The government has routinely made efforts to improve the living environment and infrastructure of less-developed areas through large area urban remodeling projects, which are in themselves attempts to overcome the disadvantages of piecemeal local area development. Such projects are very complex, and various stakeholders are involved. However, the data on such projects has not been well managed, and has not lent itself to being easily adopted to similar projects. In addition, there are numerous fragmented mega-projects that seem to be performed based on "rules of thumb" To address this issue, the work process of many urban and residence project types should be standardized otherwise the participants will be confused to work properly. In particular, typical residents who lack knowledge about building redevelopment, building remodeling, urban environment improvement projects, and the like think that it is difficult to establish the preparation committees and association committees for the projects. Therefore, we examined previous researches related to the urban and building renovation to solve the prescribed present problems. This paper presents the three necessary research performances: first, we analyzed the administrative work process in the related laws; second, we examined the practical work process of the preparation committee and association committee stages; and finally we deduced the problem and presented the required improvements.

The purpose of this study is to explore the necessity and possibility of establishing a research institute for local educational autonomy where the importance and necessity of institution establishment and operation are increasing with the decentralization and educational autonomy. The necessity of establishing a local educational autonomous research institute was examined in terms of both external and internal necessities, and the possibility of establishment in terms of the form of establishment, financial resources, and legal basis. In order to effectively cope with common issues by leading the nation's educational autonomy policy and legal agenda, and to support regional policy research and development by linking and cooperating with regional educational policy research institutes, local educational autonomous research institutes are established. This is an urgent point. Considering the publicity, professionalism, economic feasibility, and stability of specialized research institutes, the form of foundation corporation seems to be appropriate, and, like the case of specialized research institutes in general local autonomy, legal grounds for the establishment of special law should be prepared. In the future, it is necessary to conduct collaborative discussions and academic discussions with the Ministry of Education and the National Council for Superintendents of Education.

본 연구에서는 산.학.연 협동을 통해 기술실용화와 중소기업창업을 촉진하는 효과적인 추진방법의 하나로, 대학캠퍼스나 인근지역에 "기술창업.개발센터"(Technology Business Development Center: TBDC)를 설립하는 방안을 제시하고, 구체적인 기술창업.개발센터의 개념과 체계, 설립운영방안, 우리나라에서의 효과적인 추진전략을 제시한다. 특히 국가적 차원에서 TBDC를 지방대학들을 중심으로 한 지역기술개발센터(Regional Technology Center:RTC)의 형태로 전국 각 지역에 설립하여 육성하되, 공개경쟁을 통해 선별적으로 TBDC를 지정할 것을 제의한다. 아울러 정부의 TBDC지원유형과 TBDC의 단계별 육성방안도 제시한다.성방안도 제시한다.

록셀(Roxel)은 오스트리아 비엔나에 본사를 두고 있는 유럽 최대의 특수 라벨지 및 플렉시블 패키징 용지의 제작사로 백만톤 이상을 전 세계에 공급하고 있는 지류 유통 회사로 아랍권에 50만톤 이상을 공급하고, 유럽에 14만톤, 아시에 9만톤 등 백만톤 이상의 지류 유통을 통해 1조2천 이상의 매출을 이루고 있다. 지난 8월 1일부터 록셀은 국내에 공식적으로 공급 채널을 마련했는데, 바로 한국하이델베르그(주)에서의 다년간의 노하우를 쌓은 이근성 이사가 설립한 프린벨트(주)를 통해 공급하게 됐다는데 업계의 주목을 끌고 있다. 이근성 프린벨트(주) 대표이사에게 설립 경위와 함께 향후 계획에 대해 들어보았다.

1996년 설립(당시 동인정밀)된 동인산업(대표·이진태)은 10년 가까이 초정밀 광학부품 생산에만 주력하며 꾸준한 기술향상과 매출증대를 통해 알토란같은 회사를 이끌어오고 있다. 설립당시 이진태 사장 혼자서 선반 하나 놓고 미약하게 첫출발을 했지만 현재 자동화기기 MCT 3대, CNC 3대, 밀링 4대, 선반 2대 등의 설비를 갖추었고, 지난 2003년 2월에는 경기도 군포시 금정동에 공장과 사무실을 신축, 설립하면서 초정밀광학부품 생산업체로서의 면모를 한층 더 갖추게 되는 계기가 됐다.

(주)이오시스템(대표.이원승, www.eosystem.com)은 광학기기분야의 불모지나 다름없었던 1979년 설립(당시 한국광학기술개발(주))하여 국내 광학산업 기반을 개척한 기업 중 하나이다. 설립 당시부터 변함없이 '기술'중심회사를 표방하며 매진한 결과 광학설계.부품제조.완성품조립.신뢰성시험의 전 공정을 다 소화하는 회사로 성장했다. 특히 기술개발의 노력을 통해 1984년 방위산업체 지정에 이어 1986년 광학기술연구소 설립을 계기로 국내 전자광학장비 기술개발의 견인차 역할을 해왔으며, 50여명의 석.박사 연구원들의 맨 파워 성과가 첨단제품으로 실현되고 있다.

이 글에서는 21세기에 대비한 창조와 모험의 대학인 멀티미디어 학부의 설립 과정과 패러다임을 통해 대학의 교육개혁 사례를 보이고자 한다. 멀티미디어 학부는 국내.외적으로 아직 학문적 체계화가 이루어지지 않은 '벤처 대학'에 해당한다. 여기서 사례로 제시한 한남대 멀티미디어 학부의 패러다임은 국내.외의 다른 대학에도 영향을 줄 수 있다. 1998년 3월에 설립된 한남대 멀티미디어 학부의 경우, 현재 교육법상 공학사의 자격이 주어지지만, 향후 '멀티미디어 학사'가 주어져야 하며 입학생도 예능계, 문과 및 이과의 학생을 동시에 입학시켜야 할 것이다.

일반 특수신체 정신장애자나 연소연로자의 병약 문제에 대해서는 일단 복지차원으로 국가가 배려하고 있으나 치과분야에서의 절대 무치악자, 선천성 기형 구강암 수술 후의 다량의 조직결손 등의 특수질환자에 대해서는 조명되지 않고 간과돼 온 것이 사실이다. 기술적인 면에서나 경제적인 면에서 일반적인 방법으로는 치료가 불가능한 치과 특수장애자를 위한 특수진료원을 국가가 정책적으로 설립하는 것이 당연하다는 것을 객관화할 수 있는 근거를 본 연구에서는 제시하고 있다. 치협의 학술국 연구사업으로서 국립구강악안면특수장애 수복진료원 설립을 위한 기초자료 조사를 완료하여 지난 4월 보고한 내용을 게재한다.
