This study reviews the issue of public interests of technologies required in industrial technology policy as well as the demand for changes in industrial technology policy as result of the migration from catch-up to post catch-up innovation system. In fact, the importance of public interests which served as the rationale for government intervention in industrial technology policy have gradually faded, which invited controversies over the legitimacy and effectiveness of government intervention in promoting specific technologies or industries. Today, the existing policy framework has to change to correspond to the post catch-up environment which requires creative technology development. In this context, the Korean government needs to reduce direct support for certain companies or technologies, but increase R&D investment in energy, environment and health and welfare to enhance public interests of technology innovation activities.

In the media convergence era, contents industry is raising core area in the government level. This study explores directions of development policy of national contents industry. So this study performs depth interview with 10 experts and investigates delphi research with 30 experts who are specialists in digital convergence area. Following the depth interview, there are three categories in the convergence contents - technical area, human resource area, and political area. The result shows that there is discordance between importance and present status each area. This finding suggests that there is political delay in the convergence media industry. In conclusion, it is necessary to look over the current limits and inspect defects. This study implicates further directions of national contents industry.

본 논문은 국내 소프트웨어 산업에 있어서 기업의 시장 활동과 관련된 특성을 분석하고 정부의 정책 및 역할을 분석하였다. Porter의 국가 경쟁력 모형을 기본 프레임워크로 하여 국내의 소프트웨어 산업에 있어서의 수요조건의 특성과 이에 관련된 관련 정책 방향을 점검하였다. 실증적 자료가 부족한 국내의 소프트웨어 산업을 대상으로 탐색적 성격의 시장 활동 분석용 설문을 작성하여 약 200개의 소프트웨어 사업자를 대상으로 설문을 수행하여 이들 사업자들이 느끼는 시장 활동의 특성을 분석하였으며, 이를 바탕으로 정부의 역할에 대한 정책적 시사점을 도출하고자 하였다.

과학기술분류는 연구자들의 연구활동을 담는 그릇이다. 과학기술자들이 다양한 분야에서 각기 다른 연구활동을 수행할 때 과학기술분류는 이들의 연구활동을 나누고 묶는 기준이된다. 이 연구는 한국과학재단에서 1999년부터 사용하고 있는 새로운 과학기술 분류체계의 속성과 구조에 관한 것이다. 새로운 분류체계는 분야를 복수로 기재하도록 함으로써 복합(interdisciplinary) 분야의 표현이 가능하도록 하였고 연구분야와 적용분야를 동시에 기재하도록 함으로써 과학기술정책과 산업정책이 연결될수 있는 체계를 갖도록 하였다.

국내에서 에너지산업만큼 거대하고 복잡한 시장은 없다. 또 에너지산업만큼 모든 산업은 물론 개개인 모두와 깊은 관련을 갖는 분야도 없다. 그런데 모두와 관련이 있다는 것은 모두를 이해관계자로 만들 수 있는 구조적 난점이 있다. 이에 에너지와 관련된 정책은 모든 이들의 관심을 받으며, 항상 이슈화 된다. 문제는 모두를 만족시킬 수는 없다는 점이다. 하지만 무엇이 국가 전체를 봤을 때 옳은 정책인지, 또 현재 뿐 아니라 미래까지 전망했을 때 무엇이 더 현명한 정책인지 그 기준은 분명 존재한다. 우리나라에서 이처럼 복잡하면서도 어려운 에너지 분야를 연구해 정책을 제시하는 곳은 에너지경제연구원이다. 에너지경제연구원 손양훈 원장을 직접 만나 에너지산업의 현안과 이에 대한 해결책을 들어봤다.

한국정보산업연합회에서는 '96년 1월 30일 전경련회관 3층 대회의실에서 올해의 정보화 추진 및 정보산업 육성정책 내용과 이와 관련한 장 단 기 정책방향에 관한 설명을 청취하고 이에 대한 업계의 의견을 개진하면서 기업의 사업방향과 대 정부 협조방안을 모색하는 기회를 마련하였다. '96년도 각 부처별 정보화 정책과 정보산업육성시책을 종합적으로 파악할 수 있으며 또한 자사의 사업수립과 경영활동에 큰 도움이 될 것으로 보며, 본고에서는 정보화 정책 포럼(정보통신부, 초고속정보통신망구축기획단, 교육부, 국방부, 건설교통부, 총무처, 통상산업부 내무부) 내용중 '96년도 사업계획을 발췌하여 게재하였다.
