스마트시대의 방송통신 정책방향

  • 스마트기기 및 클라우드 서비스 확산, 소셜네트워크서비스(SNS) 성장 등에 따라 인터넷 경제는 재도약하고 있으며, 거대 플랫폼사업자를 중심으로 한 모바일 생태계 구축경쟁에 따라 모바일 앱, 소셜커머스 등 분야에서 중소벤처기업에게 새로운 기회가 열리고 있다. 아울러 인터넷을 통한 국경간 콘텐츠 공급 확대, 오픈마켓 활성화 등에 따라 글로벌콘텐츠 경쟁이 심화되고 있으며, 인터넷의 일상화에 따라 사회 정치 문화, 방송통신 산업에 대한 인터넷의 영향이 확대되고 있다. 스마트 생태계 구축경쟁과 인터넷 중심 융합으로 특정지워지는 새로운 방송통신 패러다임은 기존 방송통신산업구조와 규제체계의 전환을 촉구하고 있으며, 방송통신 융합을 촉진하고 방송통신산업을 육성하기 위해서는 C(콘텐츠) - P(플랫폼) - N(네트워크) - T(기기)를 아우르는 종합적인 접근이 요구되고 있다. 본 고에서는 우선 방송통신산업 동향과 정책환경 변화를 살펴본 후 네트워크 고도화, 전략적 R&D, 중소 벤처기업 육성, 콘텐츠산업 경쟁력 제고 등 방송통신산업이 한 단계 더 도약하기 위해 필요한 주요정책과제 들을 살펴본다.

  • 본 논문에서는 미래의 네트워크 모델에 적합하도록 설계한 생태계 모방 임베디드 미들웨어(BIEM : Bio Inspired Embedded Middleware)를 구현하고, 그의 구조와 특성을 기술하며, 성능을 평가하여 BIEM의 정확성을 검증한다. BIEM의 정확성을 검증하기 위해, BIEM 위에서 응용프로그램을 실행시켰을 때와 독립적으로 일반적인 해를 구했을 때의 결과를 비교한다. 또한 서비스 제공을 위해 요구되는 통신오버헤드를 측정하여, 오버헤드가 네트워크 트래픽에 얼마나 영향을 미칠지에 대해서 알아보고, 마지막으로는 이주서비스에 소요되는 시간을 비교 및 분석한다. 이를 통해, BIEM이 미래 네트워크에 이용될 수 있는 하나의 시스템임을 결론지을 수 있다.

  • 우리의 일상생활 속에서 일어나는 수많은 일이 네트워크를 배제하고는 설명할 수 없을 정도로 삶과 밀접한 관계를 가지고 있다. 그러나 이러한 네트워크의 근간이 되는 국내 네트워크 장비 산업의 현실은 그리 낙관적이지 않다. 대표적인 이유로 핵심 소프트웨어인 네트워크 운영체제의 부재를 꼽는다. 이는 소프트웨어 개발 인력 부재, 투자 부족, 산업 경쟁력 약화, 매출 축소 등이 악순환의 고리로 연결되기 때문이다. 따라서 본고에서는 네트워크 산업 생태계의 회복과 이를 통한 네트워크 산업의 재도약을 위한 핵심 분야인 네트워크 운영체제의 기술동향을 살펴보고자 한다. 먼저 국내외 통신산업의 변화와 네트워크 운영체제 개발동향 및 네트워크 운영체제의 요구사항을 확인하고, 최근 주목받고 있는 개방형 네트워크 장비 개발동향를 소개한다. 그리고 국내외 네트워크 장비 시장에서 경쟁력을 확보하려는 방안으로 추진하고 있는 한국형 네트워크 운영체제(openN2OS)의 개발현황을 살펴본다.

Technology Innovation and Changes on Structure of Value Creation in an Industrial Ecosystem (산업생태계의 기술혁신과 가치창출 구조 변화)

  • The existing innovation policies and strategies mainly focused on the influencing factors for improvement of innovation outcome. However, these strategies were not always successful in driving innovative activities that make technology innovation disseminated. In this regard, innovation ecosystems approach has recently been coming to the force to establish a successful innovation strategy. The innovation ecosystems concept describes that innovation processes are evolved through collaborative networks of economic actors. In an innovation ecosystem, different organizations collaborate for technology development and its use. They interact for value co-creation by sharing mutual resources. The organizational networks are re-organized by dynamic changes of actors' interactions, which drive innovation mechanism of the networks. Recent studies on innovation ecosystems mostly have paid attention on developing theoretical frameworks to describe dynamics of an innovation ecosystem. There have hardly been empirical tests on the theoretical ecosystem models. In this vein, we investigated dynamics of an innovation ecosystem by analyzing structural characteristics of a collaborative network among organizations which are involved in the use of innovative technologies. Particularly, we examined the longitudinal changes of the interaction patterns among the organizations. This test was performed by an analysis of structural equivalence on the network dataset transformed from the organizational interactions. This result provides a guideline for an organization in developing an innovation strategy under a systemic perspective.

An Identification of Domestic Habitat and Settlement of the Invasive Exotic Fish Brown Trout, Salmo trutta (침입성 외래어류 브라운송어 Salmo trutta의 국내 서식 및 정착 확인)

  • In 2020 and 2022, the habitat of brown trout (Salmo trutta) was investigated in the Soyanggang River in Chuncheon, Gangwon province. As a result of the fish survey, A total of 43 individuals brown trout were identified. The total length of brown trout was widely confirmed from 60 cm or more to less than 10 cm. In January 2020, sperm release and spawn were observed in male and female confirmed at the St. 1. Brown trout were identified stably settled in the Soyanggang River and continues to live. In addition, benthic macroinvertebrates that can act as food sources of brown trout and abundantly inhabited. The riverbed structure is evenly composed of fine gravel and gravel, which constitutes the conditions necessary for habitat and spawning. However, the spawning grounds, spawned eggs and hatched fry have not yet been clearly identified, so continuous research is needed.

  • 최근 스마트폰 확산과 함께 모바일 시장이 개방적인 PC진영으로 편입되면서 ICT 산업구조가 복잡한 개방적 생태계로 재편성되고 있다. 이에 본고에서는 가치 네트워크(Value Network) 관점에서 타 산업 사업자간 상생적 협력관계 구축을 통한 수익배분 모델 등 주요 글로벌 ICT 리더들의 사업전략을 분석하고, 단말 및 서비스 플랫폼을 중심으로 하는 새로운 ICT 생태계의 진화방향을 전망하고자 한다. 특히 앱스 토어를 기반으로 하여 단말 플랫폼을 확장하는 애플의 전략 과 웹을 기반으로 하는 서비스 플랫폼을 통해 이용자의 접점을 확장하는 구글의 사업전략을 비교 분석하여 향후 글로벌 ICT 산업의 전망과 시사점을 제시하고자 한다.

  • It becomes to be essential for firms to build up collaboration ecosystem with diverse entities and to be common for firms to absorb knowledge from external environment for their innovation. Companies try to transfer technological or knowledge asset to other firms through open innovation. The purpose of this research is to suggest the role of universities in University-Industry Collaborations besides research collaboration and we focus on the role of university to strengthen the regional business ecosystem network. For this research, we analyze a specific UIC(University Industry Collaboration) program called as "Business Clinic Day" which provides a consulting service for firms, especially, SMEs with a specific problem by a group of consultants including CEOs, professors, and heads of regional public or private service providers. Then we studied how the business network has changed after the program with network analysis. Also, we try to find out the main pattern of network structure extension of business ecosystem with interview. This study illustrates that changing types of network are formed between university and SMEs by clinic day. The result shows that not only new role as a network promoter, but also the partner as a technology-provider in the regional business ecosystem.

A Study on the Relationship between Cooperation Network and Publication Performance of Korean Government-Funded Research Institutes through Collaborative Paper Status (공동논문 현황을 통한 정부출연(연)의 협력네트워크 구조와 논문성과와의 관계 분석)

  • Establishment of efficient cooperative ecosystem of research institutes is important for the efficiency of national innovation system, especially in the era of technology convergence. Performance of institutes inside the ecosystem is dependent on the position of the institutes in the system. This study investigates the relationship between network structure and research performance, and determines significant factors on the research performance. The results of 5 year panel data analysis of SCI journal papers of Korean government research institutes indicate that four network centralities -degree, betweenness, closeness, and eigenvector- and structural holes have significant effect on the research performance of the institutes. Among the four centralities, closeness and eigenvectors are more significant than others. Implications of the results of this study for policy of establishing efficient cooperative system are that increasing the cooperative activities of less active institutes is more effective for research performance than increasing the magnitude of cooperative activities of all institutes. Also, when an institute starts a new cooperative relationship, it is better to have relationship with an active institute first.

  • The paper presents available options that Korea can adopt in an effort to promote eco-industrial development in a near future. What is missing and the reasons why Korea is behind the other countries in the area are: 1) Lack of holistic view and the integrated approach toward economy and environment in policy implementation, 2) Lack of understanding, among entrepreneurs, of the concept of productivity per input resource, and the fact that not only labor and capital productivity but also the total productivity enhancement is vital for industry's competitive edge; There has been no driving force in the market to develop economies of system integration to turn industrial wastes to valuable input resources, 3) Unsupportive regulatory system regarding the trade of by products, and 4) Lack of financing and incentive mechanism. 5) Lack of information forum. Regulatory reform should be taken for the direction that in effect increase the price of disposal and motivate firms to seek symbiotic relationship with other firms, and facilitate trade by-product between firms. Financing and incentive mechanism should be introduced in order for the industry to find easy access to the opportunities for organizing the network to transform wastes in negative value to the value added resources. Also information network should be established to provide a market for by-product exchange and public education to improve industry's environmental performance.
