  • 해체공사는 작업의 특성상 단기간에 이루어지며, 해체공사 현장에 투입되는 근로자는 일용직 근로자가 대부분으로 안전사고의 비율이 높다. 사업장 위험성 평가에 관한 지침에는 위험성 평가시 근로자를 참여토록 하고 있으나 해체현장의 특성상 근로자가 참여한다고 하여도 위험요소를 파악할 역량이 부족할 따름이다. 또한 기존의 해체공사 안전관리 매뉴얼은 구조안전성 확보를 위한 매뉴얼로 해체 근로자의 안전을 위한 매뉴얼은 없는 실정으로, 근로자의 안전을 확보하기 위한 위험성 평가 매뉴얼이 요구되고 있다. 이에 본 연구에서는 건설공사 안전관리 종합정보망(CSI)의 해체 및 철거공사의 사고사례를 분석하였으며, 해체 및 철거 사고시 발생한 주요 위험요소를 도출하여 작업 공종별로 유해·위험요인의 파악을 손 쉽게 할 수 있도록 하였다. 또한 해체 현장 규모에 따라 대규모 현장은 빈도·강도법, 중·소규모 현장은 체크리스트법을 활용하여 위험성을 결정하고 감소대책을 수립할 수 있도록 매뉴얼을 구성하였다. 잔여 위험에 대해서는 관리카드를 만들어 해체공사 완료시까지 관리하도록 하였다.

  • 해체대상 원자력시설의 해체계획 수립 및 엔지니어링을 위한 전산 시스템이 개발 중에 있다. 한국원자력연구원의 연구로 1,2호기와 우라늄변환시설의 해체 활동에서 얻어진 귀한 해체 경험 정보/자료와 해체 대상 시설의 특성자료를 이용하여 해체작업 단위 생산성 산출 시스템(DEWOCS)을 개발하였다. 이 시스템을 통해 생산된 해체작업 단위생산성 인자값은 해체 엔지니어링 시스템의 개발에 중요한 자료를 제공하여 원자력시설의 해체설계에 활용될 것이다.

  • Korea Research Reactor (KRR) 1&2 has shut down and through preparatory activities, its decommissioning activities are underway. As its decommissioning activities have been done over several years, its relevant data have been spreaded with various type and media all over the discrete place and inadvertently managed, As a result, managing and assessing data of KRR 1&2 has been difficult and complex and its data cannot be evaluated. By developing the decommissioning database system of KRR 1&2 the data of decommissioning activities can be correctly evaluated, being systematically managed and objectively assessed. Finally, the decommissioning project of KRR 1&2 have come to more effectively accomplished. As the data of decommissioning activities can be at last systematically analyzed and objectively assessed, the decommissioning project of KRR 1&2 would be more effectively accomplished.

  • 한국원자력연구원은 연구로 1, 2호기와 우라늄변환시설의 해체활동에서 얻어진 해체 경험과 그간에 쌓인 해체활동에 관한 정보 그리고 해체 대상 시설의 특성자료를 통하여 해체 작업 시 발생하는 유닛 생산성(Unit Productivity)을 자동으로 산출하는 시스템(DEWOCS)을 개발하였다. DEWOCS를 통한 해체작업시 발생하는 유닛의 해체작업 생산성 평가 인자 값은 해체 엔지니어링 시스템의 개발 및 향후 이루어질 원자력발전소를 비롯한 원자력시설의 해체 사업에서 계획 및 해체 설계에 기초자료로써 활용될 것이다.

  • It has been designed GUI(graphic user interface) to consult the convenience of a input data and the flexibility that can be retrieved dismantling information relation to decommissioning DB of KRR1&2. The GUI can proceed an input materials and a search and output of a saved data in server based on a facility code and also have a function of explorer which can find the lower dismantling objects in each facilities. It has added the structure of the multimedia that could be showed a series of dismantling activities with a Mpeg and pictures into the GUI. In the future work, Decommissioning DB and User Interface are intend to contribute a functions that could be evaluate and analyze for a dismantling activities with a engineering theory.

  • Decommission of medical cyclotron give rise to a lot of low-level radioactive waste and costs. Decommissioning cost should be reasonably calculated according to the decommissioning activities and installed components of facilities. In this paper, we investigated the experience on the cyclotron relocation from SNUH(Seoul National University Hospital) to SKKU(Sungkyunkwan University) and analyzed radioactive waste management costs by applying the disposal scenarios. Also considerations for decommissioning cost estimation are reviewed. The results could be utilized as a basic data for establishment on the methodology of decommissioning cost estimation and evaluation.

  • 원자력시설의 폐지조치에 따른 원자로 강구조물의 해체 또는 시설에서 발생하는 방사성고체폐기물의 감용처리 등 해체기술에 관한 연구개발의 필요성이 높아지고 있다. 이들 강구조물의 해체기술은 원자력시설 특유의 조건을 고려하여, 방사선방호의 관점에서 수중절단 또는 방사화된 두꺼운 재료의 원격절단을 고려한 공법을 취하여야 한다. 다음은 경수로형 원자력발전소의 원자로압력용기 및 로내구조물을 대상으로한 강구조물의 해체기술이다.

  • The decommissioning cost estimation is the very essential procedure to establish the decommissioning plans for Nuclear Research Facilities. The cost estimation must be made in accordance with activity phase and facility installations. This paper shows how to configuring the cost items and identifying the effecting cost factors. In the end, these methods will be utilized as a tool and technique to develop the methodology of cost estimation and calculation program.

  • There are many reasons for decommissioning of cyclotron such as not only age-related deficiency, any serious wear or damage but also relocation, upgrade and changing mission. Decommission of cyclotron in USA and EU give rise to a lot of low-level radioactive waste and costs. Various research on decommissioning of particle accelerator have been carried to reduce the cost of decommissioning in USA and EU. In USA, the NRC require DFP (Decommissioning Funding Plan) to authorized licenser by 10 CFR Part 30.35. To resolve radioactive waste problem and reduce the estimated cost of cyclotron decommissioning, we should consider technical aspects (decommissioning procedures, decontamination techniques, etc.) and safety aspects(residual radioactivity, the expected dose, etc) for decommissioning. In this study, we analyzed practical information on the decommissioning of cyclotron in ANL (Argonne National Laboratory) and Belgium (EU). And we investigated the experience on the cyclotron relocation from SNUH (Seoul National University Hospital) to SKKU (Sungkyunkwan University). From these results, we provide the basic data for establishing of relevant standards on domestic cyclotron decommissioning. It is necessary to adopt the DFP for safe and economic decommissioning and waste recycling. These result could be utilized for the establishment on the standards and useful requirements.

  • The D&D work requires worker's safety and high reliability of operation because it has been processing in high radioactive environment. Therefore, it is necessary to select the dismantling items and applicable dismantling technologies and analyze the scenarios for selected items. In this paper, the main dismantling items were selected by the consideration of several factors, their 3D CAD models were constructed as well. The applicable dismantling technologies for each dismantling items were selected and their dismantling scenarios were setup. Finally the 3D graphic simulations for the shielding concrete, the RSR, and the core are performed.
