This paper outlines the system and operation of plant variety protection right and plant patent of ornamental crops in USA to guide for application of new varieties developed in Korea and to use for national examination of applied variety from USA. The Plant Variety Protection Act(PVPA) in USA is given as PVPR to the developers of new variety for the seed propagating crops and tubers and provides as plant patent for asexually reproducing crops. A certificate of PVPR and plant patent is awarded to an owner of a variety has shown that it is new, distinct from other varieties, genetically uniform and stable through successive generations by official evaluation without the growing trial. The term of protection for plant patent and PVPR for most crops is 20 years but 25 years for trees, shrubs, and vines. The application of ornamental variety in USA is mostly for plant patent. The application of ornamental crops accounted for 87% of total applications for plant patent. The ratio of new variety applications for plant patent from national and foreign countries is not significant differences.

This study aimed at understanding the staff recruitment process of social welfare organization and providing specific practical implications for better practice in the process. To achieve this, we have contacted a community welfare center which has decided to adopt open and multi-method approach in recruitment process. The data has been collected through in-depth interviews, participatory observation and documents review. Case study analysis has been used for data analysis. The research findings have been presented at five different processes, i.e. recruitment advertisement, documents screening, job interview, selection and result announcement, appointment. A number of themes has been raised such as 'By others faults wise men correct their own', 'Lessons from experience', 'No two men are of a mind', 'Lack of speciality in recruitment methods of social welfare organization'. These themes have been discussed in detail. In conclusion, we have made some practical suggestions for both social welfare organization and job applicants concerning recruitment process.

The Uniform Customs and Practice for Documentary Credits (UCP) is a set of rules on the issuance and use of letters of credit. Historically, the commercial parties, particularly banks, have developed the techniques and methods for handling letters of credit in international trade finance. This practice has been standardized by the ICC (International Chamber of Commerce) by publishing the UCP in 1933 and subsequently updating it throughout the years. The ICC has developed and moulded the UCP by regular revisions, the current version being the UCP600. This latest version, called the UCP600, formally commenced on 1 July 2007. During the revision process, notice was taken of the considerable work that had been completed in creating the International Standard Banking Practice for the Examination of Documents under Documentary Credits (ISBP), ICC Publication 745. This publication has evolved into a necessary companion to the UCP for determining compliance of documents with the terms of letters of credit. It is the expectation of the Drafting Group and the Banking Commission that the application of the principles contained in the ISBP, including subsequent revisions thereof, will continue during the time UCP 600 is in force. This paper focuses on documents including various certificates, Packing List, Weight List, Beneficiary's Certificate, Analysiis, Inspection, Health, Phytosanitary, Quantity and Quality Certificates, Courier Receipts, Shipping Advice etc. and suggests some implications in the field.

The International Standard Banking Practice for the Examination of Documents under UCP 600 (ISBP 745) is the product by the Drafting Group of the ICC Banking Commission during a number of years. ISBP 745 is a practical complement to UCP 600, ICC's universally used rules on documentary credits. ISBP 745 does not amend UCP 600. Two rules should be read in their entirety and not in isolation. ISBP 745 explains, in explicit detail, how the UCP 600 rules are to be applied on a day-to-day basis. It fills a needed gap between the general principles announced in UCP 600 and the daily work of the documentary credit practitioners. It has developed into an invaluable aid to banks, corporates, logistics and insurance companies alike, on a global basis. By using ISBP 745, document checkers can bring their practices in line with those followed by their colleagues worldwide. The result should be a significant reduction in the number of shipping documents refused for discrepancies on first presentation. This study aims to summarize the reasons for revision of the ISBP rules and the key-points of ISBP 745, and to provide the documentary credit practitioners with some considerations under its practical application.

종축업 등록제 시행으로 종계장은 큰 폰 증가했지만, 과거 허가제였던 종축업에 대한 법적 자율성을 부여하기 위해 등록제로 전환되면서 영세한 농가들의 참여로 전문성이 떨어지고, 질병에 노출되면서 생산성이 하락하는 결과를 낳았다. 총 509 농가 종계장 가운데 등록종계장은 373 개소 (73.3%)와 미등록종계장중 육성전문농장은 25개소 (4.9%), 성계사육농장은 111개소 (21.8%)를 차지하면서 (2010년 2월 기준) 종계시육시설이 노후화되거나 미비한 농가에 대한 정부차원의 관리가 이루어지지 않는 것이 현실이다. 정부는 국내 양계산업 생산성을 높이기 위한 방안으로 종축장의 위생수준과 종축 능력 향상을 위해 지난해 종돈장에 이어 올해 초 종계장을 대상으로 '우수종계장 종합평가사업'을 진행했다. 주최 농림수산식품부, 주관 국립축산과학원, 시행기관은 종축개량협회(종돈)와 대한양계협회(종계)에서 진행한 이번 사업은 우수농장을 꼽아 시설 및 운영자금에 대한 인센티브를 제공해 1차 산업의 전문화와 청정화를 가속화해 종계장간의 자율경쟁을 유도할 뿐만 아니라 종계장 평가를 통해 양계농가에 종계 선택 지표를 제공한다는 계획이다. 지난해 말부터 대한양계협회를 비롯해 국립축산과학원, 국립수의과학검역원, 한국계육협회, 농협중앙회에서는 신청한 농가를 대상으로 평가에 참여한 32개 농가 중 서류심사를 통과한 16개 농가를 대상으로 실사위원이 현지 점검을 통해 지난 3월 19일 총 7개의 우수종계장을 선발했다. 본지를 통해 종계장의 평가기준에 따라 현장 실시를 통해 선정된 총7개소 농장을 소개해 농가 선택지표에 도움을 주고자 소개하고자 한다.

The updated International Standard Banking Practice(ISBP), International Chamber of Commerce Publication No. 745, was published to bring its contents in line with UCP 600. The ISBP 745 has dealt with A-Q that are commonly arising in the credit transactions and also explains in detail some of the articles of UCP 600 with the proper interpretation. The updated version ISBP 745 involved aligning it with UCP 600, making certain technical adjustments in expression of words such as "in conflict" instead of "inconsistent", etc. Despite the updated ISBP 745, there remains a question. Where the words "from" or "after" are used in regard to something other than a period of shipment or the maturity date of drafts, there is no guidance from the UCP as to its meaning. The party concerned in credit transactions is also required to have a full understanding of ISBP 745 and the articles of UCP 600 in order to acquire the documents preparation and examination facilitating the parties to minimize discrepancies.

국민건강보험재정건전화특별법 (제정 2002.1.19 법률 제 6620호)은 건강보험의 재정적자를 조기에 해소하고 재정수지의 균형을 이루도록 함으로써 건강보험제도의 발전과 국민건강 증진 도모를 그 목적으로 하며, 제14조(특수의료장비의 설치ㆍ운영)에서 의료기관은 보건복지부장관이 고시한 특수의료장비를 설치ㆍ운영하고자 하는 때에는 보건복지부령이 정하는 바에 따라 이를 등록하여야 하며 설치 인정 기준에 적합하게 설치ㆍ운영하여야 하고 정기적인 품질관리를 받아야한다고 명시하였다. 특수 의료장비의 설치 및 운영에 관한 규칙 (제정 2003.1.14 보건복지부령 제235호)은 국민건강보험재정건전화특별법이 제정됨에 따라 특수의료장비의 적정 한 설치와 활용을 위하여 의료기관에서 설치ㆍ운영하는 특수의료장비의 등록절차 설치인정기준 및 품질관리 절차 등을 정하고 특수의료장비에 대한 관리체계를 확립하려는 것이다. 특수의료장비의 설치 및 운영에 관한 규칙의 주요 골자는 가. 의료기관에서 특수장비를 설치ㆍ운영하고자 하는 경우 보건복지부장관 또는 시ㆍ도 지사에게 등록하도록 하였는바, 이 등록에 대한 절차와 특수의료장비의 설치인정기준을 정함, 나. 특수의료 장비에 대한 정기적인 품질관리검사를 서류검사와 정밀감사로 구분하여 서류검사는 1 년마다, 정밀검사는 3 년마다 받도록 함, 다. 품질관리검사기관의 장은 특수의료장비품질관리검사성적서를 신청인에게 교부하고, 보건복지부 또는 시ㆍ도지사 및 건강보험심사평가위원장에게 검사결과를 통보하도록 함, 라. 특수의료정비를 설치ㆍ운영하는 의료기관의 개설자 또는 관리자 및 품질관리검사기관의 장이 작성ㆍ비치ㆍ보존하여야할 서류를 정함이다. 보건복지부장관에게 등록하여야할 특수의료장비는 자기공명영상촬영장치와 전산화단층촬영 장치이며, 시ㆍ도지사에게 등록하여야할 특수의료장비는 유방촬영용장치이다. 본 발표에서는 특수의료장비의 설치 및 운영에 관한 규칙에 대한 개요와 연세의료원 세브란스병원에서 시행하고 있는 특수의료장비의 정도관리 검사, 팬텀영상검사, 그리고 임상영상검사를 소개하고자한다.

Purpose Recently, in the process of examining the self-disposal of radioactive waste by the Korea Institute of Nuclear Safety, it is difficult to reach the final approval process for self-disposal. In connection with this, we intend to increase the processing efficiency of self-disposal and strengthen safety by analyzing cases of recent supplementary matters. Materials and Methods From 2018 to 2021, we compare and review a supplementary requests that preparing the procedures and plans for the self-disposal of radioactive waste by 20 institutions. In this regard, based on the provisions of the Atomic Energy Safety Act, we derive a detailed proposals for the self-disposal of radioactive waste by arranging the review processing period calculation and supplementary requests that occurred during the review process. Results The representative supplementary requests of the Korea Institute of Nuclear Safety are the calculation of the storage period by type and nuclide of radioactive waste, the contents of the packaging container, the RASIS reporting method, the planned storage method for self-disposal, confirmation of the final disposal company, and the storage period of the waste filter Calculation, radioactive labeling, etc. And it is emphasized as important. Conclusion The expected effects of the guidelines reflecting the latest supplements include reduction of the time required for document preparation and increase of work processing efficiency, improvement of storage efficiency in the radioactive waste storage room, and economic cost reduction. If the radioactive waste self-disposal guideline presented in this study is applied to the field, it is thought that it will be helpful in improving the work efficiency of those who are experiencing difficulties.

The current Private 5G use procedure goes through the step of application examination, use and usage inspection, and can be divided in to application, examination step as a procedure before frequency allocation, and use, usage inspection step as a procedure after frequency allocation. Various types of documents are required to apply for a Private 5G, and due to the document screening process and radio station inspection for using Private 5G frequencies, the procedure for Private 5G applicants to use Private 5G is complicated and takes a considerable amount of time. In this paper, we proposed Frequency Allocation Process for Private 5G using a blockchain platform, which is fast and simplified than the current procedure. Through the use of a blockchain platform and NFT (Non-Fungible Token), reliability and integrity of the data required in the frequency allocation process were secured, and security of frequency usage information was maintained and a reliable Private 5G frequency allocation process was established. Also by applying the RPA system that minimizes human intervention, fairness was secured in the process of allocating Private 5G. Finally, the frequency allocation process of Private 5G based on the Ethereum blockchain was performed though a simulation.

최근 COVID-19 장기화 영향과 원자재 가격 급등으로 국내 대출금리가 가파르게 오르면서 빚으로 버티는 중소기업에 대한 우려가 커지고 있다. 또한, 높은 대출금리와 금융권의 대출심사 시 과도한 제출서류와 재무제표 위주의 심사로 인해 경영 환경에 힘든 중소기업의 대출은 거절되는 경우도 증가하고 있다. 따라서 중소기업의 자금조달과 투자 활성화 방안에 대한 논의가 필요하기에 본 연구는 중소기업의 ESG 제도의 활용을 통한 투자증진방안을 제언하고자 한다. 본 연구의 목적은 비재무적 지표로 활용되는 ESG 평가지표의 활용이 중소기업의 기업가치를 예측하는 데 도움이 되며, 중소기업이 ESG 정보공시에 적극적으로 참여해야 하는 중요성을 제시하는 것이다. 본 연구는 자금조달이 중요한 중소기업의 ESG 도입과 실천의 필요성을 제언하며, 비재무적 지표의 활용이 기업가치를 예측하는 데 도움이 된다는 것을 실증적인 결과로 분석하고자 한다. 따라서, 중소기업의 투자 활성화 방안으로 ESG 활용이 적극적으로 권장하고 실천해야 하며, ESG 정보공시를 위한 노력이 곧 중소기업의 정보 비대칭성을 해결하는 데 도움이 될 수 있음을 시사한다. 또한, 결과적으로 중소기업은 ESG 도입과 실천이 자금조달 및 투자 활성화로 이어질 수 있다는 투자 메커니즘을 이해하고 향후 중소기업형 ESG 정책의 필요성을 제언하고자 한다.
