조달청이 입찰자 정보를 분석해 불법전자입찰을 색출해내는 '불법전자입찰 징후분석시스템'을 본격 가동한다. 조달청(청장 권태균)은 지난 7월 22일 "아직도 일부 입찰자들이 전자입찰시스템을 악용, 담함 및 공인 인증서 대여 등의 불법입찰 행위를 하고 있다"고 지적하고 "이를 체계적이고 상시 감시하기 위한 불법전자 입찰 징후분석시스템(이하 '징후분석시스템')을 본격 가동해 불법입찰 혐의가 짙은 201개 업체를 공정거래 위원회에 조사요청 할 계획"이라고 밝혔다. 이번 '징후분석시스템'의 본격가동으로 인증서 대여를 통한 불법전자입찰 행위를 뿌리 뽑아, 국가예산의 낭비방지 및 공공공사와 조달물품의 품질 제고에 기여할 것으로 기대된다.

해상 특성으로 야간에 항로표지 충돌사고가 빈번하게 발생함에 따라 야간에도 주간처럼 사물 식별이 가능한 영상정보를 확인할 수 있는 고성능 촬영장비 도입하고 부산항 주요항로에 운영되고 있는 항로표지시설의 주 야간 상태 정보를 감시하여 항로표지 고시기능 유지 여부를 확인하고 선박 충돌에 의한 등부표 사고 발생시 가해선박을 색출하여 원인자에게 피해시설을 복구토록 함.

양돈관리에 있어 생산성을 극대화하기 위한 방안을 살펴보면 첫째가 기록관리를 통한 생산성 분석, 둘째는 총산자수 향상을 위한 교배기술, 셋째는 효율적인 주간관리, 넷째는 임신진단을 통한 불임돈의 조기색출, 다섯째는 초산돈 관리와 분만후 5일 이내 자돈의 집중관리가 그것이다. 이 부분에서 총자산수 향상을 위한 교배기술은 무엇보다 중요하다. 특히 모돈에 있어서 이유후 재귀발정의 시기와 강도는 임신에 크나 큰 영향을 미친다. 다음에서 후보돈관리와 모돈관리, 웅돈관리 요령을 살펴보겠다.

This paper proposes a algorithm to obtain a time-varing system parameters for the optimal controller. The proposed algorithm is enlarged from tile optimal sorting algorithm. It applies to Bang-Bang control and compares with CGD Method. We confirm that the proposed algorithm is excellent.

금속탐지 센서는 공항, 접경지역 같은 다양한 보안 분야 등에서 널리 사용하고 있는 센서이다. 이러한 금속탐지 센서는 홀 현상을 이용하는가, 맴돌이 전류를 색출하여 탐지하는가 등에 따라 방식이 나뉘게 된다. 본 논문에서는 이러한 방식들 중 미세한 저항의 변화를 탐지하는 이방성 자기저항을 이용하여 다른 방식의 센서들보다 전력소보가 적고 정교한 탐지가 가능하도록 하였다. 또한 센서의 축을 늘려 더욱 넓은 원형범위에서 금속을 탐지할 수 있게 하였다.

요즘 현금카드나 신용카드를 훔치고 비밀번호를 알아내 ATM(현금자동지급기)에서 현금을 인출하는 범죄가 늘고 있는데 범인들은 대부분 선글라스, 안경, 마스크, 모자 등으로 얼굴을 가리고 인출을 함으로 은행의 CCTV는 범인색출에 거의 도움이 되지 않는다. 본 논문에서의 영상처리는 모두 Java언어를 사용하였으며 피부색을 사전 추출하는 과정을 거쳐 구현된 분류기능을 이용해 얼굴의 이목구비들의 위치를 인식하도록 한다. 이는 ATM이용자가 선글라스, 안경, 마스크 등으로 얼굴을 가리면 기기에서 애초에 서비스 받는 것을 불가능 하게 하여, 범죄를 예방할 수 있게 한다. 또한 카드의 사용자 정보와 서비스를 시도했던 시간과 캡쳐 이미지를 저장해 놓음으로써 범인의 인상착의, 알리바이 등을 확인하는데 크게 도움을 주는 ATM 안면 인식 보안 시스템의 가능성을 제안하고자 한다.

보안검색은 항공보안에서 가장 핵심적이고 기본적인 분야이다. 9.11 테러 이후 전 세계적으로 보안검색이 강화되었으나 보안검색단계에서 위해물품을 색출하는 것에는 한계가 따른다. 최근 국내 공항의 경우 언론에 보도된 보안검색 실패사례 외에도 다수의 실패사례가 보고되고 있으며 그에 따른 원인과 대책 방안의 하나를 법규에서 찾아보고자 한다. 본 연구는 현재 시행되고 있는 관련 법규와 선행연구 분석을 통해 얻은 결론으로 보안검색요원의 교육과 법적 지위 등의 제도적 문제점을 착안하고 그에 따른 개선안을 도출하여 제시하고자 한다.

A recently developed filbert-Huang transform (HHT) technique is applied to detect damage locations of bridge structures. The HHT may be used to identify the locations of damages which exhibit nonlinear and nonstationary behavior, since the HHT can show the instantaneous frequency characteristics of the signal. A series of numerical simulations were conducted for bridge pier systems with damages under a controlled load with sweeping frequency. The results of the numerical simulation study indicate that the HHT method can reasonably identify damage locations using a limited number of acceleration sensors under severe measurement noise condition.

The KERIS Union Catalog is the largest bibliographic database in Korea. It has over 5.7 million bibliographic records and at present 330 university libraries are participating in shared cataloging services. The database, however, includes various errors and a large number of duplicate data because separate databases from many university libraries were merged without proper quality control in a short period. This study intends to find error data types by analyzing dissertation bibliographic data. The results show that error data are mainly caused by input errors, and the mistakes in using MARC formats and cataloging rules.

The ideas and quasi-ideas useful for human's creation were drawn out from documents and webpages with extraction methods used in idea mining, opinion mining, and topic signal mining. The extraction methods comprised (1) decisive cue phrases, (2) cue figures and sounds, (3) contextual signals, and (4) discourse segmentations, They tested on the idea samples, such as thoughts, plans, opinions, writings, figures, sounds, and formulas. Methods (1), (3), and (4) received largely positive evaluation, judging the efficiency of 4 methods by F measure, a mixture of recall and precision ratio. In particular, decisive cue phrase method was effective to search idea and contextual signal method was effective to detect quasi-idea.
