The Barangay Integrated Development Approach for Nutrition Improvement of the Rural Poor, BIDANI(a Nutrition-in-Development Network Program) (지역 종합개발계획 접근에 의한 빈농 영양개선사업 -영양ㆍ개발 네트워크 프로그램-)

  • BIDANI is the action-research program. BIDANI aims to be truly a people's program embodying their own activities and aspiration. BIDANI sees an integrated development approach at the community level with participatory services embodied in a Barangay Integrated Development Plan(BIDP) designed by the people themselves. Community situational analysis is conducted by the people to identify the priority problems and potential resources in the barangay. Participatory planning, using the “bottom up” apporach, is exercised to formulate a BIDP. Proper motivation and advocacy encourage barangay people's participation. Accessibility and efficiency in the use of various services and resources of government and private agencies increase. Family groups who are at high-risk to malnutrition become aware of the importance of nutrition through their participation in development program activities. Integration of political and socio-economic concerns at the lowest level is operationalized. Implementation and sustainability of the program on a wider scale from a model project to a model program is facilitated through institutionalization at the municipal/city level with the mayor as the project director. “Top to bottom” planning through a City/Municipal Integrated Development Program(C/MIDP) interacts with “bottom up” planning at the barangay level. The establishment of a local Training School for Barangay Development(TSBD) in each municipality and city for continuing education of indigenous village workers and barangay people is a vital component for success and viability. The role of non-political entities such as academic institutions and non-government organizations, as catalytic agents of development, is stressed.

The Economic Benefit of the R&D Performance from Government-funded Research Institute for Science and Technology: Evidence from K Research Institute (과학기술계 정부출연연구기관 연구개발 성과의 경제적 편익 추정에 관한 연구 : K연구원의 사례를 중심으로)

  • Government-funded research institutes in the field of science and technology of Korea have contributed to the growth of the national economy and industrial development since the 1960s. However, those institutes recently have faced with criticism over the R&D performance on investment. Accordingly, we suggest two analytical approaches that estimate the economic benefit of the R&D performance of those institutes, (1) 'bottom-up' approach that aggregates the economic benefits of individual performances, e.g., technology transfer, technology support for small and medium enterprises, and the supply of researcher manpower and (2) 'top-down' one that estimates the contribution of those institutes on the economic growth of the industries that the R&D performance of those institutes is mainly utilized. In addition, by applying two approaches, we computed the economic benefit of the performance of the K institute in the 1996-2014 periods at 12.3 trillion won and 29.5 trillion won, respectively. Lastly, we suggest the feasibility of two approaches from the perspective of complementarity. Our study provides analytical approaches that estimate the economic benefit of the R&D performance from government funded research institutes in Korea. Lastly, our study contributes to the understanding of public on science and technology as well as the enhancement of legitimacy on those institutes among the public.

The Productivity and Cost of Yarding Operations Using a Tractor-attached Winch in Pinus densiflora Stands (소나무 임분에서의 트랙터윈치를 이용한 집재작업 생산성 및 비용분석)

  • The present study analyzed the productivity and cost of winching operations for evaluating the efficiency of a tractor-attached winch in a Pinus densiflora thinning site located in the Yangyang County of Gangwon-do. The mean yarding distance and mean timber volume were 29 m and 0.15 ㎥, respectively. In the 95 cycles of yarding operations, the uphill and downhill yarding operations constituted 51% and 49%, respectively, of the total yarding operations. The productivity of the uphill yarding operation was 2.28 ㎥/h, and the productivity of the downhill yarding operation was 1.89 ㎥/h. The findings of this study revealedthat productivity would increase by 0.5 ㎥/h when the rate of utilization of the machine is increased to 80% by reducing the operational delay time. The cost of the downhill yarding operation was 44,116 KRW/㎥, whereas that of the uphill yarding operation was 53,369 KRW/㎥. The difference in cost resulted from the difference in the number of yarding stems (stems/cycle). Furthermore, the results of the multiple linear regression equation developed for predicting the yarding operation times showed that productivity was significantly affected by working conditions such as yarding distance (m), the number of stems per cycle (stems/cycle), and the terrain slope (%) in the uphill and downhill yarding operations. Further research is required for developing an accurate prediction model equation according to a yarding direction.

Study on the Selection Method of the Focused Supporting Industries for the Maximization of SMEs' Technological Innovation (중소기업 기술혁신 극대화를 위한 중점지원분야 선정방안 연구)

  • In order to facilitate the R&D of SMEs and foster innovative SMEs, the Small and Medium Business Administration is funding the SMEs in the focused supporting industries which are selected by a primary consideration of the political conformity. The correlations among the distribution of engaged SMEs, the distribution of SMEs which applied the fund, and the distribution of SMEs funded in the industries are analysed, in order to realize the effectiveness of the top-down method for selecting the focused supporting industries. As a result, there was a large deviation of both the number of the engaged SMEs and the number of the applied SMEs in the each industry, which means that the selected industries did not accurately reflect the needs for the technology development of SMEs. In addition, the distribution of the applied SMEs was strongly depended on the distribution of the engaged SMEs, which shows the trend that SMEs are trying to make R&D plans in their current industry rather than following the political drive. Moreover, because the distribution of the funded SMEs is strongly correlated with that of the applied SMEs, one could know that the selected industries were neither fostered strategically nor evenly but the fund was distributed simply according to the distribution of the applied SMEs. In this study, in order to complement the limitations of the top-down method, the bottom-up method which primarily consider the needs for the technology development of SMEs was suggested. It is desirable to consider in the order of the needs and the capabilities of SMEs, the technological perspective and marketability of the industry, and the political importance in the bottom-up method, and it is expected that the method could be flexibly used in the planning of the various programs.

  • Recently, a lot of local autonomous entities are promoting Ubiquitous City(U-City) Construction by integrating Information Communication Technology(ICT) with city development, and also internationally, a lot of cities are making efforts to develop U-City to intensify a city's competitive strength and improve life quality of city dwellers. In keeping with such a stream of the times, each local autonomous entity and project developer are developing a lot of methodologies to establish optimal U-City in corresponding cities and also inquiring into a variety of development procedures, such as connecting existing urban development methods with information establishment methods. The method used usually is to establish Information strategy Plan(ISP) for a city which will be developed through consulting in the stage of city development planning. ISP is to establish vision & strategy for building the ubiquitous city and is a methodology including city vision, strategy, goal, and implementation method, etc. However, due to a lot of variables, such as a variety of city environment, establishment period, budget, information technology, and etc., it is difficult to contain establishment plans for every occasion in a similar method, in reality. Therefore, it is naturally necessary to suggest plans for city vision & strategy, and selection of element technology/service. Thus, this paper suggests models for vision & strategy establishment of U-City and suggests Top-Down Approach and Bottom-Up Approach method as a plan for U-City establishment. In addition, this paper analyzes general promotion methodologies for constructing U-City and analyzes how these two strategic methods [Top-Down Approach and Bottom-Up Approach] for city vision establishment are composed in such a methodology, to define and analyze its constituent plan.

  • Configuration and data management system to support processes for the weapon system should support the concurrent engineering and collaborative activities for various documents, drawings, part informations and structural informations, etc. which are produced through R&D processes for a long time. This thesis attempts to identify major functions in the configuration and data management system to support processes for the weapon system R&D into services based on a service oriented architecture. In order to identify major services in the configuration and data management system to support processes for the weapon system R&D, a configuration and data management system to support processes for the weapon system R&D was proposed with a service oriented architecture with four layers including a service consumer layer, a business service layer, an application service layer and a application layer, and major services were identified for each layer. In order to identify major services in four layers, this thesis adopted a bottom-up approach to identify the necessary business services from a well-defined domain implementation system rather than a top-down identification method in general. This thesis tried to identify the essential services in implementing the configuration and data management system to support processes for the weapon system R&D as a system based on the service oriented architecture using such a bottom-up service identification method while limiting those services to the general PDM system aspects and the business areas of the configuration and data management system to support processes for the weapon system R&D.

Experimental Investigation of Heat Transfer During Vertical Upward Flow of Supercritical CO2 in Circular Tube (초임계 이산화탄소의 수직 상향 유동에서의 관내 열전달에 관한 실험적 연구)

  • An experimental investigation of turbulent heat transfer during the vertical upward flow of supercritical $CO_2$ was conducted in a circular tube with inner diameter of 4.5 mm. The experiments were conducted at bulk fluid temperatures ranging from 29 to $115^{\circ}C$, pressures from 74.6 to 102.6 bar, local wall heat fluxes from 38 to $234kW/m^2$, and mass fluxes from 208 to $874kg/m^2s$. At moderate wall heat and low mass fluxes, the wall temperature had a noticeable peak value. For observing the buoyancy and flow acceleration effects on heat transfer, the ratios of Nusselt numbers from the experimental data and a reference correlation were compared with the $Bo^*$ and $q^+$ distributions. The flow acceleration parameter $q^+$ appropriately represented the heat transfer phenomena in the experiments. A new heat transfer correlation for the vertical upward flow of the supercritical pressure fluid was developed, and was found to agree with the experimental data with an error margin of ${\pm}30%$.

Problems and Improvement Measures of Private Consulting Firms Working on Rural Area Development (농촌지역개발 민간컨설팅회사의 실태와 개선방안)

  • Private consulting firms that are currently participating in rural area development projects with a bottom-up approach are involved in nearly all areas of rural area development, and the policy environment that emphasizes the bottom-up approach will further expand their participation. Reviews of private consulting firms, which started out with high expectations in the beginning, are now becoming rather negative. Expertise is the key issue in the controversy over private consulting firms, and the analysis tends to limit the causes of the problems within firms. This study was conducted on the premise that the fixation on cause and structure results in policy issues in the promotion process. That is because the government authorities are responsible for managing and supervising the implementation of policies, not developing the policies. The current issues with consulting firms emerged because of the hasty implementation of private consulting through the government policy trend without sufficient consideration, as well as the policy environment that demanded short-term outcomes even though the purpose of bottom-up rural area development lies in the ideology of endogenous development focused on the changes in residents' perceptions. Research was conducted to determine how the problems of private consulting firms that emerged and were addressed in this context influenced the consulting market, using current data and based on the firms' business performance. In analyzing the types, firms were divided into three groups: top performers including market leaders (9), excellent performers (36), and average performers (34). An analysis of the correlation between the business performance of each type and managerial resources such as each firm's expertise revealed that there was only a correlation between human resources and regional development in excellent performers, and none was found with the other types. These results imply that external factors other than a firm's capabilities (e.g., expertise) play a significant role in the standards of selecting private consulting firms. Thus, government authorities must reflect on their error of hastily adopting private consulting firms without sufficient consideration and must urgently establish response measures.

An Iterative Algorithm for the Bottom Up Computation of the Data Cube using MapReduce (맵리듀스를 이용한 데이터 큐브의 상향식 계산을 위한 반복적 알고리즘)

  • Due to the recent data explosion, methods which can meet the requirement of large data analysis has been studying. This paper proposes MRIterativeBUC algorithm which enables efficient computation of large data cube by distributed parallel processing with MapReduce framework. MRIterativeBUC algorithm is developed for efficient iterative operation of the BUC method with MapReduce, and overcomes the limitations about the storage size and processing ability caused by large data cube computation. It employs the idea from the iceberg cube which computes only the interesting aspect of analysts and the distributed parallel process of cube computation by partitioning and sorting. Thus, it reduces data emission so that it can reduce network overload, processing amount on each node, and eventually the cube computation cost. The bottom-up cube computation and iterative algorithm using MapReduce, proposed in this paper, can be expanded in various way, and will make full use of many applications.

  • The government-led top-down development approach for weapons system faces the problem of technological obsolescence now that technology has rapidly grown. As a result, the government has gradually expanded the corporate-led bottom-up project implementation method to the defense industry. The key success factor of the bottom-up project implementation is the ability of defense companies to plan their technologies. This paper presented a method of analyzing patent data through data mining technique so that domestic defense companies can utilize it for technology planning activities. The main content is to propose corporate selection techniques corresponding to the defense communication-electronics sectors and conduct principal component analysis and cluster analysis for the International Patent Classification. Through this, the technology was classified into four groups based on the patents of nine companies and the representative enterprises of each group were derived.
