A Study on Marketing Strategies According to Changes in Domestic Fashion Jewelry Consumption Trends (국내 패션주얼리 소비 트랜드 변화에 따른 마케팅 전략에 관한 연구)

  • This study seeks to expand the jewelry market and overall development of the industry by understanding the fashion jewelry market and researching marketing strategies based on changes in market consumption. Looking at recent changes in the jewelry market, the number of new consumers (fashion jewelry buyers) has increased since 2014, leading to a recovery in purchases and strong sales. However, the decline in costs is prolonged, the focus on purchasing low-priced products is increasing, and there is a growing trend of purchasing products other than rings. Items are becoming more diverse, including bracelets and necklaces, and the popularity of imported products and brands is intensifying. Ultimately, the penetration of fashion jewelry and the growth of imported brands are expected to continue for a long time. The fashion jewelry market is a market that appears to have ample potential to grow into a larger market, filling the structural limitations of the jewelry market and providing consumer satisfaction in line with recent consumption trends. If so, We need to think about how to grow and develop this market, and We need to view it as a jewelry market in a broad sense, and it is a market that can serve as a bridgehead for the precious metal jewelry market to expand into the accessory market in the future. Therefore, it is necessary to create a jewelry market by utilizing the advantages of fashion jewelry, such as diversity of materials and expressions, price competitiveness, wide distribution channels and consumer accessibility, reflection of trends, and consumer awareness.

Environmental Pollution in Korea and Its Control (우리나라의 환경오염 현황과 그 대책)

  • Noise and air pollution, which accompany the development of industry and the increase of population, contribute to the deterioration of urban environment. The air pollution level of Seoul has gradually increased and the city residents are suffering from a high pollution of noise. If no measures were taken against pollution, the amount of emission of pollutant into air would be 36.7 thousand tons per year per square kilometer in 1975, three times more than that of 1970, and it would be the same level as that of United States in 1968. The main sources of air pollution in Seoul are the exhaust has from vehicles and the combustion of bunker-C oil for heating purpose. Thus, it is urgent that an exhaust gas cleaner should be instaled to every car and the fuel substituted by less sulfur-contained-oil to prevent the pollution. Transportation noise (vehicular noise and train noise) is the main component of urban noise problem. The average noise level in downtown area is about 75㏈ with maximum of 85㏈ and the vehicular homing was checked 100㏈ up and down. Therefore, the reduction of the number of bus-stop the strict regulation of homing in downtown area and a better maintenance of car should be an effective measures against noise pollution in urban areas. Within the distance of 200 metres from railroad, the train noise exceeds the limit specified by the pollution control law in Korea. Especially, the level of noise and steam-whistle of train as measured by the ISO evaluation can adversely affect the community activities of residents. To prevent environmental destruction, many developed countries have taken more positive action against worsening pollution and such an action is now urgently required in this country.

Retrospect and Prospect of Economic Geography in Korea (한국 경제지리학의 회고와 전망)

  • The main aim of the paper is to identify the position or status of Korean economic geography in changing global economic geography by reviewing papers published in Korean geographical journals since the mid-1950s. Since the late 20th century as economic geography has developed significantly with the introduction of new research issues, methodologies, and theory and concepts, economic geography in Korea also has gone through rapid development in terms of both quantitative and qualitative perspectives. The paper attempts to analyze trends in Korean economic geography by reviewing agricultural, industrial, commercial geographies, and others since the mid-1950s. The review of economic geography in Korea would be based on four periods classified by research issues and approaches; foundation (~1950s), positioning (1960s and 1970s), jump and rush (1980s and mid-1990s), and transitional period (late 1990s~). Agricultural geography in Korea has decreased due to increases of the interests in industrial geography since the 1980s. In particular, since the late 1990s industrial geography has undergone a significant transition in accordance with the emergence of new theories of institutional perspectives, centering around issues on value chains, innovative cluster, cooperative and competitive networks, foreign direct investment, flexible specialization and venture ecology. Along with this, there has been changes in the interest of commercial geography in Korea from researches on periodical markets, the structure of store formats, and distributions by commodity, to researches on producer services and retailer's locational behaviors and commercial supremacy according to the emergence of new store formats. Since the late 1990s, many researches and discussions associated with the new economic geography began to emerge in Korea. Various research issues are focused on analyzing changes of local, regional and global economic spaces and their processes in relation to institutional perspectives, knowledge and innovation, production chain and innovative networks, industrial clusters and RIS, and geographies of service. Although economic geography in Korea has developed significantly both in quantitative and qualitative perspectives, we pointed out that it has still limited in some specific scope and issues. Therefore, it is likely to imply that its scope and issues should be diversified with new perspectives and approaches.

Strategic Antitrust Policy Promoting Mergers to Enhance Domestic Competitiveness (기업결합규제(企業結合規制)와 국제경쟁력(國際競爭力))

  • The present paper investigates the potential value of strategic antitrust policy in an oligopolistic international market. The market is characterized by a non-cooperative Cournot-Nash equilibrium and by asymmetry in costs among firms in the world market. The model is useful for two reasons. First, it is important in the context of policy-making to examine the conditions under which it may be beneficial to relax antitrust law to enhance competitiveness. Second, the explicit derivation of the level of cost-saving required for a gain in total domestic surplus provides an empirical rule for excluding industries that do not satisfy the requirements for a socially beneficial antitrust exemption. Results of the analysis include a criterion that tells how the cost-saving and concentration effects of a merger offset each other. The criterion is derived from fairly general assumptions on demand functions and is simple enough to be applied as a part of the merger guidelines. Another interesting policy implication of our analysis is that promoting mergers would not be a beneficial strategy in a net importing industry where cost-saving opportunities are thin. Cost-saving domestic mergers are more likely to increase national welfare in exporting industries. The best candidate industries for application of strategic antitrust policy are those with the following characteristics: (i) a large potential for efficiency enhancement; (ii) high market concentration at the world but not the domestic level; (iii) a high ratio of exports to imports. Recently, many policymakers and economists in Korea have also come to believe that the appropriate antitrust policy in an era of increased foreign competition may actually be to encourage rather than to prohibit domestic mergers. The Industry Development Act of 1986 and the proposed bill for Mergers and Conversions in the Financial Industry of 1990 reflect this changing perspective on antitrust policy. Antitrust laws may burden domestic firms in the sense that they have a more constrained strategy set. Expenditures to avoid antitrust attacks could also increase costs for domestic firms. But there is no clear evidence that the impact of antitrust policy is significant enough to harm the competitiveness of domestic firms. As a matter of fact, it is necessary for domestic financial institutions to become large in scale in this era of globalization. However, the absence of empirical evidence for efficiency enhancement from mergers suggests caution in the relaxation of antitrust standards.

Effects of Farming on Soil Contamination and Water Quality in Keum River Districts (금강유역 농업지대의 토양 및 수질오염)

  • This studies was carried out to investigate the soil contamination and water quality affected by agricultural activities in the Keum river Districts. Soil pH of the Keum river districts were $5.56{\sim}7.09$ in Keum river headwater and Namdae-cheon but that of Keumgang-lake were $5.07{\sim}7.21$ because of the cattle shed and industrial complex around. Total nitrogen contents of soils were found difference as period of fertilizer application. Total phosphorous content of soils no difference were found between the headwater and Keumgang-lake. Heavy metal contents of soils were natural background level. Water pH of the Keum river districts ranged from 6.59 to 7.80 and COD was maintain below 1.0 mg/L. Total nitrogen content affected by a livestock wastes and sewage water were the higher than that of others and total phosphorous content showed below 0.5 mg/L. Nitrate nitrogen and ortho-phosphate contents were very high according to the influence a livestock waste and sewage water in headwater region of the Keum river partly. Chlorine and sulfate contents were high according to the influence of sea water invasion. Heavy metal contents of waters were natural background level.

The Effects of Internal Competence and Growth Stages on the Performance of Venture Business : the Moderating Effect in Connection with Government Funding Utilization (벤처기업의 내부역량과 성장단계가 경영성과에 미치는 영향 : 정부 지원자금 활용의 조절효과를 중심으로)

  • Recently, the Moon administration established the Ministry of Small and Medium-sized Enterprises (SMEs) and Startups, as part of its national strategy for start-up and innovation growth led by small and medium-sized venture companies. In a slowing economy, as venture companies with excellent internal competencies are seen to be favorable to growth, the government funding for technology development is becoming increasingly important. Previous studies examine the internal competence factors that can strengthen competitiveness through self-efforts and the influence structure of growth stage, which is an important factor in industrial environment, on business performance. As the government support for venture firms has been strengthened, the effect of government funding on the management performance and technological innovation performance of venture firms have been recently discussed in various ways. However, there is a lack of precedent research on the moderating effect of the utilization of government funding on the existing influence structure in which firm's internal competence and growth stages affects business performance. Therefore, this study examined whether the internal competencies of the venture firms and the stage of growth have direct effects on business performance and analyzed the moderating effect in connection with government funding utilization under these influence structures. The results of the study are as follows. First, the utilization of government funding in the venture firms whose R&D personnel ratio is relatively low, not to have own brands and showed an increase of employees has a significantly positive influence on business performance. Second, the moderating effects of the government funding utilization at the high growth stage of the venture firms are shown significantly. These results suggest that the venture policy linked to the job creation of the present government requires not only the support considering R&D personnel but also the necessity of supporting human resources policy to a greater extent and further study on the effectiveness of venture firms in the high growth stage.

The Spatio-Temporal Progress of Cochlodinium polykrikoides Blooms in the Coastal Waters of Korea (한국연안의 Cochlodinium polykrikoides 적조 발생과 변천)

  • The first bloom of Cochlodinium polykrikoides was observed in the estuary of Nak-dong river near Pusan in Korea in 1982. Since then, there have been irregular blooms, sometimes spread over the adjoining .to Jinhae Bay even though it was confined to the bay and its vicinites until 1988. It had been outbroken frequently in the adjacent to Tongyeong, Geoje, Namhae and Yeosu coast since 1989. It became widespread along the coast of the South Sea to the East Sea of Korea in 1995. And in October in 1998 and 1999, the bloom had been taken place in Kunsan coast of Yellow Sea. According to the observations in situ, the frequency of occurrence has been increased year by year. The prevailing bloom season was from July to October with peak in September. The duration of the bloom became longer with the year, and sometimes lasted more than one month. The density of the bloom did not exceed 5,000 cells $mL^{-1}$until 1991, but it increased year by year to the highest of 43,000 cells $mL^{-1}$ in 1999. With respect to the assembleges of species in dinoflagellate blooms, C. polykrikoides was one of the important species with diatoms and the other dinoflagellates in 1980s. But since then, C. polykrikoides made an almost monospecific bloom. Based on two decadal observations of C. polykrikoides blooms, it became widespread throughout whole coast of the Korea, persistent for about one or two month long in some year, and monospecisc high density blooms. It was reported that significant fish mortalities were caused by this harmful dinoflagellate blooms especially in the fishfarms accomodating intensive fish cages such as Tongyeong, Namhae-do, Geoje, Yeosu and Geomun-do fishfarming yards. This widespread and persistent harmful algal blooms impede the development of marine aquaculture industries.

위성자료를 이용한 토지피복에 따른 열환경 평가

  • 최근 인간의 활동범위와 영역이 확대되고 산업이 발전하면서 인간의 삶과 지속가능한 발전 등 도시 기후에 관한 관심도 높아지고 있다. 산업혁명 이후 도시화와 산업화로 인해 인구가 증가하고 도시지역으로 집중됨으로써 도시 열섬화 현상에 대한 도시환경문제가 부각되고 있다. 이는 최근까지도 도시개발에 있어서 기능과 효율성이 우선시 되어 도시기후에 대한 배려가 이루어지지 못하고 있으며, 오히려 과도한 냉난방을 가동하는 등 쾌적한 실내 환경 조성을 위한 노력만을 행해왔다. 도시화에 따른 도시의 열환경 구조의 변화는 토지이용의 변화에 따른 피복상태와 밀접한 관련이 있다는 연구들이 수행된 바 있다. 이렇듯 도시화가 진행됨에 따라서 도심 지표면을 덮고 있는 포장재도 변하고 있다. 대표적인 토지피복재로는 콘크리트와 아스팔트 등의 인공포장재, 수계, 삼림 등으로 크게 나누어 볼 수 있다. 최근 도심의 발달로 인해 도심의 표면은 점차 인공포장재인 아스팔트와 콘크리트로 덮여지고 있다. 인공포장재는 맑은 여름철 낮에 받아들인 열을 야간에도 머금고 있어 도시열섬현상의 주요원인이 된다. 도시화가 진행됨에 따라 토지이용형태가 변화하고 있으며 이러한 토지피복의 변화는 그 지역의 기온과 풍향, 풍속뿐만 아니라 지표온도도 변화시키므로 도시 열환경 구조에 적지 않은 영향을 미치고 있다. 과거에는 자연 환경과 도시공간에 대한 인식이 다른 분야로 나누어져서 다루었지만 현재 위성영상 기술의 발달로 많은 공간 정보를 파악할 수 있게 된 바 도시기후변화에 더욱 직접적이고 근본적인 접근이 쉬워졌다. 원격탐사기법의 활용은 위성자료를 이용하여 동시간대 평면적인 열구조를 정량적으로 파악하는데에 중요한 자료를 제공하여 도시지역을 덮고 있는 인공자재의 존재가 도시열섬의 형성과 밀접하게 연관이 있다는 사실을 짐작할 수 있다. 따라서 도시기후변화의 문제점을 더욱 적극적으로 해결하기 위해서는 토지이용에 따른 지표면 온도 상승의 현황을 파악하고 이를 저감 시킬 수 있는 대책들이 수립되어야 한다. 본 연구는 보다 세분화된 도시 열환경을 정량적으로 분석 평가하기 위해서 토지피복별 분류를 3가지로 대구시 중구 경북대학교 부속 고등학교(이하 사대부고 지점)를 도심지역으로, 경상남도 창녕군 창녕읍 우포늪(이하 우포지점)을 수계지점으로, 경상북도 안동시 길안면 만음리(이하 안동지점) 지점과 대구시 칠곡군 동명면 득명리 팔공산 한티재 도립공원(이하 팔공지점)을 산림으로 분류하여 연구하였다. 대구 계명대학교 기후환경연구실에서 보유하고 있는 AWS(Automatic Weather Station) 자료로 기상요소를 분석하였으며, MODIS Terra 위성영상을 이용하여 지표온도를 추출하고 분석하였다. 또 기상요소와 지표온도를 이용해 회귀식을 도출하여 추정기온을 산출하였다. 그 결과 첫째, 계절에 따른 기온의 시간변화는 여름의 평균기온이 $25.13^{\circ}C$$24.12^{\circ}C$로 사대지점과 우포지점의 평균기온이 가장 높게 나타났으며, 이는 도심에서 발생되는 인공열의 영향으로, 우포지점은 수계의 특징이 반영된 결과라 할 수 있다. 둘째, 계절에 따른 풍속의 시간변화는 여름의 경우 우포지점의 풍속이 1.63m/s로 가장 높은 반면 안동지점의 풍속이 0.27m/s로 가장 낮은 것으로 나타났다. 겨울의 경우 팔공지점의 풍속이 1.82m/s로 가장 높게 나타났다. 토지피복에 따른 지표면의 변화가 도시기후에 미치는 영향을 정량적으로 평가하고, 또 지표면 온도와 기온과의 차이를 알아보기 위하여 MODIS 위성 영상을 이용하여 세 지점을 대상으로 토지피복에 따른 열환경을 평가 분석하여 다음과 같은 결론을 얻을 수 있었다. 첫째, MODIS 위성영상을 이용하여 산출한 지표면 온도는 여름철 주간에 안동지점의 경우 주변지역에 비해 지표면 온도가 약 $26^{\circ}C$로 낮게 나타났으며 우포지점의 경우 수계가 가지는 열 완충능력으로 약 $27^{\circ}C$의 낮은 지표면 온도를 나타내었다. 사대지점의 경우 약 $34^{\circ}C$이상의 높은 지표면 온도를 나타내었다. 둘째, MODIS 위성영상을 이용하여 산출한 지표면 온도와 관측된 기온과의 회귀식을 도출하여 상관분석 한 결과, 모든 지점의 값에서 상관성 및 신뢰도가 높은 것으로 나타났다. 셋째, 상관분석의 결과를 통하여 추정한 기온은 지표면 온도와의 차이가 있지만 유사한 패턴의 결과로 추출되었다. 이러한 결과로 볼 때 도시의 인공자재를 이용한 건축과 개발이 도시열섬현상을 유발하는데 중요한 역할을 하는 것을 정량적으로 평가할 수 있었다. 따라서 본 논문의 연구결과를 바탕으로 도시계획에 있어서 인공구조물에 의한 기온과 풍속이 받는 영향을 고려하여 도심의 인공구조물의 배치나 자재에 대한 개발이 이루어져야 할 것이며 열교환의 방해 및 바람순환이 확보되는 구조로 개선되어야 할 것이다.

Proposal on the Creation of a New Space Organization for the Moon and Celestial Bodies' Exploitation (달과 천체 개발을 위한 새로운 우주기구의 창설에 관한 제안)

  • The idea of creating an International Space Exploitation Agency (tentative title: hereinafter referred to ISEA) is only my academic and theoretical opinion. It is necessary for us to establish ISEA as an international organization for the efficient and rapid exploitation of natural resources in the moon and other celestial bodies. The creation of ISEA as a new international organization is based on the Article 11, 5 and Article 18 of the 1979 Moon Agreement. In order to create it as a preliminary procedure, it needs to make the Draft for the Convention on the Establishment an ISEA among the space-faring countries. The main contents of this paper is composed of (1) introduction, (2) joint exploitation of the natural resources (Heliumn-3, etc.) in the moon and ISEA, (3) activities for the exploitation of moon and other celestial bodies by the space-faring powers, (4) legal problems and Solution for the exploitation and mining rights of the natural resources in the moon, mars and celestial bodies, (5) procedure of creating an ISEA, (6) the principal points that need to be included in the draft for the ISEA convention, (7) conclusion. The creation of an ISEA would lead to a strengthening of the cooperation among the States deemed essential by the global community towards joint undertakings in space and would act as a catalyst for the efforts on the exploitation of the natural resources moon, mars, Venus, Mercury and other celestial bodies and allow resources, technology, manpower and finances to be centrally managed in an independent fashion to the benefit of the space-faring countries. It is desirable and necessary for us to create ISEA in order to promote cooperation in the field of space policy, law, science technology and industry etc. among the space-faring countries. The creation of the ISEA will be promoted the international cooperation among the space-faring countries in exploration and exploitations of the natural resources in the moon, Mars, Venus, Mercury and other celestial bodies. Finally, it should be noted that the political drive will be necessary not only to set up the organization ISEA, but also study a subsequent measures. It is also necessary for us to create the ISEA in order to develop the space industry, to strengthen friendly relations and to promote research cooperation among the space-faring countries based on the new ideology and creative ideas. If the heads (president or prime minister) of the space super-powers including the UNCOPUOS will be agreed to establish ISEA at a summit conference, 1 believe that it is possible to establish an ISEA in the near future.

  • 비록 부정경쟁방지법의 제정 목적이 부정경쟁행위 등의 방지를 통하여 건전한 거래질서를 유지한다는 의미의 경쟁체제 확립에 있기는 하지만, 우리나라의 경우는 법 제정 당시와는 달리 사실상 산업스파이에 대한 영업비밀의 보호나 주지의 상표 영업표지의 보호와 같은 지적재산권의 보호 법률로서의 역할로 점차 변화하고 있고, 특히 부정경쟁방지법이 주지의 상표에 대한 출처의 혼동에 대한 규제뿐만이 아니라 별도로 저명상표의 희석화(稀釋化) 방지라는 법익, 이에 더 나아가 도메인 네임(Domain Name)의 선점과 원산지 및 품질의 오인(誤認) 야기행위, 주지 저명한 타인의 디자인(Design), 캐릭터(Character)와 같은 상품의 표지에 이르기까지 지적재산권과 관련된 보다 넓은 법익의 보호까지 수행하게 되면서 그 기능은 날로 강화되고 있는 상태이다. 이에 반하여 부정경쟁방지법상의 부정경쟁행위 자체에 대한 규제는 사실상 주지 저명한 타인의 상표나 상품표지의 식별력이나 출처표시기능 등의 보호라는 의미의 분쟁수준을 넘지 못하고 있어, '경쟁법'으로서의 역할은 상대적으로 미약해지고 있는 것 또한 현실이다. 또한, 공정거래법 제23조 제1항 제8호를 비롯하여 현행 공정거래법상의 불공정거래행위에 대한 규정체제를 살펴보면, 해석 여하에 따라서는 부정경쟁방지법상의 부정경쟁행위가 대부분 공정거래법상의 불공정거래행위의 범위 내로 포섭될 수도 있는 상황이기도 하다. 이에 양 법률의 성격과 역할, 앞으로 나아가야 할 방향을 고민하지 않을 수 없고, 이와 같은 논의는 발전적 입법론으로서의 가치를 갖는다. 물론 불공정거래행위(부정경쟁행위)에 대한 규제에 있어서 반드시 독일법체계에 따를 것인지 아니면 미국의 경우를 따를 것인지에 대한 선택 자체가 논리적으로 양립 불가능한 것은 아닐 것이지만 우리나라의 경우는 1980년 "독점규제 및 공정거래에 관한 법률"이 제정되는 과정에서 당시 부정경쟁방지법에 담겨 있던 기존의 부정경쟁행위에 대한 규정과 공정거래법상의 불공정거래행위와의 경합이나 중복문제는 마땅히 검토되었어야 했음에도 불구하고 공정 거래법의 제정과정에서 사실상 부정경쟁방지법의 존재 자체가 간과되어 오늘에 이르고 있다. 그동안 양 법률상의 규정 중복이나 충돌을 정식으로 문제 삼았던 바는 없었지만 '발전적 입법론' 이라는 차원에서 살펴 보면 부정경쟁방지법상의 부정경쟁행위에 대한 규제는 앞으로 공정거래법체계 내의 불공정거래행위로 포섭할 필요가 있고 이를 통하여 경쟁정책의 전문 전담기구로서 불공정거래행위에 대한 규제의 중심에 서 있는 공정거래위원회를 중심으로 효율적이고 통일적인 경쟁정책을 확립을 기대하여 볼 수 있을 것이다. 이 과정에서 공정거래법의 변화 또한 뒤따라야 하는데, 부정경쟁방지법상의 부정경쟁행위의 편입에 따라 불공정거래행위에 대한 규정 일부를 알맞게 다시 수정하는 것에 그치지 않고, 기존 부정경쟁방지법이 인정하고 있었던 사인간(私人間) 금지 또는 예방청구권 또한 공정거래법으로 그대로 편입되는 방향으로의 입법 개선이 이루어질 필요가 있으며, 그동안 '부정경쟁방지법의 공정거래법으로의 편입문제'와는 전혀 무관하게 공정거래법의 사적 구제 및 사소(私訴)의 활성화 차원의 논의로서 공정거래법상 사인간 금지청구권의 도입 여부가 검토되어 왔지만, 앞으로 이 문제는 부정경쟁방지법상 부정경쟁행위의 공정거래법체계 내로의 편입문제와 함께 이를 포함한 더욱 큰 논의로서 다시 적극적으로 검토될 필요가 있다고 본다. 이를 통하여 앞으로 부정경쟁방지법은 특허청을 중심으로 산업스파이에 대한 규제나 영업비밀의 보호와 기타 지적재산권의 보호에 온 힘을 다하고, 공정거래법은 공정거래위원회를 중심으로 불공정거래행위 (부정경쟁행위에 대한 보다 포괄적이고 통일적인 규제를 담당하여 '선택과 집중' 이라는 차원의 각 법률체계의 한 차원 높은 발전 또한 기대해 볼 수 있을 것으로 확신한다. 이러한 합의점을 시작으로 미시적인 다음 단계의 논의에 해당하는 사인간 금지청구권의 허용범위나 허용요건, 남용을 방지하기 위한 제도적 장치, 단체소송 등의 허용 여부 등의 논의도 함께 하여야 할 것이고, 이 과정에서 미국의 클레이튼법(Clayton Act)이나 가까운 일본의 입법례를 참고하여 우리의 실정에 맞는 규제의 틀을 마련함이 타당할 것이고, 이를 통하여 궁극적으로 그동안 공정거래법의 사적 집행의 활성화를 통한 경쟁질서의 확립의 강화라는 이상에 더욱 가까워질 수 있는 좋은 입법적 변화의 모습을 볼 수 있을 것이라 생각한다.
