본 연구는 한국건설기술연구원의 주요사업인 "산지하천 유역의 홍수예측을 위한 수문조사(2011~2015년)"의 Test-bed 유역중의 하나인 설마천 유역(경기도 파주시 적성면)을 운영하면서 신뢰성 있는 수문자료를 지속적으로 획득함과 동시에 산지하천 유역의 홍수량 예측과 재해방지 설계기법을 개선하고 수문정보를 제공하는데 있다(Test-bed 유역중의 또 하나인 차탄천 유역은 2011년 수문관측 기반구축 완성). 이를 위하여 2011년에도 지속적인 수문조사를 하였으며, 수문자료의 품질 향상을 위한 관측기기의 유지관리와 수집된 자료의 처리절차를 통하여 신뢰성 있는 수문자료를 생성하고, 이들 자료를 바탕으로 유역의 수문특성을 분석하였다. 또한 홍수량 예측과 재해방지 설계기법 개선을 위해서는 관련 기술조사, 평가와 취약 설계인자를 도출하였으며, 정량화를 위한 시험 및 조사방법을 결정하는 과정을 진행하고 있다. 설마천-차탄천 수문정보시스템(http://seolmacheon.kict.re.kr)은 Test-bed 유역(설마천 유역 이외에 차탄천 유역 포함)에서 생성되는 수문자료를 수집, 저장, 공유하는 기능을 포함하고, 홍수예측 모형(집중형 모형)과 강우레이더 자료(RDAPS 자료)를 결합한 산지하천의 홍수예측을 모의할 수 있는 기능을 추가하였으며, 향후 모의의 정도를 개선하고자 다른 모형과 다른 강우레이더 자료 도입을 목표로 진행할 예정이다. 그리고 Test-bed 유역을 기반으로 한 홍수량 예측 모형의 적용성 평가를 통해 중 소규모 산지하천 유역에 적합한 실시간 홍수예보 시스템 개발과 유역 수문조사 지침서 작성을 통해 가이드를 제시하고자 한다. 2011년 설마천 유역에서 생성된 자료로는 6개 우량관측소의 우량자료, 2개 수위관측소의 하천수위 및 지하수위, 유량측정성과 등이 있으며, 이로부터 산정된 유역평균우량과 유량자료 등이 있다. 확정된 강우-유출자료를 이용하여 강우의 호우사상 분석(강우강도, 지속기간), 강우의 지속기간별 최대강우량, 강우의 시 공간 분포 특성 분석, 월별 유출 및 주요 호우사상의 유출특성 분석 등 기본적인 강우-유출 특성을 분석하였다. 그리고, 유량측정성과의 불확실도 분석을 통하여 측정한 유량자료의 정확도를 제고하였다. 설마천 유역에서 축적된 수문자료는 자료의 공유를 통하여 자료의 검증을 확보함과 동시에 연구성과가 수자원 개발 분야에 활용되기 위해서는 지속적이고 안정적인 자료확보와 수문관측 기술개발을 위한 노력과 투자가 더욱더 필요한 상황이다.

For the education information system, evaluation of the performance have to incorporate the special characteristics od education. This paper is to develop some measures to assess the performance of Korean National Education Information System (NEIS). Performance measures are classified those into three detailed areas as the flow of value chain. which include end-users area, education process area and performance area. Research results show that the users's concern to the information system have an affirmative influence on the satisfaction of users, and attitude change of users have also a positive influence on the administration area of the information system such as task productivity, task innovation, satisfaction of the education users, activity of control process. Also, user's satisfaction for NEIS, that comes from the communication, have an affirmative influence on the better performance of education,

The BSC methodology has recently increased its capability to apply the all of industries. However, this methodology would be inappropriate for the business innovation of public organizations. The major reason is that the profit is not the main issue for the public sector, where the financial perspectives are not clearly stated or formulated. This difference compared to profit organizations influences other perspectives such as study and growth, process. Therefore, a new approach is needed to solve these problems. The purpose of this study is to investigate a pertinent scheme for the public innovation, the method to integrate the process, and its expected effectiveness. In order to achieve efficient and effective organizational information security objectives, for the level of information security to accurately evaluation and direction for improving that performance evaluation index and method of measurement for information security outcomes are needed. For information security activities of domestic companies to measure the performance or effectiveness, that standard method of measuring and the available evaluation Index are insufficient. company is difficult to investment for information security budget. Therefore, the purpose of this study was developing of performance evaluation index and method of measurement for information security outcomes applying BSC available in the company. The results of this study that companies can determine the level of information security itself. Analysis of the information security status and the strategy establishment of the information security investment can be applied.

과학기술이 국가경쟁력에서 차지하는 비중이 높아지면서, 국가 차원에서 과학기술역량의 확충을 위한 다양한 정책적 노력이 경주되고 있으며, 그 일환으로 정부연구개발사업과 관련된 예산도 지속적으로 증가하여 왔다. 이와 함께 최근 들어 공공부분에 책무성(accountability)에 대한 논의와 함께 성과주의 제도의 적극적인 도입이 검토되고 있다. 특히 다양한 특성을 가진 많은 정부사업들이 적절하게 추진되고 있는지 그 성과를 측정하고 관리하는 것은 책무성의 이행이라는 측면에서 상당히 중요하다. 이에 따라 성과를 보다 명확히 측정할 수 있는 도구의 필요성과 함께 균형성과표(Balanced Scorecard: BSC)가 새롭게 조명을 받고 있다. 본 연구에서는 BSC의 기본모형을 확장하여 정부연구개발사업에 적용해 보고자 한다.

지난 수년간, IT 비용의 지속적인 증가에 따른 IT 투자 의사결정 및 평가를 위한 성과 분석은 최근 가장 주요한 이슈가 되고 있다. IT 투자와 성과간의 상관 관계를 규명하기 위한 수많은 노력에도 불구하고 IT 투자 성과 측정의 어려움과 이에 영향을 미치는 요소들의 복합성으로 인하여 낮은 IT 투자 성과의 원인을 제시하는 것은 여전히 쉽지 않은 문제이다. 본 연구는 실제 IT 투자 규모와 IT 투자 성과간의 상관관계를 분석하고, 이에 조직, IS프로젝트, 사용자 요인들이 어떻게 영향을 미치는지 나타내고자 하였다. 2개 제조업체의 총 44개의 단위시스템들에 대하여, IT 투자 비용은 형태별로, IT 투자 성과는 정성적, 정량적인 효과를 정보, 시스템, 사용자, 조직효과 관점에서 측정하고 있다. 또한, 각 시스템을 구축하였던 업무 담당자들, 사용자들에 대한 인터뷰 및 설문을 통하여 조직, IS프로젝트, 사용자 요인을 측정하고 있다. 본 연구는 효과적인 IT 투자 성과를 얻기 위해서는, 절대적인 IT 투자 규모도 중요하지만 구체적인 정보전략계획의 수립, 경영진의 지원, 사용자의 적극적 참여와 같은 IT 투자 실행의 중요성을 제시하고 있다. 이들 결과를 바탕으로 IT 투자를 고려하고 있는 기업들에게 효과적인 투자 방안을 제시할 수 있을 것이다.

As a new paradigm called modeling and simulation(M&S) or simulation based acquisition(SBA) has arisen, necessity of applying it to Korea has been increased. Not only rational construction of SBA but development of model which can evaluate driving results and improve relating processes to SBA is needed. Therefore we suggests the framework of capability maturity model for M&S development and SBA. The ultimate purpose of our model is improving processes relating to M&S development and SBA. The last section include detailed model which has practices for improving some SBA processes.

본 연구에서는 가상커뮤티니 성과의 영향요인들에 관하여 보다 포괄적이고 객관적으로 파악할 수 있도록 (1)가상커뮤니티 성과의 영향요인에 관한 현재까지의 대부분의 연구에 대한 이론적 고찰을 통해 (2)가상커뮤니티 성과의 영향요인에 관한 12개의 변수와 51개의 측정지표를 도출하였으며, (3)가상커뮤니티 사용자들에 대한 설문조사와 Lisrel 분석을 통하여 도출된 연구모형을 실증적으로 검증하였다.

본 연구의 목적은 PMO의 기능들이 프로젝트 성과에 미치는 직접 효과와 프로젝트 관리 프로세스의 수행을 통한 간접 효과를 PLS 경로모형을 통해 파악하는데 있다. 또한, PMO 역량 및 최고 경영진의 지원에 따른 프로젝트 성과의 차이의 상호 효과 및 그 효과의 크기를 찾고자 한다. 본 연구에서는 방법론 제공, 행정적 지원, 교육 및 훈련, 자원 관리, 지식 관리를 통하여 형성되는 PMO기능과 통합, 범위, 시간, 비용, 품질, HR, 커뮤니케이션, 위험, 자원조달 등을 통하여 형성되는 프로젝트 관리과정을 측정하기 위하여 2차 요인 모형(second-order construct model)으로 연구 모형을 검증하였다. 본 연구에서 각 1차 요인(first-order construct)은 반영지표를 이용하여 분석 하였으며, 2차 요인은 조형지표를 이용하여 분석하였기에, 반영지표와 조형지표가 모두 포함되어있는 모형 분석에 용이한 자료처리 도구인 PLS를 이용하였다. 본 연구의 설문대상은 PMO의 지원 하에서 프로젝트를 수행해 본 경험이 있는 프로젝트관리자나 프로젝트 리더와 같은 전문가 집단으로 한정하여 온라인 설문조사를 실시하였다. 분석 결과, PMO 기능 및 프로젝트 관리과정 모두 프로젝트 성과에 유의한 영향을 미치는 것으로 확인되었다. 또한 PMO기능을 수행할 때, PMO역량에 따라 프로젝트 성과에 유의한 차이가 존재함이 확인되었다. 따라서 경영진들은 프로젝트 수행 시 프로젝트 성과에 긍정적 영향을 미치는 PMO의 설립을 적극적으로 검토해야 한다. 또한 PMO의 역량에 따라 프로젝트 성과에 차이가 발생하므로 프로젝트를 관리하는 PMO에 충분한 권한을 부여하고 경영진의 지원을 신속하게 함으로써 프로젝트를 성공적으로 수행할 수 있을 것이다.
