The Major inspection is a ship inspection which is executed voluntarily for tankers by Major oil companies(hereinafter it is called "Major"). To take the Major's cargo tanker should pass Major inspection. Thus, even though Major inspection is executed voluntarily, it is more important one than any other inspection for ship's crews and owner because it is closely related to the business profit of shipping company. In this study, authors suggested the improving measures after checking the problems concerned with Major inspection through status analysis. For the status analysis, authors carried out a questionary survey and interview with the interested parties, such as tanker crews, persons in charge of shipping company and inspectors, as well as studied the related literature and statistics data.

본 논문은 선박검사기술협회가 한국해사재단으로부터 위탁받은 "도선업무에 적합한 도선선 모델개발"의 결과로 지난 4월 1일부터 10월 30일까지 총 7개월간 도선선의 적정 규모와 선형, 경제성 분석 및 도선사의 안전을 위한 각종 장비에 대해 연구한 결과이다. 이번 연구는 국내 해양물류의 중요한 역할을 담당하고 있는 도선사들의 안전과 효율적 도선선 운영에 대한 국내 최초의 연구로서의 의미와 향후 국내 특수 선박들에 대한 연구 필요성을 확인할 수 있었다.

IMO에서는 MEPC58차, 59차 회기에서 선박평형수, 온실가스, 선박재활용 등 약 20종의 의제가 논의되었으며 이들 중에서 시급성을 요하는 NOx, SOx 강화기준, 유조선간 유류이송, IOPP증서 및 기름기록부의 양식변경 등에 관한 MARPOL 부속서6 및 1의 결의사항에 대하여 국내의 해양환경법에도 국제협약의 개정사항을 수용해야 한다. 또한, 정부에서는 현행의 해양 환경관리법에서 선박오염방지에 관한 법률을 분리제정하려는 동향이 있는 바 정부시책에 동참하는 선상에서 국제협약의 개정사항을 반영한 선박해양오염방지에 관한 법률 제정안을 선박검사 기관의 입장에서 제시한다.

울산항은 1996년 9월부터 입출항 선박의 항행안전을 위해 VTS 시스템을 설치운영하고 있으나 많은 선박통항량과 위험화물 운송선박의 잦은 운항으로 여러 가지 위험요소가 상존하고 있는 개항장이다. VTS 시스템은 레이더의 자동물표추적장치에 의한 데이터, PORT-MIS의 선박관련 데이터 등 많은 정보들이 분산 처리되어 관제사에게 제공되고 있으나 최근 선박에 설치 운영되고 있는 선박자동식별장치(AIS)에 의해 선박의 정보들이 더욱 신속하고 정확하게 처리되는 것으로 평가되고 있다. 그러나 인위적인 과실에 의한 AIS의 오류정보들과 원활하지 못한 데이터통신에 의한 데이터 누락현상에 의해 VTS 시스템 운용에 막대한 영향을 초래하고 있다. 이러한 인위적인 과실에 의한 AIS의 오류 데이터는 PSC 검사관들의 적극적인 개선의지로 정책적인 계도작업을 수행하고 있으므로 점차 개선될 것으로 기대된다. 따라서 본 연구에서 AIS의 원활하지 못한 통신망에 의한 데이터 누락 현상에 의한 VTS 시스템에서의 영향을 조사 분석하고 이에 따른 개선 방안을 제시하고자 한다.
