Empirical Analysis for Improvement of Safety Management of Coastal Passenger Ship - Focusing on Safety Practitioners - (연안여객선 안전관리 개선을 위한 실증 분석 - 안전관리 실무 종사자 중심으로 -)

  • This study aimed to extract the priority safety improvement factors for coastal passenger ships and analyze the perception gap between groups. To extract the improvement factors, we formed an expert group with maritime safety supervisors, passenger-ship safety inspectors (PSIs), and captains of passenger ships, and then conducted a Delphi survey. We found, using a hierarchy process, that the improvement factors were divided into three factors in Level 1 and ten factors in Level 2. For the relative importance analysis using the AHP (Analytic Hierarchy Process) model, we also formed two groups: an inspector group with maritime safety supervisors and PSIs, and an examinee group with safety managers, captains, and crews. Consequently, the factors of designation of public transportation for passenger ships and supporting the welfare of the crew were evaluated as the most important among the extracted factors. We conducted a t-test for the analysis of the perception gap between the two groups. Three perception gaps were found: increasing the inspection personnel, strengthening the qualification of the inspection personnel, and expanding the safety operation center. The result of this study will be useful for improving the safety policy of coastal passenger ships.

Development a Collision Accident Evaluation Indicator for an e-Navigation Service (e-Navigation 서비스를 위한 충돌사고 평가지표 개발)

  • The International Maritime Organization (IMO) is promoting the introduction of e-Navigation that prevents maritime accidents by fusion of Information & Communication Technology (ICT) with ship operation technology. In Korea, Korean e-Navigation is also being developed for fishing vessels and small vessels sailing offshore, which are vulnerable to maritime accidents. However, for the successful development of Korean e-Navigation, it is necessary to develop an indicator that can evaluate the development performance so that the development performance that has been progressed so far can be evaluated and the development direction can be re-established. Therefore, this study attempted to develop an evaluation index tailored to the development goal of e-Navigation service centering on the collision accident, which is a major maritime accident. In this study, a collision accident evaluation index for e-Navigation service was developed by deriving and quantifying the root cause of maritime collision accidents using Root cause analysis(RCA) and fault tree analysis (FTA) techniques. This indicator is considered to be helpful in reducing maritime accidents as it is used as a development indicator for e-Navigation and an indicator for maritime collision accident analysis.

Motion Response Estimation of Fishing Boats Using Deep Neural Networks (심층신경망을 이용한 어선의 운동응답 추정)

  • Lately, there has been increasing research on the prediction of motion performance using artificial intelligence for the safe design and operation of ships. However, compared to conventional ships, research on small fishing boats is insufficient. In this paper, we propose a model that estimates the motion response essential for calculating the motion performance of small fishing boats using a deep neural network. Hydrodynamic analysis was conducted on 15 small fishing boats, and a database was established. Environmental conditions and main particulars were applied as input data, and the response amplitude operators were utilized as the output data. The motion response predicted by the trained deep neural network model showed similar trends to the hydrodynamic analysis results. The results showed that the high-frequency motion responses were predicted well with a low error. Based on this study, we plan to extend existing research by incorporating the hull shape characteristics of fishing boats into a deep neural network model.

  • A ship runs with various modes of motion due to waves. Among the modes, roll mainly influences on the safety of cargos and crew's fatigue. Therefore a ship equipped with anti-rolling devices are on an increasing trend. In this research, we developed a free running model ship to evaluate the performances of fin stabilizer and moving weight stabilizer. Also those performance tests were carried out through the proposed test procedure.

  • In this paper, we propose a direct sequence ultra wideband (DS-UWB) radar system based on correlation accumulation in the fields of the ship traffic control and the safe ship operation including docking guidance systems. The proposed DS-UWB radar system averages out the noise by accumulating correlator outputs, and thus, provides a reliable distance estimation performance with a shorter estimation time compared with conventional DS-UWB radar systems. From numerical results, it is confirmed that the proposed DS-UWB radar system has not only a shorter average correlation processing time, but also a better distance estimation performance.

  • The more larger and heavier the ship, the more accidents happen in the ocean and coastal area. The IMO, IALA and ITU finalized the technical standardization process regrading performance standard and technical characteristic of Universal Ship-borne AIS. Korean government are going to setup AIS system in the coastal area in three years. To construct AIS service efficiently in Korean water, The authority should consider requirements about several things. This paper presents the consideration of our domestic AIS in view of investigation of international standard and requirements of ours.

  • 도선사는 항만선박운항 안전과 효율적인 항만운영을 위해 유지되어야 하는 중요한 인적요소이다. 그러나 최근 개정된 도선법에 따른 예상되는 도선사 시험응시연령의 저하와 국가필수도선사제도 도입으로 인한 정년연장 현상 등의 직접적인 환경변화가 이루어지고 있다. 또한 계속되는 해운 및 항만환경의 변화인 선박의 대형화와 항만물동량 변화 등은 우리나라 도선사 수요에 직간접적이니 영향으로 작용하고 있다. 따라서 본 연구에서는 이러한 도선환경 변화에 따른 우리나라 도선사 수요의 산정과 각 도선구별 적정 도선사의 분배방안을 제시 하고자 한다. 우선 문헌조사 및 선행연구의 분석을 통하여, 1996년 이후 우리나라 해양수산부에서 시행해오고 있는 수급계획 수립과 이에 따른 도선사 수 지정방식에서 도선운영협의제도로 변환한 과정과 문제점 등을 도출하고자 한다. 그리고 선행연구에서 도입해 수요예측 산정방식의 장단점과 문제점을 분석하여, 수요예측 개선방안을 도출하였다. 마지막으로 기존 수요예측 방식의 개선방안으로 시계열 자료를 이용한 시계열분석법을 도입하여, 향후 5년간의 적정 도선사 수요를 예측하였다.

Shallow Water Effect on Resistance Performance of Large Container Ship Based on CFD Analysis (천수 효과가 대형 컨테이너선의 저항 성능에 미치는 영향에 관한 전산유체역학 해석 연구)

  • It is easy for a ship passing through confined waters to be exposed in dangers of collisions and grounding due to different hydrodynamic responses. Since marine accidents can cause significant impacts on environments, global economy, and human lives, it is necessary to study the effect of shallow water on hydrodynamic performance of a ship. In this paper, the effect of water depth on resistance performance was investigated using CFD analysis as an initial study for improving navigational safety of a large container ship under confined waters. After a CFD set-up for deep water condition was validated and verified by comparing CFD analysis with model test results, CFD calculations according to ship speed and water depth were conducted. The features were investigated in terms of tendency and physical knowledge related to resistance performance. The increase of resistance due to shallow water effect was reviewed with empirical formula suggested from SWABE JIP. Speed loss due to shallow water effect was additionally reviewed from estimated delivered power according to ship speed and water depth.

A study on the northern sea route safety convoy using ship handling simulation (선박조종시뮬레이션을 이용한 북극해 안전 호송에 관한 연구)

  • Due to global warming it is estimated that the arctic ocean route will be avaliable and traffic will increase by approximately year 2030. However, most navigation in the arctic is based on the ice breaker captains'orders, there is no exact measurement of convoy speed and distance between ships. So, this research was conducted to find out the minimum safe separation distance and minimum breaking distance via ship controling simulations, and the results are as stated. For breaking distances, for ships that have a lead distance which is 2~4 times the width of the ship and traveling less than 7 knots, crash astern and crash astern & hard rudder showed no significant difference. But ships traveling at 10 knots there was a decrease in breaking distance of 1L, from 3.5L to 2.5L. By analyzing 10 subject ships by crash astern the breaking distance for 5 knots is 0.98L~1.8L, for 8 knots is 1.9L~4.0L. The minimum safe separation distance in narrow sea-ways is 6L, but as the arctic sea-way is only one-way 3L is required. As the result, it is found that in the arctic the safe escort speed is less than 5 knots, if the escort speed is 8knots or more and by using crash astern & hard rudder to break the safe distance should be kept at 3.4L.

A Basic Study on the Fatigue Analysis Model for Marine Officers (항해사의 피로도 분석모델에 관한 기초연구)

  • Safe navigation is closely related to the fatigue of marine officers. Also, the fatigue of duty officer can cause serious marine accidents. In this study, the documentary survey about the marine officers' working environments, fatigue factors and symptoms was conducted. And the questionnaire survey which is related to the fatigue analysis factors such as sleepiness, mental physical workload and alcohol for apprentice officers was carried out, and the results of questionnaire survey were analyzed. Lastly, on the basis of this study, the fatigue analysis model was suggested in order to assess the marine officers' performance in the future.
