이슈 & 이슈 - 건설공사 장애인고용 및 부담금 납부 실태조사 실시

  • 설비건설업은 고소작업 및 중량물 설치 작업 등 안전을 최우선으로 고려해야 되는 직종으로, 장애인을 고용하는데 한계가 있다. 따라서 대부분의 설비건설업체는 장애인 의무고용비율을 채우지 못하고 부담금을 납부하고 있는 실정이다. 이에 대한 개선방안을 마련하기 위해 대한설비건설협회는 지난 5월 2일부터 6월 16일까지 145개사의 장애인 고용부담 실태조사를 실시했다. 그 결과 지난 2011년 대비 회원사의 장애인 고용부담금이 94.7% 증가한 것으로 나타났다. 이 설문조사 결과를 토대로 대한설비건설협회는 장애인 의무고용제도에 대한 개선안을 마련하고 이를 관련 기관에 건의할 계획이다.

한국 제조업에서의 환경규제와 생산성감소 - 인과추정법(因果推定法)을 통하여 -

  • 정부의 환경규제로 인하여 한국 제조업의 기업들이 공해방지시설을 의무적으로 설치해야할 경우, 이는 생산비증가와 신규투자의 위축 및 생산요소간 조합비율에 영향을 미침으로써 직 간접적으로 생산성의 감소를 초래한다. 본 연구에서는 인과추정법(因果推定法)으로 측정한 그레이 (Gray, 1987)의 모형을 통하여 환경규제가 한국 제조업의 생산성에 미치는 효과를 측정하였다. 측정결과, 규제로 인하여 연평균 0.58퍼센트 포인트만큼의 생산성감소효과가 있었다. 여기에는 생산성증가율 계산상의 '측정효과(測定效果)'만 존재하고 생산과정의 제약, 신규투자의 위축, 다른 생산요소의 생산성감소로 인하여 총생산성이 감소되는 '실질효과(實質效果)'는 발생하지 않았다.

  • 계통 미연계 도서지역에 경제적으로 분산전원을 구축하기 위해서는 총 발전량 대비 적정 신재생에너지 발전 비율을 산정해야한다. 도서지역은 소규모 전력계통으로 이루어져 있어, 신재생에너지 출력의 간헐성은 계통에 미치는 영향이 크기 때문에 ESS(신재생에너지 설비용량 ${\times}$ 4h)를 설치하도록 의무화 하고 있다. ESS의 높은 설치단가는 경제성을 하락시키는 요인으로 작용하기 때문에, 적정용량의 신재생에너지 설비를 구축하는 것이 ESS로 인한 경제성 하락을 최소화 할 수 있다. 본 논문은 도서지역의 총 발전량의 30% 이상을 신재생발전으로 공급한다는 조건에서, 경제성을 고려한 신재생에너지 발전 방안을 제시한다.

  • 우리나라는 물의 재이용 촉진 및 지원에 관한 법률에 따라 수자원의 지속 가능한 이용을 목적으로 빗물이용시설의 설치 및 운영을 법·제도적으로 의무화하고 있으며, 위 법에 근거하여 지방자치단체에서는 빗물이용시설의 설치를 장려하기 위한 재정 지원 정책을 시행하고 있다. 환경 투자사업의 일환인 빗물이용시설 설치 사업은 장기간에 대한 경제성 분석이 요구되며, 분석에 이용된 경제성 분석 방법 및 사회적 할인율에 따라 분석 결과가 상이할 수 있다. 이에 따라, 이 연구에서는 순현재가치와 편익-비용 비율을 비교·검토하여 빗물이용시설의 경제성 분석에 적합한 방법을 제시하였으며, 경제성 분석에서 불확실한 요소인 사회적 할인율과 물가상승률에 대한 민감도 분석을 통해 두 요소의 불확실성을 평가하였다. 분석 대상 시설은 인천 청라지구 1공구에 계획된 빗물이용시설이며, 경제성 분석 기간은 지방공기업법 시행규칙에 제시된 건축물의 내용 연수인 30년으로 하였다. 편익-비용 비율을 이용하여 빗물이용시설의 경제성을 분석한 결과, 저류용량이 285 m3에서 최대 수익률이 나타났으며, 순현재가치는 저류용량이 1105 m3일 때 최대 수익이 발생하는 것으로 분석되었다. 분석 대상 지역의 경우에 285 m3에 대한 양적 신뢰도는 7.3%로 빗물이용시설의 효과를 기대하기 어려운 결과이며, 이와 같은 결과는 편익-비용 비율이 사업의 경제성을 수익률로 평가함에 따라 투자 규모를 반영하지 않는 한계로 인한 것으로 판단된다. 사회적 할인율과물가상승률에 대한 민감도 분석 결과, 사회적 할인율이 낮아지고 물가상승률이 높아짐에 따라 빗물이용시설의 저류용량과 그에 상응하는 최대 순현재가치가 커지는 경향을 보였다. 이는 미래가치를 높게 평가할수록 빗물이용시설의 저류용량이 크게 설계될 수 있음을 의미한다.

A Study on Improvement of the Assessment Criteria for New and Renewable Energy Facilities in the G-SEED (G-SEED의 신·재생에너지시설 평가기준 개선 연구)

  • The G-SEED encourages the installation of new and renewable energy facilities through assessments of the new and renewable energy installation rates. The government also regulates the installation rate of new and renewable energy facilities in the 'Project on new and renewable energy obligation in public installations'. The current criteria concerning the new and renewable energy facilities in the G-SEED are the result of an amendment made in July 2010. As over five years have passed since this amendment, the assessment criteria needs to be reenforced. To improve the current criteria, the calculation results of the installation rate of new and renewable energy facilities in the G-SEED were analyzed and compared to the corresponding calculation results of the 'Project on new and renewable energy obligation in public installations'. And an improved draft for the assessment criteria of the new and renewable energy facilities in the G-SEED was proposed.

Analysis of Apartment Design Elements for Applying the Health Care Service System according to the Degree of Independence of Elderly People (고령자 자립정도에 따른 헬스케어서비스 제공을 위한 공동주택 계획요소 분석연구)

  • The Korean government required the mandatory ratio of public housing including the housing unit for elderly in February 2012 and the number of them is expected to increase accordingly. To prepare for an aged society, these enabling ubiquitous technology will be able to support efficient health care services, which was mentioned in various studies. Therefore, the aim of this study is to draw the design elements for an apartment for providing health care services according to the degree of independence of elderly people and to grasp the current situation and work out tactics by the evaluation of four actual cases. In housing unit in the elderly housing project, design elements supporting amenity improvement was rated to the highest importance, however, in reality, was reflected at lower rate while the risk management plan for public space was applied at the highest rate. Design elements required by new technology such as health monitoring and community management with outside world are still not reflected, however, in order to realize the concept of 'aging in place', health care services in various aspects should be considered in housing planning.

Studies on the Main Level-Grading Factors for Establishment of LFQC (Liquid Fertilizer Quality Certification) System of Livestock Manure in Korea (가축분뇨 액비품질인증제도 구축을 위한 목표요소에 관한 연구)

  • Establishment of the LFQC (Liquid Fertilizer Quality Certification) system is very urgent issue for recycling livestock manure as renewable resources in Korea faced with environmental problem of manure application to land due to intensive livestock farming. In this study, we investigated relevant laws and regulations on livestock manure fertilizer, certifications of eco-friendly agricultural products, government policies on livestock manure management to establish reasonable direction of Korean LFQC (Liquid Fertilizer Quality Certification) system. As a result from this study, the liquid fertilizers in 'LFQC' system could be classified as three levels according to the usage patterns in field; 1st. Individual Farm Level (IFL), 2nd. Joint Farm Level (JFL), and 3rd. Commercial Level (CML). And finally, we found some characteristics in 'Main Level-Grading Factors' of liquid fertilizer such as fertilizing value, harmfulness, stability, uniformity, economic effect, storage potential, commercial value, functionality. Those items were considered to be the key factors for the establishment of 'LFQC' system. More research on 'Evaluation Standards' for concrete guideline and on the 'Main Level-Grading Factors' be needed to complete Korean LFQC system.

Improving on Planting in Small Scale Development - The Case of Seoul - (소규모 대지의 조경 개선방안에 관한 연구 - 서울시를 사례로 -)

  • Under the Korea Building Act, anyone planning to build a building or buildings on a site over $200m^2$ must plant plants over a specific area. In large scale development this rule is adhered to well, but such is not the case in small scale development. Therefore, special attention must be given to small scale development. Thus, the purpose of this research is to analyze the current situation and practice of planting at small scale development sites in Seoul, and then suggest policies for improving them. In this study using the data covering Seongbuk-Gu and Gangnam-Gu, which was surveyed in 2002, the current situation and practice of planting at small scale development sites was analyzed. After a questionnaire survey was conducted with government officers and building owners, the same analysis was made. Then the policies for improvement were extracted. The results are as follows: 1. In superordinate planning stage, because the minimum standards are too low, those must be strengthened. Any district plan does not control planting in private building lots. This requests active application of planting in private building lots as a design control measure in district planning. 2. In the building design stage, there are no guidelines. The obligation of building set-back between adjacent buildings by the Korean Building Act produces mass shaded and inferior planting beds. The act also is blocking landscape architects' participation in small scale development. And wall installations deteriorate the streetscape and growth of plants with shading. Therefore guidelines must be made. 3. In each stage of the building permit, the permit for building completion, and maintenance the Korean Building Act is blocking landscape architects' participation in small scale development, so the planting plan is completely handled by nonprofessional persons. Therefore, the act should be amended in order to make way for landscape architects' participation in each stage of the small scale development process.

Development of Project Delivery System in Public Sector for Modular Building (모듈러 건축물의 특성을 반영한 공공발주 방식의 개발)

  • Recent research has been ongoing for modular buildings in the country and interest increases. However, the activation of modular building projects is obstructed in the construction industry. There are many reasons to identity for this obstruction but one issue should be focussed. Modular buildings require to change the existing construction production system to a new construction production system, which is factory production - transportation - erection. However, the existing project delivery system in the public sector could not be adapted for this new construction production system due to the obligation of multi prime contract use, such as electrical, communication, fire fighting contracts by Law. Therefore, modular buildings in the existing project delivery system are separately contracted by multi prime contracts and modular units composed of the buildings are contracted by an architectural prime contractor as a commodity. As results, construction costs are increased, potential quality problems are raised and the existing project delivery system is finally an obstacle not to maximize benefits of the modular buildings. In this paper, we propose a new project delivery system for the modular buildings to adapt then ew construction production system.
