새 정부는 '행복주택 프로젝트', '임대형 보금자리주택 확대' 등 공공 임대주택 공급확대를 주요 정책과제로 추진할 것으로 보인다. 이러한 공공임대주택 확대 정책은 기본적으로 바람직하나 임대주택의 양적 질적 향상을 위해서는 민간과 공고의 역할 분담이 필요하다. 여기서는 현대경제연구원의 '민간 임간주택 산업 활성화 방안' 보고서를 통해 일본의 민간 임대주택 산업 발전 사례를 분석하고 국내 임대주택 산업구조 개선을 위한 정책적 시사점을 도출해 본다.

지난 4월 26일 오후 2시부터 4시까지 한국데이터베이스진흥센터 회의실에서는 "DB산업 활성화를 위한 토론회"가 개최됐다. 한국PC통신 사장외 9명이 참석하여 DB산업 전반에 관한 문제점 도출과 대안을 제시한 금번 토론회는 DB산업을 각계에서 조명해 보는 또 하나의 계기가 됐다. 본지에서는 토론회의 내용과 결과를 요약 정리했다.

IT 산업은 1990년대 이후 우리나라의 경제 성장을 선도해 온 주력 산업이다. 그러나 최근 들어 일본, 중국 등 경쟁 국가의 경제 성장과 국내 내수 산업의 침체 등 IT 산업의 위기론이 제기되고 있어 IT 분야의 새로운 성장 동력의 개발이 필요하다. 이러한 상황 속에서 전파 산업은 새로운 성장 동력을 창출해 낼 수 있는 주력 분야로 주목 받고 있다. 본 논문에서는 IT 산업에서 전파 산업이 차지하고 있는 위상 등을 경제적 파급 효과 분석을 통해 가늠해 보고 전파 산업 활성화를 위해 필요한 정책적 사항을 제언한다.

세계적인 에너지 수요의 증가에 따라 해양플랜트산업에 대한 관심이 날로 증대되고 있다. 우리나라에서도 정부차원에서 해양플랜트산업의 육성 계획을 수립하고 드릴쉽, FPSO, FLNG 등의 초대형 해양플랜트형 선박건조 및 기반기술 확보에 많은 노력을 기울이고 있다. 한편 OSV와 같은 중소형 특수선의 경우 선박 수주 및 운용 실적은 현재 거의 없는 상태이며 해양플랜트와 연계된 서비스 분야에 대한 관심도 상대적으로 저조한 현실이다. 본 연구에서는 해양플랜트산업과 OSV선박의 관련산업 및 시장 진출화 방안등을 정리하고, 우리나라 및 서남해안권역의 특화 산업으로 OSV산업의 활성화 가능성을 알아 보고자 한다.

최근 지역 경제주체들의 혁신역량을 극대화할 수 있는 지역혁신체제 구축을 통해 지역의 국제경쟁력 제고가 중요한 이슈가 되고 있으며 이러한 지역혁신의 원동력은 지역에서 성장가능산업의 발굴 및 활성화를 통한 지속적인 성장동인을 제공하는 것이 중요하며 지역 전략산업 및 지연산업 중심의 산학연관의 지역혁신체제 구축이 필요하다고 할 수 있다. 따라서 지역의 혁신역량 분석을 통한 산학연관의 네트워크를 구축하고 지역산업 육성 및 활성화를 위해 우리나라의 성장동력인 항공산업의 특성화를 통해 지역에서 경쟁력을 강화할 수 있는 방안에 대한 연구가 진행되었다.

정부차원에서 연구개발 및 기술관리에 대한 노력이 강화되어야 한다. 연구개발 활성화를 위하여 안정적인 국방연구개발비의 투자와 연구개발에 있어서 비용절감과 위험부담을 감소시키고 기술개발 촉진이 가능한 개방적/경쟁적 연구개발체제 및 민.군 겸용기술 개발이 촉진되어야 한다. 또한 정부와 업체차원에서 방산물자 수출활성화와 국제협력 강화노력이 필요하다. 수출활성화를 위해서는 앞에서 언급한 방산연구개발 및 기술관리, 생산관리의 개선을 통한 우수한 제품의 개발과 방산제품의 가격경쟁력이 확보되어야 한다.

정부의 벤처 활성화 대책에 발맞춰 최근 산업은행은‘기업금융 활성화를 위한 기술평가제도(2호)’를 발표하였다. 보고서에 따르면‘기술이전촉진법’과‘벤처특별법’등 기술거래를 위한 기술가치평가의 근거가 마련되어있지만, 미래가치 평가를 위한 평가시스템과 전문기관 및 인력이 필요하다고 지적하였다. 또, 벤처 활성화를 위해 기술평가의 표준화 추진과 평가모델 신뢰성을 제고하는 한편 정부차원의 적극적인 지원방안을 수립해 기업금융을 연계할 필요가 있다고 주장하였다. 다음은 산업은행의 보고서를 정리한 글이다.

This paper aims at analyzing the economic effect of the public financial expenditure on the national industrial complexes. Since public finance support is indirectly supplied to the national industrial complexes, the economic effect of the public financial expenditure on the national industrial complexes may be analyzed indirectly and circuitously In this contort, this paper uses 3 stage analysis method. In the first stage, the economic effect that the public financial expenditure influence the allotment, production and employment of companies residing in the national industrial complexes is analyzed by multiple regression analysis. In the second stage, the economic effect that the investment on the national industrial complexes influence the national and regional economies is analyzed by multiple regression analysis. In the third stage, the economic effect of the public financial expenditure on the national industrial complexes is analyzed through the compromising the results of the first and second stage. The main results of this paper are as follows. Firstly, public financial expenditure on the infrastructure of national industrial complexes leaded to positive growth of the allotment of companies residing in the national industrial complexes. Additionally, growth of the allotment of companies leaded to the positive effect on the production and employment of companies. And secondly, growth of the allotment of companies leaded to the positive effect on the gross regional domestic production. Finally, financial expenditure on the infrastructure of national industrial complexes leaded to positive effect on the national and regional economic growth through the compromising the results of the first and second stage.

The animation industry is an emerging and promising industry of the 21st century, characterized by a wide range of consumer segments, high market demand, and a long life cycle of products. The paper is aimed at examining the current situation of the animation industry of Korea, the U.S., China and Japan, analyzing the success factors and presenting measures for activation of problems in China's animation industry, and contributing to the promotion of China's animation policies in the future. To realize this goal, the study methods were adopted literature review by using Internet data, statistical data, reports, papers and academic journals which are related to the Chinese animation industry and presented methods for activation. The aviations as follows, firstly, it is suggested actively train creative men of animation for profession. Secondly, it is advised to encourage the creativity and originality of Chinese animation works through various ways. Thirdly, it is suggested to develop an industry chain of animation which is suitable for the market circumstances. Fourthly, it needs to expand its viewer and strengthen its reality in the form and content of animation works.

본 연구는 보령머드 활성화를 위한 사전연구로서, 보령의 바다진흙 소재를 활용하여 산업간 연계협력(바다 진흙+제조업+서비스업)으로 결합된 공동브랜드와 복합테마거리 조성을 통해서 산업간 융복합화를 실현하여 보령머드를 활성화시킬 수 있는 방안을 제안하는데, 연구의 주목적을 두고 있다. 연구결과, 충청남도의 화장품, 미용기기 용품 등의 연구개발 및 제조업과 뷰티서비스업, 의료 미용업들을 융복합화하여 보령의 장점인 고품질 천연자원(보령머드)를 활용해서, 보령머드축제를 연계시켜 산업간 공동브랜드를 개발하고, 보령머드 복합테마거리를 조성한다면 관련 기업의 성장은 물론, 지역의 고용창출효과가 커서 보령머드의 활성화에 크게 기여할 것으로 보인다.
