모든 국민이 시간과 장소, 그리고 사회경제 및 신체적 제약없이 전기통신서비스를 이용가능케 하는 보편적 서비스(universal service)는 정보통신정책에서 가장 핵심적인 사항이다. 국가의 경제적 능력과 정보통신의 발달 수준에 따라 보편적 서비스의 정의와 수준이 다르지만, 보편적 서비스의 정의를 위한 일반적인 원칙과 공통적으로 포함되어야 할 요소를 파악하였다. 보편적 서비스를 달성하기 위한 자금확보는 정책시행단계에서 가장 중요한 사항이므로 시장구조와 규제제도의 맥락에서 파악하고 있다. 경쟁의 도입과 무선기술의 도입 등 급속한 환경변화에 대응하기 위한 정책을 제시하고 한국의 보편적 서비스 정책에 대한 현황을 파악하였다. 초고속정보통신망으로 대표되는 고도정보통신기반에 따른 고도의 보편적 서비스에 대하여 검토하였다.

This study was conducted to explore the effect of social support on the quality of life of hemodialysis patients and to verify the moderating effect of public services. To achieve this purpose, parameter analysis using hierarchical moderated multiple regression was carried out with data provided by 156 hemodialysis patients who live in Seoul and Gyeonggi-do. Results of analysis showed that social support, marital status, occupation of patient affected with the quality of life. The findings also showed that public services have moderate effect on relationship between the quality of life of hemodialysis patient and social support. Implications of these results were explored in relation to the importance of public services and measures that could be taken to improve social work practice.

The purpose of this study is to analyze the moderating effect of social support on the effect of the use of social services by the elderly with disabilities on life satisfaction.To this end, the 15th data of the Korean Welfare Panel 2020 were used to verify the characteristics, correlation, and multiple regression analysis of variables related to life satisfaction. The SPSS WIN 25.0 program was used. The survey subjects extracted 684 elderly people with disabilities aged 65 or older, and the use of welfare services was divided into income Service, health Service, home welfare Service, and social participation Service, and the analysis results are as follows. First, it was found that the experience of using welfare services for the elderly with disabilities had a positive (+) effect on life satisfaction. Second, social support showed a moderating effect on the effect of using welfare services for the elderly with disabilities on life satisfaction. Through these results, the necessity of practical intervention measures and development of various programs in social welfare policies that can improve the quality of welfare services for the elderly with disabilities and increase life satisfaction through various social support was suggested.

본 연구의 논의의 전개는 오늘날 산업사회의 발달로 인해 고도의 경제성장과 의료기술의 발달로 평균 수명이 늘어나고 이로 인한 인구 고령화 현상이 급속히 진행되고 있다. 이러한 논의를 토대로 고령화 사회에서 재가노인복지서비스가 제대로 이루어지기 위해서 본 연구는 재가노인복지서비스가 전문적인 서비스 수준으로 이어져야 한다고 보고 있다. 이에 따라 재가노인복지서비스의 필요성, 재가노인복지 사업, 문제점 등에 대해서 개괄적으로 살펴보고 우리나라 재가노인복지서비스의 과제와 개선방안을 모색해보고자 한다.

1988년 한국이동통신서비스 주식회사에서 휴대폰 서비스를 개시하고, 1994년 한국통신에서 인터넷 상용서비스를 실시할 때 만해도 2007년 현재 우리의 삶이 휴대폰과 인터넷이라는 정보통신 환경에 이렇게 깊이 의존할 것을 예측한 사람은 거의 없었다. 이제 인터넷과 휴대폰은 우리 생활에서 없어서는 안 될 삶의 일부가 되었고, 사회를 구동시키는 중요한 요인이 되었다. 현재 우리는 누구나, 언제, 어디서나, 어떤 기기를 사용하더라도 원하는 정보에 접근할 수 있는 유비쿼터스 시대를 향해 나아가고 있다. 유비쿼터스는 단순히 정보통신 컴퓨팅 환경이라는 기술적 의미를 뛰어넘어, 사회를 변혁시키는 유비쿼터스 혁명이라는 시대적 패러 다임의 변화를 의미하게 되었다. 유비쿼터스의 특징으로는 센싱, 네트워킹, 지능화를 들 수 있다. 센싱은 센서를 이용하여 사람, 사물(기기)에 대해서 모니터링하는 것이며, 네트워킹은 네트워크 통신기술을 이용하여 사람, 사물(기기)간 모니터링된 정보, 서비스될 정보를 서로 연계하는 것이며, 지능화는 기기, 사물이 단순히 정보와 지식을 전달하는 것에서 자동화 단계로까지 발전하는 것을 의미한다. 유비쿼터스 기술이 뒷받침되는 유비쿼터스 사회는 개방, 공유 참여가 가능한 열린 사회이며, 사물, 기기가 지능화되는 지능형 사회이며, 기기, 산업, 조직, 시스템간 융복합이 이루어지는 융복합 사회이며, 개인의 기호와 요구에 부웅하게 되는 개인중심 사회이며, 지식과 문화, 예술, 아이디어가 가치를 창출하는 콘텐츠 사회라는 특징을 보일 것이다.

최근 들어 모바일뱅킹 서비스는 사용자들이 급속히 증가하고, 금융기관과 이동통신 업체의 적극적인 투자가 빠르게 확대되고 있어서 시장의 발전 가능성이 높이 기대되고 있다. 그러나 아직까지 모바일뱅킹 서비스는 고객의 서비스 만족도나 서비스 제공자의 수익 면에서 만족할 만한 수준을 나타내고 있지는 못하다. 따라서 본 연구는 사용자들이 모바일뱅킹을 사용하는데 결정적인 영향을 미치는 요인을 제시하여 전략적 경쟁 도구로서의 모바일뱅킹 확산을 지원하고자 한다. 이를 위해 문헌고찰을 통해 모바일뱅킹 서비스의 특징 및 현황을 파악하고 유용성, 사용성, 서비스품질, 사회적 영향, 즉시 접속성 등의 요인을 도출하여 모바일뱅킹 기술수용모형을 제시하고 검증하였다 분석결과 모바일뱅킹 사용에 영향을 미치는 요인은 모바일뱅킹의 유용성, 서비스 품질 그리고 즉시 접속성이 유의한 것으로 나타났으며, 반면 사용성과 사회적 영향은 유의하지 않은 것으로 나타났다. 이러한 연구 결과는 많은 시사점을 제공하며, 앞으로 좀 더 추가적인 연구와 토의가 이루어져야 할 것이다.

This study was performed to verify the effects of disability service providers' human rights awareness and social support on social integration. In addition to identifying the mediating effect of social support when human rights awareness are recognized impact on social integration and verified the direct and indirect effects on social integration. In result, First, human rights awareness is having a statistically significant effect on social support, Second, on human rights awareness also it showed a statistically significant effect on social integration. Third, social support has been identified as affecting social integration, Under the influence of social support appeared to affect human rights awareness recognized indirectly in social integration. This the human rights awareness affects directly social integration, social support was identified as mediators in the process of human rights awareness and social integration. Therefore, If a disability service providers made the correct recognition for human rights and social support can be seen that social integration can be achieved.

Since 2004, community childcare centers are legislated and the centers are running as the concept of community-oriented child welfare services. Recently child welfare paradigm are changed from simple "study room" for protection to the future capabilities of the "social welfare". For children who grow in their community, it must request to new construction with ecological system.

To bridge digital divide, the nation's information services should be focused their attentions on people with disabilities. According to this philosophy, the public library's services for people with disabilities should be main streamed into its regular services. Providing equitable access for people with disabilities to public library's resources, facilities, and services, the standard library services policy or guideline should be developed as soon as possible. A draft in this papers may be helpful to a policy maker for public library services for people with disabilities

최근 고령화로 인한 수명연장은 노후생활비용 부담의 가중을 통해 고령자들의 노후파산 가능성을 높이는 핵심 위협요인이 되고 있기 때문에 이를 위한 사적자산의 안정적, 장기적인 관리와 증식이 필수적이다. 자산관리 자문/일임 서비스를 이용하는 것은 이를 해결할 수 있는 좋은 대안이지만 과거에는 서비스 이용가능 대상이 대형 금융기관을 거래하는 거액자산가들로 국한되어 있었다. 그런데 최근 기술혁신과 더불어 플랫폼을 기반으로 하는 웰스테크(디지털 자산관리) 서비스가 빠른 속도로 대중화되고 있어, 이를 활용하면 보다 많은 고령자들이 자산관리에 대한 부담을 경감할 수 있을 것으로 예상된다. 본 연구에서는 이런 이유로 최근 주목받는 웰스테크(디지털 자산관리) 자문/일임 서비스에 대한 고령자들의 사용의도에 영향을 미치는 특성 및 요인들을 파악하고자 한다. 이를 위해 기술수용이론 중 소비자가 얻는 혜택과 희생을 모두 고려하는 '가치기반수용모델(Value Based Model)'을 기본 모형으로 하되 웰스테크(디지털 자산관리) 자문/일임서비스의 특성을 고려하여 '가격효용성'을 혜택 요인에 추가하였다. 또한 고령자의 특성을 고려하여 희생 요인에 '인지된 위험'을, 별도의 요인으로 '사회적 영향'을 각각 추가하였다. 예상되는 연구결과로는 지각된 혜택에 해당하는 유용성, 즐거움, 가격효용성은 모두 인지된 가치에 유의한 (+)의 영향을 미칠 것으로 예상되는 반면, 지각된 희생에 해당하는 기술성과 인지된 위험은 모두 인지된 가치에 유의한 (-)의 영향을 미칠 것으로 예상된다. 또한 추가변수인 사회적 영향은 인지된 가치에 유의한 (+)의 영향을 미칠 것으로 예상된다.
