A Study on the Affecting Factors in Performance of Internal Leakage Prevention on Industrial Technology (산업기술의 내부 유출방지 성과에 영향을 미치는 요인에 관한 연구)

  • According to the statistics of the National Industrial Security Center under the National Intelligence Service, 209 national technologies have been leaked abroad in the past 5 years. Small and medium-sized enterprises and leakage by insiders accounted for 73% and 80% of them, respectively. This suggests that all the capabilities for preventing leakage of industrial technology should be focused on small and medium-sized enterprises and leakage by insiders. Related studies have been actively conducted on legal consideration of industrial technology leakage crimes, improvement of industrial security policies, and industrial security measures for preventing leakage of industrial technology, but adequate empirical studies have not been carried out on factors of leakage of industrial technology. In particular, there have been few studies on the effect of the experience of industrial technology leakage and enterprise scale(large enterprise, small and medium-sized enterprise) on achieving results in leakage prevention. Therefore, this study extracted factors affecting performance to prevent industrial technology leakage by analyzing previous related papers and to empirically analyze relationships with performance by applying the TAM model after classifying variables into the TOE framework by characterizing these properties.

  • According to the document from the National Industrial Security Center in 2015, from 2003 to 2014 the disclosure number of industrial spy in South Korea was 438, and the damages due to the industrial technology leakages amounted 50 trillion won annually. Because the industrial technology leakage exercises great influence on the enterprises and the country. countermeasures against industrial technology leakages should be established. Therefore, the purpose of this research is to suggest measures preventing industrial technology leakages and related crimes in enterprises by applying the Crime Prevention Through Environmental Design(CPTED) technique. This research analyzed the recent technology leakage cases and used an analysis of literature research. From the result of this research, we suggested 1) Access Control, 2) Surveillance Enhancement, 3) Territoriality of Reinforcement, and 4) Activity Support by applying the CPTED technique for preventing industrial technology leakages. The limitations of this research and the recommendations for future research were discussed at the last part of this research.

  • As our nation's economy had grown in size and its possession of the cutting-edge science and technology had increased over the years, the damages received from the outflow of our industrial technology has become a serious issue. As of today, the outflow of Korea's industrial technology has reached a serious level, but in reality there were no adequate countermeasures carried out against it. Also, it is not too much to say that the effort to prevent the outflow of the university-developed industrial technology, which is one of the main pillars for the development of the nation's technological prowess, had been carried out in passive and lukewarm manner. Therefore, as a part of the industrial security activity, we have analyzed the overall situation and major cases related to industrial security activities that have been carried out so far, in order to emphasize the importance of those universities. Also, we tried to find appropriate solutions for the universities to invigorate the industrial security activities needed.

  • According to the advent of the seriousness of industrial technology outflow, concerns are mounting about the importance of security, recently. In this paper, I studied a research trend about industrial technology security and real condition of the outflow, analyzed it in various ways, and showed a seriousness of the issue and urgency of the security. Finally, I suggested methods of improving needed in the industrial technology security in legal, business and technical ways.

A New Direction for Police Activities to respond to the Industrial Technology Outflow Crime (산업기술유출범죄 대응을 위한 경찰활동의 개선방향에 대한 연구)

  • Despite the trend and severity of industrial technology outflow crime, little research has been conducted about the effect of police force on that kind of crime in Korea. Consequently, this research preliminarily empirically examined relationship between foreign affairs police forces such as policemen, budget, establishing special investigation unit and the arrest of industrial technology outflow crime due to the limit of related data. Research findings can be summarized as follows. A statistically significant positive relationship was found between foreign police budget and the arrest of crime in the country. On the contrary, foreign police force is not significantly associated with the arrest and occurrence of crime overseas. Based on the result, the effect of the police force such as hardware factors including policemen, budget on the industrial technology outflow crime seemed to be weak. Consequently, considering police alternatives from previous researches, several implications such as reinforcement of foreign police force by increasing personnel and organizational innovation, enriching training program, strengthening the domestic and foreign cooperative network between police and related bodies can be suggested. Also, the improvement of the formal statistics on the industrial technology outflow crime and strenthening public relations can be recommended.

  • 강우시 발생되는 강우유출수는 배수구역내 지표오염물질로부터 기인한 다양한 오염물질을 포함하고 있으며 전세계적으로 이에 대한 많은 연구가 진행중에 있다. 초기강우시 산업공단에서 발생되는 지표유출수내 오염물질의 특성은 아직도 완벽하게 이해되고 있지 못하고 있다. 본 연구는 산업공단을 대상으로 강우시 지표유출수의 수질과 특성을 분석 평가하였고 시료채취는 공단을 배수구역별 4개 구역으로 구획 후 해당 배수구역에 대해 grab sampling 방법을 적용하였다. 석유 화학산업과 일반 야적장 등에서는 BOD, COD, SS, TN 등의 일반오염물 항목들이 주로 검출된 반면, 기계 금속산업, 고철야적장 지역에서는 중금속 항목의 오염물이 고농도로 측정되었다. 산업공단에서 발생하는 지표유출수내 오염물질들은 대부분 업종과 연관성을 나타내었고, 각 지점별 발생 오염물질의 농도는 오염물질의 노출정도 및 강우사상의 특성에 따라 결정되어지는 것으로 나타났다.

  • Since SMEs have recognized needs for industrial technique leakage prevention, they tend to construct information security system causing huge consumption of budget, yet they cannot organize information security team to operate integrated information security management system with consistency and it is fact that there only occur instant introductions of certain system. In this study, we designed information security management system for SMEs' industrial technique leakage prevention which is differentiated from those of large enterprises based on current status of SMEs' industrial technique leakage. Specifically we analyzed current status and vulnerability of SMEs' industrial technique leakage and we designed industrial technique leakage prevention management system for SMEs. Then we applied Delphi method to validate appropriateness of study result. We strongly believe that SMEs may estimate a appropriate level of investment on information security and develop countermeasures for control by utilizing this study result.
