A local government is not a group under central government, rather it fulfills the function independently as a economic social administrative unit. Belief and role of chief of regional government, and citizen's understanding and interest regarding importance of an election pledge are getting higher. Thus, this study researches election pledges which can be a main variable of urban plan. Especially, the study attempts to analyze impacts of election pledge on urban spatial structure and regional economic structure. When relationship between election pledge and Use Zoninig change were analyzed, the result showed that development related entire use Use Zoninig changes were related with election pledge. When it was subdivided according to each use area, relationship of use area change among election pledge and urban spatial structure found to have relatively high in resident area. In addition, relationship between population factor and election pledge was high. This can be judged as election pledge and urban spatial structure change have relationship. Particularly, sectors related with residents are expected to have high correlation. As a result, pledges regarding general welfare administrative part were a few at areas with many pledges regarding regional economic development. So, it can be classified as regional economic development oriented pledge suggesting area and welfare administrative oriented suggesting area. Through realization of these pledges, it might be able to affect urban spatial structure changes.

This study explored election promises on library fields by the candidates for the mayor, the educational superintendent and the chiefs of districts of Daegu Metropolitan City and implementation of their election promises by the elected heads of Daegu Metropolitan City in the 5th local election of Korea. To do this, election promises of 36 candidates were analyzed by investigating the official gazettes for elections deposited in National Election Commission of Korea. Also, the implementation of their promises of 11 elected heads was analyzed by searching through the official websites, news databases and internet. As a result, election promises and implementation by the candidates for the mayor and the educational superintendent were mostly insufficient both in quality and in quantity. 54% of all candidates for the chiefs of districts presented election promises that were mostly related with construction of public libraries and installation of small libraries. Some elected chiefs actively implemented their promises, while the other elected chiefs did not fulfill their promises.

The aim of this study is to investigate the library related campaign promises of the candidates for the heads of metropolitan governments and the superintendents of education between 1st and 6th nationwide local election in Korea. To do this, the library related campaign promises of 346 candidates were analyzed by analysing the official gazettes for elections digitally archived in National Election Commission of Korea. As a result, the campaign promises of the candidates were insufficient both in quality and quantity. The candidates for the heads of metropolitan governments showed low ratio of the library related campaign promises, excessive concentration on construction or installation of libraries and higher preference for small libraries than public libraries. The candidates for the superintendents of education showed relatively balanced distribution of the election promises on library fields. But the campaign promises related public libraries were insufficient and the campaign promises of school libraries did not reflect the major elements of school libraries and the context of school libraries in Korea.

The purpose of this study was to analyze whether the promises of library field were, what the promises of candidates were, and whether the content of the promises showed the dissimilar tendency or discrepancy. The starting point of this study was that the library-related issues should be raised in the local election in order that library-related problems in the local area were considered as the policy. The standpoint of this research was based on the notion the library-related problems could be settled if the candidates have an interest in the library field. The range of this research was limited in the election conducted in June 2. 2010. Candidates' promises were collected through a questionnaire, categorized and analyzed by subject. According to the result of analysis, the most candidates had interest in establishing of library infrastructure, on the other hand they had no interest in collection development, library policy, allocation of budget, and job creation for librarian.

지난 6월 2일에는 전국동시지방선거가 있었다. 새롭게 구성되는 지방자치단체가 어떠한 도서관 정책을 추진할 것인지는 도서관계의 큰 관심사가 아닐 수 없다. 이와 관련하여'포럼 문화와 도서관'은 선거일 즈음하여 도서관 관련 공약을 조사 분석하여 그 내용을 발표한 바 있다. 이에 <<도서관문화>> 편집팀은'포럼 문화와 도서관'에 이번 선거 공약의 조사 분석 결과와 그 활용 측면에 대해 서면인터뷰를 진행하였다.

This study analyzes the visual design elements in election posters and the influence they have. Focused on the Mayor of Seoul election in 2018, this research aims to find out the influence of visual elements on the possible cause of vandalisms of election posters. As a research method, the researcher analyzed the role of election posters and investigated examples of election poster vandalisms in Korea. In addition, the researcher conducted eight in-depth interviews about the positive and negative opinions about the visual elements of a specific candidate's election poster from the Mayor of Seoul election. As a result, there are two findings. First, the visual design elements did not influence the provocation of vandalism. Second, the content of the political slogan had the most negative influence. This study is significant because it examines the influence of visual design elements on the election campaign posters. This study is hoped to help future research and to contribute to the development of more influential delivery of visual political messages.

정부 주도의 대규모 개발사업은 개발과 환경보전이라는 가치관의 차이, 개발로 인한 공익과 환경 파괴로 인한 환경이익 침해와 같은 공익 간의 상충, 사업으로 예상되는 국익과 개인의 재산권 침해 등과 같은 문제를 초래하는 경우가 많았다. 그럼에도 불구하고 정부는 개발정책과 계획을 수립하고 개발사업을 집행하는 과정에서 발생되는 자연훼손이나 환경파괴, 경제적 타당성, 사회적 문제 등을 객관적이고 과학적으로 조사하거나 제대로 검증하지 않아 갈등이 빈번하게 발생하였다. 이러한 갈등을 해결하기 위한 기존의 연구는 대개 갈등의 원인을 이해관계, 가치관, 사실관계, 제도 측면에서 규명하고 해결방안으로 주로 주민참여와 거버넌스, 전략환경평가, 사회영향평가 등을 제시하였다. 본 연구에서는 한국에서 1980년대 중반이후 주요 개발갈등사례를 개발사업 종류, 갈등당사자, 갈등 쟁점, 갈등 원인, 선거공약 여부, 소송 여부에 따라 정리한 후, 갈등 예방과 해소를 위한 법과 제도를 고찰하였다. 그리고 선거공약 또는 개발정책 및 계획안 구상단계, 개발정책 및 개발계획 수립 단계, 개발사업 시행단계, 갈등 분쟁 발생단계 등으로 구분하여 갈등예방 및 해소방안을 제시하였다. 선거공약 단계에서는 공직선거법상 선거공약서 규정에 국가재정법상 예비타당성분석을 도입하고, 개발정책 및 개발계획 수립단계에서는 전략환경평가와 갈등영향평가의 연계, 전략환경평가과정에 사회영향평가 및 주민참여의 강화, 환경계획과 개발계획의 연계 등을 제시하였다. 개발사업 시행 단계에서는 환경영향평가 과정에서의 주민참여를 강화하고, 개발사업 시행단계에서 갈등이 발생하는 경우 거버넌스 구축과 환경분쟁조정법, 공공기관의 갈등예방과 해결에 관한 규정 등을 근거로 하는 갈등해소방안을 제시하였다.

본 논문은 대한민국의 제19대 대통령 선거와 관련하여 각 후보들의 과학기술정책 공약이 과학자들의 여론을 반영하였는지 알아본다. 이를 위해서, 주요 정당(더불어민주당, 국민의당, 바른정당, 정의당)의 후보들이 과학 언론인 동아사이언스로부터 받은 과학기술정책 공약에 대한 문의에 대해 답변한 내용과 사단법인 과학자 단체인 '변화를 꿈꾸는 과학기술인 네트워크(ESC)'가 발간한 '2017 대선 과학기술지원정책 타운미팅 - 우리는 대통령 후보에게 무엇을 묻고 요구할 것인가'라는 자료집에 대해 답변한 내용을 중심으로 하였다. ESC의 해당 자료집은 ESC 소속 회원들이 주관한 타운미팅에서 참가자들이 소속 및 직위에 의한 제한 없이 반대 의견에 부딪히지 않고 자유롭게 의견을 개진함으로써 발간된 것이기 때문에, 과학기술계의 여론을 가감 없이 반영했다고 볼 수 있다. 분석을 해본 결과, 국민의당 안철수 후보의 과학기술정책 공약이 과학기술계 여론을 가장 많이 반영하였으나, 과학기술 일자리 확충 및 과학기술인재 등용과 관련해서는 더불어민주당 문재인 대통령이, 과학문화 정책과 관련해서는 바른정당 유승민 후보 및 정의당 심상정 후보가 과학기술계 여론을 잘 반영한 것으로 나타났기에, 문재인 대통령이 세부 정책별로 다른 후보의 공약을 참고할 필요가 있는 것으로 파악되었다.

2012년은 4월 국회의원 총선거와 12월 대통령선거 등 굵직한 선거가 두 번이나 치러진다. 각종 선거에서 정당의 정책이나 후보자의 공약을 알릴 수 있는 유력한 매체가 홍보인쇄물이다. 홍보인쇄물(선거공보물) 제작과 배포가 법률로 정해져 있기도 하지만, 무엇보다도 정해진 시간과 한정된 형식을 통해 지역사람들, 때로는 전 국민을 상대로 하는 홍보에 인쇄물이 영향력을 발휘해왔기 때문이다. 물론 TV나 라디오와 같은 전파 미디어, SNS와 같은 통신 미디어를 통한 선거운동이 활성화되면서 인쇄물을 통한 홍보는 그 영향력이 점차 약화되는 추세다.
