도시의 경쟁력은 부동산 가치와 도시의 수준을 나타내는 지표와 같다. 이와 같이 세계 각국의 도시 경쟁력을 비교 분석하기 위해 중국 청도에 8개국 학자들이 모여 '세계 도시 경쟁력 보고서(2005~2006)'를 공개 발표했다. 75개 지표를 통해 110개 도시의 경쟁력을 측정한 '세계 도시 경쟁력 보고서 2005~2006'를 살펴보자.

This study examines the emerging global city-regions theory and suggests its implications for regional development policy in Korea. Global city-regions defined as an economic and political organization of metropolitan regions or a new scale of urban organization with polycentric structure, is appreciated as a new regionalist model of development in the globalization era. In Korea, the application of global city-regions model is required particularly for strengthening the international competitiveness of metropolitan areas except the capital region including Seoul, and resolving inequalities between the capital region and non-capital regions. However, Institutional revolution including consolidation of Shi(metropolitan area) and Do(province), and devolution should be preceded above all things to develop metropolitan cities such as Busan, Daegu, Gwangju, and Daejeon toward global city-regions.

행복한 삶에 대한 욕구가 높아지면서 건강도시를 표방하는 도시가 점차 늘어나고 있다. 우리나라의 경우도 일부 지자체를 중심으로 건강도시라는 이미지를 부각시키기 위한 노력을 전개하고 있다. 하지만 이름 뿐인 건강도시가 아닌 진정 시민들이 행복한 삶을 영위할 수 있는 여건을 조성하는지에 대한 의문도 제기된다. 외국의 건강도시 사례를 통해 우리나라의 건강도시가 나아갈 길을 찾아본다.

The desire for living without hazardous damages grows these days, the city strategy to make the safer community has become an issue. The global assessment for the flood index require the process considering different climate of the world cities. In this study, the actual rainfall observations of the world's major cities were collected. To compare different rainfall characteristics, we calculated some indicators such as frequency factor etc using the probable maximum precipitation. Using the results of these indicators, major cities in Korea show greater variability in the rainfall characteristics when compared to other major cities in the world. These results are expected to be useful for the development of global flood risk assessment as well as the setting the direction for future flood prevention measures.

본 논문에서는 사용자가 세계 주요도시 및 국가의 표준시각 서비스를 보다 손쉽게 이용하고 안내 음성 시간의 증대로 인한 서비스 사용시간의 증가를 최소한으로 줄이기 위하여 ARS 시스템의 절차를 간소화하였다. 그리고 사용자가 보다 빠른 시간 안에 편리하게 세계 주요 국가 및 도시의 표준시각 서비스를 제공하기 위한 방안으로서, 세계 주요도시 표준시각 안내를 위한 국내 시보 및 세계 시보 서비스로의 접근 시나리오 및 해당 안내 멘트를 개발하였다. 또한, 116 세계시보 서비스를 위한 망 구성 및 시스템의 구성요소들을 제시하고 , 통계처리 및 운용자 관리 등을 위한 화면을 구성하여 116 세계 시보 서비스시스템을 구현하였으며 시보에 대한 신뢰성을 평가하기 위하여 개발한 시보 장치의 표준시에 대한 시각차를 분석하여 시각의 정확성을 검증하였다.

세계에서 가장 큰 항구 도시 로테르담. 물 위의 메트로폴리스라 불리는 로테르담은 삶과 일, 휴식과 문화가 조화를 이룬 도시다. 제2차 세계대전 때 독일군의 폭격으로 초토화된 탓에 거의 모든 건축물이 지은 지 50여 년밖에 되지 않지만 덕분에 다양한 현대 건축의 실험과 도전 정신이 집약적으로 표출돼온 곳이기도 하다. Under construction! 지금 이 순간도 역동적으로 변화하고 있는 도시, 유럽 물류와 항만의 심장 로테르담의 오늘을 얘기해보자.

세계 도시들 간의 경쟁이 경제 발전에 중요한 요소로 작용하고 있다. 이러한 추세 속에 두바이의 도시 성장이 세계인들을 깜짝 놀라게 하고 있다. 사막 한 가운데 스키장을 세우고, 바다 위에 섬과 호텔을 만드는 등 기상천외한 발상을 현실화시켰다. 우리나라가 주거 안정과 주택 가격으로 씨름하는 동안 그들은 경쟁력 있고 생산성 높은 도시를 만들기 위해 지금도 뛰고 있다.

This study ranks by developing an urban competitiveness index of major global cities, including seven cities in Korea using data from the Global Cities Forecast (2013) provided by Oxford Economics. The City competitiveness index is selected from 18 indicators including scale index, ratio index, growth rate index while Gini coefficient is used for distribution index. In order to analyze the relationship between the competitiveness index and the distribution index, we use the LOGIT panel regression model. As a result, the increase in income inequality (Gini coefficient) has a negative effect on the economic growth rate in 5-year time lag shown statistically significant. We have compiled global rankings of 770 city competitiveness based upon 19 indicators by combining the global competitiveness index and the distribution index. The trend of rank shows that 7 Metropolitan Korean Cities are expected to decline substantially over the period. In particular, Seoul ranked $59^{th}$ in 2010 and $74^{th}$ in 2015. Its ranking is expected to be decline to $185^{th}$ in 2030. The declining competitiveness of Korean cities is expected to lead to a weakening of Korea's national competitiveness in the long run. Accordingly, it is imperative to identify problems and seek strategic plans to secure global urban competitiveness.
