해상교통환경평가는 선박 간 항행상황의 위험도를 정량화하여 나타냄으로써 선박의 안전운항을 효과적으로 지원하는 역할을 한다. 대표적인 해상교통환경평가모델로는 ES(Environmental Stress model)와 CR(Collision Risk)모델이 있다. 이러한 모델을 살펴보면, 각각의 평가지수를 이용하여 항행상황의 위험도를 정량화하며, 선박 간 조우관계를 기반으로 평가요소를 구성함을 알 수 있다. 이번 연구에서는 선박 간 조우관계를 포함한 항행상황의 위험도에 영향을 줄 것으로 기대되는 다양한 요소를 고려한 평가지수의 타당성을 살펴보고자 한다. 이를 위하여, AIS data를 이용하여 해상교통환경을 재현하고 분석하였으며, 동일한 항행상황을 ES, CR과 제안한 모델을 이용하여 위험도 평가를 실시하였다. 그 결과를 비교하여 제시함으로써 본 모델이 해상교통환경모델로서 항만 내 통항 안전성 평가에 적용 가능성을 평가하였다.

The vessel encounter data collected from the vessel trajectories in the maritime traffic situation is possible to analyze vessel collision and near-collision risk using statistical method. In this study, analyzing variables extracted from the vessel encounter data using factor analysis, we determine main factors effecting vessel collision risk from vessel encounter data. In order to calculate each factor, it used principal component analysis for factor analysis after normalization and standardization of vessel encounter variables. As a result of the factor analysis, main effect factors are summarized into the vessel approach factor and collision avoidance variance factor.

관제구역에서 선박들이 서로 조우할 때, 관제사 입장에서는 서로 안전하게 통과할 수 있다고 생각되는 조우관계가 불과 몇 초, 몇 분 뒤 전혀 예상치 못한 상황으로 발전하는 경우가 많이 발생한다. 이러한 상황은 관제사와 선박의 항해사들의 관점과 상황에 대한 해석이 상이하여 의사결정과정의 불일치가 발생하기 때문이다. 본 연구에서는 관제사과 모니터링하고 있는 VTS image를 실시간으로 선박과 공유할 수 있는 방법을 제시함으로써 위와 같은 문제점을 해결함은 물론 상황이해에 대한 불일치로 인해 발생하는 불필요한 교신을 줄여서 해상교통안전에 기여하고자 하였다. 최근 항공분야 및 도로교통분야에서 스마트폰을 이용하여 정보를 제공함으로써 많은 성과를 올리고 있는 점에 착안하여 VTS 어플리케이션을 개발하여 실시간 VTS image를 선장, 항해사에게 제공할 수 있는 방안을 제시하였다.
In the maritime universities, cadets of deck part should practice on board training using training ships of university or merchant vessels of company for 1 year according to STCW Convention. For training period, trainees are educated many education items as to positioning ability, chart work ability, vessel operation ability and cargo operation ability etc. Among many abilities, vessel avoiding ability which is demanded as a basic ability for deck officer can't be gained easily, because avoiding maneuver of ship controlled by cadets is not allowable regally and encounter situations occur randomly. This paper investigated CPA to the various encounter types with other vessels during the ocean going navigation of T.S Hannara. We analysis danger degree per each encounter type, and proposed a basic material of efficient training education about proper look-out and avoiding maneuver.

선박 조우 시 레이더, ARPA, AIS, ECDIS 등 기존 항법장치는 정량적으로 충돌의 위험을 판단할 수 있도록 도와주고, 최선의 피항동작을 취할 수 있도록 도와주었다. 이러한 장비들은 대부분 DCPA와 TCPA를 반영한 것이다. 하지만, 피항을 위한 마지막 결정을 내리는 것은 사람인 해기사이기 때문에 충돌사고는 지속적으로 발생하고 있고, 이 때문에 해기사에 대한 연구가 진행되고 있다. 최근에는 선박조우 시 해기사의 심리상태를 스트레스나 생체 반응을 통해 측정하고자 하는 연구가 진행되고 있다. 해기사의 심리상태를 반영한 항법장치가 있다면 기존 항법장치의 단점을 보완하고 새로운 해양사고 예방 개념이 도출할 수 있을 것이다.

본 연구에서는 자율운항선박이 복잡한 항계 내에서 다양한 해상 객체와의 충돌을 회피하기 위하여 계층적 경로 생성 기법을 연계하는 프레임워크를 제안한다. 항계 내에는 항로를 항행하는 선박 외에도 정박 영역 내 정박 또는 묘박 중인 선박뿐만 아니라 항로 표지나 부표와 같은 정적 객체들이 다양하게 분포되어 있다. 자율운항선박의 효율적 운항을 위해서는 운항 중에 조우하게 되는 객체의 정적/동적 속성에 따라 경로 생성 기법이 달리 적용되어야 한다. 본 연구에서 제안한 경로 생성 프레임워크는 항계 내의 정적 객체나 항행 가항 영역 및 항행 불가항 영역 등에 대한 위치 정보들은 사전적 정보로 활용 가능하므로, 샘플링 기반의 전역 경로 생성 기법을 적용하여, 초기 출발지에서 최종 목적지까지의 예상 경로를 생성한다. 그리고 생성된 전역 경로를 추종하며 운항하는 과정에서 조우하게 되는 동적 객체들과의 조우 상황별 국제해상 충돌예방규칙(COLREGs)을 고려한 지역 경로를 생성한다. 샘플링 기반의 전역 경로와 국소 영역에서의 충돌 회피를 위한 지역 경로를 연계하기 위한 계층적 경로 생성 프레임워크를 설계하고, 수치 시뮬레이션을 통해 제안한 프레임워크의 유용성을 검증하였다.
When VTSOs(Vessel Traffic Service Operators) determine the degree of collision risk of two vessels, they consider comprehensively information about each vessel's course, speed, DCPA, TCPA and encountering situation. In this study, we proposed an algorithm in which two relative bearings as information about two vessel's encountering situation are used to evaluate the degree of collision risk. In order to verify whether the proposed algorithm is reasonable, we set twenty encountering situations and conducted a survey of collision risk on fifty three VTSOs about those situations. By comparing the degrees of collision risk with the proposed algorithm to the results of the survey, we found that relative bearing at CPA is very important factor for VTSO to recognize the level of collision risk when two vessels are in encountering situation.

The purpose of this study is for Human error prevention to acquire Collision Risk Perception Index (CRPI) sensed by the Officer Of the Watch (OOW) when the approaching distances are reduced in six types of ship encountering situations (Head on, $045^{\circ}$, $090^{\circ}$, $135^{\circ}$, Overtaking, Overtaken) between own ship and a target ship and then to predict CRPI fitting coefficients with polynomials in the curve-fitting process. CRPI acquisition experiments are carried out on two coast-guard ships and with the total of 30 crew members. Analysing results shows that CRPI data have goodness of fit to the six types of encountering situation. Futhermore, the One-Way ANOVA results show that CRPI has a negative affect to the OOW's age, career and license grade as the approaching distances is reduced. The availability of CRPI curve fitting with 3 degrees of polynomial was testified through the RMSE as 1.19 to Head on, 0.87 to $045^{\circ}$, 0.81 to $090^{\circ}$, 0.71 to $135^{\circ}$, 1.29 to Overtaking and 0.87 to Overtaken.
Author presented some study with regard to “automatic control for ship collision avoidance system” before. Those papers are to deal with unsolved problem,; in the previous study. In this paper, two issues relating to ship collision avoidance were investigated. One is to suggest a new algorithm of avoidance of a group ship. This algorithm is useful when a ship takes avoiding action for a group fish boats and a group of merchant vessels. In the stage of taking avoidance action, newly-developed algorithm was used. the other is to develop a unified model of collision risk. Generally collision risk changes according to various type of encounters. The new model is to take into account of these situations. The above-mentioned algorithm and model were verified through simulation under various encounters between ships.

In this study, we propose a method for evaluating the risk of collision between ships to support determination on the risk of collision in a situation in which ships encounter each other and to prevent collision accidents. Because several uncertainties are involved in the navigation of a ship, must be considered when evaluating the risk of collision. We apply the Dempster-Shafer theory to manage this uncertainty and evaluate the collision risk of each target vessel in real time. The distance at the closest point approach (DCPA), time to the closest point approach (TCPA), distance from another vessel, relative bearing, and velocity ratio are used as evaluation factors for ship collision risk. The basic probability assignments (BPAs) calculated by membership functions for each evaluation factor are fused through the combination rule of the Dempster-Shafer theory. As a result of the experiment using automatic identification system (AIS) data collected in situations where ships actually encounter each other, the suitability of evaluation was verified. By evaluating the risk of collision in real time in encounter situations between ships, collision accidents caused by human errora can be prevented. This is expected to be used for vessel traffic service systems and collision avoidance systems for autonomous ships.
