지역개발과 지역의 지속가능한 발전전략의 수립을 위해 지역의 환경적, 사회적, 경제적 특성을 통합한 지속가능발전 모델을 구축하는 것은 매우 중요하다. 본 논문은 지속가능발전 전략의 모색과 관련정책의 파급효과를 측정하기 위하여 이러한 통합모델의 개발과 적용을 목적으로 한다. 이러한 목적에 따라 높은 환경질을 유지하고 대나무와 같은 생태자원을 육성함으로써 생태관광과 대나무신산업 등의 새로운 지역개발 정책을 수행하는 전라남도 담양군을 대상으로 지속가능발전 체계동태모형을 구축한다. 담양군 사례분석의 결과는 죽림육성 정책과 대나무신산업과 같은 지역특화산업에 대한 기술개발 및 각종 재원의 병행이 인구유입과 지역경제의 활성화에 매우 효과적임을 제시하고 있다. 결론적으로 본 논문에서는 지역의 지속가능성에 관한 시스템적 사고를 통해 지역개발에 있어서 지역의 환경적 특성을 살린 생태자원의 육성과 적절한 산업정책을 병행하는 생태발전 전략이 지역의 지속가능발전에 있어서 매우 중요한 수단이 될 수 있음을 제시하고 있다.

4차 산업혁명 시대 인터넷이 소비자 중심에서 산업계 중심으로 진화함에 따라 주요국은 기존 산업의 경쟁력 강화를 위한 정책방안을 마련하여 추진하고 있다. 글로벌 기업 CEO들은 장기적인 불확실성을 최소화하기 위해 산업인터넷 융합의 가치사슬, 비즈니스 모델, 시장전망, 그리고 생태계 조성에 관심이 높다. 본 연구는 산업인터넷(Industrial IoT: IIoT) 분야 국가경쟁력 제고, 효율적 시장 창출 등을 지향하는 방향으로 국가 차원의 거버넌스, 출연(연) 융합 연구개발 및 표준화, 테스트베드 전국화, 법제도 정비 등 정책 마련을 위한 산업인터넷 가치사슬(Value Chain), 비즈니스 모델, 시장조사 기관의 시장전망, 미국 중심의 생태계 조성 동향을 제시하고 있다.

This paper shows a empirical results by adopting Kauffman' NK model. First, we find interdependence parameter K is nine in the technological ecosystem Landscape. According to principal component analysis, our technological ecosystem landscape is based on K=N-1 technology structure. Second, to Kauffman NK model, our technological ecosystem landscape is completely uncorrelated each other and contains a large number of local optima. As additional technology rises, the number of local optima rises rapidly. Our results mean that the more complexity in the technological ecosystem landscape, the less effective technology innovation will be in our country's technology system.

최근의 글로벌 IT시장은 HW 중심에서 SW 모바일 중심으로 급속히 변화하고 있으며, SW, PC, 휴대폰 등 비교적 명확했던 IT 경계가 사라지고 융합화 되고 있어, SW산업은 IT 산업 전체의 경쟁력을 좌우하는 기반산업으로서 그 역할이 확대되고 있다. 그러나, 2010년말 국내 SW시장은 세계시장의 2.0%(임베디드SW 포함)에 불과하며, 적지 않은 문제점을 가지고 있다. 첫째, SW시장질서가 공정하지 못하며 생태계가 왜곡되어 있다. 둘째, 인력 기술 창업 등 SW산업의 기초체력이 미흡하다. 셋째, 임베디드시스템 경쟁력 부족으로 융합 시장이 활성화되어 있지 못하다. 넷째, 협소한 국내 시장을 넘어 글로벌 시장에 도전하는 기업가 정신이 부족하다. 이러한 상황에서 젊은 인재와 SW전문기업이 글로벌 시장에 도전하고 성공할 수 있는 생태계를 조성하기 위해 2011년 10월 27일 제102차 비상경제대책회의에 "공생발전형 SW생태계 구축 전략"이 상정되어 확정되었다. 동 전략의 기본 방향은 1) IT서비스 대기업 중심의 시장 질서를 전문 중소기업 중심으로 전환, 2) 패키지 SW 임베디드SW를 우리 경제의 사활이 걸린 분야로 선정하고, 핵심경쟁력 제고여건 조성에 있다. 이를 위한 추진과제로 SW공정 거래 질서 확립, SW기초체력강화, SW융합 활성화가 추진될 계획이며, 또한 정책의 지속적인 수행을 위한 재원 마련 방안 및 추진 체계를 확보함으로써, 공생발전형 SW생태계 구축의 새로운 전기가 마련될 것이다.

This paper, at first, intends to develop a conceptual model of spatial information eco-system based on the related literature reviews. The basic requirements in constructing the model are also specified. Next, the functional roles and interrelationships among the actors constituting the eco-system are analyzed to investigate the major reasons of inefficient and unsmooth flows of value-added process of Korean spatial information industry. Especially, the Korea Cadastral Survery Corp.(KCSC), which has dual organizational characteristics of public and private entity, is analyzed to be positioned as the most dominant actors in the eco-system. However, the KCSC needs to be changed and challenged to re-establish the missions and institutional roles for upcoming network societies. Here, we proposed 4 future-oriented development strategies and action plans to promote the Korean spatial information industry and to activate the eco-system.

This study assesses the strategy and performance of Eco-industrial Park (EIP) initiative implemented by Korea Industrial Complex Corporation (KICOX) with the support of Ministry of Trade, Industry and Energy (MOTIE), Korea since 2005 to 2013 and recommends future directions. After the concept of EIP based on industrial symbiosis (IS) is introduced, the background and implementation procedure of the EIP initiative are described. Then, economic and environmental achievement was assessed. During the project periods (2005-2013), 449 industrial symbiosis project were explored, among which 296 projects have been implemented. Among (Of these 296 projects,) them, 244 projects have been completed in which 118 projects have been commercialized which shows 48% commercialization rate of the completed projects. Through these commercialized projects, around 311.1 billion won/year of economic benefits and reduction of waste by-products of 828,113 tons/year, wastewater of 215,517 tons/year, reduction in energy consumption of 250,475 toe/year and GHG emission reduction of 1,107,189 $tCO_2/year$ were achieved. This results confirmed that EIP initiative based on industrial symbiosis can enhance eco-efficiency of industrial parks and harmonize economy and environment. However, there are obstacles like absence of interagency coordination and cooperation, laws and institutional barriers, increased demand for local governments, funding for project investment. Thus, to utilize EIP initiative as a strategic tool for competiveness and environmental management of industrial parks, it needs intergovernmental collaboration and interdisciplinary approach to lower barrier in implementation.

현재 4차산업혁명시대에 창의적인 아이디어와 적극적인 도전정신으로 무장한 스타트업이 글로벌 산업을 주도하고 있다. 정부에서도 지역별 스타트업 생태계 활성화를 위해 전국 17개의 창조경제혁신센터 운영을 지원하며, 각 센터별로 '개방성, 자율성, 다양성'의 운영 원칙 하에 지역별 스타트업 창업 생태계 허브, 공공 액셀러레이터, 그리고 오픈 이노베이션 플랫폼 역할을 담당하고 있다. 최근 수도권 스타트업 생태계는 활성화되고 있는데 비해, 지역의 스타트업 생태계는 인력, 자금 등 스타트업 성장에 핵심적인 요소 확보에 큰 어려움을 겪고 있다. 특히, 부산은 일자리를 찾아 수도권으로 떠나는 등 청년층의 이탈로 고령화가 가장 빠른 도시로서, 지역 일자리 문제를 해결하는 주요 방법 중의 하나로 스타트업 생태계 활성화가 중요한데, 스타트업 지원기업 중에서도 초기 스타트업 창업 및 성장 지원 업무에 집중하는 부산창조경제혁신센터의 역할이 매우 중요하다. 본 연구에서는 부산창조경제혁신센터의 운영 개선 방향을 내부 직원 설문조사로 도출하고, 타겟 고객을 창업가/초기 스타트업(Creator), 교육기관(Campus), 대기업(Company), 그리고 커뮤니티(Community)의 4C로 정의하였다. 부산창조경제혁신센터의 일관된 방향성 정립을 위해 미션과 비전을 각각 정의했으며, 그것을 달성하기 위한 전략 및 실행 방안을 도출하였다. 마지막으로 센터와 직원들이 공동 성장할 수 있는 센터 업무 협력 체계와 역량 강화 교육 체계를 제시한다.

1970년대에 접어들면서 광양만 및 인근해역은 대규모 산업단지 조성에 의해 다량의 생활하수와 산업배(폐)수가 유입되면서 매우 빠르게 부영양화가 진행되게 되어 급격한 생태계의 천이를 발생시키고 있다. 따라서 연구에서는 연안해역의 개발과 인위적 부영양화 과정에 따른 생태계 천이과정을 추구하는 한가지 수단으로 외부 환경변화에 가장 민감하게 반응하는 식물플랑크톤 생물량의 시ㆍ공간적 분포특성을 파악하여 보았다. (중략)
