문화재청(청장 최광식)이 유네스코 세계기록유산으로 등재 신청한 '일성록'(국보 제153호)과' 5.18 민주화운동기록물'이 2011년 5월 25일자로 영국 맨체스터에 열린 제10차 세계기록유산 국제자문위원회에서 유네스코 세계기록유산으로 최종 등재됐다. 또한 문화재청과 외교통상부는 제11차 세계기록유산 국제자문위원회를 2013년 한국에서 공동으로 개최할 계획이다. 이번 등재로 한국은 총 9개의 세계 기록유산을 보유하게 됐으며, 이는 아시아에서는 첫 번째, 세계에서는 다섯 번째로 많은 국가에 해당한다.

유구한 전통을 배경으로 우리나라는 유네스코 세계기록유산을 세계 4위, 아시아 1위로 등재하여 기록물의 가치를 국제적으로 인정받고 있다. 이제는 세계 기록유산 16건이라는 등재 수량을 넘어, 활용도 증진을 통한 명실상부 질적 차원의 우수 세계 기록유산 보유국가로 성장해야 할 시기를 맞고 있다. 이러한 측면에서 기록유산의보편적 접근과 활용의 증진을 목적으로 하는 국제기록유산센터(ICDH, International Centre for Documentary Heritage)의 2019년 청주시 유치는 시사하는 바가 크다. 또 정부가 세계 기록유산의 다양한 활용 제고를 위한 지자체 협업 사업을 지원하기 시작한 것도 유의할만하다. 그러나 한국 천문학 분야에서는 세계 기록유산이 한 건도 지정되지 않아 우리나라의 우수한 과학적 성취가 담긴 사료들은 알려지지 않고 있으며, 체계적인 관리·보존도 미비한 상태다. 이에 이 연구는 한국 천문학 기록자원의 세계 기록유산 발굴과 등재 및 등재 이후 활용 증진을 위한 아웃리치 서비스의 방법론을 제언하는 데 목적을 가지며 다음 기획론을 제시하고자 한다. 먼저 한국 천문학 기록자원의 세계 기록유산 발굴을 위하여 유네스코의 등재평가기준과 참고할만한 등재과정의 선행사례를 분석한다. 다음으로, 등재 이후 정·관·학 협업의 체계적 관리보존과 공유체계를수립하는 방안을 모색하고자 한다. 이를 위하여 소장처와협업체간 분쟁의 소지가 될 수 있는 저작권 등 위험 요소와 참고할만한 국내외 협업의 선진사례를 분석한다. 마지막으로 한국 천문학계의 요구와 현실에 부합하는 기록학적방법론을 분석하여 한국 천문학 분야 세계 기록유산의 아웃리치서비스 방안을 제언하고자 한다. 이 연구는 천문학 분야에서 망실·훼손될 수 있는 기록 자원을 발굴하는 계기를 세계 기록유산에서 찾아, 천문학계에 새로운 연구의 장(場)을 창출하는 선순환을 도모했다는 점에서 의의가 있다. 그러나 선험적 기획이므로 과정상 발생할 수 있는 변수의 대처 방안과 유의성 분석 등 연구 결과 검증에는 한계가 있다. 향후 한국 천문학과의 협업으로 세계 기록유산과 관련한 사료 발굴과 가치 고증 등 학술적 이론 검증을 이어나가 다양한 학제 간 연구로 심화하길 기대한다.

2009년 7월31일 <동의보감(東醫寶鑑)>이 세계기록유산으로 등재되었다. 의학서적으로 세계 최초로 세계기록유산(Memory of the World)으로 등재된 것으로, <동의보감>의 가치를 세계적으로 인정받는 것이다. 보물 제1085호이면서 25권 25책으로 구성되어 있는 <동의보감>의 어떤 가치가 인정되어 세계기록유산으로 등재되었는지 알아본다.

The purpose of this study is to provide basic data on the improvement and development of Korean marathon through an analysis of the records of Korean Marathon and the World Marathon. Based on the records of the Donga Marathon, the Chuncheon Marathon, and the JoongAng Marathon, which are the three major marathons of Korea, the results of comparison and analysis of the records of Korean Marathon and World Marathon are as follows. First, it is rare for the host country to win. The problem is that, recently, for more than 10 years, the record gap with foreign players is increasing. Second, Comparisons between Olympic men and women and world championships men and women had equally competed for a winning record until the 1990s, but have not been able to reach the past winning record they recorded 20 years ago, and have been keeping a big difference in the record with the world record.

This article aims to (1) come up with a new way of the classification by analysing 2,475 of the documents in the Archives of the National Debt Redemption Movement(NDRM) recently registered as the Memory of the World; (2) make a proposal of their rules for archival description with reference to ISAD(G) 2ND EDITION, ISSAR, and NAK. This leads to the suggestion of necessity to make archivistically the rules for archival description of archives in the Memory of the World and manage them on the rules, in view of the recent trend of increasing the number of the records registered as the Memory of the World and adding the records even after their registration. The archives of NDRM is an artificial collection. It can be said that the classification of manuscript collection on the basis of the preparation subject according to Schellenberg's principle of the provenance is the most systematic. On the foundation of it, the suggestions of various classifications by activities, times, sorts of records, medias, topics, etc. would permit to search and interpret the archives in the Memory of the World with more efficiency.

The purpose of this study was to observe the kinematic patterns of hurdling by domestic hurdlers and elite hurdlers from other countries in particular, we studied the hurdling motion and joint angles at the third hurdle in 110-m hurdle races. There were slight differences in the following variables at takeoff and landing: angle of the center of gravity(elite hurdler, $34.14^{\circ}$ domestic hurdler, $24.89^{\circ}$), angle variables the body angle(elite hurdler, $4.27^{\circ}$ domestic hurdler, $6.37^{\circ}$), the angle of trunk inclination(elite hurdler, $3.18^{\circ}$ domestic hurdler, $11.58^{\circ}$), and the hip angle(elite hurdler, $40.1^{\circ}$ domestic hurdler, $43.2^{\circ}$).

디지털보존 시대에서도 종이기록물의 보존은 여전히 그 중요성이 막중하다. 그리고 '세계의 기록유산; Memory of the World; MOW'의 지정은 세계적으로 소멸되고 있는 인류의 기록유산을 보존하고 보호하는데 큰 역할을 한다. 아울러 일본 국내에서 진행되고 있는 역사기록물에 대한 수복(修復) 보존 활동을 상세하게 설명함으로써, 한국에서도 이러한 기록물의 보존측면과 활용측면이 수례(車輪)의 두 바퀴처럼 그 필요성을 각각 인식하고, 종이기록물에 대한 보존활동 사업에 더욱 박차를 가하도록 당부하고자 한다.
