국내 초고속 인터넷 가입자 수의 증가와 더불어 이용서비스 형태에 있어서, 인터넷 뱅킹을 통한 각종 조회, 자금이체, 및 대출서비스와 전자상거래 등을 이용한 금전 결재 등이 꾸준히 증가하고 있다. 또한 인터넷 보급률의 증가와 더불어 이용자의 피해도 꾸준히 증가하고 있다. 따라서 정부에서는 이용자의 피해와 불만사항을 해소할 수 있는 강력한 인터넷서비스 품질개선 규제 노력이 필요하다. 또한 사업자들은 이용자와의 사전 서비스 계약(SLA: Service Level Agreement, 서비스 수준 협약)을 통한 철저한 품질개선 노력이 필요하다. 이용자와의 계약은 서비스 이용약관에 구체적인 사항을 명시하여 약속을 이행함으로써 고객의 불만을 해소해 나가야 할 것이다. 본 논문에서는 인터넷 가입자 수의 증가에 따른 사업자들의 품질보장 노력이 미흡함을 지적하고, 국내 인터넷 사업자의 서비스 이용약관에 대해 조사하였으며, 이용자 보호 관점에서 구체적인 내용을 서비스 이용약관에 명시하여야 함을 강조한다.

As demand for IT services increase, which are based on SOA and cloud computing, service level agreements (SLAs) have received more attention in the parties concerned. An SLA is usually a paper contract written in natural language. SLA management tools which are commercially available, implement SLAs implicitly in the application with a procedural language. This makes automation of SLA management difficult. It is also laborious to maintain contract management systems because changes in a contract give rise to extensive modifications in the source code. We see the source of the trouble is the existence of documentary SLAs (paper contracts) and corresponding executable SLAs (contracts coded in the procedural language). In this paper, to resolve the current SLA management problems we propose an active SLM (Active Service Level Management) system, which is based on the active SLA (Active Service Level Agreement). In the proposed system, the separated management and processing of dual SLAs can be unified into a single process with the introduction of active SLAs (ASLAs).

최근 인터넷의 급격한 발달과 함께 전자상거래가 활성화됨에 따라 인터넷이 국가 사회 정보화에 새로운 수단으로 부상하고 있다. 이에 따라 고객들의 회선 서비스에 대한 질적인 향상도 더 한층 요구되고 있다. 이에 부응하기 위하여 인터넷 서비스 품질에 대한 서비스 수준 협약 (SLA: Service Level Agreements) 제도가 수립되어 국내외 많은 서비스 제공자들이 이를 적용하고 있으나, 국내에서는 아직 시행 초기임으로 인하여 여러 가지 개선되어야 할 부분이 산재하고 있는 실정이다. 본 논문에서는 국내외 SLA 적용 사례를 살펴보고 SLA 품질 측정상의 문제점을 분석하여, 이에 대한 개선방안을 제안한다. 제안된 개선방안에 대한 심도 깊은 추가 연구를 통하여 한 차원 더 높은 양질의 서비스가 제공되는 계기가 되길 기대한다.

통신서비스의 QoS에 대한 관심이 증가하면서 서비스품질보증협약(SLA)의 중요성도 증대하고 있다. 통신사업자는 기업 사용자들의 QoS에 대한 요구수준을 만족시켜 주기 위해서 SLA의 제공을 확대하고 있으나, 여전히 통신사업자의 입장에서 SLA의 제공 내용을 설계하는 경향이 있다. SLA의 제공을 통해 달성하고자 하는 목적이 기업 사용자들의 통신서비스에 대한 서비스품질의 개선과 이를 통한 로열티 개선에 있다고 하면 이와 같은 접근과 시도는 앞으로 개선되어야 할 것으로 판단된다. 이와 같은 문제점을 극복하기 위해서 SLA의 제공과 관련, 기업 사용자에 대한 설문조사를 통해 요구사항과 개선방향을 파악해 보는 것은 현재 시점에서 SLA 제공 과정에서 적절한 시도라고 판단된다. 이에 본 논문에서는 SLA 제공과정에서 통신사업자가 고려해야 하는 사항에 대해 주로 서비스품질보증항목 (SLO), 측정(Measurement), 보상(Penalty) 등 SLA의 주요 구성요소 와 차세대 네트워크의 구축에 따라 향후 추가적으로 요구될 수 있는 요소들에 대해 점검해 보고자 한다. 이를 통해 QoS 보장에 대한 가장 유용한 도구로서의 SLA 제공의 활용성과 극대화를 기대해 본다.

In this paper, related studies were investigated by dividing them into cost-benefit analysis, security continuity services, and SW-centric calculations. The case analysis was conducted on A institutions in the United States, Japan and South Korea. Based on this, an improvement model was prepared through comparison with the current system. The SCS(Security Continuity Service) performance evaluation system-based information protection service cost calculation model is proposed. This method applies a service level agreement(SLA) and NIST Cybersecurity framework that are highly effective through cost-effectiveness analysis and calculates consideration based on characteristics, performance criteria, and weights by information protection service. This model can be used as a tool to objectively calculate the cost of information protection services at public institutions. It is also expected that this system can be established by strengthening the current recommended statutory level to the enforceability level, improving the evaluation system of state agencies and public institutions, introducing a verification system of information protection services by national certification bodies, and expanding its scope to all systems.

The more mobile devices consuming web services, the more QoS-aware selection of mobile web services, we need. A QoS(Quality of Service) contract is an agreement between the web service provider and the mobile user that specifies the level of the service quality. Web services users can be assured of the level of the service quality specified by the QoS contract. We propose a broker-based framework for QoS-aware mobile web services selection in this work. Under this architecture, the mobile users can request the web services through the service broker on the wireless networks. The service broker utilizes agents to monitor the web services quality and manages the service quality by notifying the service provider and mobile user of the service contract violation. Reliability, response time, and cost were the metrics used for QoS monitoring. Futhermore mobile users can select a web service best suited for his/her needs through the service broker.

클라우드 컴퓨팅 서비스의 많은 장점에도 불구하고 아직 기업들이 서비스의 가용성 및 데이터 보안, 자사 데이터에 대한 통제권 확보, 종속성 등의 문제로 클라우드 컴퓨팅 서비스의 이용을 꺼리고 있다. 이 같은 문제들은 기술개발, 표준화, 표준약관, 서비스수준협약(SLA) 등으로 어느 정도 해결이 가능하다 그러나 데이터가 여러 국가에 복제되어 분산 저장될 경우 데이터의 국외이전 금지 문제, 데이터의 보관 및 파기 의무, IT 컴플라이언스 수탁자의 불법행위에 대한 위탁자의 책임, 자신의 데이터센터에 저장된 불법정보에 대한 클라우드 서비스제공자의 책임범위, 클라우드 서비스제공자의 책임제한 등 현행법상의 법적 규제와 충돌되는 부분에 대해서는 법. 제도적 접근과 검토가 필요하다. 클라우드 컴퓨팅 산업의 촉진 및 이용 활성화를 위해서는 구체적으로 다음과 같은 사항이 법 제도적으로 검토되어야 한다. (1) 클라우드 서비스나 솔루션을 시험할 수 있는 테스트베드 구축 등 시범사업 근거 마련, (2) 분야별 특화된 클라우드 서비스 모델 개발 및 사업화를 위한정부시책 추진 및 지원 근거 마련, (3) 민 관의 포괄적 협력 기반조성 및 정부의 기술 개발연구 지원체계 마련, (4) 사전 인증 및 사후 보증체계 구축을 통한 클라우드 서비스의 신뢰성 및 안정성 제고, (5) 클라우드 서비스의 상호운용성 확보를 위한 표준화, (6) 클라우드 컴퓨팅의 정보보안, 개인정보보호 등 각종 법률 이슈와 예상되는 다양한 이해관계 충돌 문제에 대응할 수 있도록 서비스제공자와 이용자 대상의 지침 근거 마련, (7) 클라우드 속에 있는 기업의 정보지산에 대한 접근권 보장, (8) 정보자산의 실제 위치와 선택권 보장, (9) 정보자산의 부적절한 접근 방지와 오남용 방지, (10) 클라우드 서비스 제공기업 또는 서비스 자체의 영속성 보장, (11) 서비스 장애 책임범위와 분담, (12) 소프트웨어 라이선스 등에 대한 규정이 고려되어야 한다.

SLA는 네트워크 서비스 사업자와 가입자 사이에 서비스 품질을 정의하는 협약으로서, 일정 수준의 서비스 제공을 위해 SLA 관리 시스템(SLM)의 필요성이 대두되었다. 본 논문에서는 SLA에 대한 데이터 분석을 통해 네트워크 사업자에게 신속하고 효율적인 의사결정 지원정보를 제공할 수 있는 SLA 데이터 분석 시스템을 제안한다. 본 논문의 시스템은 SLM의 일반정보, 위반정보, 과금정보 등을 바탕으로, 각각 추이분석과 통계현황 기능을 수행한다. 분석 결과는 테이블, 그래프 등의 다양한 형태로 제공되며, 분석 결과에 대해서는 각각의 분석 모형에 대한 개요 및 기준치 등을 제시함으로써 시스템에 대한 신뢰성을 높일 수 있다.

As the number of IP-users are increasing, it is getting so important for service providers to check the state of the current Internet and their service quality by measuring the traffic quality. We describe a general concept of measurement architecture and internet QoS (Quality of Service) parameters, and we review measurement tools. To meet these requirements, we design and implement the Internet traffic management system.

클라우드(cloud)를 이용한 응용 실행에서 클라우드 서비스 브로커 (cloud service broker, CSB)는 효과적인 자원 사용 및 서비스 수준 협약(service level agreement, SLA) 보장 등의 장점을 가진다. 따라서 본 논문에서는 CSB 를 통한 응용 실행에서의 가상 머신 (virtual machine, VM) 할당 기법들을 소개하며 BestFit (BF), WorstFit (WF), Modified BestFit (MBF), Modified WorstFit (MWF), Reserved Instance-aware Modified BestFit (M-MBF) 의 평균 VM 사용률을 비교한다.
