  • This study was carried out to evaluate the forest sustainability index of metropolitan and provincial districts in Korea. The forest sustain ability was assessed on the bases of economic, social, environmental axes (phase), which are essential for sustainable development, and establishment. Score of importance for each phase was analyzed by the pairwise comparison of analytic hierachy process (AHP). The forest sustainability indices were measured by 15 indicators of each 3 indicators in economic, social and environmental aspects and 6 indicators in the establishment of infrastructure. The extra weight values of indicators were assigned by the value sum weight method. The forest sustainability indices were assessed for each phase, forest management and health, and integrated index, based on the data from 1995 to 2004. The forest sustain ability indices showed the highest score of 71.8 in Gyeongsangbuk-do and the lowest score of 22.9 in Incheon as of 2004.

  • The energy use of forest biomass is crucial to deal with climate change and achieve the carbon-neutral goal. This study aims to analyze the economic feasibility of forest biomass thermal energy facilities and calculate the optimal subsidy level of heat supply to ensure continued operation of the facilities. To achieve this aim, the net present value approach (NPV) and call option price model are adopted considering wood chip price volatilities. The Forest Energy Self-Sufficient Village Project financed by Korea Forest Service is considered as the research case study. In our analysis, when 50% of the initial investment is given to the subsidies and RECs are applied to only power generation, NPV and IRR are both negative and the investment value using the real option model is also zero. We concluded that some heat subsidies should be acknowledged to keep the facilities operating. Besides, the simulation results reveal reliable economic values when the heating subsidy is priced at KRW 0.0248 per kcal.

  • Pine wilt disease occurred for the first time in Busan in 1988 and the damage has since been increasing. In 2005, a special law was enacted for pine wilt disease by Korea Forest Service. Incidences relating to the forest pest had been frequent and chemical control as well as physical control techniques had been applied to control it. Therefore, there is a need to reduce the damage caused by the pine wilt disease through intensive management such as continuous monitoring, control, and monitoring based on active control as well as management measures. In this study, the UAV-based monitoring method was proposed as an economical way of monitoring the forest pest. The efficiency of the existing method and UAV method had been analyzed, and as a result the study suggested that UAV can be used for forest pest monitoring and indeed improve efficiency. The UAV-based forest pest monitoring method has a cost reduction of about 50% compared with the conventional method and will also help to reduce the area where the survey was omitted.

  • This study was conducted to identify the usage characteristics of the DMZ Punchbowl Trail (DPT) as a national forest trail (NFT) and to estimate its ripple effects on the local economy. The objective of this study is to provide policy implications for sustainable operational management. Out of the 500 questionnaires distributed, 215 respondents provided their complete travel itineraries and expenditures. The respondents, mainly aged 50 and above and residing in the Seoul Metropolitan Area, spend 3.5 hours of travel time to the DPT. Together with their families, the respondents typically spend approximately 4 hours for leisurely activities, primarily appreciation of scenic views and relaxation by visiting the "O-yubatgil." Furthermore, they extend their travels to other parts of Gangwon Province, where the DPT is situated. Within Gangwon Province, Yanggu County is the most visited destination. The respondents reported a notably higher average expenditure per visitor compared with the typical local walking tourists. Estimates show that the DPT generates an annual average of KRW 2.1 billion in direct expenditure (based on an average of 10,000 visitors for over five years), KRW 2.8 billion in production, and KRW 1.3 billion in added value, and it has created 40 jobs in Gangwon Province. The results of this study lies in empirically determining the specific economic scale and ripple effects of DPT as an NFT in the major sector, which occupies a significant portion of the Gangwon Province's local economy. The results will be instrumental in validating NFT policies and informing policy making for sustainable forest utilization.

  • The results of study on planting and cultivate of Hong Man-Seon(1643~1715)'s 'Salimkyungjae(The Economy of Forest)' the first summative textbook of agricultural skill of South Korea, are as follows. First, 'Salimkyungjae' suggests that one can enrich oneself, eat fruits in fall, enjoy the shade of trees in summer, and enjoy flowers in spring if one plants tree with 10 year plan with knowledge of ecology. Second, the number of plants had increased continuously from the early Chosun Dynasty to the mid Chosun Dynasty. The 52 plants in the book are classified into 31 trees, 8 shrubs, 3 others, and 10 herbs, and 28 of them are fruit trees. Hence, we can see that the book is for the promotion of welfare. Third, planting(transplantation) is the best on January of the lunar calendar, and the second on February, and fertile soil should be added much. Trees must be planted as deep as once it was planted, and buttressed. It will sprout well if it is planted at the depth of one inch, and planting a cutting should be carried out at the early March with 5 inch and finger-thick branches. Grafting is the best when it begins to sprout. Fruit trees will bear many fruits if they are grafted at the direction of South, and fruits will be greater if the trees' branches are cutting off on January. Especially, January was selected for the best season of planting traditionally. Fourth, flower trees are planted or sowed with manure around January and February of the lunar calendar, and it is recommended to replant them into flowerpots with manure when having flower buds around March and April of the lunar calendar. It would bloom earlier when using water mixed with stable manure, and sulfur smoke can be used in order to change the flower color from red to white. Flowerpots would be placed at half shaded lot with being supported by bricks. Pomegranate, gardenia, camellia and four-season flower should be planted after flowers fallen. When flower trees are beside walls, they need to be rotated frequently since their branches all point toward house. Seeds need to be preserved in a sunny hut, where its entrance and ventilating openings would be at south because it is convenient to manage pots. Fifth, insects hidden at fruit trees would be destroyed by torch smoke when roosters cry on New year's day of the lunar calendar. Insects would be decoyed into straw hanged at dawn of Cheongmyeongday(淸明日). Insects on fruit trees would be controlled using sulfur powder to close up holes or sulfur smoke to fumigate. Particularly, it suggests that utilization of fertile soil would be the best solution for growing health plants and preventing pest.

  • Deforestation and forest degradation in Democratic People's Republic of Korea (DPRK) accelerated from the mid 1980s through the economic crisis in 1990s and is still happening. DPRK has conducted afforestation and reforestation activities against this trend. However there are not many official documents on achievement of forest rehabilitation in DPRK. "Rodong Shinmun," as an official newspaper published by North Korean Workers Party, represents governmental policies and is one of a few accessible information on DPRK which is available in Republic of Korea (ROK). This paper aims to investigate the national forest policies of the DPRK represented in Rodong Shinmun. Total of 499 articles using the word 'Sanlim (forest)' and 'Rimsan (forest product)' in the title of articles were selected for content analysis. The national forest plans and forest policy instruments contained in the selected articles were analyzed. The subjects of represented forest policies were classified into four groups; forestation, forest management, land management and forest protection or conservation. The focus of forest policy was changed from economic utilization of forest resources such as timber production in the 1990s to forest protection in the 2000s. Rodong Shinmun reported more frequently about regulatory instruments and informational instruments than the economic instruments. Official commendation and awards were the main incentives given to the people who contributed to forestry achievements. In particular, forest policies were emphasized by Kim Il Sung and Kim Jong Il and afforestation and forest protection were described as patriotic activities in the Rodong Shinmun. In conclusion, this research revealed that Rodong Shinmun plays a role as a means for introducing, propagating and instigating forest policies in the society of the DPRK. The findings help to understand the forest policies of the DPRK which could be useful when designing development aids for DPRK.

  • In accordance with importance of the economic value of forests and forest use, the paradigm of development and use has emerged as the dominant paradigm of forest policy. As forests are recognized as an important means of Wellness, the government pursues a policy convergence between forest use and conservation. So, this article analyzed whether the change of forestry convergence paradigm is reflected in policy or not. The purpose of this study was to analyze through content analysis and network analysis, whether the new combined text value are fused in how forest policy. According to the results, the function of utilization which is off the traditional forestry industry and recreation, wellness are acquired a greater importance in the 5th plan than 4th plan. But the 5th plan is insufficient to establish of foundation for forestry management and welfare functions. The evidence suggest a sign of sustained paradigm convergency in forest policy of Korea. As the policy implication in establishing national forest master plan, it is necessary to strengthen policy capability to pursue sustainable forestry utilization, which can converge forest use and conservation.
