Variation of Ecological Flow Applying Physical Habitat in Urban-Stream (도시하천에서 물리서식처를 활용한 생태유량 변화)

  • 국내 외에서 생태 수리해석 및 생태 서식 조건을 충족시키기 위한 최적 생태유량 (생태 유지유량) 산정에 대한 연구는 다양하게 진행되어 왔다. 그러나 상대적으로 생태 유지유량을 확보하기 위한 연구는 기존의 방법에서 크게 변화하지 못하고 있는 실정이다. 하천 유지유량을 확보하는 방안은 신규 댐/저수지 개발, 하수처리장 방류수 활용 등과 같은 직접 확보 방안과 댐/저수지 운영 효율 개선, 하천 유수점용허가 관리 등과 같은 간접 확보 방안으로 구분할 수 있다. 그러나 도시 하천에서 유지유량을 확보하기 위해 기존의 방법을 적용하는 것은 현실적으로 한계가 있다. 본 연구는 2차원 물리서식처 모형인 River2D를 이용하여, 물리서식처가 생태유량에 미치는 영향을 분석하였다. 대상구간은 한강의 제1지류인 홍제천으로 선정하였으며, 대상 구간은 하수처리장 방류수를 통해 유지유량이 확보되고 있으며, 추가적인 유지유량을 확보하기 현실적으로 어려운 구간이다. 물리서식처가 생태유량에 미치는 영향을 파악하기 위하여 현재 상태와 추가적인 물리서식처를 고려한 2차원 물리서식처 모의를 진행하였다. 이를 통해 물리서식처를 추가적으로 적용할 경우 현재 상태대비 물리 서식환경이 증가되어 생태유량이 일정부분 확보되는 것으로 나타났다. 본 연구는 도시하천에 물리 서식처를 도입하여 생태 서식공간이 증가함으로써 생태유량을 확보할 수 있는 방안에 대한 방법론을 제시할 수 있을 것으로 기대된다.

A Study on Zoning and Management of Conservation Area and Ecological Management Plan on Urban Stream Using Marxan - A Case of Jungrangcheon(Stream) in Seoul - (Marxan을 이용한 도시하천의 보전지역 설정 및 생태적 관리방안 연구 - 서울시 중랑천을 대상으로 -)

  • This study presented a plan for the establishment of conservation areas and the ecological management of those areas in the stream based on the Marxan with Zones Program for a Jungrangcheon Stream in downtown Seoul. The application of the Marxan with Zones Program included the stage of planning unit setting, application of mapping indices, numerical correction for repetitive analysis, creation of scenario-specific optimizations through analysis, analysis of sensitivity by scenario, review, and the selection of optimal plans among the scenarios considered. As a result of the establishment of a conservation area near Jungrangcheon Stream, which has several watershed areas, including an upper-middle-class wildlife protection zone, which was previously designated and managed as a conservation area, and the migratory protection zone downstream of Jungrangcheon Stream were designated as key conservation areas. A number of wild birds were observed in the upper reaches of Jungrangcheon Stream, adjacent to the forests of Suraksan Mountain and Dobongsan Mountain. The downstream area is a habitat for migratory birds that travel along the stream and the adjacent river ecosystem, including the Hangang River confluence and Cheonggyecheon Stream confluence. Therefore, the upper and lower reaches of Jungrangcheon Stream are connected to forest ecosystems such as Dobongsan Mountain, Suraksan Mountain, and Eungbongsan Mountain, as well as urban green area and river ecosystems in the basin area, which influence the establishment of conservation areas. This study verified the establishment and evaluation of existing conservation areas through the Marxan with Zones Program during the verification of the conservation areas and was presented as in-stream management and basin management method to manage the basin areas derived from core conservation areas determined through the program.

Function of Environmental Flows for Sustainable Water Resources Management (지속가능한 물 관리를 위한 환경유량의 기능정립에 관한 연구)

  • In recent days, people's requests about water resources have been developed from managing quality and quantity of water resources to forming a river environment by restoring normal function of river. To meet these requests, it is necessary to establish the concept of environmental flows. In Korea, the environmental flows was introduced as a concept of river maintenance flows in a sense of river management. The function of river maintenance flows has been changed according to what the major issue is in that age such as navigation, water quality, and prevention of saline water intrusion. As the assesment of river maintenance flows in Korea focused mainly on the function of water usage oriented in human, it could not be defined and emphasized in a sense of ecosystem as a pure meaning of environmental flows. And while the existing river maintenance flows are included the assesment of flows, there is not a practical procedure to supply them and the efficient management in a sense of environment is not performed. The environmental flows should be further developed from the river maintenance flows and changed to a new concept focused on maintaining the health of ecosystem. In other words, the environmental flows should be defined as a necessary flows for maintaining the function of river and its original value, and be considered on the same or higher value of flows for maintenance of economic activity, recreation, and power generation.

An Evaluation of Natural-Ecological Function for Planning and Management on Forest (산림녹지의 계획 및 관리를 위한 자연생태적 기능 평가)

  • Many studies which assessed the function of forest are focused on usage of citizen, but studies which focused on natural-ecological function still lack. Hence, the purpose of this study is to select and apply the evaluation indicators on natural-ecological function of forest as a base research for sustainable planing and management. First, the 35 indicators were selected by the review of the internal and external 56 literature. The 12 indicators among those were reselected as natural-ecological indicator by the first survey and 7 indicators such as green area, connectivity etc. were determined through MCB analysis by the second survey. Also, the weights of 7 indicators for the functional evaluation were computed using AHP analysis by the third survey. As aresult of AHP analysis, the naturality was showed the highest indicator by 0.189, while the NDVI was evaluated the lowest indicator by 0.063. According to the result of evaluating the natural-ecological function on forest in Daegu which was selected as suitable study area, the natural-ecological functions around the Mt. Ap and Mt. Chengryong, top of Mt. Biseul had more than 85 scores, so those were assessed as an excellent area. On the other hand, the functions around the western area of Mt. Waryong and Mt. Macheon, the Mt. Daeni of Dalseong-Gun had less than 50 scores, which means that the area had to be controled by sustainable management. Therefore, we will be able to utilize the basic data for the preservation and management at urban and environmental planning through the results of this study.

The Conservation Value of Coral Communities in Moonseom Ecosystem Protected Area (문섬 등 주변해역 생태계보호구역 내 산호군락지의 보전가치)

  • The Korean government has been trying to conserve a marine ecosystem that has been shifting due to climate change. As part of this effort, the government designated seventy-seven marine species that have been disappearing and deserve to be protected as endangered managing them specially. To generate basic data to guide policy for these endangered species, their value must be measured. OOf the species declared endangered, coral is particularly threatened by climate change, and its management is important. Accordingly, understanding the potential value of reefs, can be an effective way of proving the benefits of continuous management to decision makers and the general public alike. To this end, we have applied the contingent valuation method (CVM), an economic technique of for valuing a environmental and non-market goods such as a coral reef. A national face-to-face survey of 1,000 randomly selected households was conducted in order to determine the public's willingness to pay (WTP) for conserving coral reefs. A one-and-one-half-bound (OOHB) model was adopted to interpret WTP responses, and a spike model was employed to deal with zero WTP responses. The results show that the conservation value of a coral reef can be estimated at 3,016 won per household per year, statistically significant at the 1 % level. Expanding values to the national population gives an annual value of 58.9 billion won. We can conclude that the public is willing to pay a significant amount to conserve coral reefs.

Water quality modeling of estuary reservoir using Watershed-Reservoir linkage model (유역-호소모형 연계를 이용한 담수호 수질모의)

  • 하구담수호는 하천의 종점에서 해양과 만나는 곳에 방조제를 건설해 담수를 유도하여 형성되는 인공호수이다. 유역 말단에 위치하기 때문에 유역에서 유출되는 모든 수자원을 확보할 수 있는 장점이 있지만, 유역에서 발생하는 오염물질이 모두 유입되고 인공적인 담수의 특성 때문에 수질이 악화되기 쉬운 조건을 지니고 있다. 담수호의 수질관리는 유입되는 오염물질의 양이 많고 담수된 수자원량도 많으므로 부분적인 방법으로는 개선이 어려우며, 유역과 호소를 포함한 종합적인 대책이 필요하다. 담수호의 수질관리대책 수립은 크게 상류 유역에 대한 대책과 호소에 대한 대책으로 구분된다. 대표적인 대책으로는 상류 유역의 하수처리장, 축사, 농경지 관리를 통한 배출부하량 감소와 호소 내 수질개선을 위한 습지, 저류지 건설 및 준설을 통한 내부부하 감소 등이 있다. 이처럼 담수호의 수질관리를 위해서는 상류 유역에서 호소까지 종합적으로 고려해야 한다. 본 연구에서는 유역모형과 호소모형의 연계를 통해 간월호 유역을 모의하였다. 유역모형은 HSPF(Hydrological Simulation Program-FORTRAN) 모형을 사용하였으며, 유역 내 3개의 하수처리장과 1개의 분뇨처리장을 고려하였으며, 4개 지점에 대하여 보정 및 검정을 시행하였다. 호소모형은 EFDC-WASP 연계모형을 이용하였으며, HSPF에서 모의 된 유입량과 호내 설치된 4개의 양수장, 배수갑문 운영일지를 고려하여 모의하였다. 호소 내 수질 측정지점에 대하여 T-N, T-P에 대하여 보정 및 검정을 수행하였다. 본 연구는 담수호 수질관리를 위한 분석시스템 구축으로 추후 대책에 따른 효과분석에 활용할 수 있을 것이다.

Vegetation Structure and Management Methodology for Ecotourism Resources of Pocheon Valley, Mt. Gaya in Korea (가야산 포천계곡의 생태관광자원 활용을 위한 식생구조 분석과 관리 방안)

  • This study was intended to suggest the appropriate vegetation management methodology by analyzing phytosociology for ecotourism resources. We carried out the classification and interpretation of the vegetation structure and the analysis of the relationship between communities and environmental conditions in Pocheon valley, Mt. Gaya. The vegetation in Pocheon valley was composed of 5 communities: Pinus densiflora-Quercus mongolica community, Quercus serrata-Quercus variabilis community, Larix kaempferi-Quercus serrata community, Pinus densiflora-Castanea crenata community, and Salix gracilistyla-Phragmites japonica community. The Quercus serrata-Quercus variabilis community was further segmented into two types according to the differences of composition species and location of habitats. The methodologies that satisfy both the use of nature for ecotourism resources and the sustentation of natural vegetation are as follows: - maintenance the present vegetation (dominance species) by strictly avoiding artificial management in the tree layer; - maintenance of the existing vegetation structure through the artificial management of the usual vigorous tree species when the species in the shrub layer grow up to the subtree layer; and - continued artificial management to maintain high balanced diversity and evenness of various species in shrub and herb layers.
