This study is a review paper on the contents and policy direction of the 'Transformative regional innovation policy'. The transformative regional innovation policy is a policy that develops countermeasures against climate crisis, aging, and polarization with a vision of system transformation from the perspective of local residents. The structure of the study is as follows. First, it deals with the characteristics of transformative regional innovation policy theory, which is distinguished from existing regional innovation policies. Next, studies related to major elements of transformative regional innovation policies, types of system transformation, and industrial formation are reviewed. The elements that differentiate the transformative regional innovation policy from existing policies are summarized and issues to be addressed in order to develop future discussions are drawn.

The purpose of this study is to verify the effects of innovative technology characteristics of beauty care remote-manufacturing system on resistance and acceptance intentions to innovative technology in the era of the Fourth Industrial Revolution. A survey of 567 female consumers in their 20s and older was conducted. The collected survey data were analyzed for hypotheses verification through structural equation model analysis. First, the perceived usefulness and perceived ease to use of beauty care remote-manufacturing systems have negative effects on resistance to innovative technology. Second, resistance to beauty care remote-manufacturing systems has been shown to negatively affect acceptance intention. Third, perceived risk to beauty care remote-manufacturing systems have been shown to negatively affect acceptance intention. Through this study, it can be found that the significance of this study in that it derived factors that affect consumer' resistance and acceptance of innovative technologies and presented new trends and directions of the cosmetics manufacturing industry.

본 연구는 소프트웨어적인 기술인 경영정보시스템(MIS)의 발전과정을 기술추격 관점에서 분석한다. 분석사례로는 창업 당시 후발업체로 선진국 기업을 모방하였지만 현재는 MIS 분야에서 선도적인 위치에 서게 된 POSCO를 선정하였다. 기술추격과정 분석을 위해 김인수의 기술혁신단계모델, Henderson and Clark의 유동기 진입이론, Doering and Parayre의 불확실한 기술에 대한 의사결정이론, Nolan의 MIS 발전단계모델 등 네 가지 모델을 활용하였다. 연구결과, POSCO의 MIS기술 발전과정은 기술후진국이 밟는 전형적인 기술추격과정, 즉 경화기${\rightarrow}$과도기${\rightarrow}$유동기로 이행하면서 모방에서 혁신으로 그 위상이 바뀐 것으로 분석되었다. 또한 장치산업이라는 철강산업의 산업적 특성으로 제조기술 및 MIS기술이 커다란 기술패러다임의 변화 없이 유동기로 진입하였으며, MIS 분야에 대한 기업경영자의 역할이 기술추격의 주요 성공요인으로 나타났다. 마지막으로 POSCO는 MIS분야에서 착수${\rightarrow}$확장${\rightarrow}$공식화${\rightarrow}$통합의 단계를 거쳐 왔을 뿐만 아니라, 반복적인 피드백 혹은 반복학습을 통하여 MIS 기술능력을 축적한 결과 기술 추종적 위치에서 기술 선도적 위치로 전환된 것으로 분석되었다. 이는 기업의 기술혁신전략 수립 시에 기술혁신의 진행경로, 산업기술의 특성, 의사결정자의 역할, 반복학습 및 피이드백의 중요성 등이 고려될 필요가 있음을 시사한다.

최근 글로벌 경쟁이 치열해 지면서 가격경쟁력이 뒷받침되지 않으면 신흥 시장에 대한 대응이 어려워져 가격경쟁력의 중요성이 부각되고 있으며, 구조적인 비용 상승 추세로 기업의 원가 압력이 증대되고 있고, 이러한 변화된 경쟁 환경에서 생존하기 위해서는 전체적인 생산성 향상이 필수이다. 가격경쟁력 강화 및 원가압박을 해소하고 품질, 가격, 납기 전반에 모방할 수 없는 차별화된 경쟁력의 확보는 생산성 향상을 통해서 실현할 수 있고, 생산성 향상을 통한 경쟁력 있는 기업 육성은 우리 제조업을 발전시키는 토대(infra structure)이며, 기반 시설의 확충이다. 본 연구에서는 현재 외국의 혁신방법을 우리산업 현실에 대한 고려 없이 단순 도입으로 국내 실정에 맞지 않아 상당한 시행착오를 격고 있으며, 국내에 벤치마킹 할만한 제조혁신 방법론이 거의 없고, 벤치마킹하려고 해도 기업의 영업비밀이라 배우기도 쉽지 않은 상황에서 우리산업 현실에 맞는, 중소 중견기업의 맞춤형 생산성 혁신 지원도구로 중소기업의 자생적인 혁신을 위해 중소기업의 수준에 맞는 제조혁신 방법을 국내외 제조혁신 전문가로 컨소기엄을 구성하여 한국생산성본부에서 개발된 한국형제조혁신 방법론을 제조기업에 적용하여 성공적인 결과를 다른 기업에 적용 할 수 있도록 하는데 목적을 둔다. 연구목적을 달성하기 위해 문헌연구를 통해 일본의 TPS(Toyota Production System), 미국의 Lean 시스템 및 6시그마 시스템에 대하여 살펴보았고, 한국형 제조혁신 모델인 KPS(korea production system)를 통신장비 제조회사인 M. 사에 적용하여 실증하였으며, 그 결과 우수한 성과를 보임을 확인할 수 있었다.

Using theories of sectoral innovation system and supply chain management, this paper examines the status quo of Korean IT SoC industry's innovation system by comparing it with Taiwanese one. Taiwan IT SoC industry has accomplished a rapid growth on the basis of government policies that foster domestic firms after the establishment of Hsinchu Science Park. Cooperative networks between foundries firms and fablesses have been formed within the supply chain in this process. Therefore, Taiwan industry has possessed the possibility of the coevolution in sectoral innovation system. However, Korean IT SoC industry has failed to form cooperative networks, because of weak networks between related firms. In other words, there exists an interaction failure, which is a kind of the system failure, and it means a lack of linkage between actors as a result of insufficient use of complementarities and interactive learning. Therefore, Korean industry has little possibility of the coevolution in sectoral innovation system. The cooperative networks between actors are prerequisite towards evolution of innovation system of Korean IT SoC industry. Above all, the cooperative networks between fablesses and system companies need to be strengthened within the supply chain.

이 논문은 제도적 관점에서 미국의 위성산업 사례를 통하여 복잡한 제품시스템(CoPS)의 공진화 과정을 살펴본다. 이는 공진화의 자세한 기술이라기보다는 그것의 주요 특징들을 이해하는 작업니다. 위성산업은 수출통제제도와 상호작용하며 국가안보와 산업경쟁력을 둘러싼 경쟁적인 입장들이 대립하는 상태에 있다. 역사적 제도주의와 행위자중심 제도주의 관점에서 미국 위성산업 사례를 분석해 보면, 냉전이후 미국의 위성산업과 제도의 경로는 지속적으로 산업경쟁력 지향 속에서 제도 도전자와 방어자들의 상호 대립적이면서도 타협적인 제도수정의 결과물이다. 결과적으로 국가안보의 제도 규칙은 변경되었으며, 이는 냉전이후 위성산업의 시장화의 경로를 다지는데 기여하였다.
