  • 최근까지 강원도 일대에서는 산불재난으로 큰 곤욕을 치렀다. 본문의 표1의 자료에서 나와 있듯이 2000년대 이후 대한민국은 지속적인 산불재난으로 인해 세대에 걸친 중대한 피해를 입고 있는 실정이다. 이에 따라, 산불재난을 바라보는 인식의 변화가 필요할 것이며, "불가피성의 자연재해"라는 사후조치성 위주의 기존인식을 확장하여 사전조치성 예방 및 준비단계에 관심을 기울일 필요성이 있다고 생각된다.

A Study on Elementary School students Recognition of Forest Fire Disaster (산불재난에 대한 초등학생들의 인식 연구)

  • Purpose, Methoud: In this study, a survey was conducted on elementary school students in the region of Youngdong, Gangwon Province, to find out their awareness about their forest fire disaster experiences, the occurrence of forest fire, forest fire disaster education and coping behaviors for it. It's meant to provide some information on forest fire education based on the results of the survey. Four research questions were posed: 1. What is the awareness of elementary school students on their own forest fire disaster experiences? 2. What is their awareness on the occurrence of forest fire disaster? 3. What is their awareness on forest fire disaster education? 4. What is their awareness on coping behaviors for it? Result: The findings of the study were as follows: First, as for awareness on forest fire disaster experiences, 95.8 percent of the students that accounted for the majority knew about the meaning of forest fire. The students who knew about the meaning of disaster represented 80.8 percent. Second, as for awareness on the occurrence of forest fire, 35.8 percent thought forest fire broke out the most in summer. The students who had never seen forest fire in person accounted for 79.2 percent, which were the majority. Concerning the route of being aware of forest fire, the largest number of the students learned about it from TV, followed by families, friends, teachers, radio/schools and textbooks. Third, as for learning experiences on forest fire disaster, the students who had received this education accounted for 83.3 percent, which were the majority. This education was mostly provided by schools, and the second most common educational place was fire stations. Fourth, as for coping behaviors for the occurrence of forest fire, 80.5 percent replied they would dial the 119 emergency center, and the second most dominant answer was going up to the mountaintop, followed by quickly coming down to go home and having no idea. Conclusion: Through this study, It is judged that education on forest fire disasters and production of educational materials should be consistent and continuous education should be conducted.

  • Forest fires generate many types of risk as well as a wide and varied range of damage. Various studies and systems have emerged in response to wildfire disasters. International wildfire disaster safety management systems apply advanced technologies such as utilizing big data, GIS-based systems, and decision-making systems. This study analyzes South Korea's and other countries' forest fire disaster safety management systems, and suggests alternatives for wildfire disaster safety management in Korea. First, a means of integrating information, including field information, obtained by domestic agencies is proposed. Second, a method of applying big data to the disaster response system is proposed. Third, a decision-making system is applied to an existing GIS-based system. When applying the above countermeasures to Korea's existing disaster safety management system, various information and data can be visualized and thus more easily identified, leading to more effective decision-making and reduced fire damage.

Forest Fire Risk Analysis Using a Grid System Based on Cases of Wildfire Damage in the East Coast of Korean Peninsula (동해안 산불피해 사례기반 격자체계를 활용한 산불위험분석)

  • Recently, forest fires have become frequent due to climate change, and the size of forest fires is also increasing. Forest fires in Korea continue to cause more than 100 ha of forest fire damage every year. It was found that 90% of the large-scale wildfires that occurred in Gangwon-do over the past five years were concentrated in the east coast area. The east coast area has a climate vulnerable to forest fires such as dry air and intermediate wind, and forest conditions of coniferous forests. In this regard, studies related to various forest fire analysis, such as predicting the risk of forest fires and calculating the risk of forest fires, are being promoted. There are many studies related to risk analysis for forest areas in consideration of weather and forest-related factors, but studies that have conducted risk analysis for forest-friendly areas are still insufficient. Management of forest adjacent areas is important for the protection of human life and property. Forest-adjacent houses and facilities are greatly threatened by forest fires. Therefore, in this study, a grid-based forest fire-related disaster risk map was created using factors affected by forest-neighboring areas using national branch numbers, and differences in risk ratings were compared for forest areas and areas adjacent to forests based on Gangneung forest fire cases.

Explorative Study on Movement Patterns in Uljin-gun and Samcheok-si Wildfire Event (경북 울진·강원 삼척 등 산불에 따른 인구 이동 패턴에 대한 탐색적 연구)

  • In 2022, wildfires broke out in Uljin-gun and Samcheok-si, which set the record for the longest forest fire in Korea, but there were no casualties. To protect local residents from wildfires, they must evacuate. Predicting the demand for evacuation in the event of wildfires is essential for the efficiency of disaster management. The purpose of this study is to analyze the human mobility patterns according to the occurrence of Uljin-gun and Samcheok-si wildfires. SKT floating population data was used in this study to analyze the human mobility patterns in Uljin-gun and Samcheok-si. The main findings are as follows. First, while the movement of the resident and visiting population decreased, the movement of the worker population was found to be similar to normal. Second, the resident population of Buk-myeon, Uljin-gun moved to the surrounding area to avoid the wildfires. Third, the region is an area judged to be safe from wildfires, and this mobility patterns are related to emergency disaster text messages. This study confirmed human mobility patterns of the population in the area where the wildfires through the floating population data, which is quantitative data. This suggests that it is important to guide residents to shelters through emergency text messages to minimize damage in the event of wildfires.

Assessment of the Utility of WUI Mapping Techniques for Wildfire Disaster Management (산불 재난관리를 위한 WUI 매핑 기법 활용성 분석)

  • 본 논문에서는 대형 산불이 자주 발생한 강릉시 지역을 대상으로 원형 이동 창 알고리즘 WUI 매핑 기법에 우리나라 공간정보를 적용하여 분석하는 프로그램을 개발하여 실험 결과 WUI 지역은 14.5%, Non-WUI 지역은 85.2%로 매핑되었고, WUI 매핑 결과에 전국 산불연료지도와 중첩 분석한 결과, 32.8%의 면적이 중첩되었으며, 그 중 WUI 1등급은 8.1%, WUI 2등급은 1.4%, WUI 3등급은 2.2%이 중첩되었고, Non-WUI은 88.3%으로 중첩되었다. 중첩분석 결과는 산불로부터 인명과 재산을 보호하기 위해 산불예방 숲 관리가 필요한 최우선지역을 선정하는 기초자료로 활용이 가능할 것으로 확인하였다.

  • 2023년에도 2월에는 튀르키예와 시리아에서 대규모 지진이 발생하고, 칠레에서는 대규모 산불이 발생하였으며, 8월에는 하와이에서 산불로 많은 인명피해가 있었으며, 9월에는 모로코에서 지진이 발생하였다. 또한, 국내에서는 역대 세 번째로 많은 봄철 산불과 6-7월에는 충북 청주의 궁평 지하차도를 포함한 전국적인 집중호우 등 국내외에서 이전에 경험하지 못한 수준의 극한 재난 사건들이 발생하였으며, 미래에는 이러한 사건들이 더욱 빈번하게 발생할 것으로 예측된다. 이상기후에 대비함과 동시에 재난 발생시 피해를 최소화하기 위한 다양한 방안에 대한 고려가 필요한 시점이다. 본 논문은 극한 재난이 발생하였을 때 발령하는 시스템부터 재난정보를 수신하는 국민에 이르기까지 전반적인 재난정보 전달 관점에서 고려하여 국민의 요구사항을 반영하여 재난정보를 효과·효율적으로 전달하는 방식에 대해 제안한다. 제안하는 방안을 통해 신속·정확·효율적인 재난정보 전달이 이루어져 재난으로부터 인명 및 재산상의 피해를 감소시킬 수 있을 것으로 기대된다.

Analysis of Population Mobility Characteristics Based on Emergency Disaster Message Content: Focus on the 2022 Wildfires in Donghae City and Miryang City (긴급재난문자 송출 내용에 따른 유동인구 특성 분석: 2022년 동해시와 밀양시 산불 재난을 중심으로)

  • This paper analyzed changes in population mobility characteristics based on emergency disaster messages related to wildfires that occurred in 2022, using mobile data. The primary wildfires under analysis are the ones that occurred in Donghae City and Miryang City. Donghae City sent a total of six evacuation messages in response to the wildfire incidents, and all of the message contents specified particular evacuation locations. As a result, it was analyzed that there was a significant impact on changes in population mobility characteristics. On the other hand, in the case of Miryang City, a total of five evacuation messages were sent during the wildfire period, but not all messages specified a clear evacuation location,such as "A safe place". As a result, it was observed that there was minimal change in population mobility due to the lack of clear evacuation locations specified in the messages. These analysis results suggest the need for institutional improvements such as the standardization and specification of emergency alert message content when wildfires or similar disasters occur in different regions.
