이 글은 2004년 7월 24일~25일에 걸쳐 중국 소주에서 개최된 중국도서관학회 연차대회 참관기이다. 중국도서관학회의 초청을 받아 우리 협회는 한상완 부회장, 이경구 사무총장, 이은철 기획위원장이 참석하였다. 그동안 양 기관은 상호 교류협정에 의해 격년으로 상대방 국가 협회(학회)의 임원을 초청하여 상호교류 및 협력방안에 대해 논의를 거듭해 왔다. 올해는 2006년 IFLA 서울대회를 앞두고 대회의 홍보와 성공적인 개최를 위한 양국 간의 긴밀한 협조체제를 구축하는 등 실질적인 협의가 이루어졌다.

축산계열화법에 대한 공청회가 지난 13일 국회의원회관 제3간담회의실에서 김학용 의원(한나라당) 주최, 농림수산식품부 주관으로 개최되었다. 이번에 추진되고 있는 '축산계열화법'은 빠르면 오는 11월 국회에 의원입법으로 상정되어 처리가 될 예정이다. 본고는 그 동안 수차례의 회의와 협의를 거쳐 제정을 앞두고 있는 '축산계열화법'의 주요 내용을 소개코자 한다.

한국제지공업협동조합과 한국골판지포장공업협동조합은 그동안 골판지원지 가격 인상과 관련하여 수차례 대화를 거쳐 7월 1일부로 17~18% 골판지원지가격 인상이 불가피하다는 점에 공감하고, 제품가격 안정과 상호 경영안정화를 위한 협력 사업을 펼쳐 나아가기로 협의 하였다.

In Western Europo and the US, there has been a general trend over 30 years of reducing the amount of force by the police, through a paradigm shift from 'Escalated Force Model' towards 'Negotiated Management Model'. In tune with this trend, for example, the Swedish Police have implemented the uniformed 'Dialogue Police' system, in order to establish communication contact with demonstrators, before, during, and after their events, The Negotiated Management Model involves a greater respect for the rights of protesters, a more tolerant approach to community, and improved intelligence, communication, and flexibility, in order to facilitate lawful protests and to reduce the possibility of an escalation of major public disorder. The Korean National Police (KNP) appears to be operated within this negotiated management framework, since in preparation for the G20 Seoul Summit, they have also emphasized good communication between the police and protest groups, by newly creating the concept of 'Protest Policing Through Facilitation of Lawful Protests'. In this context, this study first attempts to analyze not only the negotiated management model, but also the Swedish dialogue police. Secondly, the study conducts a comparative study between the KNP's Protest Policing Through Facilitation of Lawful Protest and the Swedish dialogue police system, particularly, in conjunction with the negotiated management. Although Korean and western police have different system and history, protest policing model is now approaching with each other through a link between conflict resolution techniques, such as dialogue, negotiation, mediation and facilitation. Finally, the study is to prove if the KNP's protest policing model corresponds with the negotiated management model, and further to suggest new 'Facilitation of Conflict Resolution Model' as a desirable future of the KNP's protest policing.

최근 건축물이 대형화, 복잡화, 초고층화가 되어감에 따라 건축물의 변화에 대해 발생하고 있는 재난 재해는 더욱 다양해지고 대형화되어 가고 있다. 이러한 건축물의 변화에 대해 소방시설은 통합네트워크시스템을 구축하고 있으나, 우리나라와 미국은 시스템은 개별업체가 하고 있지만 수신기의 상호 시스템통합은 협의하지 않고 독립적이며 일본은 공업회에서 전용프로토콜을 사용하고 있었다. 수신기와의 상호 신호 전송방식은 Polling Addressing/RS-485과 P-MAST Polling Addressing이었다. 타 시스템과의 신호 상호연동은 3개사 모두 Ethernet 연결하고 있었으나 2개사는 광변환장치를 사용하였고 1개사는 Ethernet를 사용하였다.

The aim of this study is to analyze the causes of the network system of the public and private sections that cannot be cooperated in implementation process of disaster relief. For this objective, this study selects the concepts of policy actors, their relationships, and their interactions which are useful in analyzing policy networks. It focuses on the interaction among concerned actors of disaster relief policy. This study suggests how to improve policy networks of disaster relief focusing on the interaction among policy actors. For more effective implementation to disaster relief, however, it is necessary to strengthen public-private partnership rather than central management system. Therefore, future research on disaster relief needs to focus in network management for leading cooperation between public and private sections.

In the DBB delivery system, the design stage and the construction stage are separated. Because of this, design changes frequently occur, and problems such as construction cost overrun, schedule delay, and quality deterioration happen as well. Recently, in the construction industry CM at Risk(CM@R) delivery system, which can systematically solve the above-mentioned problems of DBB delivery system, meet various demands of clients, and overcome the limited cost and period. In the CM@R delivery system, the contractor negotiates for a maximum guaranteed price(GMP) with the client at the design stage, and the CM performer carries out the construction within the GMP. However, uncertainties are inherent in the GMP calculation because the calculation is based on unfinished drawings and documents. In this study, a Probabilistic Earlier GMP Calculation Method by combining a probabilistic tool of Monte Carlo simulation with a case based reasoning is proposed so that the uncertainty in GMP calculation is reflected. After the earlier GMP is calculated, a process to calculate the $2^{nd}$ GMP at the time of around 80 % of detailed deign and to negotiate with the client to fix the final GMP is proposed. The Probabilistic Earlier GMP Calculation Method is verified through the case study. In this study, researchers set the range of GMP through the proposed probabilistic GMP calculation and tried to reduce the risk through negotiation between the client and the CM performer. The proposed method and process would contribute to the successful introduction of CM@R in Korea.

한국대학교육협의회(회장 권영건 안동대 총장, 이하 대교협)는 한국대학신문의 후원으로 2006년 12월 5일 대교협 회의실에서 '대학생 취업관련 기관 간 연계체제 구축'을 위한 특별좌담회를 개최하였다. 이번 좌담회에서는 취업기관 간의 연계체제 구축 실태를 진단하고, 향후 구축될 연계체제 내용, 방법을 논의하고, 연계 구축을 위한 대학과 정부, 기업 간의 상호 협력방안을 모색하였다. 대교협 김영식 사무총장은 취업관련 기관들에게 "오늘 좌담회를 계기로 대학생 취업난 해소에 대교협의 협조가 필요한 사안이 있으면 언제든지 요청하여 줄 것을 당부한다"고 말했다.

입법예고된 도서관법시행령 개정령(안)에 대한 각 도서관계의 의견을 수렴하고자 지상공청회에 회부(1,300건)한 결과 396건의 의견서가 접수되었으며, 여기서 제시된 의견을 1988년 3월 12일 제 3차 도서관법시행령 개정심의위원회에서 심의하여 안을 작성하였고, 또 한편으로는 문교부에서도 관계기관과 협의하여 안을 작성하였다. 이를 상호 취합하고 심의하고자 1988년 3월 30일 제4차 도서관법시행령 개정심의위원회를 개최하였는데, 여기서 검토되고 종합평가하여 채택된 안이다.

어려움을 겪고 있는 인쇄산업에 조금이나마 도움이 될 소식이 전해졌다. 동반성장위원회(위원장 정운찬)가 최근 발표한 '중소기업 적합업종, 1차선정 품목 16개에 인쇄업이 포함되었기 때문이다. 동반성장위원회는 지난 5월 중소기업을 대상으로 업종신청을 받은 234개 중 45개를 1차로 걸러냈고 지난 9월말에 16개를 우선 1차로 선정했다. 중소기업 적합업종으로 선정되면 향후 3년간 대기업과 중소기업간 협의를 통해 대기업의 사업철수 내자는 확장 자제가 이뤄지게 된다. 이 제도는 대기업의 무분별한 사업영역 확대 자제를 통한 대 중소기업 간 동반성장를 고려한 최적의 조치라고 평가받고 있으며 전통적인 중소기업업종인 인쇄업으로서도 선정된 것은 당연하면서도 다행스러운 결과라 할 수 있다.
