한중일 3국간 경제협력이 강화되고 있다. 우리나라는 그 동안 칠레, 아세안, EFTA, 미국과 EU 등 원거리에 있는 국가와 자유무역협정(FTA) 체결을 위한 협상을 벌여 왔다. 이 과정에도 아직도 FTA에 대한 찬반 논란이 끊이지 않고 있지만 04년 이후 중단되었던 한일 FTA협상을 재개할 것인가에 대한 검토가 이루어지고 있다. 또한 한중 FTA의 타당성과 추진 시기에 대해서도 검토되어야 한다는 견해가 대두되고 있다. 한중일간의 FTA 협상이 본격화될 경우 우리나라는 본격적인 시장개방과 함께 동북아협력의 새로운 시대를 맞이할 전망이다. 본 고에서는 최근 한중일 자동차산업의 동향 및 협력현황을 살펴 보고 동북아 3국간 새로운 협력시대의 전개와 그 시사점을 도출해 보기로 한다.

The main purpose of this study is to analyze R&D networks and spatial implications in Qingdao consumer electronics industry agglomeration in China. The characteristics of R&D networks in Qindao consumer electronic industry are as follows. There is a cluster central around large enterprises led by the government and their subcontracting enterprises. However, the degree of collaborative networks in intra-firm, inter-firm, firm-research institutes(including university lab.) is relatively low. Therefore, Large enterprises in Qingdao has stimulated research collaborations with firms and research institutes located in other regions rather than within region. It is likely to show that R&D networks of consumer electronics industry has not been stimulated in Qingdao. Therefore, collaborative R&D networks among firms, research institutes and governments should be stimulated to build regional innovation systems central around consumer electronics industry in Qingdao.

본 연구는 자동차부품산업의 구조조정과정에서 나타나는 산업재편과정과 노동조합의 대응을 조직환경론의 세 가지 관점으로 분석해보려고 하는 탐색적 연구이다. 조직환경론은 환경변화에 대응하는 조직의 논리와 전략을 다루는 분야이다. 따라서 조직환경론의 분야는 조직과 환경의 관계를 어떻게 보아야 할 것인가, 그리고 조직이 어떻게 환경변화에 대처하느냐, 나아가 환경의 변화를 유도하기 위하여 어떤 자원과 전략을 활용해야 하는가에 대한 유용한 시사점을 줄 수 있다. 본 연구에서는 환경과의 의존을 회피하는 것이 좋다는 자원의존관점, 오히려 환경에 대한 의존을 높여 성공할 수 있다는 협력 네트워크관점, 조직변화는 불가능하고 적소를 찾아가야 한다는 조직군생태학 관점을 적용하여 기업의 전략을 분석해보고자 하였다. 이에 따라 원청업체 의존을 회피하려는 기업, 협력네트워크관계에 적극적으로 가입하는 기업, 한국이라는 조직군을 떠나 해외로 이전하는 기업을 대상으로 설문을 분석하고 그 영향요인을 살펴보고자하였다. 분석결과 자원의존을 회피하려는 기업은 가격의 변동과 단가인하가 큰 경우 회피하려는 성향을 보였으며, 반대로 협력네트워크에 들어가려고 하는 기업은 매출의존도가 높아 납품안정성을 기하려는 목적이었으며 해외로 이전하는 기업은 장기간의 경험과 규모가 커지며 새로운 장소로 이전하는 것으로 분석되었다. 즉 자동차부품기업은 단가나 가격의 변화가 심하면 의존을 줄이려고 하며, 안정적 납품을 원할 때 의존을 늘리며 이러한 상태가 장기화되면 새로운 적소를 찾아 떠나는 경향이 있는 것으로 이해된다. 또한 노동조합의 대응차원에서 자원의존관점에 의하여 내부적 전략방향의 설정과 공동연대의 필요성을, 협력네트워크관점에 의하여 산별노조 및 연대의 필요성을, 조직군생태학 관점에 의하여 노동자 통제권의 확보문제를 이론적 차원에서 정리하고자 하였으며 실증은 추후의 연구과제로 제시하였다.

This study provides a model of inter-Korean economic cooperation suggesting that economic cooperation should be centered on industrial cooperation. As an independent economic zone, the two Koreas will go through a gradual and functional process of cooperation. Also, economic convergence through 'openness and integration' of both markets is a pre-requisite of successful economic integration on the Korean peninsula. This success of the process requires industrialization of North Korea. This study suggests a model of 'the Corea Industrial Development Community on the Korean Peninsula. It aims to support industrialization of the North Korean economy as well as promotion of South Korea's SME competitiveness. It would help meet the demand for improvement of living conditions of North Korean people. Main policy measures includes: 1) co-effort to develop North Korea's provincial industrial zones, 2) upgrading North Korea's 'Jangmadang' into a highly efficient distribution market. Finally, through the construction of the Joint Industrial Development Zone, it is necessary to create a production sharing module for both Korea's industries.

This study intends to provide a forecast of the diffusion of countries participating in a newly proposed G to G mechanism named as the "International Defense Industry Cooperation Program of Korea", modeled after the U.S. Foreign Military Sales(FMS). For this purpose, the study analyses 40 years of statistical data of U.S. FMS customers to find two parameters, coefficient of innovation and imitation, which explain the diffusion in FMS customers. Furthermore, the study forecasts the diffusion in international participation to the proposed mechanism taking account of the differences in the level of government competitiveness and the strength of defense industrial base of Korea and the U.S. This study also provides recommendations for accelerating the desired outcomes under the new program. While Korea is likely to have relative advantages over 'imitators' in the international market, it will need to gain competitiveness in high-level capabilities going beyond the realm of medium-high level systems, and present attractive alternatives for offsets.

국제원자력기구(IAEA)의 아시아지역에서의 원자력과학기술협력협정(RCA)은 금년으로 10년을 맞이했다. 현재, 이 협정에 따라 동남아시아 여러 나라에서는 식품조사, 방사선계측기의 보수 등의 프로젝트와 UN개발계획 (UNDP)과의 협력에 의한 공업이용프로젝트가 활발하게 진행되고 있다.
