Project delivery systems determine the relationship, responsibility, authority and the scope of works of those involved in project, hence, optimum project delivery system should be selected to so that construction project would be executed successfully, Until now, the traditional design-bid-build mainly has been used for public projects, but the government is making efforts actively to introduce other methods such as design-build, alternative bidding by its policy. However, delivery systems should be determined through considering physical projects characteristics, owner's goals, external factors, etc, rather than government' policy. Therefore, the purpose of this research is to propose objective delivery system selection criteria and delivery system selection model, which help owners to select the suitable delivery system through quantitative and reasonable manner.

Site selection processes for high-level radioactive waste disposal facilities in different countries differ in terms of local geology and degree of public engagement. There seem to be three alternative processes for site selection: (1) selection with community consent after government choice; (2) selection with continuous community engagement after exclusion of unsuitable areas based on existing survey data; or (3) site selection where communities have expressed a willingness to participate. The Yucca Mountain site in Nevada, USA, was selected as the final disposal site by process (1) through six stages, but its development was suspended owing to opposition from the local governor and environmental groups. In Sweden, Switzerland, and Germany, process (2) is used and sites are selected through three stages. Sweden and Switzerland have completed site selection, and Germany is currently engaged in the process. The UK adopted process (3) with six stages, although the process has been suspended owing to poor community participation. In Korea, temporary storage facilities for spent nuclear fuel will reach saturation from 2030, so site selection must be promoted through various laws and systems, with continuous communication with local communities based on transparent and scientifically undertaken procedures.

In the Protocol-Independent Multicast Sparse Mode(PIM-SM), we need a careful selection scheme for the Rendezvous Point(RP) which influences much on the QoS due to the delay among multicast group members and packet loss The QoS based RP selection schemes choose RPs which satisfy the restriction conditions such as bandwidth, delay, and other QoS parameters In this paper, we propose a new RP selection scheme which is a variation of the group-based RP selection scheme The new algorithm, MCT(Maximum Cross Tree), is implemented by taking advantages of the topology-based selection scheme and the group-based selection scheme as well In order to verify the proposed algorithm, we first measure the multicast traffic data of the Virtual Conference System implemented on the IPv6 network via KOREN, then expand the results to two types of network models and analyze the performance by computer simulation.

The procurement of public construction, which has been selected mainly on the basis of the work experience of a department of public agencies that award construction contracts or those in charge of ordering, has not been executed through an objective selection process considering the construction types or characteristics. Thus, as a preliminary study on developing a model for the selection of contract methods, this study intends to analyze and present the key factors affecting the selection of procurement methods in public construction. Through a literature review on the existing methods, foundational factors were first presented, based on the analysis of these factors, the final influence factors were proposed. As a result, 6 factors contractor's characteristics, the environment of the construction market, relevant organization, the characteristics of a project, costs, and responsibility factors were determined, and 14 sub-factors were selected. The factors presented in this study will be used as base data for developing a decision making support model for the selection of contract methods in public construction.

The selection of the reasonable project delivery system (PDS) is crucial for a successful performance of a project, which means to achieve project objectives. Furthermore, the project performance has been tightly related to the selection of PDS appropriate to pertinent project characteristics. In this context, the ministry of finance and economy of Korea launched two new project delivery systems called "Best Value Contract (Design-Bid-Build)" and "Bridging Contract (Design-Build)" in October of 2007 by revising enforcement ordinances of "Act on Contracts to Which the State is a Party". For efficient operation of the new project delivery systems, this paper suggested a PDS selection model which supports decision making of the reasonable PDS for a pertinent project by assessing characteristics of the public construction projects, both quantitatively and qualitatively. In addition, a PDS performance evaluation model was proposed in order to get feedback on the result of the PDS selection and the operation for the succeeding project. The standard models suggested in this paper might be used as a tool to support the decision making of the public organizations.

Recently, operation of highway is the complex digital Infrastructure based on complicated IT. The application of IT is increasing more and more in digital Infrastructure. Though IT is very convenient, if unpredicted operating risk of highway occurs, widespread damage can be large. When operating risk of highway occurs, road users are out of smoothly-run service because of the operating interruption. This risk causes unpredicted operating management cost and additional maintenance cost. It will excess over the planned operating cost, which may leads to users's unsafety and operator's insolvency because of income loss. Until now, related studies to find out the risk are not sufficient. The purpose of this study is to suggest risk cost items and to estimate the reasonable risk cost by using simulation method in case of occurring the huge power failure at the operating digitalized highway. This study indicates the several plans to hedge against risk cost and the management of highway project. From now on, it will be used as basic data to confirm the soundness of operating system in Digital Infrastructure.

국내에서 디지털라디오를 위한 연구와 실험 및 전송방식 선정 시도가 1997년부터 본격적으로 시도되었다. 그동안 국내에서 검토된 디지털라디오 전송방식은 DAB, DAB+, HD-Radio, DRM, DRM+ 방식에 대한 연구가 이루어졌고, 비교실험도 실행되었다. 그러나 각각의 전송방식에 대한 방송사마다 선호도가 다르고, 주파수 할당 문제를 포함하여 정부와 방송사의 이해와 득실에 대한 해석 방향이 많이 다르기 때문에 아직도 국내 전송방식을 결정하기가 매우 어려운 실정이다. 이에 본 논문은 먼저 아날로그 라디오방송과 디지털 라디오방송이 공통적으로 가지고 있어야 하는 중요한 목표와 목적 몇 가지를 선정하여 연구문제로 설정하였다. 연구방법으로는 현재 아날로그 FM방송과 동일한 내용이 동시에 전송되고 있는 DMB의 라디오 채널을 대상으로 FM방송과 수신환경을 비교 조사를 해보고, 주어진 연구문제를 충족할 수 있는 요소를 얼마나 가지고 있는지 분석을 해보았다. 나머지 전송방식에 대해서는 DMB에 포함된 DAB방식의 디지털라디오 규격과 2011년 ETRI 비교실험 결과 자료를 기준으로 상대적 비교를 통하여 긍정적 요소와 부정적 요소를 분석 헤 봄으로써 향후 디지털라디오 수신환경 구축 목표와 전송방식 선정에 실질적인 도움이 될 수 있는 방안을 제시하고자 한다.

우리나라에서는 그 동안 유상증자(有償增資)시 주주배정(株主配定)(right offer)방식에 의하고 기업공개시의 발행가격도 일률적으로 산정(算定)되어 증권인수(證券引受)에 따른 인수기관(引受機關)(underwriter)의 역할이 제한되어 왔으나 앞으로는 증권발행방식이 다양화되어 발행가격의 결정을 포함한 인수기관의 역할이 강조될 것이다. 대부분 총액인수(總額引受)(firm commitment underwriting)방식을 택하는 미국자본시장에서 인수기관을 선정하고 발행조건들을 결정하는 방법에는 투자은행과의 협의(協議)(negotiation)에 의하는 방식과 비공개경쟁입찰(非公開競爭入札)(sealed bidding)에 의하는 방식이 있는데 많은 기업들은 상대적으로 비용이 많이 드는 협의발행을 선택한다. 본 연구에서는 이에 대한 가설들을 뉴욕증권거래소나 아메리칸증권거래소에서 거래되는 공익기업의 신주발행자료를 통해 실증 검정했다. 인수 스프레드(underwriting spread)는 발행금액에 관계없이 협의발행(協議發行)이 경쟁발행(競爭發行)보다 평균적으로 1.16% 높았으며 발행비용(發行費用)도 협의발행이 유의적인 수준에서 0.341% 정도 높았다. 비대칭정보하에서 신호균형(信號均衡)(signaling equilibrium)으로 설명할 수 없지만 협의발행에 의한 통합균형(統合均衡)(pooling equilibrium)의 가능성은 배제하지 못했다. 주식발행 발표일(發表日)(announcement date)을 전후해 인수방식에 따른 주가변동의 차이를 분석한 결과 대리인가설(代理人假說)은 부분적으로 지지했다. 발행일(發行日)(offering date)을 전후한 주가변동에 의하면 인수기관의 사전매각노력(事前賣却努力)이 협의발행하에서 더 높았으나 발행일 직후의 주가회복은 보이지 않아 인수방식에 따른 가격안정화(價格安定化) 노력의 차이는 없었다. 발행기업들간의 주가차별화의 정도를 분석한 결과 협의발행에서 인회활동(認淮活動) (certification effects)을 더 잘 할 수 있다는 사실을 지지하지 못했다.

This study investigates the construction management selection methods for fair competition within the construction management market by analyzing the current status of domestic construction management, the 2010 publication on the status of construction management, and the construction management evaluation criteria. Also, the 2009 publication of top CM service establishments, the average proportion of tender for 120 CM services from 2002 to 2010, and six assessment results which are open to the parties directly involved were statistically analyzed to review the adequacy of the evaluation criteria. This analysis shows that the evaluation criteria for the CM service impedes the development of the construction management industry and companies, since the criteria are decided by the service payment, and the technical skills assessed by technical proposals have no ties with contract prices. Therefore, this study proposes an improvement of the selection methods in accordance with the project characteristics and the technical requirements. However, more research is still needed to derive a detailed classification method of the technical requirement, the owner's evaluation criteria selection, and the preparation of an institutional foundation for the construction manager's post-evaluation.

본고에서는 현재 추진중이거나 추진된 표준 암호알고리즘 공모사업에 대한 추진체계 및 현황을 파악한다. 또한 등록방식에서 공모방식으로 전환된 ISO/IEC 국제표준 선정방식의 전환 배경을 살펴보고, 현재 ISO/IEC 국제표준 후보로 제안되어 심의 중에 있는 블록암호 알고리즘 SEED의 표준화 현황을 파악한다.
