Under the general maritime law, a life salvor has no claim against the person saved, and a pure life salvor has no right to compensation from the owner of the ship or its cargo. This harsh rule, which treats the salvor of life less generously than the salvor of property, has been modified by international conventions, statutes, so that life salvors may expect a reward in most cases. It is, especially, unreasonable that a prerequisite of a salvage award is that at least some of the property must be saved, because life of a person can not be compared to values of goods such as vessels and cargoes. Also it is not understandable that only pure life salvors can not expect a reward for the saving of life from the owners of the property. In the meantime, according to Article 39 of the Korean Maritime Search and Rescue Act (hereunder, KMSARA), any person who has gave assistance and rescued in accordance with a governmental officer's order may get a compensation for their time and labour. The above mentioned compensation which is stemmed from the KMSARA may play a role as a compliment for the lack of enough compensation to a life salvor. This means that even though a life salvor failed to save property, he may expect a minimum compensation from the KMSARA. However, it should be recognized that when a life salvor is entitled to both remuneration for the salvage of life and recourse of expenditures from the KMSARA, the total remuneration shall be paid only if and to the extent that such remuneration is greater than any reward recoverable by the salvor under the Korean Commercial Code and the KMSARA.
Microfluidic paper-based analytical devices (μPADs) have recently been in the spotlight for their applicability in point-of-care diagnostics and environmental material detection. This study presents a double-sided printing method for fabricating 3D-μPADs, providing simple and cost effective metal ion detection. The design of the 3D-μPAD was made into an acryl stamp by laser cutting and then coating it with a thin layer of PDMS using the spin-coating method. This fabricated stamp was used to form the 3D structure of the hydrophobic barrier through a double-sided contact printing method. The fabrication of the 3D hydrophobic barrier within a single sheet was optimized by controlling the spin-coating rate, reagent ratio and contacting time. The optimal conditions were found by analyzing the area change of the PDMS hydrophobic barrier and hydrophilic channel using ink with chromatography paper. Using the fabricated 3D-μPAD under optimized conditions, Ni2+, Cu2+, Hg2+, and pH were detected at different concentrations and displayed with color intensity in grayscale for quantitative analysis using ImageJ. This study demonstrated that a 3D-μPAD biosensor can be applied to detect metal ions without special analysis equipment. This 3D-μPAD provides a highly portable and rapid on-site monitoring platform for detecting multiple heavy metal ions with extremely high repeatability, which is useful for resource-limited areas and developing countries.
Purpose: The evaluation of seismic performance of critical structures has been emerging a key issue in Korea, since a magnitude 5.8 earthquake, the worst in Koran history, struck Gyeongju, southern area in Korea on september 12th, 2016. In particular, the catastrophic failure of nonstructural components such as sprinkler piping systems can cause significant economic loss or loss of life during and after an earthquake. The nonstructural components can be more fragile than structural components in seismic behavior. Method: This study presents the seismic performance evaluation of fire protection piping system, using coupled building-piping system installed with Triple Friction Pendulum Bearings (TPBs). Kobe (Japan), Kocaeli (Turkey), and GyeongJu (Korea) were selected to consider the uncertainty of ground motions in this study. Result: In the simulation results, it was observed that the reduction of maximum displacements of the piping system with the TPBs' system was significant: Kobe, Kocaeli, and Gyeongju cases were 49%, 14.4% and 21.5%, respectively. Conclusion: Therefore, using seismically isolated system in a building-piping system can be more effective to reduce the seismic risk than a normally installed building-piping systems without TPBs in strong earthquakes.
Uncooked starch can be effectively saccharified in an enzyme reaction system containing attrition-milling media. To develope the high efficiency bioattritor, an agitated bead type bioreactor was constructed, and its effectiveness was evaluated. The optimal operation condition of bioattritor was found to be 300 g glass bead/L, 200 rpm, standard type impeller for 220 g/L of uncooked corn starch. The torque under the various operational conditions were also measured. The interrelation-ship between energy consumption for agitation of attrition-milling media and enhanced extent of saccharification of uncooked starch was evaluated, Power consumption was measured to be around 1.53 watt/L under the optimal operation condition. The attrition coupled enzyme reaction system is identified to tie a very excellent energy saying process for saccharification of uncooked starch, and seems to have a bright prospect of industrial application.

The Human gene testing act (GenDG) in Germany starts from the characteristic features of gene testing, i.e. dualisting structure consisted of anlaysis on the one side and the interpretation on the other side. The linguistic distincion of 'testing', 'anlaysis' and 'judgment' in the act is a fine example. Another important basis of the regulation is the ideological purpose of the law, that is information autonomy. The normative texts as such and the founding principle are the basis of the classification of testing types. Especially in the case of gene testing for medical purpose is classified into testing for diagnostic purpose and predictive purpose. However, those two types are not always clearly differentiated because the predictive value of testing is common in both types. In the legal regulation of gene testing it is therefore important to manage the uncertainty and subjectivity which are inherent in the gene-analysis and the judgment. In GenDG the system ensuring the quality of analysis is set up and GEKO(Commity for gene tisting) based on the section 23 of GenDG concretes the criterium of validity through guidelines. It is also very important in the case of gene testing for medical purpose to set up the system for ensurement of procedural rationality of the interpretation. The interpretation of the results of analysis has a wide spectrum because of the consistent development of technology on the one side and different understandings of different subjects who performs gene testings. Therefore the process should include the communication process for patients in oder that he or she could understand the meaning of gene testing and make plans of life. In GenDG the process of genetic counselling and GEKO concretes the regulation very precisely. The regulation as such in GenDG seems to be very suggestive to Korean legal polic concerning the gene testing.

처방전달시스템은 처방의 수행은 의사가, 그에 따른 의약품조제는 약사가 수행함으로써 의약품의 오․남용을 방지하기 위한 의약분업의 실시에 따른 국민불편의 최소화와 약화사고에 따른 인증문제 등을 지원하기 위한 정보시스템이다. 처방전달시스템은 환자 개인정보의 허용된 범위 내에서의 공유와 공유를 위한 각종 개인정보 보호장치, 처방의 안전한 전달을 위한 내용의 비밀보장과 위변조방지 및 송신자와 수신자의 인증을 위한 장치가 필수적으로 필요하다. 또한 자료의 생명주기 측면에서 본다면, 처방전의 생성은 병․의원에서 이루어지며 소멸은 약국 및 환자에의해 이루어진다. 자료의 유통과정에 살펴보면 처방전달시스템의 주요성공요인은 정보의 생산자인 병․의원(의사)의 적극적인 정보제공의지와 이를 지원하는 편리한 정보시스템의 구축이라고 할 수 있다. 정보의 생산자인 병․의원 정보시스템 환경은 다양하고 복잡하기 때문에 기존의 애플리케이션을 이용하면서 처방의 전송을 위해서는 기존 애플리케이션 및 플랫폼에 독립적이며 자료의 적합한 취합과 통합이 가능하도록 지원하는 시스템이 필요하다. 처방전달 메시징시스템은 이러한 복합적인 정보시스템 환경을 지원하며 동시에 처방정보의 안전한 전달을 위해 플랫폼으로 실행될 수 있는 시스템을 말한다. 또한 처방의 비교적 짧은 생명주기와 지역적 생산, 유통구조를 적합하게 지원하기 위해 지역별 독립시스템의 구축과 공통정보 활용을 위한 중앙시스템과의 역할분담 모델에 근거한 분산시스템의 구축이 요구된다. 본 연구에서의 처방전달 메시징시스템은 일반적인 메시지서비스의 특성을 기본으로 자료전달을 위해 자료 암호화와 복호화, 송신자와 수신자에 대한 인증 및 자료접근 제한기능을 제공하며 각 클라이언트와 서버간의 실시간 연결 혹은 지연연결을 지원하는 독립적인 애플리케이션이다. 이러한 처방전달 메시징시스템을 구성하는 각 요소에 대해 정의하고 개념적 모델을 설계하고자 한다.에게 청구되며, 소비자에게 전송 되는 청구서는 사용자DB를 참조하여 사용자가 미리 정의한 원하는 형태로 변환되어 전달되며, 필요시 암호화 과정을 거치는 것이 가능해야 한다. 전송된 청구서는 전자우편의 경우, 암호해독이 가능한 전용 브라우저를 통해 열람 되며, 이는 다시 전용 브라우저를 통해 지불인증이 승인되어 청구 제시서버에게 전송된다. Bacteria that antagonize plant pathogenic fungi were isolated from the sediment soil at the Ansan industrial estate. One isolate of them showed growth inhibition of Rhizoctonia solani, Botrytis cenerea, and Fusarium oxysporum. This strain was identified as Pandoraea sp. based on phenotypic and phylogenetic characteristics and termed Pandoraea sp. BCNU 315. Tryptone as nitrogen source and sucrose as carbon source were found to be most effective for the microbial growth. In addition, the optimum temperature and pH for microbial growth were $30^{\circ}C$ and pH 7.0, respectively. The substances generated from Pandoraea sp. BCNU 315 were purified and analyzed by column chromatography, HPLC, GC-MS and NMR. As a result, one compound was determined to be indole, another compound was predicted as cyclopentadecaheptene. Detailed structural clarification of the all of the rest six compounds from Pandoraea sp. BCNU 315 has to be accompanied in the further studies.
This paper explores what we call 'the problem of undone social science' by examining the lack of interests in the social, ethical, and legal issues of synthetic biology among social scientists in Korea. This new field of science, which has emerged in the twenty-first century with the promise of solving future problems of energy, food, and disease in the world, has also created a considerable degree of anxiety over the issues of bioethics, biosafety, and biosecurity. From its beginning, therefore, researchers of synthetic biology in Europe and the U.S. have sought to engage social scientists in their projects. Yet scientists and social scientists in Korea have shown no sign of working together to deal with both potential benefits and risks of synthetic biology. Why this silence? What strategic moves would be needed to overcome the structural barrier for their collaboration? Surveying the diverse methodologies developed during and after ELSI (ethical, legal, social implications) experiments, this paper aims to provide three suggestions that might make possible mutually profitable and continuously stimulating dialogues between the two worlds of science and social science: first, institutionalize the ELSI studies on any newly emerging science and technology of concern; second, explore diverse post-ELSI methodologies experimented elsewhere and develop ones that might be applicable best to the Korean situation; and third and perhaps most important, create an intellectual space and a lawful protection for social scientists to exercise their research freedom at the reasonable level and receive a fair review by their peers, not solely by funding agencies and scientific organizations.
Inductive Power Transfer (IPT) systems have successfully been developed and used to replace traditional conductive power transfer systems where physical connection is either inconvenient or impossible, such as biomedical implants, undersea vehicles, and contactless battery chargers of robots, for providing power to movable or detachable loads. Inductive Coupling uses magnetic fields to transfer power. There is a primary coil, which generates a magnetic field. Then there is another secondary coil which is composed of a capacitor and a coil, the capacitor creates a circuit with the primary and secondary coils. This paper discusses design method and several implementation alternatives for wireless energy transmission systems. It presents realization examples for these alternatives. Wireless energy transmission is investigated in numerous convergence applications due to its simplicity and advantages.
