The Smart Electronic Tagging System for Sexual Offenses Prevention Context-Aware Services in Extreme Situations such as Location Unrecognized (위치인식 불가의 극한상황에서 성범죄 예방 상황인지 서비스를 위한 스마트 전자발찌 시스템)

  • The existing electronic tagging system traces the location of a sex offender through communicating with GPS satellites and mobile phone base stations in order to prevent repeated crimes. However, the GPS satellite communication method does not work well in the interiors of downtown buildings or on the subways where it is difficult to receive satellite signals. In such cases, the location can be traced through communication with mobile phone base stations. But the distance between mobile phone base stations is several hundred meters, and as a result the margin of error for location tracing can be maximum of 2km in accuracy reduction. Take for example, if a kindergarten is located on the 2nd floor and a coffee shop and the sex offender are located on the 3rd floor in a 5-story building that is downtown, the existing electronic tagging system cannot trace the location of the sex offender as the GPS satellite communication does not work in the interior of the building and the exact floor that the sex offender is located on cannot be recognized through communication with mobile phone base stations. This occurrence is a big problem for the existing electronic tagging system, which is based on position recognition. Therefore, this study suggests a smart electronic tagging system that can monitor sex offenders by using a Ubiquitous Sensor Network in such extreme situations where position recognition is not possible.

Factors Related to the Perception of Digital Sex Crimes Among University Students of the MZ Generation in Korea (MZ세대 대학생의 디지털 성범죄 인식 관련 요인)

  • This is a descriptive research study to explore factors related to the perception of digital sex crimes among university students of the MZ generation in Korea. Data were collected by conducting a survey of 150 university students in Korea. As a result, the variable that showed the highest relevance to the recognition of digital sex crimes among MZ generation university students was sexual perception (β=-0.390, p<.001). Total explanatory power was 25.2% after adding gender (β=0.207, p=.018) and sexual attitude (β=0.157, p=.045). Our results suggest that customized education in consideration of factors related to digital sex crime perception is needed to form and improve a correct perception of digital sex crimes among MZ generation university students.

A study on sentences of child and youth sexual crimes in south korea (한국의 아동·청소년대상 성범죄 양형분석연구)

  • This study aimed to examine how strictly child-related sexual crimes were sentenced in Korea. The target cases of the study included eight cases that were appealed to the Supreme Court between 2000 and 2015. The main findings of the assessment of the eight cases indicated that there were sentences with lower terms than laws regarding sexual crimes against children. While laws should be strictly applied to cases of sexual crimes against children, the level of penalty was found to be relatively generous compared to the applicable laws. In particular, the reason for the crimes, the lack of any history of sexual crimes by the perpetrator, the perpetrator's relationship with the child victim, forgiveness from the children, and regret of the perpetrator were found to reduce sentences. Comparatively, the exploitation of parent status, the accusation of the perpetrator, and the lack of mutual consent were factored in consideration of harsher sentences. The findings suggest that it is necessary to reexamine the levels of sentences related to sexual crimes against children.

  • The child sexual abuse is a serious social problem. The children are to seek the physical ability for protecting the mselves from crime. However there is no effective prevention program for that. The reason why the lack of understanding of society and the people's attitude as a fence sitter provoke in a roundabout way to the child sexual abuse. Thus this these conducted a survey research about the child sexual abuse for the common citizen. The questionnaire s were analyzed and composed of a frequency analysis and a cross-tabulations by using the tool SPSSWIN. The res ult was that the crime for child was often occurred nearby school and any effective prevention system.

  • With the advent of the non-face-to-face era, a new type of digital sexual crime with avatars is emerging on the Metaverse virtual reality platform. Due to the lack of clearly established in legal and regulatory systems, it is challenging to punish offenders and acquire digital proof for sexual crimes using these avatars. This research aims to suggest a service and technological solution is development platform that may assist crime prevention and the collection of digital evidence, with a particular emphasis on digital sex crimes that occur in the metaverse, a virtual reality realm. This study explores the reasons behind the difficulty of legal application in the metaverse and then determines the types of digital sex crimes that may occur in the metaverse. In addition, it is suggested what service components the metaverse should contain from the stage of construction and design, can be utilized what element of metaverse in order to prevent illegal activity of avatars.

  • It is a newly defined concept of digital sex crimes as the sex crime pattern in Korea is integrated with digital technology. After examining the current status and response of digital sex crimes in Korea, legal and institutional gaps are identified.It is also aimed at drawing up appropriate responses to domestic situations compared to cases in major foreign countries. This study adopted the mode of literature research.It used related data from government agencies, various statistics and survey data, seminar data organized by the National Assembly office, women's organizations, and research reports. The ultimate goal is to derive the problem situation by analyzing the current system.The results of this study are to discuss digital sex crimes that are being expanded and reproduced by the development of digital media. It also points out that the legal vacuum caused by the law's failure to keep up with the law needs to be continued.Our conclusion is that we should actively accept best practices from abroad. In addition, it is necessary to create a community value in which all members of society become "monitors" in the recognition that they may be perpetrators or victims.

Recidivism Follow-Up Study on Sex offenders under Electronic Monitoring (성범죄 전자감독대상자들에 대한 재범추적 연구)

  • In this study, we analyzed the difference in survival rates of those subject to electronic supervision of sex crimes based on the tracking of the period of recidivism and whether they were recidivism, and wanted to confirm the ability of the criminal record to predict recidivism. The criteria for recidivism were defined as cases where a conviction was confirmed due to a criminal case that occurred during the execution of electronic monitoring, and the date of recidivism was the date of occurrence of a case that was confirmed guilty. A total of 122 re-offenders were used in the analysis, and all of them were charged with electronic supervision for committing sex crimes. Studies have confirmed that the subjects commit the most recidivism within three years. In addition, in this study, the difference in survival rate between groups was analyzed after classifying mixed and sex recidivism cases. The number of members was 88 for the mixed recidivism group and 34 for the sex recidivism group. The analysis confirmed that both groups had the most recidivism within three years. There was a slight difference between the survival rate of the mixed recidivism group and the survival rate of the sex recidivism group. So the Log Rank Test and the Generalized Wilcoxon Test were conducted, but no statistically significant differences were identified(Wilcoxon statistic = 2.326, df = 1, p = .13, Log Rank = 1.345, df = 1, p = .25). Next, a Cox Regression analysis was performed to confirm the ability of the criminal record to predict recidivism. As a result, the number of criminal records(sex offense, violent crime) have been confirmed to be a good predictor of recidivism(X2=27.33, df=1, p< .001). As a result, the recidivism rate is gradually decreasing due to the implementation of the electronic monitoring. However, the duration of recidivism required by sex offenders in high-risk groups was found to be rather short. Currently, security measures against felons are being strengthened, so it is necessary to select high-risk groups. Therefore, based on the related studies, the characteristics of high-risk groups and the results of recidivism studies will be used as a basis for disposal within the criminal justice system, which will play a major role in granting objectivity.

  • We often find that we, as a social group, share stereotypes of criminals. For the present study we investigated the stereotypes of rapists, and examined if they match their characteristics on the national crime statistics in Korea. Collecting data from 82 college students and 91 police officers, we compared stereotypes about rapists with the characteristics of those reported on the national crime statistics. As a result, we found that both college students and police officers have distorted stereotypes of rapists which are not consistent with their characteristics. More specifically, both college students and police officers believed that rapists came from broken families and that they were likely to have more previous criminal convictions than they actually did. In addition, both college students and police officers believed that rapists tended to recidivate within a short period of time, e.g. 1-3 months, which is much shorter than the time that actually took for them to recidivate. Finally, suggestions for future research were made.
