Special logistics, such as steel coils or steel plates, are being shipped and deployed depending on experienced personnel. Therefore, there is a great possibility of accidents due to immaturity by human error or lack of experience. There is a need to prevent the possibility of such an accident in advance, to apply security requirements required for special logistics, to ensure the stability of cargo, and to operate an management system to check the correct loading list. In addition, accurate shipping inspection is necessary to balance the ship. This paper analyzes the problems of shipping inspection currently being implemented and proposes a web-based port special logistics shipping inspection and balancing operation system to improve it.

In the case of domestic coastal ships, an information system for the purpose of managing cargo loading, securing, and inspection processes is not in operation. It presents functional elements that meet the service requirements for information systems for more efficient execution of ship loading and unloading services at port. This is a study on the information system that manages the process of reservation, onboard arrangement, securing and inspection of sea freight.

국제 해상무역에 있어서 수출입 화물이 송하주로부터 수하주에게 인도되기까지 아무리 안전한 포장의 화물이라 할지라도 선박에 의한 해상운송 도중에 외부 포장의 파손이나 변질, 손상, 도난 등의 사고가 빌생할 수 있으며 과부족/착오 선적, 하역 중의 화물사고 등의 문제점을 예방/처리를 위해 검수라는 서비스가 이루어진다. 검수업무는 전문 검수사에 의하여 화물의 상태확인 등을 검수용지에 수기로 기록하게 되어있다. 인력에 의한 이러한 수작업은 문서의 집계, 처리, 분석 등에 오류와 비효율을 발생시키고 인건비 상승에 따른 물류비용 절감에 어려움을 주고 있다. 본 논문에서 제안하는 CCTV 검수 시스템을 이용하면 이러한 문제점들을 극복할 수 있을 것이다.
