Recently, standardization organizations including ITU, ATM Forum, etc. have much interested in the interoperability issues between telecommunications products or services. Because interoperability issues are directly related to the improvement of qualities of telecommunications standards or services. Thus, this paper analyzes the trends of interoperability testing polices for quality improvement of telecommunications standards in major standardization organizations, for example ITU-T, ATM Forum, DAVIC, BC-lT 226(Europe), HATS Conference(Japan), including Korea. In addition this paper suggests the desirable national interoperability testing policies and directions for quality improvement of telecommunications standards or services.

Currently, shipping and port industries are mainly concerned with securing a competitive advantage through scale expansion. Reflecting this trend, domestic ports and container terminals also emphasize efficiency through dock integration. This study identified factors that facilitate cooperation between container terminal operators, as the smallest unit of port operation, and analyzed their effects. These factors included sharing of resources, clarity of purpose, mutual trust, and influence of government policies. In addition, factors related to effectiveness included operational effectiveness of the terminal, improved service to shippers and shipping companies, and bargaining power with the government. The empirical analysis revealed that, among the factors that facilitate cooperation, sharing and purpose affected operational effectiveness, while sharing of resources affected service improvement of shippers and shipping companies. Finally, policy factors affected port bargaining power.

The OECD has assessed Korea as the third highest in trade facilitation worldwide. The paperless trade of Korea is world class based on uTradeHub : national e-trade service's infrastructure for trade community. Over 800 trade-related document standards provide interoperability of message exchange and trade process automation among exporters, importers, banks, customs, airlines, shippers, forwarders and trade authorities. Most one-to-one unit processes are perfectly paperless & online; however, from the perspective of process flow, there is a lack of streamlining end-to-end trade processes spread over many different parties. This situation causes the trade community to endure repetitive-redundant load for handling trade documents. The trade community has a strong demand for seamless trade flow. For streamlining the trade process, processes with data should flow seamlessly to multilateral parties. Flowing data with an optimized process is the critical success factor to accomplish seamless trade. This study proposes four critical digital trade infrastructures as a platform service : (1) data-centric Intelligent Document Recognition(IDR), (2) data-driven Digital Document Flow (DDF), (3) platform based Digital Collaboration & Communication(DCC), and (4) new digital Trade Facilitation Index (dTFI) for precise assessment of K-Trade Digital Trade Framework. The results of new dTFI analyses showed that redundant reentry load was reduced significantly over the whole trade and logistics process. This study leads to the belief that if put into real-world application can provide huge economic gains by building a new global value chain of the K-trade eco network. A new digital trade framework will be invaluable in promoting national soft power for enhancing global competitiveness of the trade community. It could become the advanced reference model of next trade facilitation infrastructure for developing countries.

Financial service in economy is same with neural net or vein net of human body. Moreover, every economic entity which has experienced global financial crisis in 2008 is realizing more importance and power of financial service, and is recognizing financial service as a part of new engine of growth for economic development. As global linkages relating financial service in the industry are deepened, we can expect that the economic interests between countries are more conflicted. Because financial service is regarded as critical factors in order to ensure future competitive advantage, more active change of financial service paradigm in Korea is required. The purpose of this paper is to analyze the paradigm of financial service in global business aspect, to prepare the global governance strategies about financial service, and to bring up some ideas for Korea's economic development after global financial crisis by intensifying the competitiveness of financial services. It is suggested that Korea should prepare the "Master Law for Financial Service" (provisional name) in advance as governance strategy for financial service. And not only establishing the financial risks prevention system and consumer's protection agency, but financial competitiveness strengthening actions will have to be included in governance strategy of financial service in Korea.

세계화의 진전으로 사실상 국가간 장벽이 없어짐에 따라, 전문직 자격에 있어서도 각국이 공통으로 적용할 수 있는 국제적 기준이 필요하게 되었고, 이에 따라 UIA는 건축사자격에 대한 국제 기준이랄 수 있는 '건축실무에 있어서의 전문성에 관한 국제기준 권장안(UIA Accord on Recommended International Standards for Professionalism in Architectural Practice, 1999)'을 발표하였다. 때마침 WTO에 의한 전문서비스분야의 시장개방문화와 함께 우리나라의 건축사제도에도 일대 변혁이 불가피하게 된 것이다. 이에 우리 협회에서는 현안에 대한 신속한 대처를 위하여 UIA와의 관계정립이 필요하다는 판단하에 UIA 회원단체로서의 가입을 추진하는 한편, 구체적인 대안마련을 위한 연구를 진행하여 '건축사자격 상호인정에 따른 대응방안(1999.9)'을 발표하였고, '한중일 건축사협의회'를 설립, 3국의 공동대처방안을 모색하는 등 지속적인 노력을 기울여 왔다. 협회 뿐만 아니라 학회를 중심으로 한 건축학교과과정의 모델연구, 건교부와 건축3단체가 참여한 '건축사자격제도 개선방안에 대한 대응방안연구(2002.12)'등을 통하여 이미 5년이상의 건축학 교육과정이 신설되었고, 건축교육인증을 위한 인증원 설립준비가 진행되고 있다. 이러한 변화는 비단 세계화 혹은 무역자유화라는 현안에 대한 대응의 필요성 뿐 아니라 궁극적으로는 우리나라 건축교육의 질을 높이고 국제기준과 동등한 건축사제도를 갖춤으로써 건축사의 자질을 향상시켜 국제경쟁력을 강화하고자 하는데 목적이 있다 하겠다. 나라마다 건축사제도의 성립 과정과 배경이 다르지만, 대부분의 나라에서 건축사제도는 건축사단체에 의하여 운영되고 있다. 우리 협회도 최근에 진행되고 있는 인증원 설립을 위한 연구에 적극적으로 참여하여 주도적 역할을 담당하고 있기에, 관련 내용을 소개하여 회원여러분의 이해를 돕고자 한다.

Information society is dramatically developing in the various areas of finance, trade, medical service, energy, and education using information system. Evaluation for risk analysis should be done before security management for information system and security risk analysis is the best method to safely prevent it from occurrence, solving weaknesses of information security service. In this paper, Modeling it did the evaluation-base CBD function it will be able to establish the evaluation plan of optimum. Evaluation-based CBD(case-based reasoning) functions manages a security risk analysis evaluation at project unit. it evaluate the evaluation instance for beginning of history degree of existing. It seeks the evaluation instance which is similar and Result security risk analysis evaluation of optimum about under using planning.

전자상거래는 비대면(非對面) 거래로 모든 제반과정이 진행되기 때문에 상대에 대한 신뢰성의 문제가 크며, 거래 당사자와 거래 내역에 대한 입증을 해줄 인증기관이 필요하게 된다. 현재 미국의 베리사인 등 사설인증업체가 국내전자상거래 업체의 인증업무를 담당하고 있는 실정이다. 또한, 인증은 필연적으로 관련 기술의 표준화가 수반되는데 이에 대한 국내기술이 미흡하므로 국제동향을 고려한 국내인증기술의 개발이 시급하다. 특히, 글로벌 전자상거래에서는 인증기관에 대한 문제가 더욱 절실한데 문제는 어떠한 형태로 어떤 기관이 주축이 되어 인증체계를 구축하는가 하는 것이다. 현재, 인증체계는 네트워크 방식, 계층구조, 혼합형의 세가지가 논의되고 있으며, 각각의 장단점이 존재하므로 이에 대한 심도있는 논의가 필요하다. 하지만, 이들 가운데 대부분의 국가에서는 계층구조를 바탕으로 한 네트워크 방식이 주류를 이루고 있음에 주목할 필요가 있다. 이러한 체계는 국가별로 상이할 수 있지만, 문제는 글로벌 전자상거래를 활성화하기 위해서는 보다 일관된 형태의 인증체계 구축이 필요하다는 점이다. 현재까지 이와 관련한 논의는 초보적인 단계를 벗어난 실정이며, 미국 EU 등 일부국가와 UNCITRAL, OECD, ICC, WTO 등 관련 기구에서 다양한 의견을 제시하고 있는 상태이다. 이러한 문제는 단시일 내에 해결되기는 어려울 것으로 보인다. 다만, 단기적으로는 관련국가들간의 상호인증을 통한 해결이 선행될 것이며, 이를 바탕으로 글로벌 인증체계가 실현될 것으로 판단된다. 이와 관련하여 인증과 관련한 국내 시장은 출범 초기 단계로서 글로벌 인증 관련 국 내관련 법적 제도적 보완이 필요하며, 이와 아울러 인증서비스를 이용할 사이버무역업계 및 정부 관련 기관 등의 관심이 촉구된다 하겠다.

These days international trade has been converting to e-Trade formation. At this point, Korea has been striving for the trade facilitation; reducing logistics cost and improving foreign competitiveness by computerization operations of the maritime transportation that logistics and customs clearance are involved. However, due to the substantial characteristic of logistics service, the necessity of flexible and various logistics service development using internet has been strongly suggested. In particular, the logistics service which could share documents related to international physical movement between shippers and logistics organization. In this regard, this study carried out interview to explore the problems of physical distribution service and to suggest development direction of e-logistics service. The reason why this survey carried out is that most of users want more effective e-logistic service that could diminish successively real expense decrease. After analysis of survey results, this paper presents the basic development direction and emphasis development subjects. Therefore, the basic direction is presented from four viewpoints; customer-oriented approach, service-oriented approach, total approach and step-by-step implementation. Furthermore six development subjects; web-based standard module development for small and medium forwarders, development of standard logistics ERP system, collaboration model between KTNET and KLNET, system improvement for real users, on-demand system building for SMEs and connection with legacy system have been required.

This paper is to analyzes the recent discussions in the WTO and to draw some basic policy implications for Korea concerning electronic commerce. To foster electronic transactions. the WTO agreement should establish a basic legal framework for international transactions to guarantee a stable and predictable environment. The member countries in the WTO, however, have not formed a consensus on the definition, classification, technological neutrality, and domestic regulations dealing with electronic commerce. Digital transfer and classifications of electronic transfer are the most difficult problems to be solved. The discussions on electronic commerce which had been on hold after the Seattle Ministerial is due to begin in a special working group of specialists. Electronic transactions in Korea have been increased rapidly and the implementation of concrete forms and rules of electronic commerce in the WTO will be influential to international trade as we to adopt them in the transactions. Therefore, we have to open our eyes to the trends of international discussions on this matter and to make our rules and laws of electronic commerce to the international levels.

Considering rapid development of Electronic Trade in Korea, it is an important issue to analyze consumers' satisfaction and e-loyalty. The purpose of this study is to find the affecting factors on the determinants and utilizable intention of electronic trade trustworthness and e-loyalty. In the literature review, it was made to compare and analyze the precedent papers about electronic trade trustworthness theory, Keller and Aaker(1992), Yun, Seong-jun's(2000) model of the trustworthness. This study investigates the concept of the satisfaction, e-loyalty in electronic trade site and its determinants, and tries to establish e-loyalty analyzing model. The model of the satisfaction, e-loyalty electronic trade site is tested here using data from 106 samples. The major finding of this paper would be summarized as followed : And then it was used the empirical research method to test hypotheses which was established based on the precedent studies : 1) electronic trade factors are positively related to the trustworthness on the electronic trade practical, not being trustworthness of the functionality on electronic trade practical in international trade company. 2) tr stworthness of electronic trade practical is positively related to the e-loyalty in international trade companies.
