An Identification of Project Sites for Lowering Carbon Emissions and Saving Forests in DPR Korea (북한의 탄소저감과 산림보존을 위한 사업대상지 선정방법 연구)

  • The main purpose of the current research is to analyze DPR Korean carbon emissions due to forest loss and to identify potential project sites for REDD implementation. REDD (Reducing Emissions from Deforestation and forest Degradation) is a global environmental policy that is geared towards lowering carbon emissions in developing and least developed countries through saving forests that are vulnerable to future deforestation. DPR Korea is known for its underdevelopment as well as its serious environmental degradation, but limited research exists regarding these issues. The research employs remotely sensed global data and forest carbon stock information from the existing literature to quantify carbon emissions in DPR Korea. It turns out that the country may have had emitted about 82.6 to 149.3 $MtCO_2e$ due to forest loss between 2005 and 2009. A few administrative districts are delineated as prospective REDD sites, of which the outcomes of Local Moran's I represent high rates of deforestation. In brief, it appears there is a great possibility to lower carbon emissions in DPR Korea via REDD implementation.

Strategy for Improving Forestland Classification System in Korea (산지이용구분제도의 개선방안 연구)

  • The objective of this study was to analyze 'Forestland Classification System' in Korea and to develop a strategy for its improvement. A survey was conducted in this study based on the Delphi technique, one of the interactive survey method relying on a panel of experts. The result indicated that the existing 'Forestland Classification System' was initiated for reasonable management of forestland, but now it turned into one of the most strict management restrictions. To improve forestland management in Korea, it was suggested to adopt 'Forest Function System' in this study. Moreover, to avoid indiscreet landuse conversion that might be occurred by substituting the 'Forest Function System' for the 'Forestland Classification System', it was suggested to adopt 'Forestland Conversion Propriety Assessment System'. In fact, landuse conversion has been regulated by the 'Environmental Impact Assessment System', but this system appeared inadequate to be applied to the forested area. Illegal acts for having permission of landuse conversion for reserved forests was another big issue in the forestland management. For example, alteration of the reserved status of forests or partition into patches smaller than the size limit has been attempted. Thus in this study, it was strongly recommended to take sanction against such illegal acts. In order to enhance the efficiency of forestland management, it was also suggested to integrate administrative agencies related to the landuse conversion or to take over the charge to local governments.

Response to Specific Fertilizer on Chestnut Tree(I) - Study on the Effect of Different Fertilizer on Growth and Nut-production of Chestnut Plantation - (밤나무 시비시험(施肥試驗)(I) - 밤나무생장(生長)과 밤생산(生産)을 위한 비종별(肥種別) 시비효과(施肥効果) -)

  • This study was conducted in order to obtain basic information for the development of a special compound fertilizer of the trials for chestnut tree cultivation in 1979-1980. Results were as follows: 1. Differences in growth performence after application of single, compound and special compound fertilizer was not significant, but fertilized showed more vigorous growth compared to control plots (without fertilizer). 2. Appearance of Chestnut strobile-drops was observed at: 62.2 % in control plots, 37-50 % in each single and compound fertilizer plots and in those with the double amount of compound fertilizer, 0.7 % in special compound fertilizer plots, 6.2 % in those with double amount of special compound fertilizer. 3. Riped strobiles were collected: 249 in compound fertilizer plots, 625 in special compound fertilizer plots, 391 in double amount of compound fertilizer plots, 816 in double amount of special compound fertilizer plots. 4. The production of chestnuts was: 4,662g in single fertilizer plots, 4,678g in compound fertilizer plots, 28,880g special compound fertilizer plots, 11,736g double amount of compound fertilizer plots, 33,073g double amount of special compound fertilizer plots. There was on significant differences of chestnut production between single fertilizer plots and compound fertilizer plot, but the production in double amount of special compound fertilizer plots was three time higher than in double amount of compound fertilizer plots. 5. The amount of chestnut production in 1980 dcereased compared to 1979 in single and compound fertilize plots due to shortage of sun light and high precipitation in the vegetation period but increased two times more in 1980 compared to 1979 in double amount of compound fertilizer and double amount of specific compound fertilizer plots. 6. Observation of these fertilizer-trial-plots will be continued during the next years in order to obtain more specific datas.

Development of a System Dynamics Model For Estimating the Volume of Forest Resources and Function of Public Benefit (산림자원 및 산림의 공익기능량 추정을 위한 시스템다이내믹스 모형 개발)

  • The purpose of this paper is to develop a System Dynamics model for estimating the volume of forest resources in the future and simulating the volume of function of public benefit linked to forest resources in dynamic manner. Also it is to analyze the impact when the volume of forest land conversion is controlled by policy using the SD model. The analysis was done at nation-wide for the simulation period 2000 to 2040. Estimated forest area was 6.2 million ha and estimated growing stock was $4.7\;billion\;m^3$ in 2040 from the future forecast without policies. Changing of forest resources, 13.9 billion tons of forest-ground-water storage was estimated, $1.8\;million\;m^3$ of erosion control of forest was estimated and 377 million tons of $CO_2$ absorption was estimated. As a result of simulation with two alternatives, forest area was less reduced and growing stock was bigger than do nothing policy. Also, function of public benefit reflected by changes of forest resources was enhanced. This study contributes to estimate the quantitatively measured volume of forest resources and function of public benefit over the 30 years in Korean forest land in scientific way. Using this SD model, decision maker would develop forest land policies more delicately for deserving forest resources and increasing the volume of function of public.

Development of Criteria for Evaluating Indonesia's REDD+ Strategy (인도네시아의 REDD+ 전략 평가를 위한 기준 개발)

  • We developed four qualitative criteria for evaluating Indonesia's REDD+ strategy by analysing REDD+ related decisions from the Cancun agreements adopted by the 16th Conference of the Parties under the United Nations Framework Convention on Climate Change (UNFCCC), and the important elements developed by Norway's International Climate and Forest Initiative to evaluate Indonesia's REDD+ strategy: (1) Criterion 1 is assessing how accurately the developed strategy identifies substantial underlying and direct causes of deforestation and forest degradation; (2) Criterion 2 is whether the strategy establishes a scientifically reliable national-level MRV (Measurement, Reporting and Verification) system; (3) Criterion 3 is whether the strategy achieves real greenhouse gas emissions reductions; and (4) Criterion 4 is whether the strategy includes safeguards to ensure equity and co-benefits from REDD+ related projects for relevant stakeholders, in particular local communities and indigenous peoples. Criteria 1 and 2 can be the fundamental bases of real GHG emissions reduction (Criteria 3). Criteria 3 is recognised as the ultimate objective of REDD+. Criterion 4 is for both bases of the effective GHG emission reduction and complementary objective of REDD+. These criteria and indicators developed can provide basic framework to understand their REDD+ national strategies of the other developing countries as well as Indonesia.

Land Use Change Detection at Kyeryongsan National Park by Using Remote Sensing and Geographical Information Systems (원격탐사와 GIS를 이용한 계룡산국립공원의 토지이용변화)

  • 국립공원의 뛰어난 경승지와 생태적으로 보존가치가 높은 지역은 다음 세대에게 물려줄 국가의 귀중한 자원으로서 잘 보존되고 관리되어야 하나 한국의 국립공원에서는 공원의 자연환경을 해치는 개발행위가 이뤄졌거나 제안되고 있다. 이러한 개발행위를 효과적으로 평가하기 위해서는 관련 환경자원의 활용이 필요하고 특히 토지이용변화의 파악이 요구되나 한국의 국립공원은 적절한 토지이용도가 결여되어 있다. 그러므로, 본 연구의 목표는 토지이용변화도를 제작하여 향후 국립공원에서 제안되는 개발행위가 해당국립공원의 토지이용변화에 미친 영향을 파악함으로써 국립공원의 환경 및 경관 관리에 기여하는 데에 있다. 본 연구는 계룡산국립공원을 대상으로 1988년도부터 1998년까지의 토지이용변화를 파악하기 위해 원격탐사 자료를 이용하여 2개년도의 Landsat TM 영상을 기하보정하여 토지피복분류를 추출하였다. 이를 바탕으로 항공사진과 현지조사를 통해 확인하여 작성한 토지이용현황도와 토지이용변화도를 GIS에 입력하였으며 GIS의 분석기능을 이용하여 10년간의 토지이용변화에 대해 파악하였다. 토지이용변화 파악 결과, 농지와 나대지가 계룡산국림공원 전체에서 43.7ha, 102.2ha 각각 감소하였고 산림과 개발지는 121.Oha, 24.8ha. 각각 증가하였다. 산림의 증가는 1988년 영상분류당시 산림의 가장자리 유령림이 농경지로 분류되었던 것이 10년 뒤 영상에서는 산림으로 분류된 결과로 파악되며 개발지의 증가는 계룡산국립공원 동학사 제2집단시설지구의 개발로 기존 농경지가 감소, 전용되었고 나대지는 개발로 인해 감소되었다. 개발지의 증가는 취락지구와 집단시설지구에서 두드러졌으며 이들 두 지구에서 산림, 농경지, 나대지 모두 감소하고 대신 개발지가 증가하였다. 본 연구를 수행한 결과 계룡산 국립공원의 가장 큰 토지이용변화는 건물 신축이었으며 이는 집단시설지구의 신설에 기인하고 있다. 취락지구도 개발 행위가 증가하고 있어 집단시설지구와 취락지구의 이용후 평가가 이뤄져야 한다고 생각한다. 본 연구에서 작성한 토지이용변화도는 향후 국립공원의 경관 변화를 파악하는 데에 효과적으로 이용될 수 있다고 판단된다.

Assessment of Environmental Conservation Function using Changes of Land Use Area and Surface Temperature in Agricultural Field (용인시의 토지이용면적과 지표면 온도 변화를 이용한 환경보전 기능 변동 계량화)

  • This study was aimed at assess environmental conservation functions by analyzing the change of land use areas in agricultural fields between 1999 and 2006, and comparing land surface temperature distribution between 1994 and 2006 in Yongin city. Land use maps of Yongin city were obtained from soil maps for 1999, Quickbird satellite images(less than 1 m) and parcel map for 2006. The land use area for Yongin city was in the order of forest > paddy field > upland > residence & building in 1999, and forest > residence & building > paddy field > upland in 2006. Decrease of paddy and upland fields reduced 34% and 41% of the capability of agricultural multifunctionality as to environment including flood control, groundwater recharge, and air cooling. Land surface temperature(LST) was derived from Landsat TM thermal infrared band acquired in September of 1994 and 2006 and classified into three grades. The results impplied that green vegetation in agricultural field and forest play an important role to reduce land surface temperature in warm season.

The Analysis of Landscape Structure due to the Landcover Change - Case Study in Kyongsan City - (토지이용변화에 따른 경산시의 경관구조 분석)

  • Landscape, the land mosaics, is combined with human and natural environment. Landuse and landcover changes are an important factor that changes structure and function of regional landscape. In this study, the changes of landcover and landscape structures are examined in Kyongsan between 1985 and 1997, using Landsat TM images and landscape indices. The results of this study are as follows; First, according to the classification of landcover, forest and agriculture areas have decreased as a result of urban expansion. Second, forest fragmentation has been brought by development; So forest healthiness has weakened. It is proved that urban expansion has happened in agriculture land. Third, a variety of landuse types around forest have changed from agriculture-oriented types to the ones mixed with urban and agriculture areas between 1985 and 1997.

Evaluating Monitoring Condition for Forest Carbon Offset Project to Demonstrate CSR in North Korea (대북 사회공헌형 산림탄소상쇄사업 모니터링 여건평가)

  • Abstract Monitoring is the most critical element in implementing "forest carbon offset project" to enhance the visibility of CSR (Corporate Social Responsibility) in North Korea. This study is intended to explore monitoring potential in terms of forest carbon offset project using satellite image for Baekdu mountain of North Korea. The permanent record of standard satellite remote sensing system demonstrated its capability of presenting area-wide visual evidences of monitoring conditions in Mt. Baekdu mountain of North Korea (site suitability, carbon stock by forest biomass growth, carbon emission by forest biomass loss, deforestation and degradation, environmental, social and economic impact specified in the Carbon Sequestration Law). It doesn't seem very difficult to comply with monitoring requirements for "the forest carbon offset project" due to the probative value of satellite data. Therefore, it could be considerable or realistic approach to utilize CSR based forest carbon offset project as a point of reform and open-door in North Korea. It is anticipated that this research output could be used as a valuable reference for Korea-based enterprises to ensure monitoring potentials using satellite image in exploring forest carbon offset project sites in North Korea.

Application of Remote Sensing Technology for Developing REDD+ Monitoring Systems (REDD+ 모니터링 시스템 구축을 위한 원격탐사기술의 활용방안)

  • In recent years, domestic and international interests focus on climate change, and importance of forest as carbon sink have been also increased. Particularly REDD+ mechanism expanded from REDD (Reduced Emissions from Deforestation and Degradation) is expected to perform a new mechanism for reducing greenhouse gas in post 2012. To conduct this mechanism, countries which try to get a carbon credit have to certify effectiveness of their activities by MRV (Measuring, Reporting and Verification) system. This study analyzed the approaches for detecting land cover change and estimating carbon stock by remote sensing technology which is considered as the effective method to develop MRV system. The most appropriate remote sensing for detection of land cover change is optical medium resolution sensors and satellite SAR (Synthetic Aperture Radar) according to cost efficiency and uncertainty assessment. In case of estimating carbon stock, integration of low uncertainty techniques, airborne LiDAR (Light Detection and Ranging), SAR, and cost efficient techniques, optical medium resolution sensors and satellite SAR, could be more appropriate. However, due to absence of certificate authority, guideline, and standard of uncertainty, we should pay continuously our attention on international information flow and establish appropriate methods. Moreover, to apply monitoring system to developing countries, close collaboration and monitoring method reflected characteristics of each countries should be considered.
