Due to the successful accomplishments of the first-stage base center project, a road-map for the second-stage, global base center 2030 project has recently been proposed. The vision of the base center is to build a technology centered, cooperation based platform for a sustainable global community. The global base center 2030 project is based on three core strategies as well as three key strategies. The main goal of the core strategy is to establish an interdisciplinary smart platform, as well as a global tech-coordination facility to implement sustainable, inclusive, and innovative science and technology based ODA projects. To achieve such goals, the global center will focus on developing a global living lab, interdisciplinary smart linkage systems, and a global operating platform. The main goals for the key strategies are to solve issues at the base centers while establishing an international relationship through sustainable technology. To achieve such goals, key projects are centered in establishing a ICT package, and a global living lab based on smart interconnected system. With this, a global inter-connected business platform will also be established to support technical and operational issues.

Globalization has diversified ethnic composition thus increased the risk of conflicts and socio-political instability in global cities. However, still the status of community facility in a global city is unclear despite its critical role to build sustainable community in global era. In Seoul, as a reaction of globalization, 19 community facilities known as the 'Seoul Global Center' have been established since 2007 by Seoul Metropolitan Government. These facilities have started to provide basic foreigner services but been transformed to foreigner service hub with multiple functions in terms of a living, a business, a labour, etc. This study explores the role of the community facility for foreigners by using the Seoul Global Center as a case study, conducting a site observation, an interview(13 staff) and a questionnaire(148 visitors). The findings are the community facility functions as a 'global platform' in forms of a policy tool for implementing the urban globalization strategy, a mediator connecting foreign migrants with local communities, an applicant for successful settlement of foreign residents, an incubator that grows human and social capital, and a base for collecting and aggregating information on foreign migrants and forming new local identities.

한국건설경영협회 주최로 10월18일 오후 2시, 서울 중구 태평로 프레스센터 19층 회의실에서 한국건설경영협회 창립 15주년을 기념해 '성장 동력 확보를 위한 한국 건설 산업의 선택' 토론회가 개최됐다. 이번 토론회에서는 한국 건설 산업의 지속적인 발전과 1등 산업 성장방안을 모색하기 위해 '경영 패러다임', '초일류 건설 기업', '글로벌 건설 제도' 등 3개 분야의 주제 발표와 토론이 이어졌다.

본격적인 국제 사이버 과학기술 R&D 시대를 열어 줄 국제과학기술협업연구망 글로리아드(GLORIAD) 개통을 기념해, 우리 연구원은 지난 9월 5일부터 6일까지 이틀 간 서울롯데호텔(소공동 소재)에서 세계적인 과학기술계 석학들과 함께 '글로벌 첨단 과학기술협업연구망의 발전방안 모색'이라는 주제로 국제 심포지움을 개최했다. 그 첫날인 9월 5일 우리 연구원은 전자신문사와 공동으로 글로리아드 개통의 의의와 앞으로의 발전방향을 진단해 보는 좌담회를 열었다. 좌담회는 우리 연구원 이지수 슈퍼컴퓨팅센터장의 사회로, 미국 글로리아드 사업책임자인 오크릿지 국립연구소(UT-ORNL) 그렉 콜(Greg Cole) 박사, KAIST 전자전산학과 전길남 교수, 세계 핵융합에너지(ITER) 연구의 최고 권위자인 러시아 쿠르차토프연구소(RRC" Kurchatov Institute) 벨리코프(Evegany Velikhov) 소장, 중국 글로리아드 사업 책임자인 중국 전산망정보센터 얀 바오핑(Baopin Yan)센터장, 세계적인 네트워킹 기업 VSNL의 디렉터 빅토르 헤다드(Victor Haddard)가 참가했다.

English as official languages of the world has constantly increased the necessity. Since 1997 the government has adopted English as a regular subject in elementary school and Currently, an English specialist teacher has been employed, and native speakers have been hired in schools. In addition to, Teaching English in elementary schools was common. The importance of English was emphasized not only private organizations but also government, As the early 2000s, local provinces were interested in English education. To reflect the phenomenon is an English village. Seoul, Gyeonggi province and almost all other municipalities built the English village for each region. The English Experience Center and the English village surveyed how they are being operated and also checked students who have completed English Experience Center Research methods is to survey currently running the English Villages, and the experience centers by analyzing the programs. As a result of the programs, most English centers achieved its own purposes. Thus, This study checks Busan, Seoul, Gyeonggi English Village and Jeollanam-do English experience camp used for data analyzes and suggests improvements for English education.

The importance of the call center as a contact point for the enterprise is growing. However, call centers have difficulty with their operating agents due to the agents' lack of knowledge and owing to frequent agent turnover due to downturns in the business, which causes deterioration in the quality of customer service. Therefore, through an N-bank call center case study, we developed a system to reduce the burden of keeping up business knowledge and to improve customer service quality. It is a "real-time agent advisor" system that provides agents with answers to customer questions in real time by combining AI technology for speech recognition, natural language processing, and questions & answers for existing call center information systems, such as a private branch exchange (PBX) and computer telephony integration (CTI). As a result of the case study, we confirmed that the speech recognition system for real-time call analysis and the corpus construction method improves the natural speech processing performance of the query response system. Especially with name entity recognition (NER), the accuracy of the corpus learning improved by 31%. Also, after applying the agent advisor system, the positive feedback rate of agents about the answers from the agent advisor was 93.1%, which proved the system is helpful to the agents.

While global production supply chains are expected to shift toward friendly or allied countries, pandemic-shoring such as nearshoring and friendshoring, due to increased protectionism and the reorganization of regional value chains in the wake of the global pandemic, the study found that economic rather than political factors are still at play in consumer supply chains. In the case of Chinese e-commerce market (C-commerce), the study attributes the rapid growth of the market to (1) related regulatory relaxations introduced to stimulate consumption after the end of COVID-19, (2) an increasing pattern of wanting to consume more for a limited income and (3) unconventional business activities to increase their share of the global consumption market. Through these phenomena, the production-consumption network is likely to develop into a more fragmented form, and the consumption network in particular is expected to become more fragmented, influenced by the digital technology war, a phenomenon of re-globalization.
