Ten Web sites from educational policy authorities, educational research institutions, professional educational, and national libraries that provide educational policy information services are investigated using content analysis method. They are analyzed using various types of information sources, classification schemes, and functions of information retrieval. Standardization of classification scheme of educational policy information, standardization of meta data items, improvement of retrieval systems, provision of personalized information services to educational policy authorities, operation of specialized policy information centers, and cooperation among professional institutions are suggested. A model of a specialized educational policy information center is proposed.

본 연구에서는 지배적 시장사업자(SMP) 개념과 통신산업에서 적용 가능성 및 그 문제점을 논하였다. 전통적 산업에서 적용 가능한 SMP 개념은 동태적이고, 기술혁신이 빠른 통신산업에 개념적용 가능성이 의문시 되며, 특히 통신시장 정의와 통신 상품 범위문제 그리고 통신서비스의 상호접속문제점은 SMP를 통신산업에 적용하는 데 상당한 사회적 비용을 수반할 수 있을 것으로 본다. 따라서 통신정책 특히 통신규제정책에서는 이에 대한 적절한 사용과 새로운 선정기준이 필요하다고 하겠다.

This study is to develop school library Policy model in accordance with guidelines suggested in policy science theories and to evaluate school library policy with application of "Activation Agenda for School Libraries". The guidelines on the evaluation of school library Policy were based on the models suggested in education policy and school library Policy theories. Selected guidelines were examined through survey distributed to evaluators and telephone interviews. Although overall evaluation results on school library policy were positive, it is suggested that more efforts for Policy improvement are needed.

Investment on technology to obtain green energy is prevailing all over the world. The technology development project is more likely to involve multiple sub-projects, each of which is related to develop elementary technology when the project is larger and nation-wide. However, the methodologies identifying optimal combination of elementary technologies among the candidates have been very few. Hence, the purpose of this paper is to propose a novel methodology which provides an optimal combination of green energy technologies. To do so, to-be developed technologies are clustered with multiple categories. Among the technologies, based on Delphi method, the experts select a representative technology, which is indispensible to the green energy system and has the highest connectivity with other elementary technologies. Then the methodology selects an elementary technology from each technology category based on two metrics: Relatedness with representative technology and project risk. To show the feasibility of the proposed methodology, we applied the methodology to an actual windmill development project.

This study analyzed the trends of broadcaster licensing policy during 1990-2001 in Korea. It is to seek the answers about how the examination standards and procedures applied to broadcaster licensing has been changed for the last decade. For the purpose this study inquired six cases such as private broadcasting licence (1990 October), cable TV program provider licences(1993 July), cable TV system operator licences(1994 January), private local broadcaster licences(1994 July), satellite broadcaster licence(2000 December) and cable TV home shopping channel licences(2001 March). It examined the degree of specification and measurement of the standards based upon the government white paper; average points per item, average points per quantitative item, and average points per qualitative item etc. The government hadn't opened the standards and procedures how it licensed broadcasters until 1990 and the uncertain attitude brought distrust on the government broadcasting policy. The first white paper about broadcaster licensing was made in 1994 after cable TV broadcaster licensing was finished. The results indicated that Korean broadcasting licensing policy rapidly developed in the dimension of transparency from 'a secret room policy' to 'a sunshine policy' for the last decade. But it still needs improvement in the dimension of fairness of examination. Now one of the main distrust is the ratio that the one of qualitative examination standards are much more than the qualitative one.

한국정부의 중소기업 정책을 분석하고 기업의 성과 분석을 통해 지원 정책의 유효성을 연구하였다. 중소기업의 지원 정책 과제를 창의와 혁신주도의 역동적인 중소기업군 육성, 기술경영혁신 활동 및 협력활동 강화, 자금 인력 판로 등 성장기반 구축 등 3가지로 분류한 후 기업의 성과(사업성과, 기술성과, 정책만족)와 비교하여 정책의 영향도를 측정하였다. 연구 결과 정부가 추진하는 중소기업 정책에 대한 기업의 성과의 특징은 자금 지원 분야였다. 전체 24개 측정 변수에서 연구 결과 중 가장 유의미한 변수로 선정된 5개 변수는 1)벤처,이노비즈,경영혁신형기업 육성, 2)지식기반서비스 육성자금 지원, 3)기술 연구개발 지원, 4)경영안정자금 지원, 5)공공부문의 중소기업 판로 지원이었다.

이동체 데이터베이스에서 이동체의 과거 궤적을 저장하기 위해 메인 메모리 기반 색인을 이용하면 시간이 지남에 따라 데이터의 방대함으로 인해 주어진 메모리 용량이 부족하게 될 수 도 있다. 이를 해결하기 위해서는 메인 메모리에 상주하는 색인의 일부를 계속해서 디스크로 이주하는 정책이 필요하다. 이런 이주 정책을 지원하는 메인 메모리 이동체 색인이 통합 색인이다. 기존 통합 색인의 색인 이주 정책인 이동 서브트리 정책은 시간 축으로 가장 오래된 엔트리를 seed 노드로 선정하여 이동 서브트리를 구성한다. 이때 항상 시간적으로 가장 오래된 노드만을 디스크로 옮김으로써 과거에 대한 질의 시 비효율적이라는 문제점을 가진다. 본 논문에서는 이주를 위한 서브트리 구성에 필요한 seed 노드를 선택하기 위해, 질의 및 삽입 시에 참조되는 단말 노드들을 유지하는 LRU 버퍼를 이용한 색인 이주 정책을 제시한다. 이를 바탕으로 메인 메모리 기반 색인의 장점과 메모리 용량 부족의 문제를 해결한 통합색인을 구현하고, 다양한 성능 평가를 통하여 제시된 이주 정책이 기존의 이주 정책에 비해 삽입 성능뿐만 아니라 영역 질의에서도 우수함을 보인다.

This study investigated and analyzed operating policies and status of the best practices repository in the world to propose the successful strategies of management and establishment of repository. The best practices were selected from the top 10 of the Ranking Web of World Repositories by CSIC and Registry of Open Access Repositories by JISC. These repositories fell into two rough classes, disciplinary and institutional repositories. Policies on operation and support, collection, management, distribution and information services, long-term preservation, technology and copyright were analyzed. Characteristic of disciplinary and institutional repository policies were also identified.

최근 이동통신 및 GPS 기술의 발달로 위치기반서비스 요구가 점점 증가하고 있고, 대용량의 위치데이터가 저장되는 위치기반서비스의 구현을 위한 이동체외 저장 및 검색에 관한 연구가 활발하다. 이동체의 위치 정보를 점으로 모델링하여 색인 할 경우 KDB-Tree의 성능이 우수하다. 그러나 KDB-Tree는 시공간에서의 이동체 위치데이터 색인을 고려할 경우 시간 도메인의 특성으로 인해 성능 저하의 문제를 발생시킨다. 본 논문에서는 이동체 위치데이터의 색인을 위한 KDB-Tree의 사용에서 시간 도메인의 특성을 반영한 분할 도메인 선정 방법과 분할 정책을 제시한다. 새로운 분할 정책은 색인의 공간활용도를 높이고 색인의 크기를 작게 하여 검색의 성능을 높인 최근 시간 분할 기법과 LD(Last Division) 분할 정책이다. 본 논문에서는 KDB-Tree의 변경된 분할 정책을 구현하고 성능평가론 수행한다. 이 성능 평가 실험을 통해서 변경된 분할 정책을 사용한 KDB-Tree에서 공간활용도가 높고 검색 성능이 우수함을 보인다.
