A Study on the Establishment of Rules of Safe Navigation and Management for Gyeongin Ara Waterway (경인 아라뱃길 안전운항 및 관리규칙 제정에 관한 연구)

  • Gyeongin Ara Waterway will be open on Oct., 2011, Which is the first inland artificial waterway constructed in Korea. There have been arguments about the environmental issues and economic effectiveness, however, it's now time to focus on the safety of navigation at the waterway to protect human life, property and environment. Therefore this paper aims at examining the establishment of the rule of safe navigation and management for the safe and effective management of the waterway and tries to draft the rules based on these examinations. The draft rule consists of 7 chapters, which are general rules, general rules on navigation, specific rules on navigation, general restrictions, emergency response, restrictions on navigation and penalties in consideration of the characteristic of Gyeongin Ara Waterway and regulations on navigation in major canals in the world.

A Study on the Safety Navigational Width of Bridges Across Waterways Considering Optimal Traffic Distribution (최적 교통분포를 고려한 해상교량의 안전 통항 폭에 관한 연구)

  • Bridges across waterways act as interference factors, that reduce the navigable water area from the perspective of navigation safety. To analyze the safety navigational width of ships navigating bridges across waterways, the optimal traffic distribution based on AIS data was investigated, and ships were classified according to size through k-means clustering. As a result of the goodness-of-fit analysis of the clustered data, the lognormal distribution was found to be close to the optimal distribution for Incheon Bridge and Busan Harbor Bridge. Also, the normal distributions for Mokpo Bridge and Machang Bridge were analyzed. Based on the lognormal and normal distribution, the analysis results assumed that the safe passage range of the vessel was 95% of the confidence interval, As a result, regarding the Incheon Bridge, the difference between the normal distribution and the lognormal distribution was the largest, at 64m to 98m. The minimum difference was 10m, which was revealed for Machang Bridge. Accordingly, regarding Incheon Bridge, it was analyzed that it is more appropriate to present a safety width of traffic by assuming a lognormal distribution, rather than suggesting a safety navigation width by assuming a normal distribution. Regarding other bridges, it was analyzed that similar results could be obtained using any of the two distributions, because of the similarity in width between the normal and lognormal distributions. Based on the above results, it is judged that if a safe navigational range is presented, it will contribute to the safe operation of ships as well as the prevention of accidents.

  • In these days, several bridges have been built or under construction over navigational channel in Korea In these cases there must be careful consideration for the marine safety of vessels to be passed by below the bridge. This paper aims to analyze the factors influencing maritime traffic safety and to figure out ample width of main span of these kinds of bridges through the reference study and FMSS.

  • 최근 들어서 우리나라는 각종 육해상 건축물 축조에 필요한 모래골재의 육상공급이 한계에 다다르면서 부족한 골재를 인근해역의 해저에서 채취하여 공급하고 있으며, 이에 따른 해저 골재채취 작업수역을 통항하는 선박들의 안전문제가 크게 대두되고 있다. 이와 관련하여 최근에 태안해역의 흑도/가대암 TSS 부근수역에서의 바다골재 채취를 위한 해상교통안전진단 사업을 수행한 내용을 중심으로 주변수역으로 통항하는 선박들의 통항안전성에 대하여 평가한다.

제주 민군복합형 관광미항 크루즈 선박조종시뮬레이션

  • 2013년 11월 27일 구성된 제주 민군복합형 관광미항 크루즈 선박조종 시뮬레이션 시현 TF팀은 2013. 1. 17~18일 한국해양과학기술원에서 3차원 다기능 선박조종시뮬레이터(Full Mission Ship-Handling Simulator)을 이용하여 도선사 4명이 주, 야간 및 입선, 출선자세 접안 16개 시나리오를 가지고 시뮬레이션을 실시하였으며, 평가 기법은 "해사안전법"의 해상교통안전진단 시행지침(국토해양부 고시 제2012-129호(2012.3.21.), 해상교통시스템 적정성 평가(선박조종시뮬레이션, 통항안전성 및 접 이안안전성 평가)를 준용하였다. 시뮬레이션 평가 결과 근접도에 따른 충돌[침범] 확률이 $10^{-4}$미만이고, 운항자[주관적] 평가의 결과가 평균 -2.0 이하로 해상교통환경 변화에 따른 통항안전성 및 접이안 안전성 확보가 가능하다고 평가되었다.

중대형 시운전 선박의 운항 현황 및 설문조사 기반 위험요소 분석

  • 우리나라 연안해역에는 약 11개의 주요 해상교통흐름이 존재하고 있다. 또한 세계 5위의 컨테이너 처리항만이 있으며 삼면이 바다로 둘러싸여 있어 항행선박의 통항이 빈번하고, 선박통항의 교차지점이 다수 발생하여 해양사고 발생 잠재성이 상존하고 있다. 이러한 해역에서 속력 및 기관성능시험 등을 수행하는 6천톤 이상의 시운전선박의 통항패턴은 예상하기가 쉽지 않고 일반적인 교통흐름과 상이하여 타선박의 오인 야기로 충돌위험이 잠재되어 있다. 이러한 중대형 시운전선박이 우리나라에서 어느 정도 존재하고 있는지에 대한 운항 현황을 살펴보고, 이러한 운항시 안전을 저해하는 위험요소를 설문조사를 기반으로 하여 분석 시운전 선박의 안전운항을 위한 기초연구로 하고자 한다.

A Study on the Selection of the Recommended Safety Distance Between Marine Structures and Ships Based on AIS Data (AIS 기반 해양시설물과 선박간 권고 안전이격거리 선정에 관한 연구)

  • Although marine structures are a risk factor interfering with the passage of ships, there are no obvious guidelines on the required safety distance between ships and marine structures under regulations and laws. In this study, the width of the shipping route width was set based on the AIS data to analyze the separation distance between marine structures and ships, and the ships were classified by the length of each ship. By analyzing the distribution at marine structures, this study confirmed that the ships' traffic volume was in the form of normal distribution. To statistically analyze the separation distance between the traffic distribution results and the normal distribution of ships in this study, the traffic pattern analysis around the marine structures was performed. As a result, the traffic pattern was different by length and the recommended safety distance for each length is presented accordingly. Referring to the IMO (International Maritime Organization) the standard turning circle and reference of safety separation distance between ships and offshore wind turbines of the CESMA (Confederation of European Shipmasters' Associations) and P IANC (World Association for Waterborne Transport Infrastructures), the analysis was conducted on ships that did not follow the set distance among the AIS data by setting the distance within the recommended ship safety distance to 5-7 overall length. As a result, the 5.5 length over all of the safety recommendations were selected as appropriate, and based on the above results, the two cases recommending ship safety distance were proposed.

A Study on the Scope of Passenger Vessels and Dangerous Goods Carriers Subject to Maritime Traffic Safety Audits (해상교통안전진단 대상 여객선 및 위험화물운반선 범위에 관한 고찰)

  • Maritime traffic safety audits (MTSA) were enacted in order to ensure marine traffic safety throughout changes or the construction of water facilities, port facilities, etc. After the introduction of MTSA, the scope of subject vessels was restricted to an LOA of more than 100 m or a maximum speed of more than 60 knots as of 2014. In this study, the scope of subject vessels was re-examined in comparison with specific marine traffic safety areas and tanker prohibited areas identified in the maritime safety act. Furthermore, the state of subject vessels and exception cases for MTSA were also analyzed. As a result of these analyses, MTSA were deemed necessary for dangerous goods carriers of more than 1,000 G/T in specific marine traffic safety areas and dangerous goods carriers of more than 794 G/T in tanker prohibited areas. Finally, the necessity of further review was suggested given the present scope of subject vessels.

Study on the Vessel Traffic Safety Assessment for Routeing Measures of Offshore Wind Farm (해상풍력발전단지의 대체통항로 통항안전성 평가에 관한 연구)

  • In this paper, we analysed vessel traffic volume and patterns of traffic flow for ships using areas where included wind farm site and adjacent waters of Daejeong Offshore Wind Farm, and estimated traffic volume by classified navigational routes according to suggestion of rational routeing measures on the basis of classified patterns after installation of offshore wind facilities. Also, we assessed vessel traffic safety for each designed routeing measures on the basis of estimated traffic volume and proposed requisite countermeasures for the safe navigation of ships. With a result of analysing patterns of traffic flow, the current traffic flow was classified by 8 patterns and the annual traffic volume was predicted to 8,975 ships. On the basis of these, expected the vessel traffic volume according to designed four routeing mesaures after installation of wind farm. As result of assessing vessel traffic safety by using powered-vessel collision model of SSPA on the basis of the estimated traffic volume, the value of collision probability was less than safe criteria $10^{-4}$. Thereby we made sure usability of the designed routeing measures for the safe navigation of ships.
