Development and Rationalization of Maritime Traffic Facilities Management System (해양교통시설 운영관리 시스템 구축 및 합리화 방안)

  • Establishment and operation of Aids to Navigation in the process of port design, construction and management are crucial factor of maritime safety and collision prevention. According to the IMO SOLAS Chapter 5, regulation 13, the establishment and operation of maritime safety facilities are mandated for the competent authorities. The facilities of Aids to Navigations are moving to a concept of e-Navigation with state-of-the-art technology of radio navigation equipments such as AIS, DGPS and e-Loran from the traditional visual facilities (optics, shape), Although the autonomous maritime traffic system is a new trend, yet the traditional and conventional Aids to Navigation like lighthouses and beacons are still imperative for vessel's safe navigation. In this paper, for decision of service level of maritime traffic facilities to enhance the efficiency of visual navigation system management it was proposed the Aids to Navigation availability as an efficient management system incorporating the whole maritime traffic facilities under one management system. Comparison of foreign level of services and analysis of the theoretical background of them were analyzed and the proposed LOS was applied to Incheon area to evaluate the safety of navigation routes.

A Study on Marine Application of Wireless Access in Vehicular Environment (WAVE) Communication Technology (차량용 무선통신기술(WAVE)의 해상적용에 관한 연구)

  • AIS is the most important navigation equipment for the identification of other ships, etc. However, the AIS overload problem has been raised recently due to an increase in AIS equipped vessels. The government is planning to introduce the wireless LTE network at 100 km offshore as part of the SMART-Navigation project. Continuous development and dissemination of the services available through such platforms will be necessary to achieve major goals such as marine accident prevention and environmental protection. In this study, we applied a WAVE communication system, which could be the basis for the development of such services. As a result, reliable data transmission was confirmed for a range of communication of approx. 5 miles, although the service was limited to 1 km in road traffic. Therefore, it is expected that WAVE communication technology will be used to prevent marine accidents through such efforts as collision avoidance and the transfer of marine safety information between ships.

A Study on the Marine Traffic Assessment based on Traffic Distribution in the Strait of Malacca (말라카해협의 교통 분포를 기초로 한 해상교통 평가 연구)

  • The Strait of Malacca is one of the most important fairways in the world and its traffic safety has direct effect on economic development of East Asian countries including China, Japan and Korea. Because of this reason, a safety analysis of the marine traffic in the strait has a great significance. In this paper, we analysed the statistic distribution of marine traffic in the Strait of Malacca based on the vessels' AIS data for 1 month by using the TOAIS and EasyFit programs. As the results of the analysis, it was found that the traffic distribution of this strait was different with normal distribution, which had been still widely used in marine traffic engineering field. Furthermore, with the traffic distribution analysis results, the traffic safety of the strait was also assessed by using the IWRAP model. The results showed that the highest level of risk were overtaking and crossing situations. Finally, we found that the highest risk of collision area in the Strait of Malacca was crossing area between the Strait of Malacca and the Port Klang fairway.

A Study on the Traffic Patterns of Dangerous Goods Carriers in Busan North and Gamcheon Port (부산 북항·감천항의 위험화물운반선 통항패턴에 관한 연구)

  • As a preliminary study of enter or leaving traffic patterns of the Korea main port, port Management Information System (Port-MIS) data was used to check the volume of vessels entering and leaving the port of Busan, and three consecutive days from each seasons were selected for study. Selected 12-day General Information Center on Maritime Safety & Security (GICOMS) data was also used to analyze the traffic pattern in the main traffic lane of Busan port for dangerous goods carrier. Also, the distance between dangerous goods carriers and Oryukdo breakwater of east breakwater in the main traffic lane was analyzed. Collision probability was estimated using the cumulative probability distribution function of the normal distribution for the maritime traffic safety audit scheme based on the assumption that a ship's trajectory has a normal distribution for a section of the route. However, in case of entry or leaving thorough the Oryukdo breakwater and entry thorough the east breakwater, ship's sailing trajectories were revealed not to follow a normal distribution via regularity testing using a KS-test and SW-test. Especially in the north port, the tendency of the right side of the ship to pass was remarkable. It is desirable to develop a traffic model suitable for the characteristics of the port rather than to apply general traffic theories, and to apply this model to a maritime traffic safety diagnosis, so further research is needed.

A Study for the Evaluation of the Force by the Wind on the Ship at Anchoring (실선계측을 통한 묘박중인 선박의 풍압력 적용에 관한 연구)

  • By the typhoon "MAEMI" in 2003, a lot of marine accidents such as stranding, collision etc. occurred to the vessels at anchor in "JINHAE MAN" which was considered one of the most safe sheltering anchorage in Korea. These accidents resulted from the dragging of anchor by the strong winds. It needs to compare the external forces with the holding powers of anchors to estimate if the anchor will be dragged or not. However, the calculation of the force by the wind on the ship, in particular, on the wind pressure area which changes by the swinging of her bow is not yet set on a thesis. Therefore, this paper verified that how many times the front wind pressure area should be applied to calculate the force by the wind on the ship at anchor by comparing and analyzing the numerical calculation with, the actual ship's data which was really dragged by the strong wind.

Residual Longitudinal Strengths of Asymmetrically Damaged Ships (비대칭 손상 선박의 잔류 종강도 평가)

  • This paper presents estimation of deterministic damage extents and locations due to collision and grounding which are defined by ABS guideline and DNV ship rules. It is noted that the overall extents of damages from DNV are larger than those from ABS. Nonlinear FEAs are carried out to predict residual longitudinal strength of hull girder with asymmetric severe damages. The accuracy of the applied FEA procedure is proved by comparing FEA result with test result of a 1/3-scaled frigate. The investigated vessels are a VLCC and a large-sized bulker for which evenly distributed heeling angles from $0^{\circ}$(sagging) to $180^{\circ}$(hogging) by $30^{\circ}$ due to damage-induced flooding are taken into account. The reduction ratios of the ultimate residual strength for the damaged cases to those for the intact sagging case are shown. It is proved that the grounding damage case under DNV assumption reveals most critical the residual strength. The design formulas are presented to assure minimum residual ultimate moment after damage.

Development of a New Simplified Algorithm for Residual Longitudinal Strength Prediction of Asymmetrically Damaged Ships (비대칭 손상 선박의 잔류 종강도 평가를 위한 간이 해석 알고리즘 개발)

  • This paper explains the basic theory and a new development of for the residual strength prediction program of the asymmetrically damaged ships, being capable of searching moment-curvature relations considering neutral axis mobility. It is noted that moment plane and neutral axis plane should be separately defined for asymmetric sections. The validity of the new program is verified by comparing moment-curvature curves of 1/3 scaled frigate model where the results from new algorithm well coincide with experimental and nonlinear FEA results for intact condition and with nonlinear FEA results for damaged condition. Applicability of new algorithm is also verified by applying VLCC model to the newly developed program. It is proved that reduction of residual strengths is visually presented using the new algorithm when damage specifications of ABS, DNV and IMO are applied. It is concluded that the new algorithm shows very good performance to produce moment-curvature relations with neutral axis mobility on the asymmetrically damaged ships. It is expected that the new program based on the developed algorithm can largely reduce design period of FE modeling and increase user conveniences.

Safe Speed Estimation of Arctic Ships considering Structural Safety (구조적 안전성을 고려한 빙해선박의 안전 운항속도 평가)

  • Damage due to ice collision is the most serious threat for the structural safety of ships operating in arctic region. Since such hull damages are usually caused by the collision of floating ice at excessive voyage speed of ships, the authorities responsible for the shipping at arctic sea are required to provide the speed limit for safe voyage, so-called safe speed. In countries near arctic ocean, such as Canada and Russia, empirical methods to determine the safe speed of ships based on their long experience of arctic voyage have been established and applied them in the real arctic navigation. However, in Korea, it is not easy to accumulate the arctic voyage experience and related technical database, so it seems to be a realistic approach to adopt a safe voyage speed estimating method in arctic sea based on the ice collision simulation technology using the nonlinear finite element analysis. The aim of this study is to develop a technique for estimating the safe voyage speed of vessels operating at arctic sea through the ice collision analysis, In order to achieve this goal, the standard procedure of the ice collision analysis is dealt with and example analysis was carried out and the results were considered. To investigate the validity of developed method, POLARIS system proposed by IMO was studied for comparison.

Analysis of the Design of Rudder Area Ratio for Domestic Fishing Vessel (국내어선 타면적비 설계현황 분석연구)

  • A total of 97,623 ships were registered in Korea in 2019. Among these, 65,835 vessels, accounting for approximately 67 % of the total number of ships, were registered as fishing vessels. As with the proportion of fishing vessels, the frequency of marine accidents is also high. In 2020, 2,331 of 3,535 accidents occurred on fishing vessels. Hence, various institutional arrangements are required for improving the safety of domestic fishing vessels. In this study, we examined domestic and international regulations on domestic and foreign control performance related to fishing boats for improving the safety of fishing boats. Additionally, the ratio of the rudder area of 153 fishing boats operating in Korea was investigated to examine the current status of the rudder area design of fishing boats whose design standards have not been clearly established compared to fishing boats. Resultantly, we statistically confirmed that most fishing boats were designing rudder areas because they did not meet international standards. In the future, these analysis results can be used as basic data to prepare rudder area design standards for improving the maneuvering performance of domestic fishing boats.

3D A*-based Berthing Path Planning Algorithm Considering Path Following Suitability (경로 추종 적합성 고려 3D A* 기반 접안 경로 계획 알고리즘 개발)

  • Among the path planning methods used to generate the ship's path, the graph search-based method is widely used because it has the advantage of its completeness, optimality. In order to apply the graph-based search method to the berthing path plan, the deviation from the path must be minimized. Path following suitability should be considered essential, since path deviation during berthing can lead to collisions with berthing facilities. However, existing studies of graph search-based berthing path planning are dangerous for application to real-world navigation environments because they produce results with a course change just before berthing. Therefore, in this paper, we develop a cost function suitable for path following, and propose a 3D A* algorithm that applies it. In addition, in order to evaluate the suitability for the actual operating environment, the results of the path generation of the algorithm are compared with the trajectory of the data collected by manned operations.
