Though the British shipbuilding industry dominated the world market in the 19th century, it could not avoid the repetitive rise and fall of the unemployment following after the cyclical fluctuations. Without challenging the employers' rights to fire at will, the boilermakers maintained their own unemployment insurance in order to escape from the new poverty law system. In the beginning the craft union could continue their own unemployment insurance under the National Insurance Act of 1911, but it went into bankruptcy under the massive unemployment of the 1920s and the attacks of shipyard employers. The Act of 1911 was a step towards social solidarity in that it spread the risks beyond the occupational boundaries, applying unemployment insurance to unskilled and non-union workers, and the employer and the government also paid the premium. In the Great Depression, the shipyard trade unions demanded that the government should intervene in the shipbuilding market to provide jobs, but it was not accepted by the government. The government responded only to the another demand of the union for the maintenance, which could be achieved partially through the abnormal operation of the insurance system, abandoning the insurance principle. After all, unemployment in the shipbuilding industry was resolved only by the expansion of rearmaments and the outbreak of World War II. From the 19th century to the World War II, the craft unions did not challenge the employers' right to fire at will and did not attempt to regulate dismissal procedures or make any demands on dismissal compensations. During interwar periods rules and practices related with weak employment protection - one of the main features of the liberal employment adjustment institution - were prevalent in Britain. The principle of 'employment at will' could survive through the historical events such as the World War I, II as the operation of the unemployment insurance became the focus of the social conflicts.

Differing Site Conditions('DSC') Claims among construction claims are on the increase as a direct result of the steady construction of Social Overhead Capital Facilities initiated by Government. As DSC claims generally became apparent during the intial stage of the construction project, it is necessary to timely review and study the proposal on the prevention of DSC claims because delayed settlement will incur more substantial damages to all parties concerned. This research is focused on the identification and analysis of the causes for DSC claims as applicable to design-build project in public sector and it presents the possible short term, medium and long term proposals on the improvement of causes related with DSC claims. The major results of this research are summarized as follows: 1. Improvement of contractor's tender practice 2. Contractor's division of responsibility on the site survey 3. Improvement of owner's exculpatory clause 4. Flexibility on the adjustment of contract amount The proposals stated above could be useful in resolving the DSC claims between owner and contractors.
With the advent of the data economy, interest in using big data has increased, but conflicts with protecting personal information have been also steadily raised. In this regard, major countries are accelerating use of big data by exempting de-identified, pseudonymous personal information from protection. However, these policies have been made without the understanding that the economic value of personal information has been actually changing slowly. This paper presents the concept of 'collected information' and defines it as having public interest and therefore, not the exclusive property of the collector of such information. The paper shows the collected information has public interest in terms of personal information protection, connectivity, and universal service and public goods. It also specifies that the 'data governance' cannot be applied to the current data utilization framework that depends upon the holder's consent; rather, it raises the need to improve the practices of information provision consent or provide the beneficiary right of information use to the information holder in order to ensure the proper 'data governance' that will turn market failure into success.
This article examines the reason why Indonesian Javanese are using their traditional medicine jamu. Tracing the cultural logic of Javanese, this study observes the space and the process in which the demand on jamu is culturally constructed. In order to address this, the article focuses on Javanese family and their royal court, the spaces where jamu originated from and has been used. Then, the discussion proceeds to identify jamu as a medium to construct rukun(harmony) and tentram(peace), as well as to express and ensure Javanese cosmology. Along with the research, the article argues that: 1) jamu is an embodiment of Javanese local knowledge system into which Javanese consciousness, notions, knowledge, and techniques integrate; 2) the health achieved by using jamu is what Javanese call tentram, which encompasses physical, mental, spiritual and social dimensions of health; 3) the health of tentram has the value of a resource that becomes the foundation to build a good, prosperous society.
It has been said that Gwangjudream, nevertheless a free press, plays a role as a local press that it should be, in a situation that other local papers do not. This study aims to reveal the forces that influence the article production of Gwangjudream, and to examine the interrelations between them, through using the methods of participant observations and depth interviews. In this course, it is eventually purpose of providing more deep understandings on the present circumstances and problems of the local papers and having a chance to concern the concrete ways to enhance them. This study results in revealing the five forces that primarily influence the article production of Gwangjudream: 1) as a historical force, keeping the spirit of the first publication that look forward to playing a role as a local press that it sound be, 2) as an individual force, the habitus of its members that is critical of mainstream society and culture, 3) as an organizational force, non-hierarchical culture and the independence of the editorial rights, 4) as a habitual force, the deny of beat system, 5) as an economical force, the power of sponsors, financial poorness, and the competition for attracting subscribers. While the historical force and the individual force play a role as fundamental circumstances and the organizational force and the habitual force as practical circumstances for producing articles, they encourage to emerge the characteristics of the articles that are related to citizens' everyday life and reflect locality, and criticize and keep an eye on government and other public offices. However, the economical force provides the circumstances that weaken the characteristics of Gwangjudream. The results of this study question the perspective to overly regard it as coming from their economical weakness that the local newspaper do not play a role as a local press that it should be.
The polygraph test administered by the Korean Prosecutors Office for crime investigations customarily uses the score of -12 as the cutoff point separating the subjects who lie from those who tell the truth. The criterion used by the KPO is different from the one (-13) suggested by Backster (1963) who invented the particular method for lie detection. Based on the signal detection theory applied to the real polygraph test data obtained from real crime suspects by the KPO, the present study identified the score of -8 as an optimal criterion resulting in the highest overall accuracy of the polygraph test. The classification of the subjects with the score of -8 as the criterion resulted in the highest accuracy (83.17%) compared with the accuracies of classifications with the Backster's criterion (76.24%) and the KPO's criterion (80.20%). However, the new criterion was also found to result in more false-positive cases. Based on the results from the present study, it was recommended to use the score of -8 as the criterion when the overall accuracy is important but the score of -12 or -13 when avoiding false-positive is more important than securing the overall accuracy.

Electronic commerce offers considerable new opportunities for businesses and citizens in all regions of the world by enhancing productivity across all sectors 6f our economies and encouraging trade in both goods and services. Specially in relation to contract, electronic commerce requires a coherent, coordinated approach internationally on key issues such as a validity, a legality, consumer protection. In order to ensure the stable growth of electronic commerce in Korea, the government needs to construct a predictable legal and commercial environment, suitable to the situation in Korea, for business conduct on the Internet and other electronic method. Electronic commerce, which breaks down national boundaries and widens the gap between the place where services are performed and the place where they are consumed, requires a new paradigm when making an agreement between contracting parties.
Workaholism refers to a state in which work is the center of self, a state in which other life other than work is deemed worthless, and a state in which one feels that his or her life ends when things get lost. There are concerns that South Korea's work-centered institutions, cultures and long-time labor practices expose workers to workaholism. This study identifies the prevalence of workaholism and its risk factors among workers using a representative sample from Korean Labor and Income Panel Study. The results of empirical analysis of the wide range of workaholism showed that 7.0% of Korean workers were work-addicts. Male, workers working long hours, daily workers, employers, the self-employed were more likely to be work-addicts. Those who think that workload is high beyond regular working hours are more likely to be work-addicts. These results were also confirmed by regression analysis. It suggests that policies to shorten working hours and strengthen job and income stability can reduce the risk of workaholism and balance between work and life.
