This research started from the perspective that dynamics of the Saemaul Undong in the village which is a unit of saemaul development is the formation of social capital. The subjects of this research are 122 success village stories of Saemaul Undong in 1970~1979. Through the content analysis, it extracted the social capital elements in the Saemaul Undong practice process and analyzed their characteristics. As a result of the research, it was confirmed that the formation and utilization of internal and external networks, which are structural capital, actively developed. Saemaul Undong contributed to formation and strengthening of relational capital such as trust and norms. This will be used as a basic data for research on Saemaul Undong, and it can be used as an index of the participation of villagers in rural development strategy of developing countries.

책읽는 분위기가 만들려고 경운기 짐받이를 고쳐 이동 새마을 도서관을 운영하기도 하고, 자원봉사자 학생들과 밀차에 책을 싣고 시장을 돌며 반강제적으로 배포하기도 했다. 대출편의를 위해 8천여권의 장서에 바코드를 부착했고, 신간확보를 위해 사채를 털기까지 했다.

본 연구의 목적은 라오스 정부가 농업 농촌 발전을 목적으로 2012년부터 국가 정책으로 추진하고 있는 삼상(Sam Sang, 정치적 실천공약, 분산-분권, 국가적 목표) 농촌발전 프로그램을 소개하고, 한국의 1970년대 새마을운동의 교훈을 분석하여, 라오스 삼상모델에 적용할 수 있는 가능성을 제시하는 것이다. 본 연구의 결과 라오스 정부가 추진하고 있는 삼상 농촌개발정책에 적용할 수 있는 교훈을 다음과 같이 제시하고 있다. 상-하향식의 통합적 개발 접근은 한국 농촌발전에 매우 중요한 영향을 미친 것으로 평가하고 있으며, 놀라운 정책결과를 가져온 요인으로 분석하고 있다. 그리고 주민참여의 중요성을 부각하고 있으며 정책을 집행하는 초기단계에는 마을과 마을주민들의 역량강화를 위해서 정부의 적절한 개입과 역할을 강조하며 이를 통한 주민참여를 유도하여 궁극적으로는 자립적 의지를 통한 지속가능한 농촌개발접근이 되어야 한다고 주장하고 있다.

전국민생활의 과학화운동이 새마을운동 제2단계의 점화라는 차원에서 대대적으로 전개되고 있다. 전국 초ㆍ중ㆍ고등학교의 과학관계교과서 내용 개편을 비롯 주부를 위한 생활 과학지식 보급은 물론 영농기술 보급에 이르기까지 이양하게 추진하고 있으며 또 과학기술인들도 이 운동에 능동적으로 참여하고 있다. 이와 때를 같이하여 과학기술인의 총집결체인 한국과학기술단체총연합회등 관련 단체에서도 전국민 생활의 과학화운동 계획을 수립하고 이미 이의 실천에 들어갔다. 그래서 본지는 생산력 증대는 물론 비합리적인 의식구조와 생활관습의 일대혁신이 기대되는 전국민 생활의 과학화운동의 효과적인 추진방향을 알아보기 위해 학계ㆍ언론계ㆍ경제계 저명인사와 문인ㆍ사회원 그리고 주부를 지상초대, 그들의 이야기를 들어 보기로 했다. Although it has been well known that the Saemaul Undong had a direct relation with the water resources development during 1970's, its contribution to the water resources and increased income in rural communities has not been thoroughly quantified so far. In order to assess the contribution of the Saemaul Undong in terms of rural water resources development, we investigated various historical data produced by the central and local governments in relation to water resources development. The results show the direct and indirect contribution of the Saemaul Undong to the water resources development in rural communities such as sewage works, water supply facilities, shared wells, and river works. The results also showed a positive relation between per-house income in rural communities and areas of irrigated paddies, which were rapidly increased during 1970's. These results can be utilized to transplant the positive aspect of the Saemaul Undong to developing countries focusing on water resources development in rural areas.

과학기술단체총엽합회 새마을 기술봉사단(회장 김윤기)이 추진해온 농어촌소득증대를 위한 1마을 1학기술자 기술결연 운동이 자표 140마을중 16개 마을이 결연을 마쳤고 14개 마을은 7월초에 결연이 확정되어 소기의 성과를 100% 완수하게 됐다.이들 126개 마을과 결연을 맺은 과학기술자들의 실태를 학위별로 분류해 보면 박사 24명(농박10,공박3,약박2,이박7,의박1,수의박1)석사19명 학사83명이다.그리고 현직은 대학교수직 80명,실업고등학교사 36명 기타 전문직 10명의 분포로 나타났다. 도별로 기술결연을 맺은 부락은 경기도12강원도 14,충청북도10,충청남도 10,전라북도13,전라남도25,경상북도21,경상남도19,제주도2,이다.결연자 및 마을은 다음과 닽다.
