협회주도의 선제적 정책개발을 위해 작년 11월 26일 공식출범한 낙농정책연구소가 지난 제1회 이사회(1.23)에서 사업을 승인받은 바 있다. 생산자 단체의 전문 연구소로서 당찬 출발을 한지 3개월 남짓. 다소 늦은 감이 있지만, 현재 연구활동에 여념이 없는 조석진 낙농정책연구소장을 만나보았다.

본회는 자조금 적립 등을 규정하고 있는 농어촌 발전특별 조치법이 공포됨에 따라 지난 4월 9일 대한양계협회, 낙농육우협회와 공동으로 자조금제도 시행에 필요한 사항을 규정하고 있는 "농발법"시행규칙 (안)을 마련, 정부에 제출했다. 다음은 본회 등 3개 생산자단체가 공동으로 제출한 시행규칙(안)전문이다.

몇백년 동안의 오랜전통중의 하나이자 우리의 생활습관인 생계판매나 구입이 하루아침에 법에 의해서 바꾸어 질것으로 생각한 사람이 있다고 한다면 그 사람들이 잘못이며 무리를 알고있는 것이다. 그러면 단계별기간을 몇 년 또는 몇개월로 설정할것인가? 그에 대한 해답은 서울시 당국 또는 관계부처와 생산자 단체나 각종 유통 기관들이 소비자 계몽에 얼마나 적극적으로 임하느냐에 따라 결정될 문제이지 어떤사람의 임의대로 정해져서는 안될것이다.

2014년 여야정협의체는 한·호주, 한·캐나다 자유무역협정(FTA)에 의한 축산농가 피해 대책으로 10년간(2015.1.1~2024.12.31) 도축장 전기요금의 20%를 감면키로 했다. 감면된 전기요금은 오리농가에 환급하고 있다. 도축장 전기요금 20% 할인특례조치가 내년 말 종료를 앞둔 가운데 정부, 국회, 생산자단체 등 관계자 200여 명이 한자리에 모여 제도 유지를 논의하는 정책토론회를 가졌다.

Many problems of archival description in new environments can be solved by building archival authority databases. This study examines function and structure of archival authority records comparing with library authority records, and analyses the archival authority records in NARA system and Australian CRS System which accepts dynamic description process for archival records. Based on these investigations, some development directions for national archival authority database are recommended.

It is essential to describe information on a person, family or corporate body that is responsible for creation of archives in providing archival contextual information. This paper discusses the establishment of contextual information based on the authority control of creators of archives by using international standards such as ISAAR (CPF) : International Standard Archival Authority Record for Corporate Bodies, Persons, and Families, Second edition and EAC(Encoded Archival Context). It introduces the LEAF(Linking and Exploring Authority Files) Project in Europe, which presents the model for exchanging and sharing of authority data between libraries, archives and museums by employing EAC. The concluding remarks stress limitations associated with establishing and exchanging of authority files and requirements for the establishment of archival contextual information nationally.

This study is on the method of direct transaction with farmers, a farmers' group and consumers through internet. Approximately the method in this study could be divided into 4 sections: 1) full information display about agricultural products of farmers, farmers' group, 2) consumers' choice about the best stuff, 3) direct transaction system by using tele-banking and 4) a delivery system in conveying method or an interview type electronic commerce system that carry out the direct visit These methods are to make the merits of the existing traditional type commerce system's to be maximized to make bull use of electronic commerce system.

지난 3월 정부는 그 동안 지속되어 오던 식품위생관리 행정체계 개편과 관련 식품의약품안전청을 폐지하고 국무총리실 산하에‘식품안전처’를 신설하겠다고 발표한바 있다. 세계적으로도 농축산물을 포함한 식품 위생업무는 생산단계부터 최종소비단계까지 일관된 관리가 필요하여 이른바“Farm To Table(농장에서 식탁까지)”에 근거해 업무가 추진되고 있다. 그러나 이번 정부의 발표에 따른‘식품안전처’는 축산물위생업무를 실제 담당하는 수의사들이 근무하며, 농축산물의 생산, 방역∙위생관리의 주관부서가 아닌 사실상 식품의약품안전청의 승격기관이라는 점에서 문제가 되고 있다. 과연‘식품안전처’의 신설이 국민에게 안전한 먹거리를 보장할 수 있는 최선의 방법인가를 신중히 검토하기 위해 우리회를 포함한 축산관련단체협의회에서는 소비자단체, 관련학계, 생산자단체 등과 연계하여‘식품안전관리추진위원회’를 설립하고 지난 7월 6일 국회 의원회관 대회의실에서“소비자 농업시대와 농식품 안전관리”라는 주제로 심포지엄을 개최하였다.

국내 우유소비 둔화와 수입 유제품 급증으로 우유수급 문제가 좀처럼 개선될 기미가 보이지 않아, 낙농가들의 어려움이 지속되고 있다. 이에 대한 대책마련을 위해 정부, 학계, 생산자단체 모두가 나서서 고민하고 있지만 아직 뾰족한 수를 찾지 못하고 있는 상황에서, 한국낙농육우협회는 최근 '국내산 자연치즈 활성화 방안'이란 연구 과제를 통해 국내 원유 소비 확대방안을 모색했다. 이번 연구 과제를 수행한 퓨처앤테크놀로지 권영웅 대표를 만나 '자연치즈 활성화'를 통한 국내 낙농산업의 위기 탈출 해법을 대해 들어봤다.

축산물품질평가원은 세종시에 위치한 본원과 전국 10개 권역에 위치한 지원으로 구성되어 있다. 10개의 각 지원에서는 그 지역만의 특화사업을 추진 중에 있다. 지원 특화사업 중 충북지원 특화사업인 "ONE-STOP 한우 아카데미"를 첫 번째로 소개하고자 한다. "ONE-STOP 한우 아카데미"는 축평원 충북지원 주관으로 충북농업기술원 및 농협 음성축산물공판장 3개 기관이 업무협익멸 통해 전국의 한우 생산자, 소비자단체 및 대학생을 대상으로 각 기관 전문분야를 하루에 걸쳐 ONE-STOP으로 실시하는 한우 고급육 종합교육과정으로써 올 한해 4월부터 10월까지 총 22회에 걸쳐 실시하는 교육 홍보 프로그램이다.
