A Study on the Protection and Management System of the Southwestern Coast Tidal Flat for Inscription in the World Heritage List (서남해안 갯벌의 세계유산 등재를 위한 보호 및 관리체계 연구)

  • The purpose of this study is to establish an effective protection and management system for World Heritage (WH) nomination of Southwestern Coast Tidal Flat (SCTF) by proposing a model of protection and management. SCTF has a potential to become a representative best practice to achieve a sustainable development for human society. SCTF has a potential Outstanding Universal Values (OUVs) for WH nomination, thus a harmony between human and nature for wise use of natural resources needs to be pursued. It is required to present the system of SCTF's protection and management and to analyze present status of the regions in the Tentative List by comparing the case which were already inscribed as WH. For better protection of nominated areas, SCTF should expand an area for protection with additional designation. For the management system, two separate management systems such as the Department of Culture & Tourism and the Department of Oceans & Fisheries need to be reconciled. Because of this overlapping management structure, the management of the nominated sites has been inefficient and long-term management plan is lacking. Therefore, it is necessary to integrate conflicting management system of each local government and make a long-term, integrated management plan. To make an efficient and sustainable protection and management, it is essential to set up a collaboration system by integrating various stakeholders such as central and local governments, academic organizations, local residents, and NGOs. As in the case of Wadden Sea, the combined community system of the stakeholders mentioned above should be established. Because it is essential for local residents to understand a basic concepts for protection and management, it is necessary to establish capacity-building of local people. The protection and management structure should be set up by bottom-up processes, that is the proper structure shoud be based on thorough research on local society as well as thorough communication with local residents to make relevant laws and policies. This study also propose the proper plan for better conservation and management of SCTF.

  • 우리 나라는 2,393.0$\textrm{km}^2$ (100%)의 갯벌을 보유하고 있으며, 이 중 서남해안 (목포, 영광, 무안, 신안, 해남)에 729$\textrm{km}^2$(33%)가 분포되어 있고, 이 가운데 331.1$\textrm{km}^2$ (13.8%)의 갯벌이 신안군에 분포되어 있다. 따라서 본 연구는 압해도 주변에 넓게 발달해 있는 갯벌에서의 저서동물의 군집구조와 주요 우점종을 분포 양상을 밝히고자 하였다. (중략)

  • 국토의 3%를 차지하면서 우리들의 삶 속에 함께 있었음에도 불구하고 갯벌은 오랫동안 우리의 관심밖에서 매립, 간척으로 파괴되거나 각종 오염물의 유입으로 훼손되어 왔다. 갯벌은 그동안 조개류나 양식등을 통한 수산물을 획득하는 것 이외에는 질퍽한 뻘이 가득한 땅, 쓸모없는 땅으로 인식되어 왔다. 주로 서남해안에 위치해 있는 갯벌은 간척의 대상으로서 주목을 받아왔고 계화지구, 영산강 지구, 남양만 지구, 아산만 지구, 천수만 AB지구, 영종도 신공항 지구, 시화지구, 새만금 지구 등 강하구를 비롯한 주요한 갯벌의 대부분이 간척되었거나 간척중이다. 갯벌에 대한 중요성과 그 가치에 대한 인식은 최근 몇 년 사이에 급속히 확산되고 있으며 지난해 12월 29일 통과된 습지보전법에 의하여 정부는 갯벌에 대한 관리방안 마련과 조사활동 계획등을 수립하고 있다. a99년 이번 5월 10i¡18일에 있었던 제7차 람사협약당사국총회가 진행되는 동안 우리 나라의 갯벌은 국제적 관심사로 부각되기도 하였다. 그동안 우리 나라의 갯벌이 어떻게 인식되어 왔고 이용하였으며, 특히 농지와 산업용지 확보라는 측면에서 추진되었던 간척사업의 문제점 등을 새만금 종합개발 사업을 중심으로 하여 살펴보기로 하고, 먼저, 갯벌에 관한 일반적인 내용과 우리 나라 갯벌을 이해한 후 새만금종합개발사업에 논하도록 한다.

Pan-Yellow Sea Cooperation for the Conservation of Ecosystems in Coastal Wetlands of Yellow Sea - Focusing on the World Natural Heritage of coastal wetland- (황해 연안습지 생태계 보전을 위한 초국경협력 방향 - 갯벌의 세계자연유산 등재를 중심으로 -)

  • The wetland ecosystem has a key role in climate change and can capture and store carbon long-term as blue carbon. Currently, the Republic of Korea and People's Republic of China are preparing for the UNESCO World Natural Heritage Phase II inscription, and cross-border cooperation among the two Koreas and the People's Republic of China is expected in term of the coastal wetland in the Yellow Sea region. However, there is a lack of research on the importance of coastal wetland in the Yellow Sea region for migratory bird habitats, roosting sites, feeding grounds, and stop-over sites. Thus, this study focused on the coastal wetland of the Yellow Sea region, including the southwestern coastal wetlands in the Republic of Korea, the Yancheng National Nature Reserve in the People's Republic of China designated as UNESCO World Natural Heritage, and the Mundok Migratory Bird Reserve in the Democratic People's Republic of Korea, which is listed on the Tentative List. The cooperation for ecosystem conservation between the two Koreas and China was analyzed. The importance of coastal wetlands in the Yellow Sea region as habitats for migratory birds, roosting sites, feeding grounds, and stop-over sites, significant characteristics of Yellow Sea coastal wetlands, and conditions for cooperation among three countries, were analyzed. The direction of ecosystem conservation cooperation for coastal wetlands in the Yellow Sea region in this study will be developed into Pan-Yellow Sea conservation.

한국 서남해역 함평만 조하대의 저서동물 군집

  • 함평만은 만 주위로 갯벌 조간대가 잘 발달되어 있으며, 폭이 약1.8km인 북서 방향의 입구를 통하여 외해와 연결되는 반폐쇄적 지형 특성을 나타낸다. 또한 최대폭 12km, 길이 17km, 최대 수심 23m로서 우리나라의 여타 내만과는 달리 주변에 인구 밀집 지역과 산업시설이 없어 비교적 인위적인 오염의 영향을 적게 받고 있다. 특히 함평만은 주변의 해안이 침식되어 조간대로 퇴적될 뿐 아니라 만 전체에 영향을 미치고 있어 입도가 조립하고 우리나라 여타 내만들과는 다른 독특한 환경을 지니고 있다. 본 연구는 서남해역에 위치한 함평만 조하대의 저서동물 군집 구조와 공간 분포 양상을 환경과 연관시켜 파악함으로서 이 해역의 군집구조를 파악하고 생태계 변화를 추적하는 기초자료로 사용코자 하는데 주안점을 두었다. Environmental Ecological Status of Suncheon Bay and Its Application to the Criteria of UNESCO World Nature Heritage (순천만 연안의 환경생태현황 및 세계자연유산 등재기준 적용 분석)

  • This study is analyzed the environmental ecological status of Suncheon Bay and its applicable possibility to the selection criteria of UNESCO World Natural Heritage (hereafter Criteria). The study shows that the formation process of the tidal-flats in Suncheon bay could apply to the Criteria VIII, "to be outstanding examples representing major stages of earth's history." The landscape pattern of Suncheon Bay is deduced various patterns based on 5 biotope types: tidal-flat, rice-paddy, field area, coniferous natural forest, and broadleaf natural forest. Its landscape characteristic is a harmonized composition of various landscape including mountains, rivers, fields, and tidal-flats. It is judged that the unique landscape of Suncheon Bay falls under the criteria VII, "areas of exceptional natural beauty and aesthetic importance." In addition, Suncheon Bay, the habitat of the Hooded Crane as internationally endangered species, comes under the criteria X, "the most important and significant natural habitats for in-situ conservation of threatened species." The study shows, however, that any other designation for protected area including national park or biosphere reserve is a prerequisite for designation of World Nature Heritage. In particular, it could evaluate whether it is qualified of the Criteria after the integrated conservation and management to the Sucheon bay as well as the southwestern tidal-flat is preceded.

Analysis of Butyltin Compounds and New Antifouling Agents in the Southwestern Korean Tidal flats (한국연안의 갯벌 중에 유기주석화합물 및 새로운 방오도료제의 분석)

  • The prohibition of usage of tributyltin (TBT) compounds and the legal usage of new antifouling agents have changed the Korean costal environments in recent. 39 sampling sites of southwestern tidal flats were chosen in order to investigate the concentration of antifouling agents, and results in 2006 were compared with previous results in 1998. The concentrations of TBT compounds in most of sites except Incheon (It1) have been drastically decreased. Interestingly, In Jebudo (Jt2), Mokpo(MOt4) and Suncheon(SUt3) sites were detected as below the limit of detection and it is because of the legal restriction of TBT compounds. However, in most of the sampling sites in Korea, new antifouling agents, viz. Irgarol 1051, Dichlofluanid and Chlorothalonil, were detected. In particular, Irgarol 1051 was detected with high concentrations. In Jebudo (Jt4), a high concentration of Irgarol 1051 of 159.45 ng $g^{-1}$(dry wt) was detected. We were able to observe that the concentration of TBT compounds are has gradually been reduced whereas the new major antifouling agents are easily detected in most Korean tidal flats.

The Study on the Flora and Vegetation of Salt Marshes of Mankyeong River Estuary in Jeonbuk (전북 만경강 하구역 일대의 염습지 식물상 및 식생에 관한 연구)

  • The purpose of this study was to investigate salt marsh flora and vegetation in the mouth of Mankyeong river estuary area where has a project for Sea Man Geum Reclaimed Land so that we can foster a foundation on restoration of an ecological habitat, development of applicable plants and establishment of a conservation policy after developing the reclaimed land for salt marsh vegetation which has great ecological value. As a result of this research, there are 10 families 25 genera 29 species and 3 varieties of vascular plants in the Mankyong-river estuary area. These are 0.76% among 4,191 of Korean vascular plants. There are also 5 families 6 genera 6 species and 1 varietiy of the naturalized plants which are 7 taxa in total and 3.85% of indicators of naturalized plants. Firstly, a district of low tide marsh has below 5% of vegetation coverage of Suaeda japonica and the vegetation cover was increasing rapidly while moving to a place of high tide marsh which is in the direction to a bank. In general, a range of from low tide marsh to high tide marsh is distributed with sequence of Suaeda japonica$\rightarrow$Suaeda maritima$\rightarrow$Suaeda japonica$\rightarrow$Aster tripolium$\rightarrow$Artemisia scoparia$\rightarrow$Carex scabrifolia$\rightarrow$Zoysia sinica$\rightarrow$Phragmites australis$\rightarrow$Phacelurus latifolius. Suaeda japonica has the highest dominance among the species composition and Aster tripolium, Phragmites australis, Artemisia scoparia, Carex scabrifolia and Phacelurus latifolius are distributed as zonation or patch. By the Z-M method eleven plant communities were recognized; Suaeda japonica, Suaeda japonica-Suaeda maritima, Suaeda maritima, Suaeda japonica-Aster tripolium, Aster tripolium, Phragmites australis, Carex scabrifolia, Phacelurus latifolius, Artemisia scoparia-Aster tripolium, Paspalum distichum var. indutum and Aster tripolium-Artemisia scoparia community. The actual vegetation map was constructed of the grounds of the communities classified and other data.
