The Effects of Government Financial Support on the Performance of Industry-University Cooperation: Focus on LINC Program (정부 재정지원이 산학협력 성과에 미치는 영향 분석: 산학협력 선도대학 육성사업을 중심으로)

  • As Industry-University Cooperation (IUC) has been emphasized for securing national competitiveness in a knowledge-based economy, the South Korean government has promoted related policies, including a financial support program for facilitating IUC activities. This study examines the effects of Leaders in INdustry-university Cooperation (LINC) program, which is one of the government financial support programs for IUC, on the performance of IUC by propensity score matching. The results show that LINC program positively influences the number of technology transfers and the number of faculty that participated in start-ups. The results of this study are expected to provide implications for improving IUC policies and the financial support program.

A Study on the curriculum of the Industry-University Cooperation (산학협력 활성화를 위한 교육과정에 관한 고찰)

  • The government intends to pursue a program to develop LINC from 2012. Through this program, the government intends to nurture expert manpower required by the areas of industry, research and development, and technology transfer. For this, it wants to create and expand various leader models of industry-university cooperation. Therefore, this study is focused on the method of developing a robust curriculum suitable for educating students to a level where they are ready to work upon graduation. In this study, curriculums used by some universities which have been taken part in the program of industry-university cooperation have been examined. As a result there are some suggestions for the future of this curriculum, and they are as follows: firstly, in order to overcome the gap between universities and industries, universities should survey the requirement of local industries and apply this to developing a curriculum for industry-university cooperation; secondly, DACUM should be used and finally, the curriculum for industry-university cooperation should build upon a stepwise-model in the form of a foundation-core-intensification course throughout a student's university years.

  • As the importance of industry-university cooperation continues to increase in a knowledge-based society, the government is implementing various projects related to industry-university cooperation. However, despite the government's support, it has not achieved satisfactory results, and the need for empirical performance analysis to diffuse the results of industry-university cooperation is increasing. In this study, DEA was used to analyze the Industry-University cooperation performance of universities participating in LINC+ program. Efficiency analysis was performed using the CCR model and the BCC model, and the return to scale and causes of inefficiency were analyzed through the scale efficiency analysis. As a result of the analysis, it was found that there were differences in LINC+ performance depending on the region where the university is located and that each university had different goals for inefficiency improvement. The results of this study will contribute to improving the university's operational efficiency and strengthening competitiveness, and are expected to be utilized in the establishment of follow-up program plans for LINC+.

Development Stages and Characteristics of Place-Based Industry-Academic Cooperation Projects: The Case of Universities Participating in the LINC+ Project (대학-지역 연계형 산학협력 사업의 발전단계와 특성: LINC+사업 참여대학을 중심으로)

  • As the role of universities as a civic university contributing to regional development has been emphasized, industry-academic cooperation projects are increasingly focused on quadruple helix interactions of university, government, business and civic society. Drawing upon focus group interviews, we divided place-based industry-academic cooperation projects into four different types and stages of development, according to two indicators of network participation and network strength. Although the proportion of projects that were in the early stages of development was overwhelmingly high, some universities developed a close cooperative system with the local community to enhance the effectiveness of the industry-academic cooperation projects and to implement them in an advanced stage. These findings suggest that the LINC+ project, which has been criticized for its policy effectiveness, will not only contribute to enhancing policy effectiveness through place-based projects but also enhance the role of universities as the main body of regional innovation.

  • In this study, the LINC project is finished and a new LINC+ has begun. For the settlement of mutual cooperation in universities and corporations, the main agenda of LINC+ project, this research attempts to find factors that are important to industries rather than the measurement of performance closely related to universities. From the companies' perspective, it is not easy to measure how much they are benefiting from mutual cooperation, although there are quantitative performance determinants such as sales, employment and export growth. Therefore, while estimating the satisfaction of industrial-educational cooperation and simultaneously estimating the satisfaction's effect to the development of companies, we try to estimate the contribution of satisfaction towards company development through subjective indicators. Through these efforts, we will raise the credibility of government policies through the cultivation of talented individuals who are customized to the industry through the cultivation of "Industry-Leading Universities" that we intend to pursue through the implementation of LINC+ business, and small and medium enterprises. Innovative support and the cooperation of industry-universities will increase job creation and ensure consistent industry. We will contribute to the mutual development of universities and industries.

A Study on Qualitative Evaluation Indicators of the LINC Program: Focused on the Indicators of SYSTEM Sector (산학협력선도대학(LINC)사업의 정성적 평가지표에 대한 시론적 고찰: SYSTEM분야 지표를 중심으로)

  • This paper analyzed the qualitative evaluation indicators of the SYSTEM sector of the LINC program, which aimed at strengthening ability of regional universities through the activities of industry-academia cooperation (IAC). By using interview data and the program reports of universities, this research explored the problems of the indicators and suggested improvement measures which could lead to performance creativity. According to research results, in university system reform for activating IAC, some improvements are required as follows: limiting excessive expansion of IAC-friendly faculty evaluation; and evaluating soft aspects in the reform of academic affairs. In relation to strengthening of ability of the IAC organization, the indicators need to be amended as follows: enhancing the role of channel of IAC Foundation; strengthening the function of planning team of the IAC Foundation; and inducing development of own model of universities for IAC. As regards expansion of IAC infrastructure, it is necessary to enlarge the manpower who can develop programs of the support center in the foundation and to secure of operators for effective operation of joint-using equipments. Therefore, the indicators are required to be upgraded, considering these improvement direction.

한국대학 창업교육 현황 연구: 학부·대학원 학위과정과 비학위과정 중심

  • 본 연구는 2016년 현재 대한민국의 창업교육과정, 특히 대학 학부와 대학원 학위과정(2년이상 준학사, 학사, 석사, 박사 과정) 및 비학위과정(1개 학기용 개별 과목) 현황을 살펴보고, 향후 현재보다 나은 모델 개발에 기여하는데 목적이 있다. 2016년 4월 12일 교육부는 '대학원생 창업'을 독려하는 등 산학협력으로 2020년까지 5만개 이상의 일자리를 새로 만들겠다는 '산학협력 5개년(2016~2020) 기본계획'을 발표했다. 이로써 대학내 모든 전공의 학부생과 대학원생, 심지어 교직원을 대상으로 한 창업교육의 수요는 급증하게 될 것으로 전망된다. 이에 앞서 2013년 9월 교육부, 미래과학창조부, 중소기업청은 '대학 창업교육 5개년 계획'을 발표했고 그에 따른 '창업선도대학사업'이 진행중이다(2015년 28개, 2016년 34개 대학). 한편, 민간기업인 SK그룹(SK텔레콤)이 중소기업청 창업진흥원과 협력하여 전국 대학 25곳을 선정하여 'SK청년비상 창업교육 및 지원프로그램'을 2016년 3월 시작하여 현재 가동되고 있다. 이로써 그동안 정부와 대학간 협력체제에서 진화하여 민-관-학 3주체 협력모델이 새롭게 전개되는 양상이다. 현재 전국 대학에 개설된 학위과정과 비학위과정들이 과연 양과 질면에서 적정한지, 그리고 구조가 잘 설계 되어있고 단계적 학습이 가능하도록 체계적으로 구성되어있는지에 대해서 다양한 평가와 논란이 있으므로 그 발전방향을 모색하여 새로운 커리큘럼 개발에 공헌하기를 기대한다. 향후 연구에서 조사 대상을 확대하여 분석을 통해 현재보다 나은 창업교육과정(커리큘럼) 개발에 발전적인 모델을 제시하고자 한다.

The Study on the Influence of Capstone Design & Field Training on Employment Rate: Focused on Leaders in INdustry-university Cooperation(LINC) (캡스톤디자인 및 현장실습이 취업률에 미치는 영향: 산학협력선도대학(LINC)을 중심으로)

  • In order to improve employment rates, most universities operate programs to strengthen students' employment and entrepreneurship, regardless of whether they are selected as the Leading Industry-Innovative University (LINC) or not. In particular, in the case of non-metropolitan universities are risking their lives to improve employment rates. In order to overcome the limitations of university establishment type and university location, which absolutely affect the employment rate, we are operating a startup education & startup support program in order to strengthen employment and entrepreneurship, and capstone design & field training as industry-academia-linked education programs are always available. Although there are studies on effectiveness verification centered on LINC (Leaders in Industry-University Cooperation) in previous studies, but a longitudinal study was conducted on all factors of university factors, startup education & startup support, and capstone design & field training as industry-university-linked education programs as factors affecting the employment rate based on public disclosure indicators. No cases of longitudinal studies were reported. This study targets 116 universities that satisfy the conditions based on university disclosure indicators from 2018 to 2020 that were recently released on university factors, startup education & startup support, and capstone design & field training as industry-academia-linked education programs as factors affecting the employment rate. We analyzed the differences between the LINC (Leaders in Industry-University Cooperation) 51 participating universities and 64 non-participating universities. In addition, considering that there is no historical information on the overlapping participation of participating students due to the limitations of public indicators, the Exposure Effect theory states that long-term exposure to employment and entrepreneurship competency enhancement programs will affect the employment rate through competency enhancement. Based on this, the effectiveness of the 2nd LINC+ (socially customized Leaders in Industry-University Cooperation) was verified from 2017 to 2021 through a longitudinal causal relationship analysis. As a result of the study, it was found that the startup education & startup support and capstone design & field training as industry-academia-linked education programs of the 2nd LINC+ (socially customized Leaders in Industry-University Cooperation) did not affect the employment rate. As a result of the longitudinal causal relationship analysis, it was reconfirmed that universities in metropolitan areas still have higher employment rates than universities in non-metropolitan areas due to existing university factors, and that private universities have higher employment rates than national universities. Among employment and entrepreneurship competency strengthening programs, the number of people who complete entrepreneurship courses, the number of people who complete capstone design, the amount of capstone design payment, and the number of dedicated faculty members partially affect the employment rate by year, while field training has no effect at all by year. It was confirmed that long-term exposure to the entrepreneurship capacity building program did not affect the employment rate. Therefore, it was reconfirmed that in order to improve the employment rate of universities, the limitations of non-metropolitan areas and national and public universities must be overcome. To overcome this, as a program to strengthen employment and entrepreneurship capabilities, it is important to strengthen entrepreneurship through participation in entrepreneurship lectures and actively introduce and be confident in the capstone design program that strengthens the concept of PBL (Problem Based Learning), and the field training program improves the employment rate. In order for actually field training affect of the employment rate, it is necessary to proceed with a substantial program through reorganization of the overall academic system and organization.
