This study examines the realities and causes of youth and new college graduate unemployment, and seeks some assignments for mitigating youth and new college graduate unemployment. An analysis of the realities and causes of youth and new college graduate unemployment is summarized as follows. First, youth unemployment rate, which rapidly increased after the IMF economic crisis, slowly decreased after 2000, but was still somewhat higher in 2002 than that before the IMF. Second, new college graduate unemployment rate, which rapidly increased after the IMF economic crisis, slowly decreased after 2000 and became a similar level to that before the IMF economic crisis, but the number of the unemployed new college graduates highly increased after the IMF. Third, an analysis of the causes of youth unemployment shows that economic growth and the employment elasticity of economic growth negatively affect the unemployment rate, and the rate of entrance into colleges positively affects the unemployment rate. Fourth, an analysis of the causes of new college graduate unemployment demonstrates that economic growth and the employment elasticity of economic growth negatively affect the unemployment rate, and the increase rate of new college graduates, the college graduate/youth population ratio, and the time trend positively affect the unemployment rate. These results suggest several implications for mitigating the unemployment rate of the youth and new college graduates. First, in order to increase labor demand, emphasis must be placed on preparing economic conditions which can raise economic growth rate and on fostering industries and occupations which have high employment elasticity. Second, in the aspect of labor supply, it is necessary to adjust the number of new college graduates corresponding to labor demands in industries. Third, in order to redress the mismatch between the demand and the supply of the youth labor market, attention should be paid to remedying educational systems such as the activation of vocational education and training in middle and high schools and the reformation of college education to match the education and training provided in colleges and the skills requirements of the world of work, and preparing a unified program to support the youth unemployed systematically and synthetically.
There were also various decisions made in medical area in 2015. In the case that an inmate in a sanatorium was injured due to the reason which can be attributable to the sanatorium and the social welfare foundation that operates the sanatorium request treatment of the patient, the court set the standard of fixation of a party in medical contract. In the case that the family of the patient who was declared brain dead required withdrawal of meaningless life sustaining treatment but the hospital rejected and continued the treatment, the court made a decision regarding chargeable fee for such treatment. When it comes to the eye brightening operation which received measure of suspension from the Ministry of Health and Welfare for the first time in February, 2011, because of uncertainty of its safety, the court did not accept the illegality of such operation itself, however, ordered compensation of the whole damage based on the violation of liability for explanation, which is the omission of explanation about the fact that the cost-effectiveness is not sure as it is still in clinical test stage. There were numerous cases that courts actively acknowledged malpractices; in the cases of paresis syndrome after back surgery, quite a few malpractices during the surgery were acknowledged by the court and in the case of nosocomial infection, hospital's negligence to cause such nosocomial infection was acknowledged by the court. There was a decision which acknowledged malpractice by distinguishing the duty of installation of emergency equipment according to the Emergency Medical Service Act and duty of emergency measure in emergency situations, and a decision which acknowledged negligence of a hospital if the hospital did not take appropriate measures, although it was a very rare disease. In connection with the scope of compensation for damage, there were decisions which comply with substantive truth such as; a court applied different labor ability loss rate as the labor ability loss rate decreased after result of reappraisal of physical ability in appeal compared to the one in the first trial, and a court acknowledged lower labor ability loss rate than the result of appraisal of physical ability considering the condition of a patient, etc. In the event of any damage caused by malpractice, in regard to whether there is a limitation on liability in fee charge after such medical malpractice, the court rejected the hospital's claim for setoff saying that if the hospital only continued treatments to cure the patient or prevent aggravation of disease, the hospital cannot charge Medical bills to the patient. In regard to the provision of the Medical Law that prohibit medical advertisement which was not reviewed preliminarily and punish the violation of such, a decision of unconstitutionality was made as it is a precensorship by an administrative agency as the deliberative bodies such as Korean Medical Association, etc. cannot be denied to be considered as administrative bodies. When it comes to the issue whether PRP treatment, which is commonly performed clinically, should be considered as legally determined uninsured treatment, the court made it clear that legally determined uninsured treatment should not be decided by theoretical possibility or actual implementation but should be acknowledged its medical safety and effectiveness and included in medical care or legally determined uninsured treatment. Moreover, court acknowledged the illegality of investigation method or process in the administrative litigation regarding evaluation of suitability of sanatorium, however, denied the compensation liability or restitution of unjust enrichment of the Health Insurance Review & Assessment Service and the National Health Insurance Corporation as the evaluation agents did not cause such violation intentionally or negligently. We hope there will be more decisions which are closer to substantive truth through clear legal principles in respect of variously arisen issues in the future.
This study is an empirical research to analyze how many private income transfers in Korea decrease poverty rate, to compare the effects of private income transfers' decreasing poverty rate with income classes. This study has utilised the Family Income and Expenditure Survey to estimate the poverty ratio in urban areas and Unemployment Household Survey which Korea Institute for Health and Social Affairs has investigated at 1998. Majour findins are these. First, Sizes of private transfers incomes are much than that of public transfers incomes. The rates in receiving private transfers income are ten times higher than that in receiving public transfers income among urban worker's household. The mean of private transfer income are about six times larger than that of public transfer income among urban worker's household. Second, the effects of private income transfers' reducing poverty rates are not large. After private transfers, urbarn workers' households are about 10 per cent away from its poverty line, and unemploy households are only 3 per cent away from its poverty line. Third, especially, private income transfers are hardly reducing poverty rates among extreme poverty class. After private transfers, urban workers' households which their incomes are within low 5%, are not away from its poverty line at all.
Uncertainty of career environment driven by globalization and shift of employment context drives heavy competition of labor market and anxiety of employment for individuals. New career paradigm based on this environmental change puts emphasis on subjective career success from individual's viewpoint as important career outcome and individual's proactive career development efforts. In addition to this, importance of person-environment fit and person-job fit is growing in relationship between career planning and career success. Based on this perspective, this study aims to identify whether person-environment fit and person-job fit mediate the relationship between career development and subjective career success. Data analysis of questionnaire from 220 employees showed that both fits mediate the relationship. This result implies that individual's proactive career planning is critical to career success and this strengthens one's satisfaction to organization and job. To organization, strategies need to be developed to design career development of employees' based on their career needs and organizational intervention such as job-rotation system.
In this paper, the ideological features of Mohism were examined through the analysis into the viewpoint of Mohism on justice and benefit and "universal love" based on it. Even before the viewpoint on justice and benefit became a main agenda in Confucianism, Mohism and the Hundred Schools of Thought, there had been discussions on it, and the relation between "justice" and "benefit" was generally understood as that of means and ends(本末) or that of the thing and its functions(體用). What succeeded to this tendency and set it as an individual's moral standard was the viewpoint of Confucianism including Confucius. Of course, the Confucian view was focused on the politicians or leaders of those times. Compared to which, Mohism represented the stance of their group members and pursued the interest of groups and the society rather than that of individuals. Accordingly, while Confucianism considered "justice" more important than "benefit", Mohism could understand both of them unificatively. The crucial reason why Mohism could be most active during the Warring States Period is that it had its metaphysical basis on "the disposition of Providence." Accompanying this, the viewpoint of Mohism on justice and benefit was internally reflected in its key arguments including "universal love." That is so-called "Jianxiangai, Jiaoxiangli", that is to say, "that loving each other is namely benefiting each other." On the other hand, the fact that the viewpoint of Mohism on justice and benefit, and furthermore, the ideological foundation of its ten main arguments including universal love was "the disposition of Providence" became a double-edged sword. It was because it could be easily accepted by the laborers, farmers, and craftsmen consisting of Mohism of those times, but it instead became the reason for falling into ruins since the establishment of the feudal empire of Qin and Han(秦漢). In the feudal empire, the ideology and activities of Mohism as an individual group couldn't be embraced. For example, the way to set "Heaven"(the heavenly king) above "the sovereign ruler" might be a decisive limit to the legitimacy and rationality of the regime. Moreover, the arguments by Mohism, such as "Jieyong", "Jiezang", "Feiyue" and others couldn't be taken easily by the privileged class. Therefore, Mohism couldn't do any activities as an academic school until Seojedongjeom(西勢東漸) during the Qing dynasty later, and it was different from Confucianism. In brief, ideas of Mohism including universal love ended up as an utopian idea historically, but the conception of sharing mutual interest along with mutual love and consideration with Confucianism from the position of the relatively disadvantaged in the society has a value worthy of being appreciated even today.
The present study aims to explore the causes of employment difficulty on the basis of job applicant's interest from P-E (person-environment) fit perspective. Our approach relied on a textual analytic method to reveal insights from their situational interests in a job search during the change of labor market. Thus, to investigate the type of major interests and psychological responses, user-generated texts in a social community were collected for analysis between January 1, 2013 through December 31, 2015 by crawling the online-community in regard to job seeking and sharing information and opinions. The results of topic analysis indicated user's primary interests were divided into four types: perception of vocation expectation, employment pre-preparation behaviors, perception of labor market, and job-seeking stress. Specially, job applicants put mainly concerns of monetary reward and a form of employment, rather than their work values or career exploration, thus youth job applicants expressed their psychological responses using contextualized language (e.g., slang, vulgarisms) for projecting their unstable state under uncertainty in response to environmental changes. Additionally, they have perceived activities in the restricted preparation (e.g., certification, English exam) as determinant factors for success in employment and suffered form job-seeking stress. On the basis of these findings, current unemployment matters are totally attributed to the absence of pursing the value of vocation and job in individuals, organizations, and society. Concretely, job seekers are preoccupied with occupational prestige in social aspect and have undecided vocational value. On the other hand, most companies have no perception of the importance of human resources and have overlooked the needs for proper work environment development in respect of stimulating individual motivation. The attempt in this study to reinterpret the effect of environment as for classifying job applicant's interests in reference to linguistic and psychological theories not only helps conduct a more comprehensive meaning for understanding social matters, but guides new directions for future research on job applicant's psychological factors (e.g., attitudes, motivation) using topic analysis.
The present study is designed to explore restructuring direction of the old-age income maintenance system and development direction of the Seniority Pension Scheme(SPS) in Korea. While the SPS is trifling scheme with tiny benefit amount and small budget, the SPS has important role that function as only public income maintenance scheme for both the low income class and the excluded from public pension and public assistance at present stage because of immature National Pension. This study starts with the research question why serious mis-matching problem between needs and resources in old-age income maintenance system occur. Thus this study explores fundamental change direction of the old-age income maintenance system which is coincide with further situation change(demography, labour market, family structure). Also this study explores desirable SPS's development direction as taking into account relation with other public old-age income maintenance system. This paper suggests basic direction of old-age income maintenance system as follows: principle of universal and individual security; principle of sustainability; principle of equity. Under general principle, this paper also proposes largely two development scenario of the SPS. The one is to maintain present transitional and provisional scheme with trying scheme's substantiality. The other is to change into permanent old-age income maintenance scheme for the excluded public pension and public assistance. At this point it is the public pension's role that the SPS's development direction is determined. If the public pension keep one pension per one earner as present system, non-contribution pension as present SPS should maintain continuously. However, if the public pension reorganize into basic pension of one pension per one person and earning-related pension, the SPS should be managed temporarily until mature of public pension. Therefore whether the public pension play basic security role for all elderly or not will determine the SPS development direction.
The purpose of this study was to compare the exposure levels to emotional labor, occupational and socio-psychological stress, and fatigue for workers engaged in the fields of beauty business (make-up, skin, nail, and hair). For this purpose, a survey was carried out and a statistical analysis was performed for 813 persons As a result, emotional labor was found to be linked with 3 factors of emotional control, emotional dissonance, and positive emotional expression. The exposure level of emotional control was found to be high in the area of hair care and that of positive emotional expression was high in the area of nail care. Based on evaluation of Occupational Stress Scale(KOSS), the stress were found to be highest among workers engaged in the field of make-up and lowest among those in the field of nail. The exposure level of psychosocial stress was found to be the highest in the area of make-up and the lowest in the area of nail care. The exposure level of fatigue was found to be the highest in the area of make-up and the lowest in the area of nail care, showing a difference in the exposure level of stress by area of beauty business. The study confirmed that there is a difference in the exposure level related to emotional labor, job stress, psychosocial stress, and fatigue by area of beauty business.
As the world economy has been changed into the knowledge-based society, all economic activities have globalized and intensified competition in the marketplace, and the forces of these changes are even more aggressively pressuring today's business. According to many businesses are focused on the core competence and various functions are outsourced by service providers, many firms pay heavily attention to business service. Although the importance of business service, domestic business service industry shows a low labor productivity. On the other hand, foreign business service companies in korea take a substantial portion of business service market. Thus, domestic business service needs to increase a competitiveness because of potential growth opportunities. This study attempts to find out the ripple effect of business service industry on other industry.

This study has been conducted in preparation for a library instruction program for the Sangmyung University Library. The purpose of this study Is to assess the effectiveness of different types of library instruction in improving the information literacy of users. 112 questionnaires were measured and analyzed using SAS and t-test, ANOVA among other statistical techniques. The results were as follows: (1) Library instruction directly affects the information literacy of users. After taking library instruction. users were able to effectively use the AtoZ service, related Sites service. thesis service, E-resources, DDS service. off-campus service, translation system and the e-book service through the library homepage. (2) Group instruction proved to be the most effective type of library Instruction while online instruction was the worst.
