  • Recently, forest fires have become frequent due to climate change, and the size of forest fires is also increasing. Forest fires in Korea continue to cause more than 100 ha of forest fire damage every year. It was found that 90% of the large-scale wildfires that occurred in Gangwon-do over the past five years were concentrated in the east coast area. The east coast area has a climate vulnerable to forest fires such as dry air and intermediate wind, and forest conditions of coniferous forests. In this regard, studies related to various forest fire analysis, such as predicting the risk of forest fires and calculating the risk of forest fires, are being promoted. There are many studies related to risk analysis for forest areas in consideration of weather and forest-related factors, but studies that have conducted risk analysis for forest-friendly areas are still insufficient. Management of forest adjacent areas is important for the protection of human life and property. Forest-adjacent houses and facilities are greatly threatened by forest fires. Therefore, in this study, a grid-based forest fire-related disaster risk map was created using factors affected by forest-neighboring areas using national branch numbers, and differences in risk ratings were compared for forest areas and areas adjacent to forests based on Gangneung forest fire cases.

  • Purpose: Recently, large-scale forest fires caused by climate change, natural disasters, and human factors have been increasing every year in the East Coast and Taebaek Mountains region. Although forest fire extinguishing using helicopters is currently increasing, the need to introduce air force transport aircraft has continued to be raised due to the importance of early fire extinguishment to respond to large forest fires and the difficulty of extinguishing forest fires between sheep. This study seeks to present a plan for developing a post-fire management system for several aspects - achieving operational objectives, overcoming the operating environment, selecting a staging area, and efficient operation measures - to efficiently perform forest fire extinguishing missions using Air Force transport aircraft. Method: Based on literature research on forest fire extinguishing, forest fire extinguishing experiments using fixed-wing aircraft, and the operation status and operation method of forest fire extinguishing helicopters, the pros and cons of helicopter operation and the effects of large forest fire extinguishing using a large transport aircraft (C-130) Analyze the effectiveness of operation through analysis. Results: When extinguishing a large forest fire, an effective CM (Consequence Management) application plan was derived, including effective operation, control, command system, dispatch request, and forest fire extinguishment when integrating helicopter and fixed-wing aircraft (C-130). Conclusion: The application of the concept of CM (Consequence Management) is partially applied to some areas of chemical, biological, and radiological (CBRNE) protection in Korea, but efficient operation, control, and command systems are established when integrated operation of helicopters and large aircraft (C-130) in forest fire extinguishment. the concept of CM (Consequence Management), which is operated in advanced countries, was applied for safety management, dispatch requests, and forest fire extinguishing, thereby contributing to the establishment of a more advanced disaster and post-disaster management system.

  • Recent abnormal weather condition and accompanying increase in forest fire require more study on the effect of forest fire on the stability of mountain slopes. The aims of this paper are to investigate how destroy of trees caused by forest fire influences the stability of mountain slopes and to propose a safety evaluation method for mountain slopes considering the effect of forest fire, in order to minimize the expected damage due to forest fire. To accomplish this aim, the effects of forest fire on the stability of mountain slopes are analyzed in quantitative way, and a slope stability chart is proposed as a result.

  • For the effective management of forest fire, understanding of regional forest fire patterns is needed. In this paper, forest fire ignition and spread characteristics were analyzed based on forest fire statistics. Fire occurrences, burned area, rate of spread, and burned area per fire between 1991 and 2007 were parameterized for the cluster analysis, which results were displayed using GIS to detect spatial patterns of forest fire. Administrative districts such as cities and counties were classified into 5 clusters by fire susceptibility. Metropolitan areas had fire characteristics that were infrequent, slow rate of spread, and small burned area. However, 4 cities and counties showing fast rate of spread, and large burned area, in the eastern regions of Taeback Mountain range, were the most susceptible areas to forest fire. The next vulnerable cities and counties were located in the West and South Coast area.

  • This paper presents the capability to use QuickBird imagery for effects of forest disturbance in Okgye burned area. Particular attention of this paper deals with the NBR-derived mapping burn severity on QuickBird imagery to locate reliable rehabilitation(namely, secondary succession) over postfire surface. Comparisons of the mapping forest disturbance derived from QuickBird NBR data and the mapping burn severity derived from Landsat ${\Delta}NBR$ data show substantial agreement (KHAT value =0.7886). The method calculated from the correlation between QuickBird wetness and Landsat ETM+ band7 may have application to forest harvest disturbance.

  • This study was conducted to develop a forest fire occurrence model using meteorological characteristics for practical forecasting of forest fire danger rate by reflecting the climate change for the time period of 2000yrs. Forest fire in South Korea is highly influenced by humidity, wind speed, temperature, and precipitation. To effectively forecast forest fire occurrence, we developed a forest fire danger rating model using weather factors associated with forest fire in 2000yrs. Forest fire occurrence patterns were investigated statistically to develop a forest fire danger rating index using times series weather data sets collected from 76 meteorological observation centers. The data sets were used for 11 years from 2000 to 2010. Development of the national forest fire occurrence probability model used a logistic regression analysis with forest fire occurrence data and meteorological variables. Nine probability models for individual nine provinces including Jeju Island have been developed. The results of the statistical analysis show that the logistic models (p<0.05) strongly depends on the effective and relative humidity, temperature, wind speed, and rainfall. The results of verification showed that the probability of randomly selected fires ranges from 0.687 to 0.981, which represent a relatively high accuracy of the developed model. These findings may be beneficial to the policy makers in South Korea for the prevention of forest fires.

  • The edge area with burn severity is known as significant factor that has great effects on the ecosystem recovery. However, there is little study on the edge area and its effects in the South Korea. Thus, this study aimed to analyze immediate responses of vegetation following forest fires due to combined effect of burn severity and edge-interior effect. Burn Severity (BS), or ${\Delta}NBR$ values were computed using satellite images of pre and post-forest fire in Samcheock areas. The burn forest was classified 231 $1-km^2$ girds and these grids were further reclassified into 4 groups by BS type (low BS and high BS areas) and forest areas (edge areas and interior areas). These four groups of grids including low BS-interior (group A), low BS-edge (group B), high BS-interior (group C) and high BS-edge (group D). Post-fire vegetation responses measured with (${\Delta}NDVI$) among four groups were then compared and tested by T-test. The results indicated that group C (${\Delta}NDVI$=0.047) and D (${\Delta}NDVI$ = 0.059) showed considerably greater vegetation regeneration than those of low BS areas including group A (${\Delta}NDVI$ = -0.039) and group B (${\Delta}NDVI$ = -0.036). It was also observed that edges areas showed greater vegetation regeneration than interior areas when BS is the same. Group B (${\Delta}NDVI$ = -0.036) showed greater (${\Delta}NDVI$) values than group A (${\Delta}NDVI$ = -0.039) in low BS condition. Similar relationship is observed between group C and group D in high BS condition. Thus adequate restoration practices for burned areas might need to pay close attention to interior areas with low BS to minimize the secondary damages and to rehabilitate the burned forests.

  • Recently our nature of environment has destroyed by a large scaled forest fire. In order to manage these forest fires, forecasting of it is considered as the most important thing. In this paper the database related to forest fire was first built and the efficient forest fire information management system was implemented by using GIS. The main goal of this system is that forest fire managers have GUI(graphic user interface) to analyze data of forest fire effectively and update and retrieve information in database. For the efficient GUI, this system is built in Visual Basic 6.0 and Map Object 2.0. Map Object 2.0 is combined to have various and powerful functionality of GIS analysis as component ware. The Oracle 8.0 is used as DBMS in this study to manage all the spatial and attributed information in database effectively. In the future, this system will play a critical role as making a decision supporting system for scientific forest fire protection and help real time forest fire hazard information offers service for public welfare administration business management.
