자율운항선박의 항계 내 계층적 경로 생성 프레임워크에 관한 기초 연구

  • 본 연구에서는 자율운항선박이 복잡한 항계 내에서 다양한 해상 객체와의 충돌을 회피하기 위하여 계층적 경로 생성 기법을 연계하는 프레임워크를 제안한다. 항계 내에는 항로를 항행하는 선박 외에도 정박 영역 내 정박 또는 묘박 중인 선박뿐만 아니라 항로 표지나 부표와 같은 정적 객체들이 다양하게 분포되어 있다. 자율운항선박의 효율적 운항을 위해서는 운항 중에 조우하게 되는 객체의 정적/동적 속성에 따라 경로 생성 기법이 달리 적용되어야 한다. 본 연구에서 제안한 경로 생성 프레임워크는 항계 내의 정적 객체나 항행 가항 영역 및 항행 불가항 영역 등에 대한 위치 정보들은 사전적 정보로 활용 가능하므로, 샘플링 기반의 전역 경로 생성 기법을 적용하여, 초기 출발지에서 최종 목적지까지의 예상 경로를 생성한다. 그리고 생성된 전역 경로를 추종하며 운항하는 과정에서 조우하게 되는 동적 객체들과의 조우 상황별 국제해상 충돌예방규칙(COLREGs)을 고려한 지역 경로를 생성한다. 샘플링 기반의 전역 경로와 국소 영역에서의 충돌 회피를 위한 지역 경로를 연계하기 위한 계층적 경로 생성 프레임워크를 설계하고, 수치 시뮬레이션을 통해 제안한 프레임워크의 유용성을 검증하였다.

Development of a Collision Risk Assessment System for Optimum Safe Route (최적안전항로를 위한 충돌위험도 평가시스템의 개발)

  • In coastal waters where the traffic volume of the ship is high, there is a high possibility of a collision accident because complicated encounter situations frequently occurs between ships. To reduce the collision accidents at sea, a quantitative collision risk assessment is required in addition to the navigator's compliance with COLREG. In this study, a new collision risk assessment system was developed to evaluate the collision risk on ship's planned sailing routes. The appropriate collision risk assessment method was proposed on the basis of reviewing existing collision risk assessment models. The system was developed using MATLAB and it consists of three parts: Map, Bumper and Assessment. The developed system was applied to the test sea area with simple computational conditions for testing and to actual sea areas with real computational conditions for validation. The results show the length of own ship, ship's sailing time and sailing routes affect collision risks. The developed system is expected to be helpful for navigators to choose the optimum safe route before sailing.

인천과 평택항 출입항로의 해상교통공학적 연구

  • 입출항 선박의 증가와 선박의 대형화로 인하여 두 선박간의 항법규정을 기본으로 하는 해상충돌예방규칙 등 기존의 규정만으로는 연안해역과 항만의 출입항로에서 안전하고 원활한 해상교통을 기대하기 어렵게 되었다. 낚시 유어선과 항내운항선박 등 혼잡요인이 많은 항만의 항로환경을 해상교통공학적인 방법으로 연구하여 출입항 선박들의 혼잡을 감소하고 어선 및 어장의 간섭을 줄일 수 있는 시스템을 마련하여야 한다. 항로와 정박지, 교통안전특정해역, 항행보조시설 등 하드웨어 개선뿐만 아니라 소프트웨어라고 할 수 있는 도선사 승하선 구간의 해도표시, 출입항 선박간의 방향별 집단관리로 등으로 혼잡을 정리하는 개선이 필요하다. 항로의 혼잡과 위해요소의 감소 및 어민 등 항로주변 수역 이해관계의 조율에 기여할 수 있는 이러한 연구가 현실에 부합하기 위해서는 현장에서 항로를 이용하는 전문가의 축적된 경험을 바탕으로 연구함이 효과적이다.

  • There are more damages from collision at sea because of the multiple reasons of sea conditions. For the purpose of avoiding collision at sea, Internaitonal Regulations for Preventing Collision at Sea, 1972 as an international convention is in force having the nature of international navigating law. According to the nature of the convention and the principle of legislation of the convention, not only it has the preventing nature on collision but it is a basic rules to make clear the faults of collision between vessels by the admiralty court in the developed maritime countries. Since there is no so much case law on it in this country and not to fixed the legal theory to define the faults of collision in civil law as per the above convention, the further study of the civil liability on collision based upon the above convention shall be recognized in the principle of fair of the civil law.

Reliable methods at low temperatures for LED navigation light of ships (LED 선박용 항해등의 저온에서의 신뢰성 방안)

  • LED navigation light installed on the ship performs a important role to ensure safety and prevent collisions with other ships. LED navigation light is mainly used in the night and within the limited visibility by smoke, rainfall. In particular, LED navigation light installed with a clear understanding. LED navigation light is consist of LED module, a control board, a converter, a Fresnel lens, such as enclosure. Russian Society of LED navigation light (RMRS) of the ship to be delivered by drying at Daewoo Shipbuilding & Marine Engineering requires guaranteed reliable products at below $-52^{\circ}C$. conventional LED navigation light has to ensure quality at $-25{\sim}40^{\circ}C$. So, LED navigation light should ensure a problems of random failure or long time operation. In this paper, we present the current status and future plans of reliability so far.

The Relative Distance in Taking Action for Collision Avoidance Maneuver of the Stand-on Vessel (피항조선시의 유지선 피항개시거리에 관한 연구)

  • The Steering and Sailing Rules of International Regulations for Preventing Collisions at Sea now in use direct the best aid - action to avoid collision by the stand - on vessel. But these rules do not refer to the safety relative distance between two vessels when she should take such action. In this paper, the author analyzed the ship's collision avoiding actions from the viewpoint of ship motions and worked out mathematical formulas to calculate the relative distances necessary for taking action to avoid collision. Figuring out the values of maneuvering indices through experiments of 11 actual ships of small, medium, large and mammoth size, the author applied these values to the calculating formulas and calculated the minimum relative distances. The main results are as follows: 1. It was confIrmed that the stand - on vessel should keep the greatest relative distance for taking best aid - action to avoid collision when the cross angle of course was $90^{\circ}$ and near it(70-$90^{\circ}$ ). 2. When the cross angle of course was $90^{\circ}$ , the minimum relative distance of small vessel(GT: 160-650tons) was found to be more than about 6.8 times of her own length, and those of medium(GT : 2,300-3,500tons), large(GT : 22,OOO-62,OOOtons) and mammoth(GT : 91,000-139,000tons) vessels were found to be more than about 9.0 times, about 5.4 times and about 6.8 times of their own lengths. 3. It was confIrmed that collision danger was greater when crossing angle was obtuse than in an acute angle, therefore greater relative distance was to be kept by the stand - on vessel for taking best aid - action to avoid collision in the case of the obtuse angle. 4. In every vessels, in the case of $90^{\circ}$ cross angle of course the safety minimum relative distance was found to be more than about 9.0 times of their own lengths.

A Study on the Ship`s Collision Avoiding Action Analyzed from a Viewpoint of Ship Kinematics (선체운동학적으로 본 충돌회피동작에 관한 연구)

  • The rule 15, 16 and 17 of International Regulations for Preventing collisions at Sea direct actions to avoid collision when two power-driven vessels are crossing. But these rules do not present the safety minimum approaching distances outside which a give- way vessel deeps out of the way of a stand-on vessel. In this paper, the author analyzed the ship's collision avoiding actions from a viewpoint of ship kinematics as the method to calculate this distance. The author worked out mathematic formulas for calculating the safety minimum approaching distances outside which the give-way vessel takes the actions to avoid collisions in accordance with the cross angles of the crossing vessels' courses. Figuring out actually the values of maneuvering indices of the M. S. Koan Ack San (GT: 224tons), the training ship of the National Fisheries University of Busan and the M. S. Golden Clover (GT: 101, 235tons) of the Eastern Shipping Co., Ltd. through their Z test, the author applied these values to the calculating formulas and calculated the safety minimum approaching distances. The results of calculations are as follows; 1. The greatest distance is to be kept by the give-way vessel to avoid collision when the cross angle of courses is 90$^{\circ}$ or near it. In such case the safety minimum approaching distance of a small vessel must be more than 5 times of her own length and that of a large vessel more than 11 times of her own length. 2. Collision danger is greater when crossing angle is obtuse than in an acute angle, therefore greater distance is to be kept by the give-way vessel to avoid collision in the case of the obtuse angle. 3. The actions to be taken to avoid collisions by the give-way vessel in Rule 16 and by the stand-on vessel in Rule 17(a)(ii) of International Regulations for Preventing Collisions at Sea, must be done outside the above safety minimum approaching distance. When inevitably such actions are to be taken within the safety minimum approaching distance, they should be accompanied with engine motions.

  • In February 2014, the rudder upper stock and the nut of a passenger ship were released and an accident occurred. That accident occurred because the steering gear of passenger ships that was intended to move many passengers. The accidents due to steering gear was zero according to 2010-2016 statistics. There is no rules prevent loosening of the upper rudder nut in "Ship Safety Act" and "Structural standard of steel ship". Since the accident, the Korea register has been revised to the joining method in Part 5 Chapter 7 of the rules in the classification of steel ships. In the field survey of 12 passenger ships operating on Mokpo and surrounding islands, the welding method was applied in the cases as the fastening method. The fastening type was equipped with two C-type structures. It was structured to be difficult to access. The NAS 3350 test was conducted to investigate ways to prevent homologous accident considering the characteristic of passenger ships that need to lift or unload rides once a year.
