Evaluating MRV Potentials based on Satellite Image in UN-REDD Opportunity Cost Estimation: A Case Study for Mt. Geum-gang of North Korea (UN-REDD 기회비용 산정에서 위성영상 기반의 MRV 여건평가: 금강산을 사례로)

  • The credible measurement, reporting and verification (MRV) is among the most critical elements in UN-REDD (United Nations programme on Reducing Emissions from Deforestation and forest Degradation in Developing Countries). This study is intended to explore MRV potential in terms of UN-REDD opportunity cost estimation using satellite image for Mt. Geum-gang of North Korea. A visual interpretation were conducted to evaluate MRV conditions by sub-dividing or decomposing the images with different pixel size into a three types of hierarchical tree structure that helps dealing with spatial variability within each subarea. The permanent record of standard satellite remote sensing system demonstrated its capability of presenting area-wide visual evidences of MRV conditions in Mt. Geum-gang (such as the identification of forested area, degradation trends for forest space, three types of hierarchical land-cover and land use tree structure, carbon density in the landscape). Satellite data could be accepted as legally binding proof when it comes to REDD opportunity cost estimation since several cases exist where remote sensing has been used as legal evidence in ICJ (International Court of Justice) and UN resolution. It doesn't seem very difficult to comply with MRV requirements for UN-REDD opportunity cost calculation due to the probative value of satellite data. It is anticipated that this research output could be used as a valuable reference for Korea-based enterprises exploring REDD project sites and the carbon traders to ensure MRV potentials using satellite image in UN-REDD Opportunity Cost estimation.

Trend Analysis and Policy Implications of Wellness Tourism Policy in Korea and Japan (한국과 일본의 웰니스관광정책 동향 분석 및 정책적 함의)

  • This study compared and analyzed the trends of wellness-related tourism polices in Japan, which have policy similarities with Korea, through related literature research and online interview surveys amid growing demand for wellness tourism in Korea's wellness tourism policy implications. According to the survey, wellness tourism-related concepts do not differ particularly between Korea and Japan, and the use of health tourism or wellness tourism concepts is more common in Japan than healing tourism. Wellness tourism policy is analyzed to be more systematic in Japan in the areas of policy principal agent's flexibility, policy efficiency, related certification, and human resource development, and Korea in the driving force and institutional maintenance of policy. It was judged that Korea needs to establish a wellness tourism consultative body, such as the case of Japan, and improve efficiency through systematic certification of wellness tourism and qualitative management of related manpower. In order to industrialize wellness tourism, it is necessary to increase the healing effectiveness and product value of wellness tourism by organically linking wellness resources specialized by region, and to conduct in-depth analysis of the direction and strategies of wellness tourism policies in preparation for the post-Corona(COVID-19) Era and an empirical study of tourism sites.

  • Wood-based products market is new growth engine industry of "Green growth policy". Korean government established a law, sustainable use of wood, for expanding wood and wood-based products market in 2012. This study was conducted to seek sustainable measures for conservation and management of valuable natural resources, offer expanding quality assurance services for wood-based products, and explore measures for expanding wood-based products labeling system. Through discussed domestic and overseas trends and literatures that concern wood-based products labeling system and investigated case studies that were presently operational. For expanding quality assurance services of wood-based products, Korea Forest Service operates a wood-based products labeling system in integrated management through variety awareness and specialist assessment for each product. This process will make enhanced wood-based products labeling system expanded gradually. To evolve into $3^{rd}$ party quality assurance services on maturity age of labeling system, public communication will help improve awareness of producer and consumer. appropriate incentive program will attract voluntary participation from woodbased product industry. Producers consider environmental ethics in their business and consumer should exercise their right to know.

Characteristics of White Charcoal Produced from the Charcoal Kiln for Thermotherapy (온열욕 겸용 숯가마에서 생산된 백탄의 특성)

  • In this study, the characteristics of the white charcoal from charcoal kilns made for both charcoal production and thermotherapy and from the traditional charcoal kiln were compared and examined. A charcoal kiln for thermotherapy as a secondary purpose was made to minimize environmental problems such as fine dust and harmful gas generated from sealed charcoal kiln in consideration of comfort and safety. White Charcoal produced from the charcoal kiln for both charcoal production and thermotherapy had higher ash and volatile matter and lower fixed carbon than that from the traditional charcoal kiln. The density of the white charcoal produced from the charcoal kiln for both charcoal production and thermotherapy was slightly higher than that of the traditional one, but the equilibrium moisture content and pH were not significantly different. The calorific value, refinement degree, hardness and anatomical structure were not different between the two. It was concluded that the white charcoal produced from the advanced charcoal kiln for thermotherapy as a secondary purpose meets the quality certification standards of Korea Forest Research Institute.

Analysis of Emission Characteristics and Emission Factors of Carbon Monoxide and Nitrogen Oxide Emitted from Wood Pellet Combustion in Industrial Wood Pellet Boilers Supplied According to the Subsidy Program of Korea Forest Service (산림청 지원사업에 따라 보급된 산업용 목재펠릿보일러에서 목재펠릿 연소 시 배출되는 일산화탄소와 질소산화물의 배출 특성 및 배출계수 분석)

  • Korea Forest Service has supplied 76 industrial wood pellet boilers from 2011 to 2015 through subsidy programs. Since carbon monoxide (CO) and nitrogen oxides ($NO_x$) generated during boiler combustion are substances that lead to death in the case of acute poisoning, it is very important to reduce emissions. Therefore, the CO and $NO_x$ emission values of 63 boilers excluding the hot air blower and some boilers initially supplied were analyzed. The emission factor was also calculated from the measured exhaust gas concentration (based on exhaust gas $O_2$ concentration of 12%). The average value of CO emitted from industrial wood pellet boilers was 49 ppm and it was confirmed that the CO concentration was decreasing as the years passed. The emission factor of CO was 0.73 g/kg. The average value of $NO_x$ emitted from industrial wood pellet boilers was 67 ppm and the emission factor of $NO_x$ was 1.63 g/kg. Unlike CO, there was no tendency to decrease according to the installation year. Both CO and $NO_x$ measurements met the limits of the Ministry of Environment. These $NO_x$ emission factors were compared with the $NO_x$ emission factors produced by certified low $NO_x$ burners. The $NO_x$ emission factor of industrial wood pellet boilers was about 1.9 times that of certified low $NO_x$ LNG combustors and about 0.92 times that of coal combustion.

Development of Recycled Paper Properties using In-Situ Process (In-Situ 공정(工程)을 이용한 재활용(再活用) 펄프의 물성특성(物性特性) 향상 연구(硏究))

  • As the demand for paper continues to grow and the importance of recycled paper, white ledgar(WL) and old newspaper pulp(ONP), continuously increase. In addition, usage of recycled paper is essential in terms of forest conservation and environmental protection issues. However, optical and mechanical properties of recycled paper have some drawbacks than regular paper's properties that is indispensable. In order to complement these problems of recycled paper, precipitated calcium carbonate (PCC) was synthesized by the In-situ process with a recycled pulp. Depending on the size of PCC is divided into 2 types, $0.01{\mu}m{\sim}0.09{\mu}m$ colloid type ultra-fine particle and $0.1{\mu}m{\sim}0.9{\mu}m$ cubic type particles. In this study, we analyze how the different shape and size of precipitated calcium carbonate affects in the optical and mechanical properties of the recycled paper used as a filler. Furthermore, we mixed with chemical pulp for overcome reduce of mechanical properties, without using other chemicals, when we use PCC as a filler. The results has the possibility to meet in GR excellent recycling certification mark, standard was proposed.
