existing researches.

Policy Framework for Introducing World Geodetic Reference System (세계측지계의 체계적 적용방안에 관한 연구)

  • Geodetic Reference System was deferred from 2007 to 2010. Although National Geographic Information Institute in Korea takes charge of it, the progress is slow without clear policy alternatives. In this regards, this study aims at suggesting practical measures for introducing World Geodetic Reference System. Successful foreign countries have well established institutional system for improving their geodetic reference systems. In Korea, National Geographic Information Institute, Ministry of Maritime Affairs and Fisheries, and some municipalities have propelled introduction of the World Geodetic Reference System. However, none of them have systemical approaches. Although National Geographic Information Institute has conducted several researches regarding World Geodetic Reference System, comprehensive policy measures by central governments are not yet made. It suggests methods of data conversion, organizational structures, financial resources, and other supportive measures. Introduction of World Geodetic Reference System is nationwide project. However, there is not nationwide project promotion and management system yet. This research suggests overall policy frameworks to effectively propel World Geodetic Reference System.

A Case Study on The World Geodetic System Transformation in Boundary Point Coordinate Register Area (경계점좌표등록지역 세계측지계변환 사례 연구)

  • In Boundary Point Coordinate Register Area, the accuracy on Transformation of World Geodetic System(WGS) is determined by surveying results at the reference point. However, the present surveying result in reference points indicates the irregular performance due to the limitations of measurement techniques and methodologies, moreover, can be contaminated by various error sources from the unique characteristics of each project district and start time of the project. Therefore, the main purpose of present investigation is to conduct an inquest into error cause by project districts for each type in Boundary Point Coordinate Register Area, and propose the improvement plan of surveying accuracy through the WGS Transformation and verification-surveying.
